Executive Summary
Robayna and Associates, Inc., is a multidisciplinary Civil Engineering, Planning and Land
Surveying firm. We have been providing professional services in the State of Florida since 1981.
Our key personnel are experienced, committed and exceptionally proficient in the professional
services required by the City’s Procurement Management Division.
Our founder and President/CEO, Mr. Rafael L. Robayna, is the authorized person to make any
representations for this firm. Mr. Robayna’s office address is 5723 NW 158 th Street Miami Lakes,

Summary of submittal key points
Licenses and Certifications: The firm is certified as Minority Business Enterprise (MBE) by the
State of Florida, Disadvantage (DBE) and Community Business Enterprise (CBE) by Miami-
Dade County, among others certifications. We are licensed by the State of Florida Board of
Professional Engineers and by the Board of Professional Surveyors and Mappers as Land
Surveyors. We have included copies of them in this response.
Our key personnel are licensed as well, by the State of Florida Board of Professional Engineers
and by the Board of Professional Surveyors and Mappers accordingly to their individual area of
specialty. We have maintained in good standing our licenses and certifications at all times and it
is our intention to continue this practice. We have included copies of these after the Standard
Forms 330.
Experience and Qualifications: In our more than 30 years of existence we have provided
professional services for numerous private and government entities. Within the government
agencies, we have successfully completed project for several departments of Miami-Dade County
like Public Works, Office of Community & Economic Development (OCED), Water and Sewer,
Parks and Recreations, Environmental Resources Management (DERM), Aviation, etc. Other
State and Federal agencies we have served are: South Florida Water Management District,
Federal Aviation Administration, Coast Guard, General Services Administration, etc. And
municipalities like Sweetwater, Homestead, Opa-Locka, Hialeah, Miami, Florida City, etc. See

Understanding the Scope of Work: We understand that the scope of work is variable, depending
on the project assignment, but is basically defined as Civil Engineering Services including but not
limited, as per the services our firm specializes, in: engineering; right-of-way and traffic
engineering; highway design; construction and civil engineering; environmental permitting and
engineering including environmental studies, water and sewer design, utility engineering;
preparation of plans and specifications, construction management, highway planning, design
and/or construction supervision and administration. In this qualifications statement we intent to
demonstrate to the City, our staff capability and quality of work, as well as the ample experience
in the mentioned areas by providing you wide example of previous similar project sheets, each of
them include proper references.
