This project involves the replacement of the existing structurally deficient
(SD) bridge carrying PA 85 over the north branch of Plum Creek in Plumville
Borough, Indiana County.
Based on the latest Bridge Risk Assessment, this structure is ranked 99th in
the County. The superstructure is rated as poor, and the substructure is
rated as fair. While this structure is not ranked as high as other SD bridges
in the County, there is an interest from local officials to have the bridge
reconstructed to allow pedestrian access to be incorporated. This structure
is located within the town of Plumville. The town has been constructing
sidewalks along PA 85 to allow for pedestrian travel. There is currently a
gap of approximately 400 feet to connect the sidewalks. This structure is
located within the gap, and the 26-foot width does not allow for pedestrians
to safely cross the structure. Without this replacement project, the locals
would be forced to construct a separate pedestrian stream crossing.

This safety improvement and highway restoration project involves the
placement of concrete median barrier to limit crossover access along certain
stretches of US 119 in Homer City Borough and Center and White
Townships, Indiana County. It also includes milling, concrete pavement
patching, lengthening of existing left-turn lanes, widening, bituminous
overlay, and drainage improvements. The initial project area runs from the
PA 56/US 119 intersection in Homer City Borough north through Center
Township and ends at US 422 in White Township. The project length and
scope may be further revised as preliminary design identifies the areas of
need. This project is also a companion to the US 119 Homer City Group
Bridges project, which involves five existing bridges within the US 119
Homer City North limits of work (one replacement, two rehabilitations, one
preservation, and one removal). Preliminary engineering work performed to
date has been an alternatives analysis to determine how to control access
on Route 119. The resulting solution is to place a continuous barrier across
all unsignalized intersections. In order to mitigate the access lost to the
community, a new access connector road is needed. Additional preliminary
design funds will be needed to design this new access road and obtain
environmental clearance for it.
