PUBLIC HEARING NOTICE
QUABOAG VALLEY BUSINESS LOAN
PROGRAM
The Palmer Community Development
Director will conduct a Public Hearing on
Thursday, April 25, 2013 at 6:30pm in the
Town Council Meeting Room at the Palmer
Town Building, 4417 Main Street Palmer. The
purpose of this public hearing will be to solicit
public input relative to the continuation and
expansion of the Quaboag Valley Business
Assistance and Loan Program by means of a
grant application to be submitted to the
Department of Housing and Community
Development Economic Development Fund a
component of the Massachusetts Community
Development Block Grant Program. The
Palmer Town Manager has agreed to the
Town of Palmer serving as the lead community
in this application. The following communities
will be invited to continue to participate in
this program: Belchertown, Brimfield,
Brookfield, East Brookfield, Hardwick,
Holland, Monson, New Braintree, North
Brookfield, Spencer, Wales, Ware, Warren,
and West Brookfield.
The proposed program will continue to be
managed by the Quaboag Valley Business
Assistance Corporation (QVBAC), a private
non-profit corporation, whose activities are
administered by the Quaboag Valley
Community Development Corporation
(QVCDC). The QVBAC proposed the following
activities under this grant application:
loans to Microenterprise Businesses (i.e. five
or fewer employees and a low to moderate
income business owner); loans to small businesses
(i.e. For Profits) that project job creation
for predominantly low to moderate
income persons; loans to non-profit organizations
that project job creation for predominantly
low to moderate income persons and technical
assistance to micro-enterprises wishing
to develop viable loan applications.
All interested persons, groups and agencies
are invited to attend and participate. Any person
or organization wishing to be heard will be
afforded an opportunity to do so. Additional
