GUIDELINES FOR WAIVER OF FULL
COST OF INSTRUCTION
Guidelines for Completion of Request Form and Supporting Documents
A full cost of instruction fee is the amount, exclusive of state funding, established by Valencia to
pay all costs associated with teaching a course. This fee is effective for certain repeat enrollments
at Valencia College after July 1997.
In accordance with Sections 1009.22, 1004.93, 1009.28, and 1009.285, Florida Statutes, students
enrolled in the same college-preparatory or college-level course at Valencia more than two times
beginning Fall Term 1997 shall pay the full cost (100%) of instruction fee except in approved
cases of extenuating circumstances or financial hardship. If you have been charged the full cost
of instruction based on the number of attempts in a specific course you must pay the fees
associated with the registration. Appeals will be granted only based on stringent criteria. The
following list of guidelines is designed to help you in this process.
● Pay the Full Cost of Instruction registration fees for the term (you must be
enrolled in the course before requesting a waiver). If you do not pay your account
balance by fee payment deadline, you will be deleted from your courses.
● Complete one Waiver of Full Cost of Instruction request form for each
course.
● Submit documentation of your current extenuating circumstance or financial
hardship. Justification should focus on current circumstances that clearly
describe reasons for the financial hardship and extenuating circumstances. In
addition, please describe in detail the circumstances that prevented you from
successfully completing the course during your first two or subsequent attempts. Please
provide detailed documentation if available. Documentation to support financial
hardship should include income (i.e., pay stub, tax return, etv.) and proof of living
expenses (i.e., rent/mortgage expense, utility bills, other monthly bills such as
credit card, car payments, etc.).
● Timeliness in submitting the request form is important, as it will take between
2 - 4 weeks for the process to be completed.
● Submit the completed form(s) and supporting documentation to the Answer
Center on a Valencia campus. The deadline to submit a waiver request for Fall Full
Term is Monday, Aug 27. Please see the Academic Calendar for Flex Start deadlines.

● You will be notified of the decision via Atlas e-mail within 4 weeks.
● Decision of the committee is final.

Attach completed Full Cost of Instruction Waiver form for each course
Attach letter describing in detail (1) the circumstances that prevented you from
successfully completing the course during your first two or subsequent attempts, (2) a
plan for success in your third attempt, and (3) the reason for your current financial
hardship
Attach all financial documentation to include:
o Verification (copies) of income (i.e., pay stubs, Federal Tax return, proof of any
Federal or State assistance/aid, etc.)
o Verification (copies) of all monthly expenses (i.e, rent/ mortgage, utilities, car
payments/insurance, credit card, etc.)
Submit all above requirements prior to the deadline stated in the Guidelines
All documentation should be turned in at the same time.
I verify that I have provided ALL documentation requested above. I acknowledge that the
committee can deny my request based solely on insufficient information. The decision of the
committee is final.

DOCUMENTATION
Please provide clear documentation describing the circumstances that impacted your performance in all
attempts of the course. Please include a plan for success for your current attempt in the course and an Atlas
print out of the courses you have taken. Submit documentation of your current extenuating circumstance
or financial hardship. Justification should focus on current circumstances that clearly describe reasons for
the financial hardship and should include documentation of income and expenses (see Guidelines for
Completion of Request Form and Supporting Documents).
SUBMISSION PROCESS
This form and all required documents must be submitted to the Answer Center on a Valencia campus by
Aug 27 for Fall Full Term courses. Please see the Academic Calendar for Flex Start deadlines. The
decision of the committee is final.
