recognised their <strong>cultural</strong> or religious needs such as a segregated environment (see Scott Porter,<br />
2001:25). The latter presented some interesting challenges; the Scott Porter (2001:28) report<br />
noted that a community might be promised a women-only environment only to find that there<br />
was a male instructor or staff member present, thereby undermining any underst<strong>and</strong>ing of<br />
what was to occur.<br />
