Seen in the longer term, recent increases in alcohol consumption are associated with the changes that<br />

took place in the prices and availability of alcohol in 2004. In early January 2004, the restrictions on<br />

alcohol imports by passengers arriving in Finland from other EU countries were abolished, and in early<br />

May, Estonia became a EU member state. In order to curb the growth of passenger imports, excise<br />

taxes on alcoholic beverages were cut by an average of 33 per cent in early March 2004, which resulted<br />

in a reduction of an average of 15 per cent in alcohol prices.<br />

Compared with the previous year, documented consumption of alcohol increased in all provinces. The<br />

statistics show that in <strong>2006</strong> the level of alcohol consumption was still highest in the province of<br />

Lapland, where per capita consumption amounted to 11.7 litres of pure alcohol. The province of Lapland<br />

also showed the greatest increase on the previous year, some 4.5 per cent. The high consumption<br />

figures in Lapland are associated with both the great number of tourists and alcohol purchases by<br />

Swedes and Norwegians in Finland. After the reduction of the excise taxes the retail prices of strong<br />

alcoholic beverages have been clearly lower in Finland than in Sweden and Norway, increasing the<br />

cross-border sale of alcohol in Lapland.<br />

The second highest per capita consumption of pure alcohol in <strong>2006</strong> was found in the provinces of<br />

Southern Finland (8.7 litres) and Eastern Finland (8.6 litres). As in Lapland the consumption levels in<br />

Southern and Eastern Finland were above the national average of 8.4 litres per capita. In the provinces<br />

of Western Finland and Oulu, documented consumption was slightly below the national average, at<br />

7.9 litres and 7.7 litres per capita, respectively. In Ahvenanmaa, documented per capita consumption<br />

was clearly lower than elsewhere in the country, at 5.7 litres. In particular, the lower consumption<br />

figures for Ahvenanmaa are associated with tax-free sales on boats, which are classified as<br />

undocumented consumption<br />
