Seen in the longer term, recent increases in alcohol consumption are associated with the changes that took place in the prices and availability of alcohol in 2004. In early January 2004, the restrictions on alcohol imports by passengers arriving in Finland from other EU countries were abolished, and in early May, Estonia became a EU member state. In order to curb the growth of passenger imports, excise taxes on alcoholic beverages were cut by an average of 33 per cent in early March 2004, which resulted in a reduction of an average of 15 per cent in alcohol prices. Compared with the previous year, documented consumption of alcohol increased in all provinces. The statistics show that in 2006 the level of alcohol consumption was still highest in the province of Lapland, where per capita consumption amounted to 11.7 litres of pure alcohol. The province of Lapland also showed the greatest increase on the previous year, some 4.5 per cent. The high consumption figures in Lapland are associated with both the great number of tourists and alcohol purchases by Swedes and Norwegians in Finland. After the reduction of the excise taxes the retail prices of strong alcoholic beverages have been clearly lower in Finland than in Sweden and Norway, increasing the cross-border sale of alcohol in Lapland. The second highest per capita consumption of pure alcohol in 2006 was found in the provinces of Southern Finland (8.7 litres) and Eastern Finland (8.6 litres). As in Lapland the consumption levels in Southern and Eastern Finland were above the national average of 8.4 litres per capita. In the provinces of Western Finland and Oulu, documented consumption was slightly below the national average, at 7.9 litres and 7.7 litres per capita, respectively. In Ahvenanmaa, documented per capita consumption was clearly lower than elsewhere in the country, at 5.7 litres. In particular, the lower consumption figures for Ahvenanmaa are associated with tax-free sales on boats, which are classified as undocumented consumption 18 Kuvio 2. - Figur 2. - Figure 2. Calculations on documented consumption of alcoholic beverages are also available by municipality. Consumption in a specific municipality includes alcoholic beverages sold at Alko stores and deliveries of alcoholic beverages to grocery stores and licensed restaurants within the area of the municipality The data thus describe the alcohol trade taking place within the area of the municipality, not just purchases by local inhabitants. (Table 1) Information on alcohol consumption by municipality is also available in the SOTKAnet online service (www.sotkanet.fi). Undocumented consumption of alcoholic beverages (passenger imports, home preparation, smuggling, etc.) amounted to 9.8 million litres of pure alcohol at national level. The proportion it accounts for of total consumption was down to 18.5 per cent (22 per cent in 2005). Information on undocumented consumption of alcoholic beverages is based on specific studies carried out at national level. 19 Drug experimentation, use and problem use Various indicators (experimentation, problem use and infectious diseases) suggest that the drug situation has stabilised in Finland in the 2000s. In the 2002 population survey, 12 per cent of 15−69-year-olds reported having experimented with cannabis at some time during their lifetime, compared with 13 per cent in 2006. The percentage of the population who have used cannabis during the previous year remained unchanged at three per cent. (Hakkarainen & Metso 2007.) Correspondingly, the number of amphetamine and opiate abusers was estimated at 16 000−21 000 in 2002, that is, 0.55−0.75 per cent of the population aged 1554. In 2005, the estimate was 14 500−19 000 or 0.5−0.7 per cent of the population of the same age (Partanen P. et al. 2007). However, there are distinctive regional differences in drug experimentation, use and problem use. The users of cannabis and also many other drugs often come from the Helsinki metropolitan area and other big cities (Hakkarainen & Metso 2005). In 2005, problem users in the Helsinki area accounted for 0.9− 1.4 per cent, which is clearly more than elsewhere in the country (Partanen P. et al. 2007). Evidence for this overall trend in problem use can be found in all geographical areas but especially in the Helsinki area. It would thus seem that many young people who started drug use during the drug wave in the mid-1990s have continued their use after the age of 25, which is reflected in the statistics on problem use. Alcohol and drugs and related treatment Morbidity caused by alcohol and drug use can be monitored by looking at the number of care days in hospital or health-centre wards and detoxification and rehabilitation centres for substance abusers. Care days per thousand inhabitants for patients treated in hospitals for alcohol- and drug-related diseases totalled 48.3 at national level. Etelä-Savo and Pirkanmaa had the highest number of hospital care days (Figure 3). Etelä-Savo had the highest number of alcohol-related hospital care days and Pohjois-Savo the highest number of drug-related hospital care days.
