Services for substance abusers in social and health care:<br />

Services for substance abusers: Specialised services for substance abusers, and social and health<br />

services used for alcohol- and drug-related reasons.<br />

Specialised services for substance abusers: A-clinics and youth clinics and other similar units of<br />

community-based care, detoxification centres, rehabilitation units, housing services for substance abusers,<br />

overnight shelters and day centres.<br />

Substance abuse client: A substance abuser or the abuser’s family member who uses the services of<br />

A-clinics.<br />

Institution providing care for substance abusers: Facilities entitled to the rehabilitation allowance of<br />

the Social Insurance Institution and all detoxification centres.<br />

Units specialised in drug treatment: Units in specialised services for substance abusers or health-care<br />

units specialised in the treatment of drug users.<br />

Alcohol- and drug-related hospital care: A period of hospital care with an alcohol- or drug-related<br />

diagnosis as the first primary diagnosis and/or as the second or third secondary diagnosis.<br />

Offences recorded by the police:<br />

Drug offences include: drug offence, aggravated drug offence, preparation for the commission of a<br />

drug offence, abetting a drug offence, drug use offence.<br />

Offences against life and health include: manslaughter, murder, manslaughter under mitigating<br />

circumstances, assault, petty assault, aggravated assault, attempted manslaughter etc., death or<br />

physical injury resulting from gross negligence, infanticide, other offences against life and health.<br />

STATISTICAL MATERIAL AND DATA CONTENT<br />

The statistics on the sale of alcoholic beverages draw on the registers of the National Product Control<br />

Agency for Welfare and Health and STAKES.<br />

Data on drug crime are derived from the registers of Statistics Finland and the National Bureau of<br />

Investigation.<br />

Data on the treatment of diseases related to alcohol and drugs are derived from STAKES’ Care Register<br />

for Health Care. These data have been collected since 1987, when the disease classification system<br />

ICD-9 was introduced. They cover the years 1987−95. The new disease classification system ICD-10<br />

entered into force at the beginning of 1996.<br />

Statistics on specialised services for substance abusers are derived from STAKES’ Care Register for<br />

Social Welfare and the data collected by the A-Clinic Foundation.<br />

Data on municipally funded specialised services for substance abusers are taken from the Finnish<br />

Municipal Database for Social and Health Statistics (SOTKA).<br />

Data on the distribution network of alcoholic beverages and alcohol supervision are derived from the<br />

registers of the National Product Control Agency for Welfare and Health.<br />

Offences recorded by the police:<br />

Data on drink driving, persons taken into police custody for drunkenness, drug offences and offences<br />

against life and health come from the registers of Statistics Finland.
