CONCEPTS<br />

Substance:<br />

Alcohol, surrogates, solvents, psychoactive pharmaceuticals and illegal drugs.<br />

Alcoholic beverage:<br />

A beverage intended for consumption and containing more than 2.8 per cent by volume of ethyl alcohol.<br />

Drug:<br />

An umbrella concept that includes both narcotics and psychoactive pharmaceuticals that can be used<br />

for intoxication purposes.<br />

Narcotic drug:<br />

Defined on the basis of the lists of substances referred to in the Narcotics Decree.<br />

Mixed use:<br />

Simultaneous use of different substances.<br />

Sales of alcoholic beverages:<br />

Total sales of alcoholic beverages include the following sales and delivery items:<br />

Retail sale: Retail trade at Alko stores and delivery points and deliveries of alcoholic beverages to<br />

grocery stores and stores for selling fruit wine and sahti.<br />

Licensed serving: Deliveries of alcoholic beverages to licensed restaurants (restaurants with licence<br />

A, B or C).<br />

Age limits on purchase of alcohol:<br />

In retail sale, mild alcoholic beverages can be purchased by those aged 18 or over and all kinds of<br />

alcoholic beverages by those aged 20 or over. In licensed serving, the age limit is 18.<br />

Licensing in retail sales:<br />

Alko: Alko stores, all alcoholic beverages<br />

Delivery points: Alko supplies alcoholic beverages in response to orders through its delivery points.<br />

Stores for selling fruit wine and sahti: Right to engage on production site in retail sales of fermented,<br />

self-produced beverages with an alcohol content of no more than 13 per cent by volume.<br />

Retail outlets with license C: Right to engage in retail sales of fermented beverages with an alcohol<br />

content of no more than 4.7 per cent by volume.<br />

Licensing in alcohol serving:<br />

Licence A: Right to serve all types of alcoholic beverages.<br />

Licence B: Right to serve alcoholic beverages with an alcohol content of no more than 22 per cent by<br />

volume.<br />

Licence C: Right to serve fermented alcoholic beverages with an alcohol content of no more than 4.7<br />

per cent by volume.<br />

Consumption of alcoholic beverages:<br />

Documented consumption of alcoholic beverages: Retail sales of alcoholic beverages and the licensed<br />

serving of alcoholic beverages in Finland (includes sales by Alko stores to retail customers, deliveries<br />

of alcoholic beverages to grocery stores and licensed restaurants).<br />

Undocumented consumption of alcohol Alcohol imports by passengers, home preparation, illegal<br />

distillation, smuggling, surrogates and alcohol consumed by Finns abroad.<br />

Total consumption of alcoholic beverages: Documented and undocumented consumption combined.
