MINUTES – REGULAR MEETING BEFORE CITY COUNCIL<br />

APRIL <strong>10</strong>, <strong>2007</strong><br />

Council Member Kathy Meehan commended staff for the <strong>City</strong>’s redevelopment efforts being<br />

listed as #18 on the list <strong>of</strong> “50 Most Influential Businesses in Brevard” in the <strong>April</strong> <strong>2007</strong><br />

edition <strong>of</strong> the Space Coast Business publication.<br />

7. Public Comments<br />

Pat Poole, 805 East Palmetto Avenue, reported that she attended the funeral <strong>of</strong> one <strong>of</strong><br />

<strong>Melbourne</strong>’s most important citizens, Walter Edge. She noted that Mr. Edge was<br />

instrumental in developing many <strong>of</strong> the <strong>City</strong>’s parks.<br />

Continuing, Mrs. Poole said she is delivering a message from lifelong residents <strong>of</strong><br />

<strong>Melbourne</strong> who want Council to know that when there are controversial issues, there<br />

should always be a full Council present. Additionally, she asked that discussions on<br />

controversial items not be placed near the end <strong>of</strong> the agenda.<br />

7.1 Presentation To Council: Annual report to <strong>City</strong> Council from <strong>City</strong> Boards.<br />

a. <strong>Melbourne</strong> Downtown Community Redevelopment Agency Advisory<br />

Committee<br />

Chairman Jack Ryals and Vice-Chairman Hazel Buggs recognized the committee<br />

members in the audience. Mr. Ryals reported on the committee’s meeting schedule and<br />

listed the following redevelopment highlights: 1) The Phase III Streetscape Project with<br />

bump-outs, landscaping, brick pavers, light posts and updated signage. 2) CRA<br />

expansion to South U. S. 1 and recommendation for C-3 zoning. 3) Parking Advisory<br />

Committee objectives to enforce on street parking and short term/long term management<br />

<strong>of</strong> outlying parking lots. 4) Gateway feature. 5) Front Street Park improvements<br />

including new gazebo, sidewalks, picnic pavilions, benches, lighting, parking, entrance<br />

sign and bike racks. 6) <strong>Melbourne</strong> Main Street activities including farmers’ market, Friday<br />

Fest event, Fall Art Festival and facade program. 7) Public parking garage, which is part<br />

<strong>of</strong> new <strong>City</strong> Hall building and includes CRA funding. 8) Phase IV Streetscape Project<br />

east <strong>of</strong> Livingston Street.<br />

Mr. Ryals concluded by reporting on the current issues and projects that need Council<br />

support: Code Enforcement should be proactive and buildings in need <strong>of</strong> repair should<br />

be identified; Strawbridge median project; and Henegar Center and Strawbridge building.<br />

b. Olde Eau Gallie Riverfront Community Redevelopment Agency Advisory<br />

Committee<br />

Chairman George Alexander introduced the committee members in the audience and<br />

elaborated on their meeting schedule. He provided the following report: There is strong<br />

merchant association and crime watch support. Progress has been made on the Eau<br />

Gallie Square, Eau Gallie Pier and the height overlay. Their challenges include parking,<br />

public restrooms, development <strong>of</strong> an art district, the School Board building and business<br />

infill.<br />
