RULES OF CONDUCT


RULES OF CONDUCT<br />

• Each team shall do their best to secure victory, but this must be done in<br />

the spirit <strong>of</strong> sportsmanship and fair play.<br />

• The proper conduct <strong>of</strong> the game demands full cooperation <strong>of</strong> the members<br />

<strong>of</strong> both teams (players, subs, and team followers) with the <strong>of</strong>ficials and<br />

staff.<br />

• Any deliberate or repeated non-cooperation or non-compliance with the<br />

spirit <strong>of</strong> the game shall be considered a Technical Foul and the team or<br />

player will be penalized accordingly. If a player receives two technical<br />

fouls within the same game they will be placed under suspension<br />

(minimum 1 game).<br />

• Any members <strong>of</strong> the team (players, substitutes, and team supporters)<br />

guilty <strong>of</strong> flagrant acts <strong>of</strong> aggression, including fighting, against opponents<br />

or <strong>of</strong>ficials, shall be ejected from the game, resulting in an automatic<br />

expulsion from the <strong>league</strong>. Any spectators who are involved in acts <strong>of</strong><br />

aggression will be banned from the facility. (As per the <strong>City</strong> <strong>of</strong> <strong>Surrey</strong>’s<br />

Safety in the workplace policy).<br />

• The <strong>City</strong> <strong>of</strong> <strong>Surrey</strong> has a *Zero tolerance policy for fighting*<br />

• Team members shall respectfully address <strong>of</strong>ficials, scorekeepers, staff,<br />

and/or opponents at all times. If not a Technical Foul will be given and if<br />

the team’s behavior repeatedly hinders game play, the game will be<br />

stopped and the <strong>of</strong>fending team will forfeit the game.<br />

• Any player that accumulates 2 technical fouls in one game will receive an<br />

automatic one game suspension (see suspension rules).<br />

• Any player that accumulates 6 technical fouls throughout the season<br />

(including play<strong>of</strong>fs and carry over into play<strong>of</strong>fs) will be ejected for the<br />

remainder <strong>of</strong> the games (see suspension rules).<br />

• Behavior <strong>of</strong>f the court is expected to follow proper conduct according to<br />

the <strong>City</strong> <strong>of</strong> <strong>Surrey</strong>’s Safety in the Workplace policy.<br />

• __League Captains are responsible for ensuring that each team member<br />

understands the <strong>league</strong> rules <strong>of</strong> conduct.<br />

TEAM ELIGIBILITY:<br />

A team is considered eligible for <strong>league</strong> play when they have met the<br />

following requirements:<br />

1. Must have full payment <strong>of</strong> <strong>league</strong> fees by the set deadlines.<br />

2. All participating players must be wearing a clearly numbered jersey<br />

<strong>of</strong> the same color.<br />

3. All players must have read and signed the “Player Code <strong>of</strong> Conduct”<br />

before each game.<br />

4. Team roster and contact list must be submitted by set deadline.<br />

Players are required to produce picture ID when requested by <strong>of</strong>ficials or city<br />

staff. Team Captains may also ask to check a players ID by making a request<br />

through an <strong>of</strong>ficial or city staff.<br />

PLAYER ELIGIBILITY:<br />

• Final team rosters must be submitted by the final game played prior<br />

to the Christmas Break. Additions to the roster will not be accepted after<br />

this date.<br />

• Only players who are listed on the team roster will be eligible to play in the<br />

<strong>league</strong>.<br />

• Players cannot play on more than one team in the Guildford Recreation<br />

Centre <strong>league</strong> (even if team drops out).<br />

• All players must be 19 years or older to play.<br />

A player is regarded as eligible for <strong>league</strong> play<strong>of</strong>fs if they have met<br />

the following requirements:<br />

1. Must play a minimum <strong>of</strong> ten <strong>league</strong> games, before the start <strong>of</strong><br />

play<strong>of</strong>fs.<br />

2. Must print clearly and sign the “Player Code <strong>of</strong> Conduct” form for<br />

each <strong>of</strong> the ten minimum games.<br />

3. Must have participated in each <strong>of</strong> the ten minimum games i.e. fouls,<br />

points (general stats.)<br />

4. Must have a numbered jersey for each game that matches the<br />

number on the scorekeeper’s game sheet.<br />

5. Team captains must report injuries to the <strong>league</strong> coordinator. Injured<br />

players that have played in the <strong>league</strong> and are listed on the team<br />

roster will not be required to submit a doctor’s note. Injured players<br />

who are on a team roster and have played in the <strong>league</strong> will not be<br />

required to meet the minimum number <strong>of</strong> games to participate in the<br />

play<strong>of</strong>fs.<br />

If a player does not meet the above requirements, they will not be eligible<br />

for any play<strong>of</strong>f games.<br />

SUSPENSIONS:<br />

When a player is suspended, the following will occur:<br />

1. Staff will decide the length <strong>of</strong> the suspension period (from 1 game to<br />

4 games) depending on the severity <strong>of</strong> the infraction<br />

2. The team Captain will be notified <strong>of</strong> the suspension and it is the<br />

Captain’s responsibility to notify the player<br />

3. A report <strong>of</strong> the incident will be written by staff and put in the team’s<br />

file for future reference<br />

4. During a player suspension, the suspended player is not<br />

permitted to be in the gym.<br />

If any incidents occur during the suspension period, further suspension or<br />

expulsion from the <strong>league</strong> will occur<br />

*Teams or individuals who receive a <strong>league</strong> expulsion are not eligible for<br />

any refund <strong>of</strong> <strong>league</strong> fees<br />

FORFEITS:<br />

A team will forfeit a game when:<br />

1. They refuse to play after being instructed to do so by the <strong>of</strong>ficial<br />

and/or staff.<br />

2. 10 minutes after the scheduled start time the team is not present or<br />

unable to field 5 eligible players ready to play.<br />

3. A referee deems the forfeiting team as unfit to continue and awards<br />

the other team the game.<br />

In the result <strong>of</strong> a forfeit:<br />

1. The game will be awarded to the opposing team. If the opposing<br />

team is winning, the score will stand, but if they are not ahead at the<br />

time <strong>of</strong> stoppage in play, the score will be 20-0.<br />

2. Any team that forfeits 4 games in one season (without a minimum<br />

<strong>of</strong> 12 hours notice to a coordinator) will be expelled from the <strong>league</strong>.<br />

If a team becomes eligible to play within the 10-minute grace period, the<br />

first half <strong>of</strong> the game will be 10 minutes followed by a regular 20-minute<br />

2 nd half.<br />

DISPUTE RESOLUTION:<br />

Any player or team who has a concern about the <strong>league</strong>, are to submit their<br />

concerns in writing to the <strong>league</strong> coordinator.<br />

• All concerns must be in writing and submitted with in 24hrs <strong>of</strong> the incident.<br />

• Staff may intervene during games to address and rectify any challenges.<br />

VERBAL COMPLAINTS WILL NOT BE ACCEPTED<br />

LEAGUE EXPECTATIONS:<br />

• Respect the opposing team (including the players, substitutes, and team<br />

supporters).<br />

• Respect and cooperate with the <strong>league</strong> <strong>of</strong>ficials and facilitators.<br />

• Adhere to the Rules <strong>of</strong> Conduct set forth.<br />

• Respect the facility and the staff within the facility.<br />

• Do your best to secure victory in the spirit <strong>of</strong> the game.<br />

• Act in a sportsmanlike manner on and <strong>of</strong>f the court.<br />

OVERTIME:<br />

In the event that the score is tied between 2 teams after regulation play is<br />

complete, an overtime period will be played.<br />

• 5 minutes will be played to decide a winning team.<br />

• If after the initial 5 minutes a winner is still not apparent, 3 minute<br />

periods will be played until a winner is decided.<br />

RESCHEDULING OF GAMES:<br />

• Games are subject to rescheduling in the event <strong>of</strong> a facility conflict or<br />

booking.<br />

• If a team is in need <strong>of</strong> rescheduled games we must be contacted within 1<br />

week <strong>of</strong> teams receiving the <strong>league</strong> schedule. Issues or schedule conflicts<br />

must be brought forward immediately in order to have a chance to<br />

reschedule. After this 1-week period, the <strong>league</strong> schedule is final (unless<br />

there is an unexpected facility conflict) and can no longer be disputed by<br />

teams.<br />

PARKS, RECREATION AND CULTURE COMMISSION<br />

POLICY MANUAL<br />

SUBJECT: VIOLENCE & UNSPORTSMANLIKE CONDUCT<br />

Violence and unsportsmanlike conduct will not be tolerated by the <strong>Surrey</strong> Parks &<br />

Recreation Commission. This Policy must be read to each team using a public facility, as<br />

a condition <strong>of</strong> its use.<br />

1. Every game wherein the <strong>of</strong>ficial(s) stop the game for reasons <strong>of</strong> misconduct<br />

before its normal termination shall result in the suspension <strong>of</strong> both teams from the<br />

use <strong>of</strong> any public facility until a report is received from the team's governing body.<br />

The report must contain a report <strong>of</strong> the incident, referee's report, and action taken<br />

by the governing body.<br />

2. If there is no Commission meeting before the teams play again, the General<br />

Manager <strong>of</strong> Parks & Recreation, or his delegate, may permit play until the next<br />

Commission meeting, if in his opinion sufficient, immediate action has been taken.<br />

3. Each team may appear at a Commission meeting and speak regarding any<br />

suspension which the Parks & Recreation Commission may impose.<br />

4. Every team is responsible for the conduct <strong>of</strong> each <strong>of</strong> its players, its <strong>of</strong>ficials, and<br />

its fans.<br />

5. Any report <strong>of</strong> a game which involves violence beyond the normal confines <strong>of</strong> the<br />

game shall notwithstanding that the referees have not stopped the game be subject<br />

to the review <strong>of</strong> the Commission, and suspension where necessary.<br />

6. Any team(s) who uses any facility without the approval <strong>of</strong> the Sports Liaison<br />

Coordinator when the facility is closed, shall be suspended from facility use until the<br />

Commission decides otherwise.<br />

7. Any team suspended for unsatisfactory behaviour in or on a public facility shall<br />

have that fact reported to its home municipality if it is from outside the Municipality<br />

<strong>of</strong> <strong>Surrey</strong>.<br />

• I will play by the rules and in the spirit <strong>of</strong> the game<br />

• I will control my temper – fighting and “mouthing <strong>of</strong>f” can spoil the game<br />

for everybody<br />

• I will do my best to be a true team player<br />

• I will acknowledge all good plays/performances – those <strong>of</strong> my team and <strong>of</strong><br />

my opponents<br />

• I will remember that all players and <strong>of</strong>ficials are to be treated with respect<br />

and I will accept the decisions made by <strong>of</strong>ficials<br />

• I will agree to play fair<br />
