RULES OF CONDUCT

RULES OF CONDUCT 

• Each team shall do their best to secure victory, but this must be done in 

the spirit of sportsmanship and fair play. 

• The proper conduct of the game demands full cooperation of the members 

of both teams (players, subs, and team followers) with the officials and 

staff. 

• Any deliberate or repeated non-cooperation or non-compliance with the 

spirit of the game shall be considered a Technical Foul and the team or 

player will be penalized accordingly. If a player receives two technical 

fouls within the same game they will be placed under suspension 

(minimum 1 game). 

• Any members of the team (players, substitutes, and team supporters) 

guilty of flagrant acts of aggression, including fighting, against opponents 

or officials, shall be ejected from the game, resulting in an automatic 

expulsion from the league. Any spectators who are involved in acts of 

aggression will be banned from the facility. (As per the City of Surrey’s 

Safety in the workplace policy). 

• The City of Surrey has a *Zero tolerance policy for fighting* 

• Team members shall respectfully address officials, scorekeepers, staff, 

and/or opponents at all times. If not a Technical Foul will be given and if 

the team’s behavior repeatedly hinders game play, the game will be 

stopped and the offending team will forfeit the game. 

• Any player that accumulates 2 technical fouls in one game will receive an 

automatic one game suspension (see suspension rules). 

• Any player that accumulates 6 technical fouls throughout the season 

(including playoffs and carry over into playoffs) will be ejected for the 

remainder of the games (see suspension rules). 

• Behavior off the court is expected to follow proper conduct according to 

the City of Surrey’s Safety in the Workplace policy. 

• __League Captains are responsible for ensuring that each team member 

understands the league rules of conduct.

TEAM ELIGIBILITY: 

A team is considered eligible for league play when they have met the 

following requirements: 

1. Must have full payment of league fees by the set deadlines. 

2. All participating players must be wearing a clearly numbered jersey 

of the same color. 

3. All players must have read and signed the “Player Code of Conduct” 

before each game. 

4. Team roster and contact list must be submitted by set deadline. 

Players are required to produce picture ID when requested by officials or city 

staff. Team Captains may also ask to check a players ID by making a request 

through an official or city staff. 

PLAYER ELIGIBILITY: 

• Final team rosters must be submitted by the final game played prior 

to the Christmas Break. Additions to the roster will not be accepted after 

this date. 

• Only players who are listed on the team roster will be eligible to play in the 

league. 

• Players cannot play on more than one team in the Guildford Recreation 

Centre league (even if team drops out). 

• All players must be 19 years or older to play. 

A player is regarded as eligible for league playoffs if they have met 

the following requirements: 

1. Must play a minimum of ten league games, before the start of 

playoffs. 

2. Must print clearly and sign the “Player Code of Conduct” form for 

each of the ten minimum games. 

3. Must have participated in each of the ten minimum games i.e. fouls, 

points (general stats.) 

4. Must have a numbered jersey for each game that matches the 

number on the scorekeeper’s game sheet. 

5. Team captains must report injuries to the league coordinator. Injured 

players that have played in the league and are listed on the team 

roster will not be required to submit a doctor’s note. Injured players 

who are on a team roster and have played in the league will not be 

required to meet the minimum number of games to participate in the 

playoffs. 

If a player does not meet the above requirements, they will not be eligible 

for any playoff games. 


League

SUSPENSIONS: 

When a player is suspended, the following will occur: 

1. Staff will decide the length of the suspension period (from 1 game to 

4 games) depending on the severity of the infraction 

2. The team Captain will be notified of the suspension and it is the 

Captain’s responsibility to notify the player 

3. A report of the incident will be written by staff and put in the team’s 

file for future reference 

4. During a player suspension, the suspended player is not 

permitted to be in the gym. 

If any incidents occur during the suspension period, further suspension or 

expulsion from the league will occur 

*Teams or individuals who receive a league expulsion are not eligible for 

any refund of league fees 

FORFEITS: 

A team will forfeit a game when: 

1. They refuse to play after being instructed to do so by the official 

and/or staff. 

2. 10 minutes after the scheduled start time the team is not present or 

unable to field 5 eligible players ready to play. 

3. A referee deems the forfeiting team as unfit to continue and awards 

the other team the game. 

In the result of a forfeit: 

1. The game will be awarded to the opposing team. If the opposing 

team is winning, the score will stand, but if they are not ahead at the 

time of stoppage in play, the score will be 20-0. 

2. Any team that forfeits 4 games in one season (without a minimum 

of 12 hours notice to a coordinator) will be expelled from the league. 

If a team becomes eligible to play within the 10-minute grace period, the 

first half of the game will be 10 minutes followed by a regular 20-minute 

2 nd half. 


League

DISPUTE RESOLUTION: 

Any player or team who has a concern about the league, are to submit their 

concerns in writing to the league coordinator. 

• All concerns must be in writing and submitted with in 24hrs of the incident. 

• Staff may intervene during games to address and rectify any challenges. 

VERBAL COMPLAINTS WILL NOT BE ACCEPTED 

LEAGUE EXPECTATIONS: 

• Respect the opposing team (including the players, substitutes, and team 

supporters). 

• Respect and cooperate with the league officials and facilitators. 

• Adhere to the Rules of Conduct set forth. 

• Respect the facility and the staff within the facility. 

• Do your best to secure victory in the spirit of the game. 

• Act in a sportsmanlike manner on and off the court. 

OVERTIME: 

In the event that the score is tied between 2 teams after regulation play is 

complete, an overtime period will be played. 

• 5 minutes will be played to decide a winning team. 

• If after the initial 5 minutes a winner is still not apparent, 3 minute 

periods will be played until a winner is decided. 

RESCHEDULING OF GAMES: 

• Games are subject to rescheduling in the event of a facility conflict or 

booking. 

• If a team is in need of rescheduled games we must be contacted within 1 

week of teams receiving the league schedule. Issues or schedule conflicts 

must be brought forward immediately in order to have a chance to 

reschedule. After this 1-week period, the league schedule is final (unless 

there is an unexpected facility conflict) and can no longer be disputed by 

teams.

PARKS, RECREATION AND CULTURE COMMISSION 

POLICY MANUAL 

SUBJECT: VIOLENCE & UNSPORTSMANLIKE CONDUCT 

Violence and unsportsmanlike conduct will not be tolerated by the Surrey Parks & 

Recreation Commission. This Policy must be read to each team using a public facility, as 

a condition of its use. 

1. Every game wherein the official(s) stop the game for reasons of misconduct 

before its normal termination shall result in the suspension of both teams from the 

use of any public facility until a report is received from the team's governing body. 

The report must contain a report of the incident, referee's report, and action taken 

by the governing body. 

2. If there is no Commission meeting before the teams play again, the General 

Manager of Parks & Recreation, or his delegate, may permit play until the next 

Commission meeting, if in his opinion sufficient, immediate action has been taken. 

3. Each team may appear at a Commission meeting and speak regarding any 

suspension which the Parks & Recreation Commission may impose. 

4. Every team is responsible for the conduct of each of its players, its officials, and 

its fans. 

5. Any report of a game which involves violence beyond the normal confines of the 

game shall notwithstanding that the referees have not stopped the game be subject 

to the review of the Commission, and suspension where necessary. 

6. Any team(s) who uses any facility without the approval of the Sports Liaison 

Coordinator when the facility is closed, shall be suspended from facility use until the 

Commission decides otherwise. 

7. Any team suspended for unsatisfactory behaviour in or on a public facility shall 

have that fact reported to its home municipality if it is from outside the Municipality 

of Surrey.
