01.3521 AID & INCENTIVES FOR MUNICIPALITIES PROGRAM (AIM): The State consolidated several Aid programs; Revenue Sharing,<br />

Emergency Financial Aid to Certain Cities, Emergency Financial Assistance to Eligible Municipalities, Target Aid and increased funding into a new<br />

State Aid Program in 2005/2006.<br />

01.3389 STATE AID TRAFFIC CONTROL CENTER: This account contains reimbursements the <strong>City</strong> receives for the operation <strong>of</strong> the Traffic Control<br />

System, which is a centrally-controlled computer s<strong>of</strong>tware system that monitors the operations <strong>of</strong> the traffic signal hardware.<br />

01.3510 HIGHWAY MAINTENANCE: This account contains reimbursement the <strong>City</strong> receives for maintaining State highways that run through the<br />

<strong>City</strong>. The <strong>City</strong> receives $.85/square yard <strong>of</strong> State road maintained, plus a supplement <strong>of</strong> $.10/square yard for elevated pavement.<br />

01.3516 STATE AID – SPIN UP: The State allowed <strong>Syracuse</strong> to accelerate an unrestricted aid payment for fiscal year 2012/<strong>2013</strong> in the amount <strong>of</strong><br />

$20.8M. This money will be used to cover increasing pension costs. This is a one- time event and the State Aim Aid allotment will revert to the<br />

normal base allotment <strong>of</strong> $71.8M for the <strong>2013</strong>/<strong>2014</strong> fiscal year.<br />

01.3960 STATE AID – DISASTER ASSISTANCE: Monies received from the State Emergency Management Agency to assist in the recovery <strong>of</strong><br />

flooding in the spring <strong>of</strong> 2011.<br />

01.3820 YOUTH PROJECTS: The <strong>City</strong> <strong>of</strong> <strong>Syracuse</strong> receives revenue from the New York State Division for Youth to fund such programs as summer<br />

youth recreation, Officer Friendly, and the <strong>Syracuse</strong> Police Department information and resource <strong>of</strong>ficers in the <strong>City</strong> high schools. The <strong>City</strong>/County<br />

Youth Bureau receives these funds before being distributed to the <strong>City</strong>.<br />
