NIB disputes gov’s $10m claim<br />

The National Insurance Board says $10<br />

million that the governor wants to force<br />

the board to give to government should be<br />

saved for possible future shortfalls in pension<br />

funds.<br />

In a Jan. 30 statement, the NIB said current<br />

law does not allow it to pay money to<br />

government without verifiable documentation,<br />

<strong>and</strong> the board disputes the amount<br />

the governor intends to take with passage<br />

of special new legislation.<br />

Since 1992 NIB was supposed to be paying<br />

actual documented medical costs for<br />

death, dismemberment, disability <strong>and</strong><br />

worker injuries, but the former elected<br />

government never requested payments.<br />

Regardless, the NIB says it paid $50,000 to<br />

government every year from 1992 to 2009<br />

for those claims.<br />

As a result, the fund for those claims has<br />

accumulated a $20 million surplus.<br />

When government submitted its first<br />

documented request in 2009 for $837,000,<br />

the NIB says government agreed that payment<br />

ness to government dating back to 1992.<br />

His Excellency the Gov. Ric Todd says<br />

that claim is a “gross underestimate” of<br />

what NIB should have paid for past actual<br />

costs. An actuary estimated that the<br />

amount owed could be as much as $10<br />

million, which is the amount the governor<br />

says he intends to transfer.<br />

The two-year-old National Insurance<br />

to residents is operating in the red, so the<br />

governor wants to use $10 million from<br />

NIB to offset what the cash-strapped government<br />

has to pay to cover NHIP’s shortfall.<br />

Civil Recovery wins $9.3m<br />

The Civil Recovery Team has won a $9.3<br />

million judgment for the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

Isl<strong>and</strong>s against the buyer <strong>and</strong> seller of Emerald<br />

Cay for underpaid stamp duty on the<br />

transaction.<br />

Justice G.W. Martin had awarded the<br />

government a $1.25 million judgment in<br />

June against American billionaire Timothy<br />

Blixseth’s company, Emerald Cay Ltd., <strong>and</strong><br />

Gary di Silvestri’s company, Worldwide<br />

Commercial Properties Ltd., for underpaid<br />

stamp duty on the 2006 transaction<br />

of $28 million for the 30,000-square-foot<br />

mansion on the south side of Providenciales.<br />

Martin called the sale “a carefully crafted<br />

scheme of tax evasion,” saying it could<br />

not have happened without lawyers drafting<br />

<strong>and</strong> backdating documents. The judge<br />

invited the Attorney General to investigate<br />

the actions of lawyers in the case.<br />

On Jan. 30, Chief Justice Edwin Goldsbrough<br />

upheld Martin’s ruling but said<br />

Emerald Cay <strong>and</strong> Worldwide must also<br />

pay a $7 million penalty for underpaying<br />

stamp duty. The judge tacked on interest<br />

of $571,118 from Nov. 30, for a total of<br />

$9,291,758, but subsequent interest of 6<br />

percent per annum must also be paid.<br />

“We are delighted to have obtained this<br />

judgment, which underlines the commitment<br />

the government has to ensuring<br />

stamp duty is paid, <strong>and</strong> to pursue those<br />

who do avoid stamp duty,” said Attorney<br />

General Huw Shepheard, whose chambers<br />

along with the Civil Recovery Team<br />

brought the action. “It is another very good<br />

result for the Civil Recovery Team <strong>and</strong> very<br />

tangible evidence of the progress being<br />

made by them.”<br />

Blixseth’s U.S. lawyer, Michael Flynn of<br />

Boston, could not be reached for comment<br />

at press time, but he has told the <strong>fp</strong> that<br />

Blixseth was an innocent foreign purchaser<br />

who relied on di Silvestri <strong>and</strong> his lawyers<br />

to determine how much stamp duty to pay.<br />

Blixseth is suing di Silvestri, Angelica<br />

Morrone, Southaven Ltd. <strong>and</strong> ITAL Swiss<br />

Investments Ltd., for nearly $10 million<br />

in U.S. District Court in Miami over the<br />

transaction.<br />

Flynn has said that Blixseth is willing<br />

to pay his share of the lawful amount of<br />

stamp duty but that he would fight “to the<br />

highest court in London” paying any other<br />

damages.<br />

Medical milestone opens<br />

door for medical tourism<br />

Macdonald Stubbs took several steps<br />

down the hallway of the Cheshire Hall<br />

Medical Center on Jan. 26 — a small<br />

achievement for the South <strong>Caicos</strong> native,<br />

but a big step towards sustainable medical<br />

tourism for the country.<br />

Dr. James Bresch <strong>and</strong> colleagues performed<br />

six surgeries at the Cockburn<br />

Town Medical Centre on Gr<strong>and</strong> Turk<br />

<strong>and</strong> another three total knee replacements<br />

at the Cheshire Hall Medical Center<br />

on Providenciales last week.<br />

While each surgery lasted only about<br />

an hour, they mark a major milestone<br />

The Civil Service Association <strong>and</strong> the<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s interim government<br />

have agreed to conduct a comprehensive<br />

review of the civil service system<br />

beginning in April.<br />

In a joint statement Jan. 26, government<br />

CEO Patrick Boyle <strong>and</strong> CSA President<br />

Dr. Rufus Ewing said they met Jan.<br />

19 to discuss issues affecting civil servants<br />

who have struck several times at the<br />

end of last year in protest of ongoing civil<br />

service reform <strong>and</strong> other national issues.<br />

“After much negotiation, both parties<br />

were in agreement that a comprehensive<br />

review of the compensation, grading,<br />

performance <strong>and</strong> reward system should<br />

be undertaken,” the joint statement said.<br />

“Included in this review, will be issues associated<br />

with long service award/gratuity.”<br />

Both sides will work together to develop<br />

the terms of reference for the review<br />

<strong>and</strong> find experts to help them in the process,<br />

which is expected to begin April 1.<br />

“The results of this review, which is estimated<br />

to conclude in six months, will be<br />

submitted to the CSA <strong>and</strong> (government),”<br />

to local patients for the first time ever<br />

in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s.<br />

Stubbs was one of nine local residents<br />

who received total knee replacements<br />

during a five-day visit by surgeons <strong>and</strong><br />

staff visiting from Chicago. While it was<br />

a long awaited relief for the patients, some<br />

of whom had waited a decade for the procedure,<br />

it was a happy sign for the isl<strong>and</strong>s’<br />

economies.<br />

CSA, government agree to<br />

review civil service system<br />

the joint statement said. “The Consultative<br />

Forum <strong>and</strong> Advisory Council will<br />

also be consulted, after which recommendations<br />

will be made to the governor.”<br />

The CSA has been complaining since<br />

last year when the government began a<br />

review of the civil service aimed at reducing<br />

staff costs <strong>and</strong> improving efficiency.<br />

While the CSA agreed in principal, it has<br />

long complained that government has<br />

not fully engaged the CSA in the reform<br />

process.<br />

The first action by civil servants came<br />

March 24, when a government worker<br />

“sick out” included some firefighters <strong>and</strong><br />

forced the Providenciales International<br />

Airport to close for a day.<br />

The CSA, whose members include<br />

about one-third of all 2,100 government<br />

employees, denied any involvement in<br />

that action, but it called for another successful<br />

strike on Nov. <strong>22</strong> <strong>and</strong> on Nov. 28-<br />

29.<br />

Another weekly strike was avoided<br />

Dec. 6 after the CSA <strong>and</strong> the interim government<br />

met <strong>and</strong> agreed to negotiate.<br />

Labour wants staffing<br />

plans from businesses<br />

The Labour Department is asking<br />

businesses with 10 or more employees<br />

to submit up-to-date staffing<br />

plans by <strong>Feb</strong>. 29 as required.<br />

The staffing plans should outline<br />

details on key positions <strong>and</strong><br />

those held by ex-pat staff, including<br />

where possible succession<br />

plans for suitably qualified <strong>Turks</strong><br />

<strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>ers (Belongers)<br />

to fill ex-pat positions within the<br />

tenure of work permits.<br />

“The Labour Department is<br />

playing an integral role in keeping<br />

abreast with employers’ strategic<br />

<strong>and</strong> human resource planning<br />

process,” the department said in a<br />

Choices, a U.S.-based firm that<br />

offers global health care technology<br />

<strong>and</strong> health services. Bresch,<br />

who performed the nine surgeries,<br />

said they went tremendously<br />

well, <strong>and</strong> he was pleased with the<br />

experience.<br />

The visit was part of a larger<br />

plan to bring patients from outside<br />

the country to utilize the<br />

state-of-the-art hospital facilities<br />

for orthopedic surgeries. This is<br />

particularly important for the<br />

Gr<strong>and</strong> Turk facility, which is currently<br />

not used to its maximum<br />

potential. Renting the facilities to<br />

outside firms would create a potential<br />

new revenue stream for the<br />

cash strapped government.<br />

“The project has been in planning<br />

for some considerable time<br />

<strong>and</strong> has involved not just Inter-<br />

Health <strong>and</strong> surgeons, Global<br />

MedChoices, but also the (National<br />

Health Insurance Program)<br />

team <strong>and</strong> (government)<br />

representatives,” said Roger<br />

Cheesman, InterHealth Canada<br />

“Please note that this is important<br />

in our decision making process<br />

when considering applications<br />

for labour clearances. Your<br />

ability to forecast your (human<br />

resource) needs <strong>and</strong> provide succession<br />

SIPT hearing postponed<br />

A sufficiency hearing set for <strong>Feb</strong>. 3 for former<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s government ministers,<br />

developers, lawyers <strong>and</strong> others facing corruption<br />

charges has been postponed until March 9.<br />

Chief Justice Edwin Goldsbrough has informed<br />

prosecutors <strong>and</strong> defendants that a hearing<br />

will be held <strong>Feb</strong>. 3, but it’s to h<strong>and</strong>le administrative<br />

matters only.<br />

A sufficiency hearing will be held for government<br />

prosecutors to convince a judge that there<br />

is enough evidence to proceed with trials.<br />

Former Deputy Premier Floyd Hall <strong>and</strong> his<br />

wife, Lisa, are charged with conspiracy to defraud<br />

the government for accepting bribes from<br />

developers. Richard Padgett is charged with<br />

bribery involving the aborted Third Turtle development,<br />

<strong>and</strong> Jak Civre is charged with bribery<br />

involving the Seven Stars resort.<br />

Floyd Hall’s brother, former government Minister<br />

Jeffrey Hall, <strong>and</strong> former Ministers Lillian<br />

outside the U.S. can save patients<br />

anywhere from 30-70 percent.<br />

That equates to potential savings<br />

of up to $35,000 for the patient,<br />

while driving new sources of revenue<br />

into the local economy.<br />

“We anticipate bringing down<br />

our own patients (to the TCI) …<br />

helping to generate revenue for<br />

the government,” Childress explained.<br />

The medical tourism<br />

industry worldwide is estimated<br />

to generate $15 billion in revenue,<br />

not including travel <strong>and</strong> accommodation<br />

costs.<br />

The GlobalMed Choices team<br />

visited the TCI several times over<br />

the past months in order to determine<br />

if the procedures could<br />

be done effectively here. The TCI<br />

is the first Caribbean country<br />

where GlobalMed is looking to<br />

add to their network, <strong>and</strong> based<br />

on the positive experience, it appears<br />

this will be a fruitful relationship.<br />

With nine successful surgeries<br />

under their belt, Bresch said,<br />

“We proved <strong>and</strong> validated it can<br />

be done.”<br />

Bresch said the br<strong>and</strong> new, state<br />

of the art hospital facilities make<br />

the TCI a great spot for the network.<br />

“Also the infrastructure is<br />

a big draw,” explained Dr. Bresch.<br />

“We love it here.”<br />

“The staff was amazing,”<br />

Bresch said of the nurses who assisted<br />

with the procedures. Resident<br />

nurses were required to learn<br />

additional skills in order to offer<br />

proper support to the visiting surgeon.<br />

“The nurses studied hard, <strong>and</strong><br />

we were impressed with their enthusiasm<br />

<strong>and</strong> motivation,” Bresch<br />

<strong>fp</strong><br />

Boyce <strong>and</strong> Samuel Been are charged with conspiring<br />

with others to defraud the government<br />

by distributing Crown l<strong>and</strong> for profit.<br />

Quentin Hall, who is Floyd <strong>and</strong> Jeffrey Hall’s<br />

brother, <strong>and</strong> Earlson Robinson, who is Lillian<br />

Boyce’s brother, are charged with accepting<br />

proceeds from the transactions. Attorney Melbourne<br />

Wilson is charged with money laundering<br />

in those transactions.<br />

Attorney Chal Misick, brother of former Premier<br />

Michael Misick, is charged with laundering<br />

bribes allegedly paid by developers of Dellis Cay<br />

<strong>and</strong> Joe Grant’s Cay.<br />

Many of the details of the allegations came to<br />

light during a Commission of Inquiry in 2009<br />

that led the U.K. to suspend elected government<br />

in this overseas territory, take control under a<br />

British governor <strong>and</strong> launch investigations into<br />

allegations of widespread corruption of elected<br />

ministers <strong>and</strong> others.<br />

Medical tourism at a glance<br />

In 2011 more than a half a million Americans<br />

traveled outside the U.S. for medical<br />

treatment, a number that is expected to<br />

grow at a 25- 35 percent annual rate.<br />

A medical traveler is defined as anyone<br />

who travels across national borders for<br />

the purpose of receiving medical care, not<br />

including expatriates, tourists in need of<br />

emergency medical care, companions accompanying<br />

medical travelers, or multiple<br />

fered to submit to binding arbitration<br />

to settle the amount<br />

owed from 1992, but the governor<br />

declined both offers.<br />

However, the governor has<br />

said that he has tried to negotiate<br />

with NIB but has been<br />

unable to reach an agreement.<br />

The governor has taken issue<br />

with NIB statements that<br />

he will be taking money from<br />

pensions, even though the<br />

money won’t come from funds<br />

that pay pensions.<br />

NIB conceded in its Jan. 30<br />

statement that pension funds<br />

wouldn’t be affected, but it<br />

pointed out that 99 percent<br />

of its $20 million surplus is<br />

for death, dismemberment<br />

<strong>and</strong> disability. Only about<br />

$205,000 is set aside for worker<br />

injury claims, according to<br />

NIB.<br />

“There is certainly not $10<br />

million available from the<br />

(worker injury fund) to cover<br />

the costs of this transfer, so the<br />

monies will need to come from<br />

the Death, Disability <strong>and</strong> Dismemberment<br />

Reserve Fund,”<br />

NIB’s statement said.<br />

Also this year, the governor<br />

announced an amnesty<br />

plan for those in arrears in<br />

NIB contributions, including<br />

millions of dollars the former<br />

appointments that occur over the course of<br />

one trip.<br />

It is estimated that the market size worldwide<br />

is close to $15 billion, not including<br />

patient travel or accommodations.<br />

The top procedures for medical tourists<br />

from the U.S. include cosmetic surgery,<br />

dentistry, orthopedics, reproductive, weight<br />

loss surgery <strong>and</strong> health screenings.<br />

While the NIB’s $20 million<br />

surplus is earmarked for medical<br />

expenses, it can be transferred<br />

to cover shortages in the<br />

pension fund. NIB says that<br />

$20 million should be kept to<br />

cover the anticipated loss of<br />

money caused by the amnesty<br />

program or any other shortages<br />

in NIB funds.<br />

Wesley Clerveaux has been<br />

Natural Resource Management,<br />

DFID minister says <strong>2012</strong> elections are uncertain<br />

The U.K. minister of state<br />

for International Development<br />

Alan Duncan has told the Parliament<br />

that it’s still uncertain<br />

that elections will be held in<br />

<strong>2012</strong> in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

Isl<strong>and</strong>s, but he still hopes it can<br />

happen.<br />

Duncan said in a joint statement<br />

Jan. 30 with Foreign<br />

Minister Henry Bellingham<br />

that setbacks have occurred in<br />

achieving a budget surplus by<br />

<strong>2012</strong>-13, which is one of eight<br />

milestones set by DFID <strong>and</strong> the<br />

Foreign <strong>and</strong> Commonwealth<br />

Office for elections.<br />

“Our view remains that the<br />

UK Government will only be<br />

able to set a date for the elections<br />

when the milestones have<br />

been reached,” Duncan said.<br />

“We still hope that they will be<br />

met in time for elections to take<br />

place during <strong>2012</strong>.”<br />

<strong>and</strong> I wish to update the<br />

House.<br />

The Department for International<br />

Development <strong>and</strong> the<br />

Foreign <strong>and</strong> Commonwealth<br />

Office current jointly assess<br />

progress towards achieving the<br />

milestones to be the following:<br />

Implementation of a new<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s Constitution<br />

Order, in support of<br />

recommendations of the Commission<br />

of Inquiry, which underpins<br />

good governance <strong>and</strong> sound<br />

public financial management.<br />

A new Constitution Order<br />

was laid before Parliament in<br />

July 2011. In due course it will<br />

be brought into force by the<br />

Governor, after which elections<br />

must take place within 30 days.<br />

Introduction of a number of<br />

new ordinances, including those<br />

making provision for: (i) the<br />

electoral process <strong>and</strong> regulation<br />

of political parties; (ii) integrity<br />

<strong>and</strong> accountability in public life;<br />

(iii) public financial management.<br />

A legislative drafting team<br />

is working on numerous Ordinances<br />

(locally enacted laws)<br />

relating to TCI Government<br />

business, including public accountability<br />

<strong>and</strong> financial<br />

management. Ordinances relating<br />

to elections, conduct of<br />

political parties <strong>and</strong> the Integrity<br />

Commission are also<br />

all currently being drafted. It<br />

is expected that drafting of a<br />

number of these should be completed<br />

by the end of March.<br />

Establishment of robust <strong>and</strong><br />

transparent public financial<br />

management processes to provide<br />

a stable economic environment<br />

<strong>and</strong> a strengthening of the<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s Government’s<br />

capacity to manage<br />

their public finances.<br />

Expenditure control has been<br />

largely re-established. Consolidated<br />

government financial<br />

statements have been produced<br />

<strong>and</strong> submitted for audit<br />

for three of the past four years.<br />

Public reports on the state of<br />

the public finances are being issued<br />

quarterly. Rolling 13-week<br />

cashflow forecasts are being<br />

produced. The Finance Ministry<br />

is being restructured to be<br />

more effective in managing the<br />

finances <strong>and</strong> newly appointed<br />

permanent secretaries will be<br />

firmly held to account for the<br />

sound management of finances<br />

in their ministries.<br />

Implementation of budget<br />

measures to put the <strong>Turks</strong> <strong>and</strong><br />

<strong>Caicos</strong> Isl<strong>and</strong>s Government on<br />

track to achieve a fiscal surplus<br />

in the financial year ending<br />

March 2013<br />

New taxes <strong>and</strong> fee increases<br />

are expected to boost revenue<br />

by 20% compared to 2010/11,<br />

reaching US$164m in 2011/12.<br />

But expenditure is expected to<br />

be higher than originally forecast<br />

leading to a budget deficit<br />

of US$26.8m, which is considerably<br />

higher than the budgeted<br />

deficit of US$3m. Additional<br />

revenue measures, a reduction<br />

in the size of the public service<br />

<strong>and</strong> revisions to the National<br />

Health Insurance Plan have<br />

been put in place designed to<br />

bring the budget into surplus in<br />

<strong>2012</strong>/13.<br />

Implementation of a transparent<br />

<strong>and</strong> fair process for acquisition<br />

of belongership.<br />

In November the TCI Consultative<br />

Forum launched a territory-wide<br />

consultation on the<br />

options for a new pathway to<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>er status.<br />

The consultation process<br />

will finish in <strong>Feb</strong>ruary. Initial<br />

reaction has been favourable.<br />

In the meantime, the backlog<br />

of permanent residence applications<br />

has been cleared.<br />

Significant progress with the<br />

civil <strong>and</strong> criminal processes recommended<br />

by the Commission<br />

of Inquiry, <strong>and</strong> implementation<br />

of measures to enable these to<br />

continue unimpeded.<br />

To date, over 900 acres of<br />

Crown L<strong>and</strong> worth approximately<br />

US$150m <strong>and</strong> US$2m in<br />

cash has been recovered by the<br />

civil recovery team. In December<br />

2011, eleven people, including<br />

four former ministers, appeared<br />

in court to face criminal<br />

charges. They are due to appear<br />

before the Supreme Court in<br />

TCI in early <strong>Feb</strong>ruary.<br />

Implementation of a new<br />

Crown l<strong>and</strong> policy.<br />

Key decisions have been taken<br />

on this sensitive issue. A new<br />

policy to manage Crown L<strong>and</strong><br />

better in the future was announced<br />

in 2011 after discussion<br />

in the Consultative Forum<br />

<strong>and</strong> Advisory Council. The<br />

Crown L<strong>and</strong> Ordinance will be<br />

ready soon.<br />

Substantial progress in the reform<br />

of the public service.<br />

Plans have been drawn up to<br />

reduce the number of ministries<br />

from nine to five by the end of<br />

March. Five new permanent<br />

secretaries have been recruited<br />

by rigorous open competition<br />

<strong>and</strong> have been appointed on<br />

fixed-term, performance-monitored<br />

contracts. Technical support<br />

to ensure the effectiveness<br />

of the new ministries is under<br />

consideration. A voluntary<br />

severance scheme, which will<br />

reduce numbers in the public<br />

sector by 300-400, is due to be<br />

completed in <strong>Feb</strong>ruary.<br />

Summary<br />

Much work has been done by<br />

the TCI Government <strong>and</strong> by<br />

the TCI public service, with the<br />

support of the United Kingdom<br />

Government. Assistance has<br />

also been provided by the European<br />

Union <strong>and</strong> Canada. Good<br />

progress is being made thanks<br />

to the commitment <strong>and</strong> hard<br />

work of the Interim TCI Government<br />

<strong>and</strong> the people of TCI.<br />

However there is much still to<br />

be done.<br />

Finally, setbacks last year<br />

have adversely affected progress<br />

towards achieving a budget<br />

surplus. Our view remains that<br />

the UK Government will only<br />

be able to set a date for the elections<br />

when the milestones have<br />

been reached. It is not yet certain<br />

when we will be able to say<br />

that all of the milestones have<br />

been met, but the Interim Government,<br />

with UK-financed<br />

technical assistance, is working<br />

hard to achieve them. We still<br />

hope that they will be met in<br />

time for elections to take place<br />

during <strong>2012</strong>.<br />

Citizenship meeting disrupted, cancelled<br />

A consultation meeting Jan. 26 on the method for obtaining<br />

status that was organized by Filipino residents was disrupted by<br />

a h<strong>and</strong>ful of <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>ers <strong>and</strong> was canceled before<br />

it could get started.<br />

“It was unfair to the Filipinos who duly heeded the (Consultative)<br />

Forum’s admonition to register for this meeting <strong>and</strong> paid<br />

out of their pockets to organize it — just as groups of <strong>Turks</strong> <strong>and</strong><br />

<strong>Caicos</strong> Isl<strong>and</strong>ers have done without any fuss or controversy,”<br />

forum Chairwoman Lillian Misick said in a statement. “And it<br />

was disrespectful to the forum members who signed on to lead<br />

tonight’s discussions — just as other members have done without<br />

any fuss or controversy.”<br />

“For my part, I can only beg our people to consider the source<br />

of their information before acting on it,” she said. “Because,<br />

instead of being proud of what happened tonight, all sensible<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>ers should feel nothing but shame. I<br />

know the vast majority of us do.”<br />

Devon Williams, an isl<strong>and</strong>er who spoke out at the meeting,<br />

criticized Misick for her statement, saying she was out of touch<br />

with isl<strong>and</strong>ers.<br />

“It is quite sad <strong>and</strong> discouraging that Mrs. Misick is so busy<br />

trying to insult locals that she is unable to find time to come up<br />

with a comprehensive solution to empower Belongers <strong>and</strong> protect<br />

the indigenous population of these isl<strong>and</strong>s for government<br />

debt shackling,” Williams said.<br />

Williams said the group Misick called a “belligerent mob”<br />

included a former speaker of the Legislative Council, a former<br />

deputy chief minister <strong>and</strong> minister of education, teachers, accountants,<br />

business owners <strong>and</strong> a major contractor.<br />

On the same night, another consultation meeting was held at<br />

the Gustarvus Lightbourne Center for <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>ers<br />

that occurred without incident.<br />

The Consultative Forum launched a three-month public consultation<br />

in November to help develop a new policy for obtaining<br />

resident status in the TCI, which is one of the requirements<br />

set by the U.K. for return to elected government.<br />

Three accused of attempted murder,<br />

other charges in robbery outside RBC<br />

Three men accused in the Jan. 13 robbery<br />

of security guards outside the Royal<br />

Bank of Canada have been rem<strong>and</strong>ed in<br />

custody on multiple charges.<br />

Daniel Been Jr., <strong>22</strong>, Odessa Williams, 19,<br />

<strong>and</strong> Darrison Nash, 20, are charged with<br />

attempted murder, robbery, conspiracy to<br />

rob, carrying firearm with intent to rob,<br />

discharging firearm <strong>and</strong> discharging ammunition.<br />

They are scheduled to appear March 9<br />

in the Supreme Court on Gr<strong>and</strong> Turk for a<br />

sufficiency hearing.<br />

On Jan. 13, three guards from a local security<br />

company arrived to make a transaction<br />

when they were attacked by two<br />

people wearing masks, police have said.<br />

The robbers fired shots, wounding one<br />

Provo youth hockey team<br />

gets tips from NHL star<br />

A team of young Providenciales hockey<br />

players enjoyed the treat of a lifetime<br />

recently when they were given a training<br />

session by one of Canada’s finest.<br />

The Gansevoort Gators, who play in<br />

the Provo Hockey League (PHL), met<br />

National Hockey League superstar Matt<br />

Bradley as he put the youngsters through<br />

their paces at the Graceway Sports Centre,<br />

just before a game with Grace Bay<br />

Car Rental Owls <strong>and</strong> Sail Rock Lobsters.<br />

Bradley, a Florida Panthers winger,<br />

was vacationing in the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

Isl<strong>and</strong>s with his family, was invited<br />

to watch the games by Gators co-coach,<br />

Donny Scholar. But Bradley decided to<br />

do more than just sit <strong>and</strong> view the action.<br />

“Donny is old friend of mine. <strong>and</strong><br />

when he said the Gators were playing, I<br />

was delighted to get involved,” Bradley<br />

said. “I had a fantastic afternoon with<br />

the lads, <strong>and</strong> there is certainly some real<br />

hockey talent here in the TCI.<br />

“For a small country, there is a big<br />

hockey scene here, <strong>and</strong> what the organizers<br />

of the PHL <strong>and</strong> sponsors such as<br />

the Gansevoort Hotel have done here is<br />

very impressive. And what really pleased<br />

me was seeing how multi-cultural it is<br />

with youngsters from the TCI, Canada,<br />

America, Engl<strong>and</strong>, Bahamas <strong>and</strong> many<br />

other countries all playing together, side<br />

by side <strong>and</strong> having a great time.<br />

“As a professional hockey player, I am<br />

always glad to help out <strong>and</strong> do what i can<br />

for the youngsters. I am very lucky to<br />

play hockey for a living, but I remember<br />

well when I was a kid in Canada playing<br />

in junior leagues such as the PHL <strong>and</strong><br />

how much fun I used to have. And that<br />

is always my message to children — have<br />

fun. There is so much money <strong>and</strong> big<br />

business in sport these days <strong>and</strong> often<br />

the true meaning gets lost.<br />

“My advice to all young players is to<br />

enjoy their sport <strong>and</strong> have lots of fun. I<br />

wish the Gators <strong>and</strong> everyone involved<br />

in the PHL success <strong>and</strong> I look forward to<br />

coming back <strong>and</strong> seeing their progress<br />

in the future.”<br />

Bradley, whose previous teams include<br />

San Jose Sharks <strong>and</strong> Washington<br />

Capitals, made a big impression on the<br />

Gators’ starlets.<br />

“Meeting Matt was awesome,” said<br />

six-year-old Zachary Scholar. “He<br />

taught us lots of new tricks, <strong>and</strong> we had<br />

a great time working with him.”<br />

see with the Gators recording a 7-6 victory<br />

over the Lobsters before drawing<br />

His Excellency the Gov. Ric Todd<br />

made his second official visit to South<br />

<strong>Caicos</strong> on Jan. 27 with his wife as<br />

guests of District Commissioner Emily<br />

Malcolm.<br />

He met with Malcolm to discuss<br />

important issues on South, as well as<br />

members of the community <strong>and</strong> its<br />

schools.<br />

The governor attended a public<br />

meeting where he spoke about the<br />

prospects for the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

Isl<strong>and</strong>s in <strong>2012</strong>, the milestones for return<br />

to elected government, <strong>and</strong> his<br />

<strong>and</strong> government’s priorities.<br />

“I much appreciated the open, lively<br />

<strong>and</strong> constructive discussion at the<br />

‘town hall meeting’ <strong>and</strong> the opportunity<br />

to hear citizens views <strong>and</strong> concerns,”<br />

he said.<br />

At Marjorie Basden High School,<br />

the governor toured the school’s facilities,<br />

made a speech <strong>and</strong> answered<br />

questions from the students on a range<br />

of issues including the milestones,<br />

schools, taxes <strong>and</strong> independence.<br />

At Calvary Christian School, children<br />

performed a series of songs for<br />

the governor, <strong>and</strong> at Iris Stubbs Primary<br />

School he spoke with children<br />

<strong>and</strong> answered questions.<br />

“I would like to thank the local<br />

school children for greeting me at<br />

the airport, for entertaining me with<br />

their songs <strong>and</strong> for engaging on issues<br />

of mutual interest,” the governor said.<br />

“When speaking to the school children,<br />

I highlighted that empowerment<br />

is something you can only do for yourself,<br />

for example by study <strong>and</strong> hard<br />

work. I encouraged the children to<br />

work hard to deliver a positive future<br />

both for themselves <strong>and</strong> for the TCI.”<br />

of Environment <strong>and</strong> Coastal<br />

Resources, the Medical Centre <strong>and</strong> a<br />

they face,” said Todd, who has committed<br />

Youth Parliament application deadline is <strong>Feb</strong>. 13<br />

The Department of Youth Affairs is seeking applicants<br />

for <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s Youth Ambassador<br />

<strong>and</strong> the National Youth Parliament <strong>2012</strong>-13.<br />

Applicants must be between the ages of 16-25 <strong>and</strong><br />

submit applications no later than <strong>Feb</strong>. 13.<br />

A new Youth Ambassador will be chosen in March<br />

for a two-year term, said National Youth Director Angela<br />

Musgrove. The selection process is similar to that<br />

of parliamentarians but more stringent.<br />

Former Youth Ambassador Trevon Farrington’s twoyear<br />

term ended in December. While he was ambassador,<br />

he went to London with government <strong>and</strong> political<br />

leaders in June to meet with Foreign Minister Henry<br />

Bellingham to discuss changes in the Constitution.<br />

“A youth ambassador will be expected to work along<br />

with the department <strong>and</strong> other regional <strong>and</strong> international<br />

youth organizations <strong>and</strong> will be expected to be<br />

committed, articulate <strong>and</strong> knowledgeable about national<br />

<strong>and</strong> regional issues affecting young people,” according<br />

to the ambassador application. “She/he must<br />

have a spirit of volunteerism <strong>and</strong> national pride <strong>and</strong><br />

will be expected to coordinate <strong>and</strong> manage youth related<br />

projects at a national level.”<br />

Applicants for the next Youth Parliament will elect<br />

new parliamentarians from among their peers.<br />

“We will shortlist parliamentarians <strong>and</strong> conduct<br />

interview sessions in early March,” Musgrove said.<br />

One simple way you can help protect<br />

A sweet, homemade <strong>and</strong> colorful Valentine gift<br />

Make this Valentine’s Day extra special with a<br />

fun, recycled <strong>and</strong> easy to make cards. Not only will<br />

you be giving your old, broken crayons a new lease<br />

on life but also giving a fun <strong>and</strong> usable gift to that<br />

someone special.<br />

What you’ll need<br />

• Crayon pieces<br />

• Heart-shaped metal cookie or muffin tin<br />

• (our hearts are about 1 1/2 inches across)<br />

• Scrap paper<br />

• Double-sided foam mounting tape<br />

• Scissors<br />

• Colored card stock<br />

• Marker<br />

How to do it<br />

1. Heat the oven to 250°.<br />

2. Fill each mold with crayon pieces <strong>and</strong> bake until<br />

the crayons melt, about 10 to 15 minutes. Tip: Place a<br />

sheet pan under the crayons to catch any drips.<br />

3. Once they’re cool, remove the hearts from the<br />

molds <strong>and</strong> smooth any rough edges by rubbing<br />

them on a piece of scrap paper.<br />

4. Use small pieces of foam tape to stick each heart<br />

to a 3-inch circle cut from card stock or use our template,<br />

then add your message.<br />
