TCI Bank must liquidate
Thousands to be
affected in process
ordered by court
The Supreme Court ordered
TCI Bank Ltd. into full liquidation
on Friday, Oct. 29, meaning
thousands of customers will get
only pennies on the dollar for
money they had in the Turks and
Caicos Islands’ only indigenous
bank.
The Financial Services Commission
closed the bank in April
and called in provisional liquidators
after a number of large
withdrawals were made from
the bank that was already overburdened
with non-performing
loans.
Recently there was a proposal
before the court by two Eastern
Caribbean banks to take over
TCI Bank that would have given
all deposit accounts access to up
to $50,000, saving all money for
97 percent of TCI Bank’s depositors.
That offer apparently was not
enough to stop Justice Richard
Williams from ordering full liquidation,
but he has not yet issued
his written decision in the
case.
“The decision to finally close
TCI Bank will have been a difficult
one for the court,” government
CEO Mark Capes, said in
Imposing property taxes in
the current real estate depression
would “break the market,”
but replacing customs duty with
a properly designed value added
tax would be “beautiful for businesses,”
said local economist
John Hartley.
However, making a new tax
system work requires a “solvent,
honest government,” Hartley
told the Chamber of Commerce
on Nov. 1. “No revenue system
will work until you fix that
problem.”
Hartley spoke to business
leaders about a study just begun
by consultants and the interim
government to examine valued
added taxes, property taxes and
excise taxes.
Some believe these new taxes
will be heaped onto existing
taxes, but Hartley said that is
not what is being proposed or
likely to happen.
“It’s wrong to assume that
some maniacs from Britain will
come down here and crush us
Efforts to save the island’s only indigenous bank, which closed in April, fell short. Supreme
Court Justice Richard Williams has ordered a full liquidation of the bank’s assets.
Who gets paid?
Liquidation payout list, in order:
▶ ▶1. Employees salaries and severance pay
▶ ▶2. Liquidators fees and expenses
▶ ▶3. Secured loans, such as NIB $5.5 million
▶ ▶4. Depositors - all considered equal
▶ ▶5. Shareholders - only paid when 100 % of depositors money
is returned
with overtaxation,” he said.
“It’s impractical nonsense to
suggest that this economy can
have a taxation effort of more
than about 25 to 30 percent of
GDP (gross domestic product),”
he said.
“The economy is far too dependent
on a highly mobile expatriate
community who’ll just
leave.”
Hartley said the consultants
— Paulo dos Santos and Jorge
Baca — are both reputable economists
whose recommendations
aren’t likely to include property
a statement. Capes is acting governor
while His Excellency the
Gov. Gordon Wetherell is traveling
in the U.K.
“The court has expressed
throughout how conscious it
Economist: Property taxes
unlikely, VAT better option
“It’s wrong to
Britain will come
The consultants are following
a revenue study by economist
Alan Roe who said the Turks
and Caicos Islands need a more
efficient, sustainable government
revenue strategy, but that
property taxes should not be
imposed now.
Hartley agreed with Roe’s
warning against new property
taxes in a depressed real estate
market, but he also pointed out
that the country doesn’t have
enough data on property for the
consultants to use in fashioning
a property tax.
Hartley said the TCI should
be using value added tax (VAT),
which is used in the U.K., because
it is fair. It taxes people
as they spend money, meaning
wealthy people bear a greater
share of the burden.
However, he said VAT has to
include exemptions for basic
items so as not to be a burden on
be caused if the bank had to be
matters of this kind are
always very complex. The court,
in its note of the judgement, will
explain fully the reasons why it
has had to come to this unfortunate
With the reality of TCI
Bank moving into formal
and shareholders are
asking what that reality will
mean for them.
While full details are yet to
be released, Liquidator Anthony
Kikivarakis told TCI
Bank customers at a town hall
meeting in July liquidation
would probably mean years
of waiting and only getting
a percentage of their money
The first step, is the beginning
of a long process of
selling off assets to offer repayments
to customers, Kikvarakis
said in July.
The first to receive their
funds would be the laid off
workers who are still owed
their severance pay, as well as
any National Insurance Board
or National Health Insurance
Plan contributions associated
with those payments.
Next in line would be the
NIB, which loaned the bank
Christmas. The loan is a secured
loan, meaning NIB has
Police cracking down,
seeking U.K. assistance
Police say they will continue their increase in
stop searches of persons and vehicles to stem the
rise in violent crimes while they make a business
case for U.K. police assistance.
Officers are giving up a day off each week for the
exercise dubbed Operation Alpha 2 to put more
of them on the streets, said Dave Ryder, assistant
commissioner of Police Territorial Divisions and
Operations.
“Several suspects have been arrested and some
charged with offences over the last 10 days (since
Oct. 24), and persons illegally within the TCI have
also featured in those detained,” he said Nov. 2.
Total crimes decreased during that 10-day period,
and most involving theft of property, burglary
and several assaults mostly of a domestic nature.
However, a lone woman was robbed of a large
amount of cash at gunpoint at 9:15 p.m. on Oct. 27
off Leeward Highway, Ryder said.
“We remind the public once again, especially
those in business, try not to carry large amounts of
cash, especially when alone and during darkness,”
he said.
“If you have to carry large amounts of cash,
please ensure that you are accompanied or use a
reputable company to assist you, that you frequently
bank money to maintain low levels of cash if possible
and that you have a system of working that
Project 911 officers are once again imploring
on the public’s support on two of its recent programmes,
namely displaying business addresses.
While previous announcements regarding street
naming and displaying of street addresses have
been made in the past, constant reminders are being
given to encourage the public to comply.
“As you may be aware, legislation was recently
approved in the Consultative Forum that requires
all businesses and residences to display their official
addresses,” Juliette Gooding of Project 911 said
in a statement.
Gooding also noted that more support is needed
especially from the business community.
“It is unfortunate that the business community
have not taken the lead in this venture by displaying
their addresses prior to legislation making it
unlawful not to do so,” she said. “However, we
are reminding you at this time to please ensure
that your company is complying with the section
of the law which stipulates that failure to display
the official number as assigned is punishable by
a fine.”
Gooding said that the organization is willing to
help business owners and landlords comply with
the law.
“If you do not yet know your official business address,
please do not hesitate to contact our office so
that we can confirm that number for you. In addition,
we can order the numbers for you to ensure
their compliance with the standard guidelines that
have been produced, or you may opt to obtain your
number separately which must comply with the
minimum standards.
ensures that the area around your business and
you and any banks that you may deposit cash at,
are fully checked before you leave or approach any
premises while carrying cash. These simple steps
can prevent you becoming a victim of crime.”
Ryder said he had completed and delivered the
business case for assistance from U.K. police officers
last week and that it has been provided to
the commissioner of police and acting Gov. Mark
Capes.
Operation Alpha 2 will continue indefinitely
with targeted patrols of various locations and times
to prevent or disrupt violent crimes, he said.
“We are trying hard both on the street and in
the investigative arena to arrest and solve these
crimes and that hard work will pay off,” said Superintendent
Ralph Doughty. “We must, however,
all be vigilant as criminals can plan what they want
to do, when, where and how they want to commit
crimes.
“Keeping one step ahead will only be possible
if we work with the community to get the intelligence
that we need,” he said. “Please give us the information,
anonymously if you wish, that will help
us take those guns and criminals off the street.”
Anyone can report information about a crime
without revealing their identity by calling
Crimestoppers at 800-TIPS (8477).
TCI EMS seeking volunteers
The Turks and Caicos Emergency
Medical Services is seeking
qualified people to work in
its new volunteer programme.
“We are beginning a recruitment
campaign for the public
to participate and train with the
ambulance service,” said Patrick
Riel, EMS Paramedic Supervisor/Training
Officer.
The service is staffed by 11
on Providenciales and seven on
Grand Turk, but they are not all
full-time, Riel explained. With a
government-wide hiring freeze,
he’s looking to bolster the staff
with volunteers.
Volunteers must be at least 18,
in good physical shape, competent
in written and spoken English,
and have a clean criminal
record. Also required is a “C”
level CPR and First Aid from an
approved provider.
The goal is to train volunteers
to be Emergency Medical Responders
to perform basic first
aid skills and CPR, as is often the
case with many police officers
and firefighters.
Then some will train to be
more advanced Emergency
Medical Technicians, qualified
to assess patients’ conditions
and perform certain emergency
medical procedures.
While they won’t be paid, volunteers
can earn valuable certifications
and experience that can
lead to jobs in the field, Riel said.
Interested candidates should
provide their resumés and references
to Riel at the Myrtle Rigby
Clinic or to the office of the
Ministry of Health and Human
Services above Royal Jewels in
Providenciales. They can also e-
mail the information to tciems@
hotmail.com or call Riel at 244-
2583.
“I hope you share in the excitement
of this new step for the ambulance
service,” Riel said. “We
are wholeheartedly committed
to providing safe, efficient, and
current pre-hospital care to the
public.”
Businesses lacking addresses face fines
“In the event that your office is located in a complex
that is owned and managed by a landlord, the
landlord has responsibility for ensuring the number
is displayed, and we would ask that you remind
said landlord of his responsibility.”
911’s reminder is especially important at this
time when crime has been on the increase across
the country. Responses to calls to 911 can be delayed
if emergency or police services can’t find a
residence or business.
Meanwhile, the Street Naming Committee is
seeking the public’s help in officially naming the
roundabout in Five Cays that is maintained by
PPC.
The guidelines for naming are:
▶▶ The roundabout cannot have the same name as
an existing roundabout, historical monument or
street.
▶▶ Must be relevant to the Turks and Caicos Islands
▶▶ Must not be named after a living person
▶▶ Can be named after an indigenous bird, plant or
animal
▶▶ Can be named after a historical event
▶▶ The decision of the Street Naming Committee
is final.
▶▶ You must provide your name and contact to accept
your suggestion.
Only persons living in the TCI will be accepted
Letters to the Editor
Tasers are safe tool
for self defense
There seems to be widespread confusion and misunderstanding
about Taser devices. I believe the public needs
to know the truth about Tasers.
A recent U.S. study of Taser use nationwide does suggest that
Tasers are a safe self defense tool. This study examined 1,000
cases of Taser use and found that 99.7 percent of them resulted
in no injuries.
Criminals are more intimidated by a Taser than a gun because
they know the person holding the Taser will likely use it
without hesitation (since the Taser will not kill) and the likely
outcome is jail for the criminal.
Tasers are instantly paralyzing and offer little chance for
escape. Criminals know they will shoot first especially if their
victim has a gun, simply because the legal ramifications of
pulling the trigger will cause a police officer or honest citizen
to hesitate firing.
When a Taser is deployed, the citizen with the Taser will be
quick to use the protection it affords (since it will not kill), and
the villain will not have the capacity to shoot back (or even get
off the floor, for that matter).
The facts are: Tasers DO NOT cause deaths. Deaths that
have been recorded are only associated with the use of a Taser,
but not the direct cause.
Tasers simply use a small electrical impulse (less than the
power of a Christmas tree light bulb). The secret is in the
frequency of that pulse that interferes with the neuromuscular
activity and renders the body immobile. Tasers do not contain
bullets or gunpowder.
Tasers are safe, even if they are used incorrectly. Officers
being trained in the use of Tasers are required to be tased
themselves, with no harm coming to them. Conversely, officers
trained to use a gun are not likewise required to be shot
with a bullet before they graduate.
Of the one million or so Taser uses, only .2 percent ended in
deaths, Clearly, to compare a Taser with a gun is not reasonable
or credible.
If they get in the hands of a criminal, the moment they are
used, hundreds of confetti scraps are scattered at the site which
identify the Taser owner to authorities.
If the Taser is stolen, the dots can be connected back to the
criminal.
Criminals cannot buy Taser cartridges, so a stolen Taser
won’t be useful to him.
A Taser can only be purchased by a law-abiding citizen after
a background-police record check.
A Taser will not operate until the owner is given a safety
course and then an unlock code.
If a child were to find a Taser, child protections are built in.
The only ones left without defense on this island are the law
abiding citizens trying to protect their families. The honest
people on this island should be allowed to protect ourselves
from those who attack our families and homes.
Government explains suspension of travel letters
The government issued the
following press release Nov. 3 explaining
the indefinite suspension
of travel letters on Oct. 28.
“The Ministry of Border Control
and Labour wishes to inform
the public that travel letters have
been suspended because of serious
concerns about fraud, forgery
and abuse, which threatened
the good order and security of
Supreme Court orders liquidation of TCI Bank
BANK from page 1
with new investors to put additional
capital into the bank
in order to put it back on solid
footing.
FSC Managing Director
Kevin Higgins told the fp those
discussions had been going on
for some time, and that it was
the responsibility of the commission
to take the aggressive
action in order to prevent a run
on the bank, risking further depositor
funds.
The five-year-old institution
had been suffering for nearly
two years from mounting unpaid
loans, which prompted the
FSC to shut the bank April 9 to
protect the remaining assets of
shareholders and depositors.
The National Insurance
Board, both a shareholder and
depositor, had given the bank
a $5.5 million secured loan less
than four months before the
closure. However, the money
was quickly withdrawn by
three large depositors just days
later, causing the bank further
hardship.
The government has asked
the FSC to conduct a review
of the their oversight of TCI
Bank and the circumstances
that lead to the application for
a court order to place the bank
in to provisional liquidation.
The review, which is being conducted
at board level, is nearing
completion and will be submitted
to the governor shortly, according
to Capes.
Just one day after the provisional
closure of the bank, the
governor announced his intention
to fast track the introduction
of a depositor protection
scheme in the TCI. The Bankers
Association immediately
said it was opposed to a hastily
designed scheme and offered
alternatives that would do more
to protect depositors.
Capes said constructive discussions
have been ongoing
with the banking community
on depositor protection and improving
the regulatory framework
for banks in the territory.
He said those discussion will
continue with the banks with
“a view to reaching a conclusion
that meets the requirements of
investors and depositors and
enhances the reputation of, and
confidence in, the TCI.”
Discussions have included
seeking an independent assessment
of options for establishing
the most appropriate
safeguards for depositors and
ensuring that the supervisory
framework for banks in the
TCI is fit for purpose and meets
international standards, Capes
explained.
“Although negotiations are
still ongoing, I am pleased to
confirm that the International
Monetary Fund has agreed to
provide technical assistance
early next year,” he said.
Property taxes
total amount. Fees to the liquidators
are the next item on the list,
along with any expenses they
incurred, including legal fees
to their local attorney, Clayton
Greene.
Bank depositors would then all
be treated the same and begin to
By Paul Coleman
IBG Vice President of Compliance
can take anywhere from two to
10 years, Kikivarakis said.
The Financial Services Commission
said it closed the fiveyear-old
bank because of mounting
unpaid loans and an abrupt
$4 million withdrawal of funds
by three large, unidentified customers.
Kikivarakis said in the case
of a liquidation, all depositors
would have to file an official
claim, which would represent
the amount owed to them. Over
time as enough funds could
passports.
“There has also been a practice
of obtaining a travel letter when
someone has to travel while their
work permit application is pending.
This was introduced at a
time when work permits were
taking an extremely long time to
process. This is no longer generally
the case. The Immigration
Board meets twice a month and,
once Labour Clearance has been
obtained and an application with
all the necessary documents has
been lodged, it will normally be
considered by the Board within
the following month.
“Our strong advice to employers
is to ensure that applications
are lodged at least three months
In our everyday lives and in
so many ways we are likely
to experience an opportunist
who tries to deceive us and take
our hard-earned money.
Deceit and fraud is much more
subtle than a straightforward robbery
and so much harder to detect.
The party involved is likely to appear
very genuine and in many cases will
befriend us, encouraging us to drop
our natural guard when meeting
strangers.
This developing interaction with a
fraudster may build up over a period
of months without you realizing
that the person has other reasons
for befriending you. Fraudsters
can be very patient if they believe
the “prize” is worthwhile.
So what can we do? There are
be collected, he said a request
would be made to the judge to
make payouts to the creditors.
This could happen on several
occasions over years.
Most of the bank’s assets are
tied up in real estate loans. In the
current market, selling those assets
isn’t going to be easy, Kikivarakis
said, and it would be best if
they could wait for prices to improve
in order to get the depositors
the most money back. However,
that may take several years.
Since moving into provisional
before the worker is needed, or
three months before expiry of an
existing permit.
“If there is a genuine need for
urgent consideration of a work
permit application, this can be
drawn to the Board Secretary’s
attention so that the Board’s
consideration can be expedited;
or in exceptional circumstances
a Temporary Work Permit can
be issued under Section 11 of the
Immigration Ordinance by the
Director of Immigration.
“The Ministry is also looking
urgently at an alternative, secure
format for a document to confirm
that an application is pending,
for people who genuinely
have an urgent and unavoidable
How to protect yourself from fraud
a number of strategies you can put in
place and think about.
Remember: If it sounds too good to
be true, then it probably is too good to
be true.
Be wary of:
▶▶ Pressure on you to act “right away.”
▶▶ Guarantees of success. No investment
scheme is 100 percent certain.
▶▶ Promises of high returns.
▶▶ Any scheme that requires an upfront
investment — even if it is a “free
prize.”
▶▶ A buyer who wants to overpay you
for an item and have you send them the
difference.
▶▶ Anything that does not have the
look of a real business.
▶▶ Something that just doesn’t feel
right.
Other strategies you should follow:
▶▶ Never click on a link inside an e-
mail to visit a website. Type the address
into your browser instead.
liquidation, all assets of the bank
have been frozen, including all
customers deposits. All cash
has been moved out of the local
branch to other banks on island,
and all incoming payments have
been deposited into those accounts.
When a shareholder asked at
the July meeting when he might
see his money again, Kikivarakis
suggested it was highly unlikely.
Shareholders come last
in the case of liquidation, he
said. This means shareholders
fp
need to travel while their application
is under consideration. In
the meantime, the instruction
which was issued on Sunday,
Oct. 31, confirmed that travel
letters issued for this purpose
before the suspension should
also be honoured.
“The Ministry is committed to
wholesale reform to ensure that
the TCI’s immigration system
works effectively in the interests
of the travelling public, the economic
well-being of the islands,
the good order and security of
the islands, and global security.
We welcome all feedback and
constructive comments from
across the community to help us
with this.”
▶▶ Shred confidential documents instead
of simply discarding them in the
trash.
▶▶ Your bank will never e-mail you or
call you for your personal information
or passwords.
▶▶ Don’t wire money to people you
don’t know.
▶▶ Be cautious of job-at-home offers.
▶▶ Check your bank statements
regularly for transactions you do not
recognise.
depositors can expect to see only
tissue donation.
“I’m so excited
about
this event
and that my
hero, my
Sasha Clare Sasha, will
be there for
all the world to see him through
organ donation,” Elaine Brooks-
Clare told the fp. “Words cannot
now.”
Life Alliance is sending her
and a family member to Pasadena,
California, for the New
Year’s Rose Parade where Sasha’s
photo will be on their Donate
Life Float.
In 2006, just before starting the
master’s program at Savannah
College of Art and Design, Sasha
was critically injured in a motorbike
accident. He sustained a
head injury and was transferred
via air ambulance from the TCI
to a hospital in Hollywood, Florida,
where he was declared brain
dead.
“As a mother, I am very proud
that as an organ donor on Aug. 7,
2006, Sasha renewed the lives of
four recipients and gave sight so
that they now live more productive
lives.”
A 75-year-old man got one
of Sasha’s kidneys, an 11-yearold
boy the other kidney, and a
62-year-old man received his liver.
Michael Mohammed, a Trinidadian,
living with Sasha’s heart,
and his younger daughter will be
accompanying Clare to the event
in Pasadena.
Clare stated that “through organ
donation, my family and I
have found strength and healing.
The Donate Life Float will feature a photograph of Sasha Clare,
who died from injuries sustained in a motorcyle accident.
… In November 2008, I met the
gentleman who received Sasha’s
heart. I was blessed to listen to
it beating in his chest. It was an
amazing experience! Knowing
that Sasha’s heart beats on, having
his son, Shashano, to remind
me of him, gives me a great deal
of peace.”
Sasha’s death inspired Eleanor
to petition and work toward getting
the helmet law passed in the
TCI in October 2006 to require
motorcyclists to wear helmets.
She also had a sign erected at the
accident site: “Protect your head,
helmets. Wear your seat belts.”
Donate Life’s 60 floragraph
honorees will honor all donors
and the everyday dreams they
make possible through the gift
of life.
“We will celebrate the lives of
each donor during both the creation
of the donor’s floragraph
and on New Year’s Day when the
portraits shine their light on tens
of millions of Rose Parade spectators
and television viewers,” said
Bryan Stewart, chairman of the
Donate Life float committee.
Also accompanying Clare to
the parade will be Sasha’s son,
Shashano, grandparents, Mr. and
Mrs. Stanley and Annie Brooks,
Sorrell (Sasha’s only brother), his
wife Casey and their two children,
as well as aunts Charlamae
Friends and relatives mourned
the untimely death of Maydeline,
who took a leisure snorkeling
Turtle Tail. Just hours later, she
was reported missing.
Speculation of foul play circulated
after her half-naked body
was found floating ashore Long
Bay Beach. However, a police
investigation and an autopsy revealed
that the cause of her death
was drowning.
Payat had been on Providenciales
for 17 months working as a
housekeeper to support her family
all our prospective awardees
for their achievement. We are
also thankful to their supportive
parents, guardians, teachers and
“The Committee would also
like to use this opportunity to
encourage the general public to
come out and support the National
Awards Ceremony which
will be hosted for the first time in
North Caicos.”
“She is a friend to be cherished,”
said one of Maydeline’s
closest friends, Maryanne Tatpiec.
“She is a responsible daughter,
and she always gives her best
to her family. ”
“I’ve known her from since
we were in the Philippines,” said
Janet Saldaen, her neighbor and
friend.
“Then we got to know each
other more here in Turks and
Caicos. I have known her to be
very kind, friendly and a loving
person. She always has stories for
all of us. We laugh a lot.”
News of her death was disclosed
to her family in the Philippines
by a cousin who also works
on Providenciales.
“It was not easy,” said Tim Wagang.
“At first, they were shocked.
It is painful to lose someone like
her. We are still grieving.”
With the help of the Filipino
community in the TCI and other
individuals, including Mr. and
Mrs. Karam, Mr. and Mrs. Peace,
Mrs. Anna Aquino and her husband
of Napa Enterprises and
Ms. Payat’s employer, to name
a few, the cost of transporting
Maydeline’s body back to the
Philippines was raised and all
paperwork was accomplished.
“We thank all the Filipinos
here for all their support,” Wagang
said. “There were a lot of
volunteers. They spent extra time
and resources, soliciting, raising
funds, and I saw how each one
wanted to help in big and small
ways. To them, I say ‘God bless
all of you.’ I’m sure the Lord will
bless you more for this kind gesture.”
Maydeline’s remains left the
Providenciales Airport at 3 p.m.
Tuesday, Nov. 2, and will be
transported to her home in Baguio
City, Philippines.

Tourist Board supports message of unity
The Turks & Caicos Tourist
Board embarked on a number
of activities this week, relating to
the theme of this years Caribbean
Tourism Day, “One Sea, One
Voice, One Caribbean”.
Celebrated locally and Caribbean-wide
on November 2nd,
the objectives of Caribbean
Tourism Day are, to raise awareness
among Caribbean people
of the importance of tourism in
the Caribbean, to enhance the
profile of the Caribbean tourism
sector in the marketplace, to attract
positive media coverage of
the Caribbean and to reflect on
the invaluable impact of tourism
on the economic, social and
cultural well-being in the Caribbean.
TCI Tourist Board Acting Director
Ralph Higgs noted that
the theme is especially relevant
and timely for the TCI.
“The theme speaks of unity
in the Caribbean region. As one
Caribbean people, we will sink
or float, or float or sink together
and it is important for us to take
ownership of this industry.”
Mr. Higgs further said, “The
theme speaks precisely to what
we need to speak to at this time
and so with that, the Tourist
Board is in full embrace with the
Caribbean Tourism Organization
and our friends and neighbors
in the region to promote the
One Sea, One Voice, One Caribbean.”
Meanwhile, on November
2nd, High School students gathered
at The Veranda Resort in
Grace Bay, Providenciales for
the TCI Youth Congress for the
Students at Ianthe Pratt
Primary school enjoyed a
healthy breakfast, delivered
by members of the tourist
board to promote ‘Health and
Wellness’ month.
Inter-High School Speech Competition.
Fourth Form students battled
it out under the theme, “Caribbean
Integration: Our Mission
for 2010 and beyond”.
Criteria set for the competition
included: articulation, volume,
fluency, relevance, accuracy
of knowledge, presentation
of information, tone, tactfulness,
poise and confidence.
In another activity, a Cultural
Foods Display was put up
at Clement Howell High School
where students showcased skills
in food preparation.
Additionally, Training Manager
with the Tourist Board,
Blythe Clare spoke to the students
about a number of issues,
particularly about diversity and
current events.
“Yes we are of different nationalities,
but we live in the
Turks & Caicos and we should
respect each other’s beliefs and
religions.”
“You are a part of us”, she commented.
Ms. Clare also echoed the message
of the dangers of crimes in
our society and how students
fp
can help in solving them.
On Friday Oct. 29th, Clare
and other Tourist Board staff
made a surprise visit to Ianthe
Pratt Primary School and shared
with Grades 1 and 2 students a
healthy breakfast.
“This is in keeping with the
Education Department’s “Health
and Wellness Month”, Ms. Clare
commented.
The breakfast initiative was
co-sponsored by Graceway IGA.

COMMUNITY
Pilots’ historic weekend trip a flying success
Touching down at the Provo
airport meant a dream came
true for a group of pilots who recently
made the cross Caribbean
trek to the TCI. It also marked a
historic day for the TCI, as one
of the largest Fly-In trips to the
country.
Years ago, Luis Luhring, a pilot,
plane owner and founding member
of the Aero Club de Puerto
Rico started dreaming about being
part of a flight of about 20
planes to Providenciales in the
Turk and Caicos Islands.
That dream recently became a
reality, thanks to fate and a little
help from the Provo Air Center.
While sharing “adventure” stories
with fellow pilots including
his friend Gabriel Peñagarícano,
a retired U.S. Air Force fighter pilot,
Luhring discovered his friend
shared his dream of visiting Providenciales,
one of Gabriel’s favorite
diving destinations.
It did not take long for Gabriel
to convince Luis to start planning
a Fly-In trip to Providenciales.
Aero Club de Puerto Rico, enjoyed a weekend Fly-In trip on
Providenciales carry a total of 35 guests.
Then Luis convinced the president
of the Aero Club de Puerto
Rico, Manolo Borrero, to make
the Fly-In an official club event.
Luhring made his dream a
reality by putting his plans into
action. He had a lucky first find
when he contacted Debby Aharon,
general manager of Provo
Air Center. Aharon joined in
Luhring’s quest to make the Fly-
education, but they also have
a great deal of work to care for
those who are affected by HIV
and AIDS in the community.
Each year the foundation holds
a special event to raise funds to
support their cause. On Saturday,
Oct. 23, the group raised more
than $6,000, with extra special
thanks to members of the community
and several generous local
businesses.
While the event was a fun and
light-hearted affair, the directors
of the foundation took time out
to acknowledge the importance
and gravity of their quest to bring
awareness to HIV/AIDS, as well
as to show appreciation to one of
the hardest-working, yet rarely
acknowledged, soldiers leading
the fight against HIV/AIDS —
Nora Tyndall, the HIV Treatment
and Care Nurse with the National
AIDS Programme.
The cocktail event was hosted
by The Veranda and The Wine
Cellar for the TCAAF. The event
was well attended, as partygoers
tapped their toes to the live music
of Bowen Arrow, with some
remaining well after the event’s
finish to enjoy the venue and the
DJ Alvardo Seymour.
Guests enjoyed complimentary
wine and champagne donated by
The Wine Cellar, as well as delicious
hors d’oeuvres supplied by
The Veranda, all the while showing
support for TCAAF’s continued
work within the community.
The proceeds from the evening
will be put towards running
programmes at the Edward C.
Gartland Youth Centre, as well
as an upcoming TCAAF AIDS
awareness event for high school
students.
“Both are important initiatives
because studies show the youth
are most at risk when it comes
to HIV/AIDS, and the biggest
impact on fighting the disease is
equipping young people with the
tools, services and environment
they need to make smart, healthy
choices,” a representative for the
group said.
“The TCAAF is grateful to everyone
who came out to support
the event, and especially to Mark
Durliat, Wolfgang von Weiser
and Kulbhushan Tyagi from The
Veranda, who were instrumental
in making it all happen,” said
Dawn O’Sullivan, president of the
TCAAF.
Prizes raffled during the evening
were donated by the Alexandra
Princess of a park haven for marine life
By Marsha Pardee
and Kathleen Wood
The tourmaline blue
water that embraces the
beautiful cays found in
the Princess Alexandra Nature
Reserve is a sovereign safeguard
for those shorelines encompassed
within.
As part of the Princess Alexandra
Land and Sea National
Park (PANP), these waters are a
part of our Protected Area System
that reigns over and rules
what can happen therein. This
princess of a park harbors some
of the most delicate and fragile
of our island ecosystems, while
shouldering most of the greatest
ills of our landward developments.
Her domain includes shorelines
from the north end of
Turtle Cove, throughout the
whole of Grace Bay to points
slightly beyond the western end
of Water Cay extending out to
the 100-metre depth mark, and
the designated area that surrounds
Little Water, Mangrove,
Donna and Sinking Cays.
Within this undersea landscape,
all sorts of wonders can
be found. Beginning with the
majestic mangroves that spread
their leg-like limbs into the
sea, one can find scads of fish
and invertebrates. Well hidden
within the forest of prop roots
that provide protection from
bigger predators, the juveniles
of the marine world make their
homes. The roots themselves are
substrate upon which garlands
of algae, tunicates and sponges
grow, providing food as well as
shelter.
A little further out, we
encounter vast meadows of
seagrasses that are often mixed
with a variety of algae. Some of
these algal species provide cues
to baby conch and lobster, letting
them know it’s the time and
place to settle out of their larval
The Turks and Caicos Islands
through the TCI National Trust
joins conservation leaders, researchers
and nature enthusiasts
from across the Caribbean
to celebrate and promote public
awareness surrounding the incredible
phenomenon of bird
migration during October.
According to trust Education
Officer Jonathan Sayao, the organization
is extending the observance
to Nov. 30, thus making
the observance a two-month
celebration.
“I am happy to announce that
the National Trust is supporting
the region-wide celebration
of the International Migratory
Bird Day (IMBD) and thus have
lined-up several activities that
promote protection of birds and
their habitat,” Sayao said.
According to Sayao, activities
for the IMBD celebration include
Wheeland Pond Clean-up
in Blue Hills which will involve
students and community members
within the vicinity, birdwatching
excursions to North
Caicos, school visits, setting-up
of booths, sale of bird merchandise
(e.g., books, ceramics) and
a Teachers Workshop for Providenciales-based
teachers.
“We are preparing resource
materials about birds, and those
will be given to schoolteachers to
help supplement their lesson on
birds, focusing specifically on
those common to us. Teachers
in the other islands will be sent
copies as well,” Sayao added.
forms.
Inlet areas such as the
Leeward Cut and Channel
are prime entry points for the
young of many marine animals
spawned in deeper waters. And
like the mangroves, seagrass
meadows provide both food
and shelter for the babes of the
marine world, while acting as
filters from landward runoff
that would otherwise contaminate
our reefs .
Next we encounter isolated
patch reefs and coral heads.
Albeit a hazard to navigation
at times, these individual reefs
are kingdoms unto themselves,
with every living character fulfilling
a niche while providing
a service in support of the little
community.
Our fringing reef along the
north shore differs from the
North West Point reefs in that
it slopes more gradually out
like stepping stones to the deep.
Here we found some excellent
“spur and groove” formations
that resemble rounded hill like
structures that dip into lovely
valleys and canyons.
And like North West Point
reefs, much of the fringing reef
along Provo’s Grace Bay (and
down to Water Cay) is protected.
Due to its proximity to
the most densely populated area
of the entire archipelago, park
management and enforcement
are concentrated here.
National Parks in part are set
aside for public enjoyment. For
the safety of the people as well as
the protection of resource they
come to enjoy, several rules have
been ordained in the National
Park Regulations.
The PANP also has established
several zones where different
activities are allowed to
occur. There are aquatic sports,
swimming and training zones
that are contained between the
low water mark to 100 yards offshore
to protect people engaged
in those activities from boaters.
Specific swimming and snorkeling
zones only are generally
marked by a line of white floats.
Access zones are also provided
in certain areas where
boats may approach the shore.
These lanes are 100 feet wide
and extend out to 110 yards
from shore and are typically
demarcated by red and green
buoys. There is also a water ski
zone between Club Med and
what is now Seven Stars which
Each year millions of birds,
representing hundreds of species
travel between North America
and the Caribbean.
TCI is one of the many countries
frequented by these neotropical
migratory birds.
“We need to recognize the importance
of the presence of these
migratory birds in the whole
spectrum of balance in nature,
starts 100 yards from shore and
extends out 1,000 yards.
All these zones, rules and
regulations are not meant to
dampen enthusiasm for any
water activities. They are meant
to provide a haven in which
all can enjoy the water world
in safety and with respect for
the environment in which they
come to play.
But even with all these
safeguards in place, the marine
environment continues to take
a beating. Our mere human
presence oiled up with tanning
gels and sunscreens adversely
affects the reefs, as well as the
ever seeping runoff from coastal
developments and their ongoing
activities.
particularly with reference to the
native TCI ecosystem,” he said.
“Thus, we implore the public’s
support in this endeavor.”
Approximately 350 species of
birds that breed in North America
migrate each year to spend
the winter in Latin America and
the Caribbean. As a group they
are referred to as neotropical
migratory birds, and they include
many species of songbirds,
hawks, egrets, and ducks, among
other well known groups.
Additionally, a smaller number
of species migrate from
South America into the Caribbean
to breed during the summer.
The Caribbean therefore
shares these species with North
and South America, and many
spend the greater portion of each
year on our islands (up to nine
months annually), compared to
the time they spend outside of
the region.
“Most people really don’t
know that the birds that they
see and love are, in fact, species
that spend their summers and
winter months in separate, far
away, countries,” said Anthony
fp
Natural erosion and accretion
of sand becomes exacerbated
up and down stream by creating
non natural structures to
hold the sand in check. Constant
dredging to take away or
put sand in its wrongful place
further upsets the physical and
biological balance of the system.
Our National Park Regulations
are a thorough and very
protective guide to what should
and should not be done within
the park boundaries. Making
exceptions to the rules that govern
the Protected Areas will only
hasten their demise, along with
the prosperity it brings us all.
The Princess Alexandra National
Park is truly a princess of
a park that reigns supreme over
our most populated strand of
sand. And due to her popularity,
it makes it even more important
to oblige the rules to ensure her
long-lasting sovereignty.
Levesque, Regional IMBD Coordinator.
Because most birds migrate
mostly during the night, their
epic movements, though frequently
spectacular in numbers,
are often unnoticed by the public,
he said.
Unfortunately, the long-term
survival of about one third of
these migratory species is of
concern because of sustained declines
in their populations over
recent decades.
“There are just much fewer
numbers of even some of the
more common and well-known
species now relative to their
numbers a few decades ago,”
said Dr. Lisa Sorenson, president
of the SCSCB.
“Because we are dealing with
birds that change the country
in which they live twice a year,
every year, both local, regional,
and international partnerships
are essential components of any
conservation effort,” Sorenson
said.
This year’s IMBD celebration
theme is “The Power of Partnerships.”

Atlantic hurricane season
already 164% over median
With one month left in an extremely active
hurricane season, Hurricane Tomas is
forecast to head toward the Turks and Caicos
Islands over the weekend.
The 21st named storm of the season plowed
through the Lesser Antilles on Oct. 30 with
90-95 mph winds, killing at least 14 people on
the hardest hit island of St. Lucia.
Other affected islands of Barbados, St.
Vincent and the Grenadines are still cleaning
up damage caused by the then Category
1 storm.
On Friday, Tomas was expected to strike
Haiti or Jamaica and head toward the TCI
over the weekend.
So far this season, overall tropical cyclone
activity to date is about 164 percent of the
long-term (1944-2009) median. Luckily, only
Hurricane Earl came close on Aug. 31, missing
the TCI by a few hundred miles and delivering
30 mph-plus winds to some islands.
October was an extremely active month for
full-fledged hurricanes — all five storms developed
into hurricanes, according to the U.S.
National Hurricane Center (NHC) in Miami.
Last month’s five named storms was far
above the long-term averages of two tropical
storms and one hurricane, and just one below
the record of six named storms in October
1870.
Not only were there more hurricanes than average,
the accumulated cyclone energy, which
measures the combined strength and duration
News from around the world
Voters give control of House back to GOP
Anti-Washington sentiment fuels electorate
By Mark Z. Barabak
Los Angeles Times (MCT)
LOS ANGELES — Republicans
rode a wave of frustration
and economic anxiety Tuesday
to seize control of the House and
shrink the Democratic advantage
in the Senate, dealing a major setback
to President Barack Obama
and sweeping a number of “tea
party” insurgents into power.
The result — a nearly coastto-coast-blowout
— reordered
Washington just two years after
voters shook things up and promised
to once more change the
country’s fundamental political
dynamic, presenting challenges
to both parties in a newly divided
government.
Obama, who pushed through
the most expansive legislative
agenda of any president in generations,
could spend the remainder
of his term just trying to preserve
what he already accomplished.
Republicans, with a measure of
power, will share some responsibility
for governing and may have
to do more than simply thwart the
president and his fellow Democrats
— or face a similar repudiation
by voters in 2012.
Republican Majority Leader
John Boehner of Ohio, who is line
to replace San Francisco Democrat
Nancy Pelosi as the next
House speaker, struck a notably
somber tone as he spoke to supporters
in Washington.
“This is not a time for celebration,”
he said. “Not when one in
10 of our fellow citizens are out
of work. Not when we buried our
children under a mountain of
debt. Not when our Congress is
held in such low esteem.”
The election results, a minimum
53-seat gain for Republicans,
were like a steam release
after months of building pressure
and amounted to the biggest
turnover since they won 52
House seats in 1994 — the last
time Democrats controlled both
Congress and the presidency.
Republicans won House seats
in virtually every part of the
country, gaining bunches in the
hard-pressed industrial Midwest
and toppling incumbents in Virginia,
Texas, New Hampshire and
Florida.
The Democrats fared better in
races for the U.S. Senate, hanging
onto the majority by a handful of
seats. Their leader, Harry Reid of
Nevada, was re-elected by a surprisingly
comfortable margin
over tea party favorite Sharron
Angle.
By Marcelo Soares
and Chris Kraul
Los Angeles Times (MCT)
The Senate contests produced
mixed results for the nascent tea
party movement. Rand Paul, a
founder of the Kentucky branch,
notched a victory, Marco Rubio
won in Florida and Mike Lee won
in Utah. But Christine O’Donnell
lost in Delaware, a seat both parties
had put in the GOP category
until the centrist Rep. Michael N.
Castle lost the Republican primary.
In Nevada, Angle was also
seen as the weakest of Reid’s potential
opponents.
Voters also chose governors
in 37 states, electing Democrats
Jerry Brown in California and
Andrew Cuomo in New York.
Republican Nikki Haley posted a
tea party victory in South Carolina
and the GOP ousted Democrat
Ted Strickland in Ohio.
Britain, Germany increase
security after bomb scare
By Henry Chu
Los Angeles Times (MCT)
LONDON — Britain and
Germany stepped up their aviation
security measures Nov. 2 to
try to close gaps exposed by last
week’s airplane bomb scare.
Both countries were layover
points for one of the two U.S.-
bound aircraft from Yemen
found to be carrying powerful
explosives in booby-trapped
computer printers. One of the
bombs was intercepted in central
England after the plane first
stopped in Cologne, Germany.
The federal German aviation
authority announced that
it was immediately suspending
all passenger flights to Germany
on Yemenia Airways, the
Yemeni national airline. Aviation
officials in Germany had
already banned all air freight
from Yemen after the bombing
plot, believed to be the handiwork
of al-Qaida in the Arabian
Peninsula, came to light.
In London, Home Secretary
Theresa May said that, starting
midnight Monday, Britain
would bar all unaccompanied
air freight from Somalia in addition
to such cargo originating
in Yemen. May told Parliament
that widening the ban was
necessary because of contacts
between terrorist groups in Somalia
and Yemen and because
of inadequate security at the
airport in the Somali capital,
Mogadishu. The U.S. has also
stopped all cargo and mail
shipments from Yemen.
For at least the next month, all
printer toner cartridges weighing
more than 1.1 pounds will
be prohibited from passenger
carry-on bags in Britain. Such
cartridges will also be blocked
from coming into or leaving
the country in cargo shipments
unless the freight operators are
on the government’s list of approved
agents.
May said all aspects of airfreight
security are now under
review, a re-examination that
critics say is long overdue. Security
analysts and members
of the airline industry have
warned for several years that
cargo flights remained vulnerable
to exploitation by terrorists.
The heightened security
measures in Britain and Germany
were unveiled as another
parcel bomb plot surfaced in
Europe, albeit one that authorities
are not linking to Islamic
terrorism.
Police in Athens seized a letter
bomb addressed to French
President Nicolas Sarkozy after
a similar package bound for the
Mexican Embassy exploded
at a private courier company,,
lightly injuring a worker.
SAO PAULO, Brazil — Dilma
Rousseff, a former rebel and
longtime bureaucrat who has
never held elective political office,
will become Brazil’s first
female president following her
victory Sunday in a runoff election.
With 93 percent of votes counted,
Rousseff led challenger Jose
Serra of the Social Democratic
Party by 55.4 percent to 44.6 percent,
an insurmountable lead.
Analysts agree that it wasn’t
Workers’ Party candidate Rousseff’s
record, campaign proposals
or oratory that provided her with
the margin of victory, which was
smaller than most voter preference
polls predicted. What made
the difference was the strong
backing of outgoing President
Luiz Inacio Lula da Silva, enormously
popular for his leadership
over eight years of economic
growth, social gains and Brazil’s
emergence as a player on the
global stage.
“Lula’s plan of giving opportunity
to the least favored must
be defended,” said Jose Alves de
Andrade, a 49-year old industrial
chemist who voted in Sao Paulo.
“This is very important and must
go on. I don’t need help, but the
disadvantaged do.”
Lula had devoted much of the
last several weeks campaigning
for Rousseff, who served him as
chief of staff and energy minister.
At his 65th birthday celebration
Wednesday, he asked voters
to give him Rousseff’s victory as
a present.
“There was no good reason to
vote against her. People throughout
society are better off and
they feel it,” said Terry McCoy,
Latin American studies professor
emeritus at University of
Florida. “That made it difficult
for Serra.”
Although she will enter office
on the crest of the strongest economic
growth in two decades,
the nation’s lowest unemployment
rate on record and an even
stronger congressional majority
than Lula had, Rousseff must
soon grapple with several difficult
issues.
Brazil faces enormous infrastructure
challenges to deal
with its rapid economic growth.
Although the country has the
highest tax rate in Latin America,
money is scarce for needed
power plants, roads and ports.
With inflation an issue, her
management of the economy
will come under intense scrutiny.
Observers are keen to see if
Rousseff stays with central bank
chief Henrique Meirelles, a former
Fleet Bank executive who
is credited with keeping Brazil’s
economy on course.
And with Brazil set to emerge
as a major oil exporter with the
development of the so-called
pre-salt offshore fields, Rousseff
must set policy on royalties distribution
and whether the government
takes greater control
over the production of crude,
said William Smith, international
studies professor at the
University of Miami.
Rousseff will have to decide
whether to maintain the military
buildup begun under Lula and
choose a winner in a politically
sensitive $3.6 billion jet fighter
contract fought over by companies
in the United States, France
and Sweden. She may also put
her imprint on Brazil’s ambitious
social policy that under Lula saw
the growth of “conditional cash
transfer” programs that have
helped reduce extreme poverty
and stoke consumerism.
Rousseff, 62, is the daughter
of a Bulgarian immigrant father
and schoolteacher mother.
While studying economics in
university, she joined an urban
guerrilla group called National
Liberation Command to oppose
the military dictatorship that
ruled Brazil from 1964 to 1985.
She was jailed and tortured in
the early 1970s.
Serra ran an aggressive campaign
last month and criticized
Lula for so blatantly using the
prestige of his office for electoral
purposes. But his doom probably
was sealed when he failed to
get the endorsement of the first
round’s third-place finisher,
Green Party candidate Marina
Silva, who attracted 20 percent
of the ballots on Oct. 3.
