<strong>TCI</strong> <strong>Bank</strong> <strong>must</strong> <strong>liquidate</strong><br />

Thous<strong>and</strong>s to be<br />

The Supreme Court ordered<br />

<strong>TCI</strong> <strong>Bank</strong> Ltd. into full liquidation<br />

on Friday, Oct. 29, meaning<br />

thous<strong>and</strong>s of customers will get<br />

only pennies on the dollar for<br />

money they had in the <strong>Turks</strong> <strong>and</strong><br />

<strong>Caicos</strong> Isl<strong>and</strong>s’ only indigenous<br />

bank.<br />

The Financial Services Commission<br />

closed the bank in April<br />

<strong>and</strong> called in provisional liquidators<br />

after a number of large<br />

withdrawals were made from<br />

the bank that was already overburdened<br />

with non-performing<br />

loans.<br />

Recently there was a proposal<br />

before the court by two Eastern<br />

Caribbean banks to take over<br />

<strong>TCI</strong> <strong>Bank</strong> that would have given<br />

all deposit accounts access to up<br />

to $50,000, saving all money for<br />

97 percent of <strong>TCI</strong> <strong>Bank</strong>’s depositors.<br />

That offer apparently was not<br />

enough to stop Justice Richard<br />

Williams from ordering full liquidation,<br />

but he has not yet issued<br />

his written decision in the<br />

case.<br />

“The decision to finally close<br />

<strong>TCI</strong> <strong>Bank</strong> will have been a difficult<br />

one for the court,” government<br />

CEO Mark Capes, said in<br />

would “break the market,”<br />

but replacing customs duty with<br />

a properly designed value added<br />

tax would be “beautiful for businesses,”<br />

said local economist<br />

John Hartley.<br />

However, making a new tax<br />

system work requires a “solvent,<br />

honest government,” Hartley<br />

told the Chamber of Commerce<br />

on Nov. 1. “No revenue system<br />

will work until you fix that<br />

problem.”<br />

Hartley spoke to business<br />

leaders about a study just begun<br />

by consultants <strong>and</strong> the interim<br />

government to examine valued<br />

added taxes, property taxes <strong>and</strong><br />

excise taxes.<br />

Some believe these new taxes<br />

will be heaped onto existing<br />

taxes, but Hartley said that is<br />

not what is being proposed or<br />

likely to happen.<br />

“It’s wrong to assume that<br />

some maniacs from Britain will<br />

come down here <strong>and</strong> crush us<br />

“It’s impractical nonsense to<br />

suggest that this economy can<br />

have a taxation effort of more<br />

than about 25 to 30 percent of<br />

GDP (gross domestic product),”<br />

he said.<br />

“The economy is far too dependent<br />

on a highly mobile expatriate<br />

community who’ll just<br />

leave.”<br />

Hartley said the consultants<br />

— Paulo dos Santos <strong>and</strong> Jorge<br />

Baca — are both reputable economists<br />

whose recommendations<br />

aren’t likely to include property<br />

a statement. Capes is acting governor<br />

while His Excellency the<br />

Gov. Gordon Wetherell is traveling<br />

in the U.K.<br />

The consultants are following<br />

a revenue study by economist<br />

Alan Roe who said the <strong>Turks</strong><br />

<strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s need a more<br />

efficient, sustainable government<br />

revenue strategy, but that<br />

property taxes should not be<br />

imposed now.<br />

Hartley agreed with Roe’s<br />

warning against new property<br />

taxes in a depressed real estate<br />

market, but he also pointed out<br />

that the country doesn’t have<br />

enough data on property for the<br />

consultants to use in fashioning<br />

a property tax.<br />

Hartley said the <strong>TCI</strong> should<br />

be using value added tax (VAT),<br />

which is used in the U.K., because<br />

it is fair. It taxes people<br />

as they spend money, meaning<br />

wealthy people bear a greater<br />

share of the burden.<br />

However, he said VAT has to<br />

include exemptions for basic<br />

items so as not to be a burden on<br />

With the reality of <strong>TCI</strong><br />

<strong>Bank</strong> moving into formal<br />

liquidation now official, customers<br />

<strong>and</strong> shareholders are<br />

asking what that reality will<br />

mean for them.<br />

While full details are yet to<br />

be released, Liquidator Anthony<br />

Kikivarakis told <strong>TCI</strong><br />

<strong>Bank</strong> customers at a town hall<br />

meeting in July liquidation<br />

would probably mean years<br />

of waiting <strong>and</strong> only getting<br />

a percentage of their money<br />

back.<br />

The first step, is the beginning<br />

of a long process of<br />

selling off assets to offer repayments<br />

to customers, Kikvarakis<br />

said in July.<br />

The first to receive their<br />

funds would be the laid off<br />

workers who are still owed<br />

their severance pay, as well as<br />

any National Insurance Board<br />

or National Health Insurance<br />

Police cracking down,<br />

seeking U.K. assistance<br />

Police say they will continue their increase in<br />

stop searches of persons <strong>and</strong> vehicles to stem the<br />

rise in violent crimes while they make a business<br />

case for U.K. police assistance.<br />

Officers are giving up a day off each week for the<br />

exercise dubbed Operation Alpha 2 to put more<br />

of them on the streets, said Dave Ryder, assistant<br />

commissioner of Police Territorial Divisions <strong>and</strong><br />

Operations.<br />

“Several suspects have been arrested <strong>and</strong> some<br />

charged with offences over the last 10 days (since<br />

Oct. 24), <strong>and</strong> persons illegally within the <strong>TCI</strong> have<br />

also featured in those detained,” he said Nov. 2.<br />

Total crimes decreased during that 10-day period,<br />

<strong>and</strong> most involving theft of property, burglary<br />

<strong>and</strong> several assaults mostly of a domestic nature.<br />

However, a lone woman was robbed of a large<br />

amount of cash at gunpoint at 9:15 p.m. on Oct. 27<br />

off Leeward Highway, Ryder said.<br />

“We remind the public once again, especially<br />

those in business, try not to carry large amounts of<br />

cash, especially when alone <strong>and</strong> during darkness,”<br />

he said.<br />

“If you have to carry large amounts of cash,<br />

please ensure that you are accompanied or use a<br />

reputable company to assist you, that you frequently<br />

bank money to maintain low levels of cash if possible<br />

<strong>and</strong> that you have a system of working that<br />

Project 911 officers are once again imploring<br />

on the public’s support on two of its recent programmes,<br />

namely displaying business addresses.<br />

While previous announcements regarding street<br />

naming <strong>and</strong> displaying of street addresses have<br />

been made in the past, constant reminders are being<br />

given to encourage the public to comply.<br />

“As you may be aware, legislation was recently<br />

approved in the Consultative Forum that requires<br />

all businesses <strong>and</strong> residences to display their official<br />

addresses,” Juliette Gooding of Project 911 said<br />

in a statement.<br />

Gooding also noted that more support is needed<br />

especially from the business community.<br />

“It is unfortunate that the business community<br />

have not taken the lead in this venture by displaying<br />

their addresses prior to legislation making it<br />

unlawful not to do so,” she said. “However, we<br />

are reminding you at this time to please ensure<br />

that your company is complying with the section<br />

of the law which stipulates that failure to display<br />

the official number as assigned is punishable by<br />

a fine.”<br />

Gooding said that the organization is willing to<br />

help business owners <strong>and</strong> l<strong>and</strong>lords comply with<br />

the law.<br />

“If you do not yet know your official business address,<br />

please do not hesitate to contact our office so<br />

that we can confirm that number for you. In addition,<br />

we can order the numbers for you to ensure<br />

their compliance with the st<strong>and</strong>ard guidelines that<br />

have been produced, or you may opt to obtain your<br />

number separately which <strong>must</strong> comply with the<br />

minimum st<strong>and</strong>ards.<br />

Ryder said he had completed <strong>and</strong> delivered the<br />

business case for assistance from U.K. police officers<br />

last week <strong>and</strong> that it has been provided to<br />

the commissioner of police <strong>and</strong> acting Gov. Mark<br />

Capes.<br />

Operation Alpha 2 will continue indefinitely<br />

with targeted patrols of various locations <strong>and</strong> times<br />

to prevent or disrupt violent crimes, he said.<br />

“We are trying hard both on the street <strong>and</strong> in<br />

the investigative arena to arrest <strong>and</strong> solve these<br />

crimes <strong>and</strong> that hard work will pay off,” said Superintendent<br />

Ralph Doughty. “We <strong>must</strong>, however,<br />

all be vigilant as criminals can plan what they want<br />

to do, when, where <strong>and</strong> how they want to commit<br />

crimes.<br />

“Keeping one step ahead will only be possible<br />

if we work with the community to get the intelligence<br />

that we need,” he said. “Please give us the information,<br />

anonymously if you wish, that will help<br />

us take those guns <strong>and</strong> criminals off the street.”<br />

<strong>TCI</strong> EMS seeking volunteers<br />

The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Emergency<br />

Medical Services is seeking<br />

qualified people to work in<br />

its new volunteer programme.<br />

“We are beginning a recruitment<br />

campaign for the public<br />

to participate <strong>and</strong> train with the<br />

ambulance service,” said Patrick<br />

Riel, EMS Paramedic Supervisor/Training<br />

Officer.<br />

The service is staffed by 11<br />

on Providenciales <strong>and</strong> seven on<br />

Gr<strong>and</strong> Turk, but they are not all<br />

full-time, Riel explained. With a<br />

government-wide hiring freeze,<br />

he’s looking to bolster the staff<br />

with volunteers.<br />

Volunteers <strong>must</strong> be at least 18,<br />

in good physical shape, competent<br />

in written <strong>and</strong> spoken English,<br />

<strong>and</strong> have a clean criminal<br />

record. Also required is a “C”<br />

level CPR <strong>and</strong> First Aid from an<br />

approved provider.<br />

The goal is to train volunteers<br />

to be Emergency Medical Responders<br />

to perform basic first<br />

aid skills <strong>and</strong> CPR, as is often the<br />

case with many police officers<br />

<strong>and</strong> firefighters.<br />

Then some will train to be<br />

more advanced Emergency<br />

Medical Technicians, qualified<br />

to assess patients’ conditions<br />

<strong>and</strong> perform certain emergency<br />

medical procedures.<br />

While they won’t be paid, volunteers<br />

can earn valuable certifications<br />

<strong>and</strong> experience that can<br />

lead to jobs in the field, Riel said.<br />

Businesses lacking addresses face fines<br />

911’s reminder is especially important at this<br />

time when crime has been on the increase across<br />

the country. Responses to calls to 911 can be delayed<br />

seeking the public’s help in officially naming the<br />

roundabout in Five Cays that is maintained by<br />

PPC.<br />

Tasers are safe tool<br />

for self defense<br />

There seems to be widespread confusion <strong>and</strong> misunderst<strong>and</strong>ing<br />

about Taser devices. I believe the public needs<br />

to know the truth about Tasers.<br />

A recent U.S. study of Taser use nationwide does suggest that<br />

Tasers are a safe self defense tool. This study examined 1,000<br />

cases of Taser use <strong>and</strong> found that 99.7 percent of them resulted<br />

in no injuries.<br />

Criminals are more intimidated by a Taser than a gun because<br />

they know the person holding the Taser will likely use it<br />

without hesitation (since the Taser will not kill) <strong>and</strong> the likely<br />

outcome is jail for the criminal.<br />

Tasers are instantly paralyzing <strong>and</strong> offer little chance for<br />

escape. Criminals know they will shoot first especially if their<br />

victim has a gun, simply because the legal ramifications of<br />

pulling the trigger will cause a police officer or honest citizen<br />

to hesitate firing.<br />

When a Taser is deployed, the citizen with the Taser will be<br />

quick to use the protection it affords (since it will not kill), <strong>and</strong><br />

the villain will not have the capacity to shoot back (or even get<br />

off the floor, for that matter).<br />

The facts are: Tasers DO NOT cause deaths. Deaths that<br />

have been recorded are only associated with the use of a Taser,<br />

but not the direct cause.<br />

Tasers simply use a small electrical impulse (less than the<br />

power of a Christmas tree light bulb). The secret is in the<br />

frequency of that pulse that interferes with the neuromuscular<br />

activity <strong>and</strong> renders the body immobile. Tasers do not contain<br />

bullets or gunpowder.<br />

Tasers are safe, even if they are used incorrectly. Officers<br />

being trained in the use of Tasers are required to be tased<br />

themselves, with no harm coming to them. Conversely, officers<br />

trained to use a gun are not likewise required to be shot<br />

with a bullet before they graduate.<br />

Of the one million or so Taser uses, only .2 percent ended in<br />

deaths, Clearly, to compare a Taser with a gun is not reasonable<br />

or credible.<br />

If they get in the h<strong>and</strong>s of a criminal, the moment they are<br />

used, hundreds of confetti scraps are scattered at the site which<br />

identify the Taser owner to authorities.<br />

If the Taser is stolen, the dots can be connected back to the<br />

criminal.<br />

Criminals cannot buy Taser cartridges, so a stolen Taser<br />

won’t be useful to him.<br />

A Taser can only be purchased by a law-abiding citizen after<br />

a background-police record check.<br />

A Taser will not operate until the owner is given a safety<br />

course <strong>and</strong> then an unlock code.<br />

If a child were to find a Taser, child protections are built in.<br />

The only ones left without defense on this isl<strong>and</strong> are the law<br />

abiding citizens trying to protect their families. The honest<br />

people on this isl<strong>and</strong> should be allowed to protect ourselves<br />

from those who attack our families <strong>and</strong> homes.<br />

Government explains suspension of travel letters<br />

The government issued the<br />

following press release Nov. 3 explaining<br />

the indefinite suspension<br />

of travel letters on Oct. 28.<br />

“The Ministry of Border Control<br />

<strong>and</strong> Labour wishes to inform<br />

the public that travel letters have<br />

been suspended because of serious<br />

concerns about fraud, forgery<br />

<strong>and</strong> abuse, which threatened<br />

the good order <strong>and</strong> security of<br />

the isl<strong>and</strong>s.<br />

“Under <strong>TCI</strong> laws, no one needs<br />

a travel letter to enter the isl<strong>and</strong>s.<br />

People from countries which do<br />

not need a visa, <strong>and</strong> who are<br />

seeking to work or reside in the<br />

<strong>TCI</strong>, simply need a work permit<br />

or resident permit. People from<br />

countries which need a visa<br />

in order to put it back on solid<br />

footing.<br />

FSC Managing Director<br />

Kevin Higgins told the <strong>fp</strong> those<br />

discussions had been going on<br />

for some time, <strong>and</strong> that it was<br />

the responsibility of the commission<br />

to take the aggressive<br />

action in order to prevent a run<br />

on the bank, risking further depositor<br />

funds.<br />

The five-year-old institution<br />

had been suffering for nearly<br />

two years from mounting unpaid<br />

loans, which prompted the<br />

FSC to shut the bank April 9 to<br />

protect the remaining assets of<br />

shareholders <strong>and</strong> depositors.<br />

The National Insurance<br />

Board, both a shareholder <strong>and</strong><br />

depositor, had given the bank<br />

a $5.5 million secured loan less<br />

than four months before the<br />

closure. However, the money<br />

was quickly withdrawn by<br />

three large depositors just days<br />

later, causing the bank further<br />

hardship.<br />

The government has asked<br />

the FSC to conduct a review<br />

of the their oversight of <strong>TCI</strong><br />

<strong>Bank</strong> <strong>and</strong> the circumstances<br />

that lead to the application for<br />

a court order to place the bank<br />

in to provisional liquidation.<br />

Capes said constructive discussions<br />

have been ongoing<br />

with the banking community<br />

on depositor protection <strong>and</strong> improving<br />

the regulatory framework<br />

for banks in the territory.<br />

He said those discussion will<br />

continue with the banks with<br />

“a view to reaching a conclusion<br />

that meets the requirements of<br />

investors <strong>and</strong> depositors <strong>and</strong><br />

enhances the reputation of, <strong>and</strong><br />

confidence in, the <strong>TCI</strong>.”<br />

Discussions have included<br />

seeking an independent assessment<br />

of options for establishing<br />

the most appropriate<br />

safeguards for depositors <strong>and</strong><br />

ensuring that the supervisory<br />

framework for banks in the<br />

<strong>TCI</strong> is fit for purpose <strong>and</strong> meets<br />

international st<strong>and</strong>ards, Capes<br />

explained.<br />

“Although negotiations are<br />

still ongoing, I am pleased to<br />

confirm that the International<br />

Monetary Fund has agreed to<br />

provide technical assistance<br />

early next year,” he said.<br />

that the person has other reasons<br />

for befriending you. Fraudsters<br />

can be very patient if they believe<br />

the “prize” is worthwhile.<br />

So what can we do? There are<br />

on a float at the 2011 Rose Parade<br />

along with 59 other honorees<br />

who in their deaths gave<br />

life to others<br />

hero, my<br />

Sasha Clare Sasha, will<br />

organ donation,” Elaine Brooks-<br />

master’s program at Savannah<br />

College of Art <strong>and</strong> Design, Sasha<br />

was critically injured in a motorbike<br />

accident. He sustained a<br />

head injury <strong>and</strong> was transferred<br />

via air ambulance from the <strong>TCI</strong><br />

to a hospital in Hollywood, Florida,<br />

where he was declared brain<br />

dead.<br />

“As a mother, I am very proud<br />

that as an organ donor on Aug. 7,<br />

2006, Sasha renewed the lives of<br />

four recipients <strong>and</strong> gave sight so<br />

that they now live more productive<br />

lives.”<br />

A 75-year-old man got one<br />

of Sasha’s kidneys, an 11-yearold<br />

boy the other kidney, <strong>and</strong> a<br />

62-year-old man received his liver.<br />

Michael Mohammed, a Trinidadian,<br />

living with Sasha’s heart,<br />

<strong>and</strong> his younger daughter will be<br />

accompanying Clare to the event<br />

in Pasadena.<br />

Clare stated that “through organ<br />

donation, my family <strong>and</strong> I<br />

have found strength <strong>and</strong> healing.<br />

The Donate Life Float will feature a photograph of Sasha Clare,<br />

<strong>Caicos</strong>. I have known her to be<br />

very kind, friendly <strong>and</strong> a loving<br />

person. She always has stories for<br />

all of us. We laugh a lot.”<br />

News of her death was disclosed<br />

to her family in the Philippines<br />

by a cousin who also works<br />

on Providenciales.<br />

“It was not easy,” said Tim Wagang.<br />

“At first, they were shocked.<br />

It is painful to lose someone like<br />

her. We are still grieving.”<br />

With the help of the Filipino<br />

community in the <strong>TCI</strong> <strong>and</strong> other<br />

individuals, including Mr. <strong>and</strong><br />

Mrs. Karam, Mr. <strong>and</strong> Mrs. Peace,<br />

Mrs. Anna Aquino <strong>and</strong> her husb<strong>and</strong><br />

of Napa Enterprises <strong>and</strong><br />

Ms. Payat’s employer, to name<br />

a few, the cost of transporting<br />

Maydeline’s body back to the<br />

Philippines was raised <strong>and</strong> all<br />

paperwork was accomplished.<br />

“We thank all the Filipinos<br />

here for all their support,” Wagang<br />

said. “There were a lot of<br />

volunteers. They spent extra time<br />

<strong>and</strong> resources, soliciting, raising<br />

funds, <strong>and</strong> I saw how each one<br />

wanted to help in big <strong>and</strong> small<br />

ways. To them, I say ‘God bless<br />

all of you.’ I’m sure the Lord will<br />

bless you more for this kind gesture.”<br />

Maydeline’s remains left the<br />

Providenciales Airport at 3 p.m.<br />

Tuesday, Nov. 2, <strong>and</strong> will be<br />

transported to her home in Baguio<br />

the objectives of Caribbean<br />

Tourism Day are, to raise awareness<br />

among Caribbean people<br />

of the importance of tourism in<br />

the Caribbean, to enhance the<br />

profile of the Caribbean tourism<br />

sector in the marketplace, to attract<br />

positive media coverage of<br />

the Caribbean <strong>and</strong> to reflect on<br />

the invaluable impact of tourism<br />

on the economic, social <strong>and</strong><br />

cultural well-being in the Caribbean.<br />

at Clement Howell High School<br />

where students showcased skills<br />

Additionally, Training Manager<br />

with the Tourist Board,<br />

Blythe Clare spoke to the students<br />

about a number of issues,<br />

particularly about diversity <strong>and</strong><br />

current events.<br />

“Yes we are of different nationalities,<br />

but we live in the<br />

<strong>Turks</strong> & <strong>Caicos</strong> <strong>and</strong> we should<br />

respect each other’s beliefs <strong>and</strong><br />

religions.”<br />

“You are a part of us”, she commented.<br />

Ms. Clare also echoed the message<br />

of the dangers of crimes in<br />

our society <strong>and</strong> how students<br />

<strong>fp</strong><br />

can help in solving them.<br />

On Friday Oct. 29th, Clare<br />

<strong>and</strong> other Tourist Board staff<br />

made a surprise visit to Ianthe<br />

Pratt Primary School <strong>and</strong> shared<br />

with Grades 1 <strong>and</strong> 2 students a<br />

healthy breakfast.<br />

“This is in keeping with the<br />

Education Department’s “Health<br />

<strong>and</strong> Wellness Month”, Ms. Clare<br />

commented.<br />

Pilots’ historic weekend trip a flying success<br />

Touching down at the Provo<br />

airport meant a dream came<br />

true for a group of pilots who recently<br />

made the cross Caribbean<br />

trek to the <strong>TCI</strong>. It also marked a<br />

historic day for the <strong>TCI</strong>, as one<br />

of the largest Fly-In trips to the<br />

country.<br />

Years ago, Luis Luhring, a pilot,<br />

plane owner <strong>and</strong> founding member<br />

of the Aero Club de Puerto<br />

Rico started dreaming about being<br />

part of a flight of about 20<br />

planes to Providenciales in the<br />

Turk <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s.<br />

That dream recently became a<br />

reality, thanks to fate <strong>and</strong> a little<br />

help from the Provo Air Center.<br />

While sharing “adventure” stories<br />

with fellow pilots including<br />

his friend Gabriel Peñagarícano,<br />

a retired U.S. Air Force fighter pilot,<br />

Luhring discovered his friend<br />

shared his dream of visiting Providenciales,<br />

one of Gabriel’s favorite<br />

diving destinations.<br />

It did not take long for Gabriel<br />

to convince Luis to start planning<br />

a Fly-In trip to Providenciales.<br />

Aero Club de Puerto Rico, enjoyed a weekend Fly-In trip on<br />

Providenciales carry a total of 35 guests.<br />

Then Luis convinced the president<br />

of the Aero Club de Puerto<br />

Rico, Manolo Borrero, to make<br />

the Fly-In an official club event.<br />

Luhring made his dream a<br />

reality by putting his plans into<br />

action. He had a lucky first find<br />

when he contacted Debby Aharon,<br />

general manager of Provo<br />

Air Center. Aharon joined in<br />

Luhring’s quest to make the Fly-<br />

Tyndall honored at AIDS benefit<br />

Members of the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

Aids Awareness Foundation<br />

work tirelessly to raise awareness<br />

<strong>and</strong> eliminate the stigma <strong>and</strong> discrimination<br />

associated with HIV<br />

<strong>and</strong> AIDS.<br />

They do this primarily through<br />

education, but they also have<br />

a great deal of work to care for<br />

those who are affected by HIV<br />

<strong>and</strong> AIDS in the community.<br />

Each year the foundation holds<br />

a special event to raise funds to<br />

support their cause. On Saturday,<br />

Oct. 23, the group raised more<br />

than $6,000, with extra special<br />

thanks to members of the community<br />

<strong>and</strong> several generous local<br />

businesses.<br />

While the event was a fun <strong>and</strong><br />

light-hearted affair, the directors<br />

of the foundation took time out<br />

to acknowledge the importance<br />

<strong>and</strong> gravity of their quest to bring<br />

awareness to HIV/AIDS, as well<br />

as to show appreciation to one of<br />

the hardest-working, yet rarely<br />

acknowledged, soldiers leading<br />

the fight against HIV/AIDS —<br />

Nora Tyndall, the HIV Treatment<br />

<strong>and</strong> Care Nurse with the National<br />

AIDS Programme.<br />

The cocktail event was hosted<br />

by The Ver<strong>and</strong>a <strong>and</strong> The Wine<br />

Cellar for the TCAAF. The event<br />

was well attended, as partygoers<br />

tapped their toes to the live music<br />

of Bowen Arrow, with some<br />

remaining well after the event’s<br />

finish to enjoy the venue <strong>and</strong> the<br />

DJ Alvardo Seymour.<br />

wine <strong>and</strong> champagne donated by<br />

The Wine Cellar, as well as delicious<br />

hors d’oeuvres supplied by<br />

The Ver<strong>and</strong>a, all the while showing<br />

support for TCAAF’s continued<br />

The proceeds from the evening<br />

will be put towards running<br />

programmes at the Edward C.<br />

Gartl<strong>and</strong> Youth Centre, as well<br />

as an upcoming TCAAF AIDS<br />

awareness event for high school<br />

students.<br />

“Both are important initiatives<br />

because studies show the youth<br />

are most at risk when it comes<br />

to HIV/AIDS, <strong>and</strong> the biggest<br />

impact on fighting the disease is<br />

equipping young people with the<br />

tools, services <strong>and</strong> environment<br />

they need to make smart, healthy<br />

choices,” a representative for the<br />

group said.<br />

“The TCAAF is grateful to everyone<br />

who came out to support<br />

the event, <strong>and</strong> especially to Mark<br />

Durliat, Wolfgang von Weiser<br />

<strong>and</strong> Kulbhushan Tyagi from The<br />

Ver<strong>and</strong>a, who were instrumental<br />

in making it all happen,” said<br />

Dawn O’Sullivan, president of the<br />

TCAAF.<br />

Braving suboptimal weather,<br />

11 planes of the Aero Club de<br />

Puerto Rico l<strong>and</strong>ed Friday, Oct.<br />

8, carrying a total of 35 visitors.<br />

The Provo Air Center staff were<br />

all on h<strong>and</strong> to greet each of the<br />

pilots <strong>and</strong> passengers.<br />

“We had been conversing with<br />

so many of them, it was like we<br />

were greeting old friends,” said<br />

Aharon. “We wanted to demonstrate<br />

that Provo can be an affordable<br />

destination <strong>and</strong> that you<br />

can accomplish a lot in a short<br />

amount of time,” she said.<br />

After a welcoming cocktail,<br />

the group was transported to the<br />

Caribbean Paradise Inn <strong>and</strong> The<br />

Ocean Club where they spent<br />

two nights. They were treated to<br />

a casual local beach dining experience<br />

at Flamingo’s next to the<br />

Ocean Club.<br />

Saturday was a day of sailing,<br />

snorkeling, wreck exploration<br />

<strong>and</strong> beach lunch, where the group<br />

of 31 ate the conch just fished <strong>and</strong><br />

turned into ceviche by the crew of<br />

the schooner Atabeyra, Luhring<br />

said.<br />

Luhring reported that the<br />

group enjoyed dinner at Las Brisas<br />

on Chalk Sound, featuring<br />

authentic paella prepared with<br />

another famous local ingredient,<br />

lobster tail. The group finished<br />

off the weekend with dinner at<br />

Coco Bistro Sunday night before<br />

The Ministry of Education,<br />

Youth, Sports <strong>and</strong> Culture sent<br />

out a special congratulations this<br />

week to several students who are<br />

making the country proud with<br />

their educational performance<br />

Jameika Harvey, a final year<br />

dentistry student at Meharry<br />

Medical College, School of Dentistry,<br />

in Tennessee, U.S., was<br />

recognized by the ministry for<br />

his outst<strong>and</strong>ing performance.<br />

According to the ministry, recent<br />

results show that Harvey attained<br />

a GPA of 3.61 <strong>and</strong> ranked<br />

second in a class of 51 students.<br />

Equally, the ministry applauded<br />

the outst<strong>and</strong>ing accomplishments<br />

of Raven Saunders <strong>and</strong><br />

Lakeia A. Lewis, who, as a result<br />

of their academic achievement<br />

<strong>and</strong> placement in the top 15 percent<br />

of their university class, were<br />

nominated for membership in<br />

Golden Key International Honour<br />

Society. Founded in 1977,<br />

Golden Key is a global collegiate<br />

honour society established to<br />

Princess of a park haven for marine life<br />

The tourmaline blue<br />

water that embraces the<br />

beautiful cays found in<br />

the Princess Alex<strong>and</strong>ra Nature<br />

Reserve is a sovereign safeguard<br />

for those shorelines encompassed<br />

within.<br />

As part of the Princess Alex<strong>and</strong>ra<br />

L<strong>and</strong> <strong>and</strong> Sea National<br />

Park (PANP), these waters are a<br />

part of our Protected Area System<br />

that reigns over <strong>and</strong> rules<br />

what can happen therein. This<br />

princess of a park harbors some<br />

of the most delicate <strong>and</strong> fragile<br />

of our isl<strong>and</strong> ecosystems, while<br />

shouldering most of the greatest<br />

ills of our l<strong>and</strong>ward developments.<br />

Her domain includes shorelines<br />

from the north end of<br />

Turtle Cove, throughout the<br />

whole of Grace Bay to points<br />

slightly beyond the western end<br />

of Water Cay extending out to<br />

the 100-metre depth mark, <strong>and</strong><br />

the designated area that surrounds<br />

Little Water, Mangrove,<br />

Donna <strong>and</strong> Sinking Cays.<br />

Within this undersea l<strong>and</strong>scape,<br />

all sorts of wonders can<br />

be found. Beginning with the<br />

majestic mangroves that spread<br />

their leg-like limbs into the<br />

sea, one can find scads of fish<br />

<strong>and</strong> invertebrates. Well hidden<br />

within the forest of prop roots<br />

that provide protection from<br />

bigger predators, the juveniles<br />

of the marine world make their<br />

homes. The roots themselves are<br />

substrate upon which garl<strong>and</strong>s<br />

of algae, tunicates <strong>and</strong> sponges<br />

grow, providing food as well as<br />

shelter.<br />

A little further out, we<br />

encounter vast meadows of<br />

seagrasses that are often mixed<br />

with a variety of algae. Some of<br />

these algal species provide cues<br />

to baby conch <strong>and</strong> lobster, letting<br />

them know it’s the time <strong>and</strong><br />

place to settle out of their larval<br />

The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s<br />

joins conservation leaders, researchers<br />

<strong>and</strong> nature enthusiasts<br />

from across the Caribbean<br />

to celebrate <strong>and</strong> promote public<br />

awareness surrounding the incredible<br />

phenomenon of bird<br />

migration during October.<br />

According to trust Education<br />

Officer Jonathan Sayao, the organization<br />

is extending the observance<br />

to Nov. 30, thus making<br />

the observance a two-month<br />

celebration.<br />

“I am happy to announce that<br />

the National Trust is supporting<br />

the region-wide celebration<br />

of the International Migratory<br />

Bird Day (IMBD) <strong>and</strong> thus have<br />

lined-up several activities that<br />

promote protection of birds <strong>and</strong><br />

their habitat,” Sayao said.<br />

According to Sayao, activities<br />

for the IMBD celebration include<br />

Wheel<strong>and</strong> Pond Clean-up<br />

in Blue Hills which will involve<br />

students <strong>and</strong> community members<br />

within the vicinity, birdwatching<br />

excursions to North<br />

<strong>Caicos</strong>, school visits, setting-up<br />

of booths, sale of bird merch<strong>and</strong>ise<br />

(e.g., books, ceramics) <strong>and</strong><br />

a Teachers Workshop for Providenciales-based<br />

teachers.<br />

“We are preparing resource<br />

materials about birds, <strong>and</strong> those<br />

will be given to schoolteachers to<br />

help supplement their lesson on<br />

birds, focusing specifically on<br />

those common to us. Teachers<br />

in the other isl<strong>and</strong>s will be sent<br />

copies as well,” Sayao added.<br />

Inlet areas such as the<br />

Leeward Cut <strong>and</strong> Channel<br />

are prime entry points for the<br />

young of many marine animals<br />

spawned in deeper waters. And<br />

like the mangroves, seagrass<br />

meadows provide both food<br />

marine world, while acting as<br />

filters from l<strong>and</strong>ward runoff<br />

that would otherwise contaminate<br />

our reefs .<br />

Next we encounter isolated<br />

patch reefs <strong>and</strong> coral heads.<br />

Albeit a hazard to navigation<br />

at times, these individual reefs<br />

are kingdoms unto themselves,<br />

with every living character fulfilling<br />

a niche while providing<br />

a service in support of the little<br />

community.<br />

Our fringing reef along the<br />

north shore differs from the<br />

North West Point reefs in that<br />

it slopes more gradually out<br />

like stepping stones to the deep.<br />

Here we found some excellent<br />

“spur <strong>and</strong> groove” formations<br />

that resemble rounded hill like<br />

structures that dip into lovely<br />

valleys <strong>and</strong> canyons.<br />

And like North West Point<br />

reefs, much of the fringing reef<br />

along Provo’s Grace Bay (<strong>and</strong><br />

down to Water Cay) is protected.<br />

Due to its proximity to<br />

the most densely populated area<br />

of the entire archipelago, park<br />

management <strong>and</strong> enforcement<br />

are concentrated here.<br />

National Parks in part are set<br />

aside for public enjoyment. For<br />

the safety of the people as well as<br />

the protection of resource they<br />

come to enjoy, several rules have<br />

been ordained in the National<br />

Park Regulations.<br />

The PANP also has established<br />

several zones where different<br />

activities are allowed to<br />

occur. There are aquatic sports,<br />

swimming <strong>and</strong> training zones<br />

that are contained between the<br />

low water mark to 100 yards offshore<br />

to protect people engaged<br />

in those activities from boaters.<br />

Specific swimming <strong>and</strong> snorkeling<br />

zones only are generally<br />

marked by a line of white floats.<br />

Access zones are also provided<br />

in certain areas where<br />

boats may approach the shore.<br />

These lanes are 100 feet wide<br />

<strong>and</strong> extend out to 110 yards<br />

from shore <strong>and</strong> are typically<br />

demarcated by red <strong>and</strong> green<br />

buoys. There is also a water ski<br />

zone between Club Med <strong>and</strong><br />

what is now Seven Stars which<br />

Each year millions of birds,<br />

representing hundreds of species<br />

travel between North America<br />

<strong>and</strong> the Caribbean.<br />

<strong>TCI</strong> is one of the many countries<br />

frequented by these neotropical<br />

migratory birds.<br />

“We need to recognize the importance<br />

of the presence of these<br />

migratory birds in the whole<br />

spectrum of balance in nature,<br />

starts 100 yards from shore <strong>and</strong><br />

extends out 1,000 yards.<br />

All these zones, rules <strong>and</strong><br />

regulations are not meant to<br />

dampen enthusiasm for any<br />

water activities. They are meant<br />

to provide a haven in which<br />

all can enjoy the water world<br />

in safety <strong>and</strong> with respect for<br />

the environment in which they<br />

come to play.<br />

But even with all these<br />

safeguards in place, the marine<br />

environment continues to take<br />

a beating. Our mere human<br />

presence oiled up with tanning<br />

gels <strong>and</strong> sunscreens adversely<br />

affects the reefs, as well as the<br />

ever seeping runoff from coastal<br />

developments <strong>and</strong> their ongoing<br />

activities.<br />

particularly with reference to the<br />

native <strong>TCI</strong> ecosystem,” he said.<br />

“Thus, we implore the public’s<br />

support in this endeavor.”<br />

Approximately 350 species of<br />

birds that breed in North America<br />

migrate each year to spend<br />

the winter in Latin America <strong>and</strong><br />

the Caribbean. As a group they<br />

are referred to as neotropical<br />

migratory birds, <strong>and</strong> they include<br />

many species of songbirds,<br />

hawks, egrets, <strong>and</strong> ducks, among<br />

other well known groups.<br />

Additionally, a smaller number<br />

of species migrate from<br />

South America into the Caribbean<br />

to breed during the summer.<br />

The Caribbean therefore<br />

shares these species with North<br />

<strong>and</strong> South America, <strong>and</strong> many<br />

spend the greater portion of each<br />

year on our isl<strong>and</strong>s (up to nine<br />

months annually), compared to<br />

the time they spend outside of<br />

the region.<br />

“Most people really don’t<br />

know that the birds that they<br />

see <strong>and</strong> love are, in fact, species<br />

that spend their summers <strong>and</strong><br />

winter months in separate, far<br />

away, countries,” said Anthony<br />

<strong>fp</strong><br />

Natural erosion <strong>and</strong> accretion<br />

of s<strong>and</strong> becomes exacerbated<br />

up <strong>and</strong> down stream by creating<br />

non natural structures to<br />

hold the s<strong>and</strong> in check. Constant<br />

dredging to take away or<br />

put s<strong>and</strong> in its wrongful place<br />

further upsets the physical <strong>and</strong><br />

biological balance of the system.<br />

Our National Park Regulations<br />

are a thorough <strong>and</strong> very<br />

protective guide to what should<br />

<strong>and</strong> should not be done within<br />

the park boundaries. Making<br />

exceptions to the rules that govern<br />

the Protected Areas will only<br />

hasten their demise, along with<br />

the prosperity it brings us all.<br />

The Princess Alex<strong>and</strong>ra National<br />

Park is truly a princess of<br />

a park that reigns supreme over<br />

our most populated str<strong>and</strong> of<br />

s<strong>and</strong>. And due to her popularity,<br />

it makes it even more important<br />

to oblige the rules to ensure her<br />

long-lasting sovereignty.<br />

Marine ecologist Marsha<br />

Pardee, M.Sc., is a Permanent<br />

Resident of the <strong>TCI</strong>, living here<br />

for nearly 20 years. She is a<br />

member of the government’s Scientific<br />

Authority Committee <strong>and</strong><br />

a consultant for environmental<br />

management <strong>and</strong> aquaculture<br />

projects, working for both public<br />

<strong>and</strong> private sectors. She has<br />

taught many of the country’s<br />

children in local schools <strong>and</strong> in<br />

the DECR’s Junior Park Warden<br />

Program on Providenciales.<br />

Gardener Kathleen Wood,<br />

B.Sc., is a Permanent Resident<br />

of the <strong>TCI</strong>, dividing her time<br />

<strong>and</strong> North Carolina. She is the<br />

Bahamas <strong>and</strong> <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

National Park Regulations<br />

▶▶the destruction of, or damage<br />

or injury to, any animal or<br />

Prohibitions <strong>and</strong> permitted<br />

activities:<br />

▶▶the removal of s<strong>and</strong>, rock,<br />

coral, coral-rag or any calcareous<br />

substance;<br />

▶▶anchor damage to coral<br />

reef structures living or dead<br />

<strong>and</strong> associated marine plant<br />

<strong>and</strong> animal life;<br />

▶▶the anchoring of vessels<br />

greater than 60 feet in length<br />

other than in an anchoring<br />

zone;<br />

▶▶jet skis <strong>and</strong> hovercraft;<br />

▶▶water skiing, except in a<br />

water-ski zone;<br />

▶▶the dumping of refuse,<br />

ab<strong>and</strong>oned vehicles, toxic or<br />

other wastes, bilges, oil <strong>and</strong><br />

other petroleum products,<br />

pesticides <strong>and</strong> other items<br />

harmful to animals or plants,<br />

or unsightly items;<br />

▶▶the driving or riding of motor<br />

vehicles <strong>and</strong> bicycles other<br />

than on public roads declared<br />

under the Road Traffic Ordinance<br />

or in a parking zone;<br />

▶▶car parking except in a<br />

parking zone;<br />

▶▶the making of fires, other<br />

than in a portable stove or<br />

Because most birds migrate<br />

mostly during the night, their<br />

epic movements, though frequently<br />

spectacular in numbers,<br />

are often unnoticed by the public,<br />

he said.<br />

Unfortunately, the long-term<br />

survival of about one third of<br />

these migratory species is of<br />

concern because of sustained declines<br />

in their populations over<br />

recent decades.<br />

“There are just much fewer<br />

numbers of even some of the<br />

more common <strong>and</strong> well-known<br />

species now relative to their<br />

numbers a few decades ago,”<br />

said Dr. Lisa Sorenson, president<br />

of the SCSCB.<br />

“Because we are dealing with<br />

birds that change the country<br />

in which they live twice a year,<br />

every year, both local, regional,<br />

<strong>and</strong> international partnerships<br />

are essential components of any<br />

conservation effort,” Sorenson<br />

With one month left in an extremely active<br />

hurricane season, Hurricane Tomas is<br />

forecast to head toward the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

Isl<strong>and</strong>s over the weekend.<br />

The 21st named storm of the season plowed<br />

through the Lesser Antilles on Oct. 30 with<br />

90-95 mph winds, killing at least 14 people on<br />

the hardest hit isl<strong>and</strong> of St. Lucia.<br />

Other affected isl<strong>and</strong>s of Barbados, St.<br />

Vincent <strong>and</strong> the Grenadines are still cleaning<br />

up damage caused by the then Category<br />

1 storm.<br />

On Friday, Tomas was expected to strike<br />

Haiti or Jamaica <strong>and</strong> head toward the <strong>TCI</strong><br />

over the weekend.<br />

So far this season, overall tropical cyclone<br />

activity to date is about 164 percent of the<br />

long-term (1944-2009) median. Luckily, only<br />

Hurricane Earl came close on Aug. 31, missing<br />

the <strong>TCI</strong> by a few hundred miles <strong>and</strong> delivering<br />

30 mph-plus winds to some isl<strong>and</strong>s.<br />

October was an extremely active month for<br />

full-fledged hurricanes — all five storms developed<br />

into hurricanes, according to the U.S.<br />

National Hurricane Center (NHC) in Miami.<br />

Last month’s five named storms was far<br />

above the long-term averages of two tropical<br />

storms <strong>and</strong> one hurricane, <strong>and</strong> just one below<br />

the record of six named storms in October<br />

1870.<br />

Not only were there more hurricanes than average,<br />

the accumulated cyclone energy, which<br />

measures the combined strength <strong>and</strong> duration<br />

of tropical storms <strong>and</strong> hurricanes, was about<br />

40 percent above average in October.<br />

September was busiest by far this year with<br />

four hurricanes forming from a total of eight<br />

named storms.<br />

The hurricane season ends Nov. 30.<br />

Voters give control of House back to GOP<br />

Anti-Washington sentiment fuels electorate<br />

LOS ANGELES — Republicans<br />

rode a wave of frustration<br />

<strong>and</strong> economic anxiety Tuesday<br />

to seize control of the House <strong>and</strong><br />

shrink the Democratic advantage<br />

in the Senate, dealing a major setback<br />

to President Barack Obama<br />

<strong>and</strong> sweeping a number of “tea<br />

party” insurgents into power.<br />

The result — a nearly coastto-coast-blowout<br />

— reordered<br />

Washington just two years after<br />

voters shook things up <strong>and</strong> promised<br />

to once more change the<br />

country’s fundamental political<br />

dynamic, presenting challenges<br />

to both parties in a newly divided<br />

government.<br />

Obama, who pushed through<br />

the most expansive legislative<br />

agenda of any president in generations,<br />

could spend the remainder<br />

of his term just trying to preserve<br />

what he already accomplished.<br />

Republicans, with a measure of<br />

power, will share some responsibility<br />

for governing <strong>and</strong> may have<br />

to do more than simply thwart the<br />

president <strong>and</strong> his fellow Democrats<br />

— or face a similar repudiation<br />

by voters in 2012.<br />

Republican Majority Leader<br />

John Boehner of Ohio, who is line<br />

to replace San Francisco Democrat<br />

Nancy Pelosi as the next<br />

House speaker, struck a notably<br />

somber tone as he spoke to supporters<br />

in Washington.<br />

“This is not a time for celebration,”<br />

he said. “Not when one in<br />

10 of our fellow citizens are out<br />

of work. Not when we buried our<br />

children under a mountain of<br />

debt. Not when our Congress is<br />

held in such low esteem.”<br />

The election results, a minimum<br />

53-seat gain for Republicans,<br />

were like a steam release<br />

after months of building pressure<br />

<strong>and</strong> amounted to the biggest<br />

turnover since they won 52<br />

House seats in 1994 — the last<br />

time Democrats controlled both<br />

Congress <strong>and</strong> the presidency.<br />

Republicans won House seats<br />

in virtually every part of the<br />

country, gaining bunches in the<br />

hard-pressed industrial Midwest<br />

<strong>and</strong> toppling incumbents in Virginia,<br />

Texas, New Hampshire <strong>and</strong><br />

Florida.<br />

The Democrats fared better in<br />

races for the U.S. Senate, hanging<br />

onto the majority by a h<strong>and</strong>ful of<br />

seats. Their leader, Harry Reid of<br />

Nevada, was re-elected by a surprisingly<br />

comfortable margin<br />

over tea party favorite Sharron<br />

Angle.<br />

security after bomb scare<br />

LONDON — Britain <strong>and</strong><br />

Germany stepped up their aviation<br />

security measures Nov. 2 to<br />

try to close gaps exposed by last<br />

week’s airplane bomb scare.<br />

Both countries were layover<br />

points for one of the two U.S.-<br />

bound aircraft from Yemen<br />

found to be carrying powerful<br />

explosives in booby-trapped<br />

computer printers. One of the<br />

bombs was intercepted in central<br />

Engl<strong>and</strong> after the plane first<br />

stopped in Cologne, Germany.<br />

The federal German aviation<br />

authority announced that<br />

it was immediately suspending<br />

all passenger flights to Germany<br />

on Yemenia Airways, the<br />

Yemeni national airline. Aviation<br />

officials in Germany had<br />

already banned all air freight<br />

from Yemen after the bombing<br />

plot, believed to be the h<strong>and</strong>iwork<br />

of al-Qaida in the Arabian<br />

Peninsula, came to light.<br />

In London, Home Secretary<br />

Theresa May said that, starting<br />

midnight Monday, Britain<br />

would bar all unaccompanied<br />

air freight from Somalia in addition<br />

to such cargo originating<br />

in Yemen. May told Parliament<br />

that widening the ban was<br />

necessary because of contacts<br />

between terrorist groups in Somalia<br />

<strong>and</strong> Yemen <strong>and</strong> because<br />

of inadequate security at the<br />

airport in the Somali capital,<br />

Mogadishu. The U.S. has also<br />

stopped all cargo <strong>and</strong> mail<br />

shipments from Yemen.<br />

For at least the next month, all<br />

printer toner cartridges weighing<br />

more than 1.1 pounds will<br />

be prohibited from passenger<br />

carry-on bags in Britain. Such<br />

cartridges will also be blocked<br />

from coming into or leaving<br />

the country in cargo shipments<br />

unless the freight operators are<br />

on the government’s list of approved<br />

agents.<br />

May said all aspects of airfreight<br />

security are now under<br />

review, a re-examination that<br />

critics say is long overdue. Security<br />

analysts <strong>and</strong> members<br />

of the airline industry have<br />

warned for several years that<br />

cargo flights remained vulnerable<br />

to exploitation by terrorists.<br />

The heightened security<br />

measures in Britain <strong>and</strong> Germany<br />

were unveiled as another<br />

parcel bomb plot surfaced in<br />

Europe, albeit one that authorities<br />

are not linking to Islamic<br />

terrorism.<br />

Police in Athens seized a letter<br />

bomb addressed to French<br />

President Nicolas Sarkozy after<br />

a similar package bound for the<br />

Mexican Embassy exploded<br />

at a private courier company,,<br />

lightly injuring a worker.<br />

SAO PAULO, Brazil — Dilma<br />

Rousseff, a former rebel <strong>and</strong><br />

longtime bureaucrat who has<br />

never held elective political office,<br />

will become Brazil’s first<br />

female president following her<br />

victory Sunday in a runoff election.<br />

With 93 percent of votes counted,<br />

Rousseff led challenger Jose<br />

Serra of the Social Democratic<br />

Party by 55.4 percent to 44.6 percent,<br />

an insurmountable lead.<br />

Analysts agree that it wasn’t<br />

Workers’ Party c<strong>and</strong>idate Rousseff’s<br />

record, campaign proposals<br />

or oratory that provided her with<br />

the margin of victory, which was<br />

smaller than most voter preference<br />

polls predicted. What made<br />

the difference was the strong<br />

backing of outgoing President<br />

Luiz Inacio Lula da Silva, enormously<br />

popular for his leadership<br />

over eight years of economic<br />

growth, social gains <strong>and</strong> Brazil’s<br />

emergence as a player on the<br />

global stage.<br />

“Lula’s plan of giving opportunity<br />

to the least favored <strong>must</strong><br />

be defended,” said Jose Alves de<br />

Andrade, a 49-year old industrial<br />

chemist who voted in Sao Paulo.<br />

“This is very important <strong>and</strong> <strong>must</strong><br />

go on. I don’t need help, but the<br />

disadvantaged do.”<br />

Lula had devoted much of the<br />

last several weeks campaigning<br />

for Rousseff, who served him as<br />

chief of staff <strong>and</strong> energy minister.<br />

At his 65th birthday celebration<br />

Wednesday, he asked voters<br />

to give him Rousseff’s victory as<br />

a present.<br />

“There was no good reason to<br />

vote against her. People throughout<br />

society are better off <strong>and</strong><br />

they feel it,” said Terry McCoy,<br />

Latin American studies professor<br />

emeritus at University of<br />

Florida. “That made it difficult<br />

for Serra.”<br />

Although she will enter office<br />

on the crest of the strongest economic<br />

growth in two decades,<br />

the nation’s lowest unemployment<br />

rate on record <strong>and</strong> an even<br />

stronger congressional majority<br />

than Lula had, Rousseff <strong>must</strong><br />

soon grapple with several difficult<br />

issues.<br />

Brazil faces enormous infrastructure<br />

challenges to deal<br />

with its rapid economic growth.<br />

Although the country has the<br />

highest tax rate in Latin America,<br />

money is scarce for needed<br />

power plants, roads <strong>and</strong> ports.<br />

With inflation an issue, her<br />

management of the economy<br />

will come under intense scrutiny.<br />

Observers are keen to see if<br />

Rousseff stays with central bank<br />

chief Henrique Meirelles, a former<br />

Fleet <strong>Bank</strong> executive who<br />

is credited with keeping Brazil’s<br />

economy on course.<br />

And with Brazil set to emerge<br />

as a major oil exporter with the<br />

development of the so-called<br />

pre-salt offshore fields, Rousseff<br />

<strong>must</strong> set policy on royalties distribution<br />

<strong>and</strong> whether the government<br />

takes greater control<br />

over the production of crude,<br />

said William Smith, international<br />

studies professor at the<br />

University of Miami.<br />

Rousseff will have to decide<br />

whether to maintain the military<br />

buildup begun under Lula <strong>and</strong><br />

choose a winner in a politically<br />

sensitive $3.6 billion jet fighter<br />

contract fought over by companies<br />

in the United States, France<br />

<strong>and</strong> Sweden. She may also put<br />

her imprint on Brazil’s ambitious<br />

social policy that under Lula saw<br />

the growth of “conditional cash<br />

transfer” programs that have<br />

helped reduce extreme poverty<br />

<strong>and</strong> stoke consumerism.<br />

Rousseff, 62, is the daughter<br />

of a Bulgarian immigrant father<br />

<strong>and</strong> schoolteacher mother.<br />

While studying economics in<br />

university, she joined an urban<br />

guerrilla group called National<br />

Liberation Comm<strong>and</strong> to oppose<br />

the military dictatorship that<br />

ruled Brazil from 1964 to 1985.<br />

She was jailed <strong>and</strong> tortured in<br />

the early 1970s.<br />

Serra ran an aggressive campaign<br />

last month <strong>and</strong> criticized<br />

Lula for so blatantly using the<br />

prestige of his office for electoral<br />

purposes. But his doom probably<br />

was sealed when he failed to<br />

get the endorsement of the first<br />

round’s third-place finisher,<br />

Green Party c<strong>and</strong>idate Marina<br />

Silva, who attracted 20 percent<br />

of the ballots on Oct. 3.

Le Reve Ball<br />

Organizers announced this week the postponement<br />

of the planned Fourth Annual Le Reve Gala Ball –<br />

“Mardi Gras: A night on Bourbon Street”. Originally<br />

set for Saturday, November 6th at the Ver<strong>and</strong>a Resort<br />

on Grace Bay, will now be rescheduled for a later<br />

date.<br />

Anyone who has purchased a ticket is asked to retain it,<br />

as tickets already sold will be honored at the rescheduled<br />

Le Reve Gala Ball, according to the events organizers.<br />

The organizing committee apologies for any inconveniences<br />
