Todd is currently Her Majesty’s<br />

ambassador to Pol<strong>and</strong> <strong>and</strong><br />

regional director of the Central<br />

The House of Assembly will still be elected<br />

with first past the post voting, <strong>and</strong> the deputy<br />

governor must be a Belonger — a term that<br />

will be changed to <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>er<br />

in the country’s Constitution, U.K. Foreign<br />

Minister Henry Bellingham has decided.<br />

“We have made some important concessions,”<br />

Bellingham said after meeting <strong>June</strong><br />

15-16 with seven isl<strong>and</strong>ers in London to discuss<br />

proposed changes to the 2006 Constitution.<br />

However, Bellingham insisted on removing<br />

the absolute right to trial by jury in criminal<br />

cases in the Supreme Court, which is<br />

currently the case in the U.K.<br />

The TCI interim government already has<br />

passed a law that allows a defendant, prosecutor<br />

or judge to request a non-jury trial if<br />

it can be proven that a fair jury trial cannot<br />

be held. The decision can be appealed<br />

to a three-member Court<br />

of Appeal.<br />

Governor’s powers<br />

Bellingham also was resolute on<br />

increasing the governor’s reserve<br />

powers over elected officials, but<br />

he agreed to requiring the governor to consult<br />

with the U.K. Secretary of State before<br />

exercising most of those powers.<br />

stances that both the former governor <strong>and</strong><br />

the Foreign <strong>and</strong> Commonwealth Office did<br />

not exercise the powers they already had to<br />

prevent many of the country’s problems that<br />

ended with suspension of the Constitution<br />

<strong>and</strong> elected government in August 2009.<br />

Both leaders argued against giving<br />

the governor more power, but<br />

Bellingham was not swayed.<br />

“I firmly believe reserved powers<br />

should be increased in order<br />

to ensure the Constitution is sufficiently<br />

robust, to guard against<br />

a return to the situation that led<br />

to the Commission of Inquiry (in 2009),” he<br />

said.<br />

No one got everything they wanted at the<br />

<strong>June</strong> 15-16 meeting to discuss revisions to<br />

the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s Constitution,<br />

but most agreed that the result is something<br />

most people can live with.<br />

“I was very impressed with the really<br />

statesman-like attitude of the political parties<br />

<strong>and</strong> the other people in the delegation,”<br />

Foreign Minister Henry Bellingham said after<br />

the meeting in London. “We can’t agree<br />

on everything, but what we can agree on is<br />

that we’re all in this to try <strong>and</strong> do our level<br />

best for the people of the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

Government wins $1.25 million Emerald Cay judgment<br />

Two companies involved in<br />

the 2006 sale of Emerald Cay to<br />

American billionaire Timothy<br />

Blixseth have been ordered to<br />

pay $1.25 million in stamp duty<br />

avoided in “a carefully crafted<br />

scheme of tax evasion,” Justice<br />

G.W. Martin ruled <strong>June</strong> 20.<br />

But the judge said the scheme<br />

could not have happened without<br />

the assistance of attorneys.<br />

“I invite the Attorney General to<br />

investigate <strong>and</strong> if thought appropriate<br />

to consider making a formal<br />

complaint to the Bar Council<br />

under section <strong>24</strong> of the Legal<br />

Profession Ordinance,” Martin<br />

wrote.<br />

Blixseth’s Emerald Cay Ltd.<br />

bought the 30,000-square-foot<br />

The government estimates<br />

that it will make $2 million<br />

from s<strong>and</strong> mining to be allowed<br />

on Gr<strong>and</strong> Turk, North <strong>Caicos</strong><br />

<strong>and</strong> Middle <strong>Caicos</strong> — nearly 15<br />

times the amount earned in the<br />

last three years.<br />

“However, we must bear in<br />

mind that this is an estimate<br />

<strong>and</strong> level of revenues will be<br />

directly impacted by a number<br />

of variables such as, when<br />

the project actually beings, the<br />

time it takes to dredge the s<strong>and</strong>,<br />

market dem<strong>and</strong> etc.,” the government<br />

said.<br />

The government hasn’t made<br />

much off s<strong>and</strong> mining in the<br />

recent past — $91,453 in 2008-<br />

09, $35,151 in 2009-10, <strong>and</strong> approximately<br />

$8,000 in 2010-11.<br />

FCO Board as finance director<br />

<strong>and</strong> five years in Her Majesty’s<br />

Todd is married <strong>and</strong> has three<br />

Off-duty officer charged<br />

with rape, assault on G. Turk<br />

The Royal <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

Isl<strong>and</strong>s Police have charged one<br />

of its own officers with rape <strong>and</strong><br />

assault on Gr<strong>and</strong> Turk while he<br />

was off duty.<br />

Williamson Premilien was<br />

charged with rape <strong>and</strong> assault<br />

occasioning actual bodily harm<br />

in connection with a report<br />

made to police on <strong>June</strong> 20.<br />

Premilien is scheduled to appear<br />

in the Gr<strong>and</strong> Turk Magistrate’s<br />

Court on <strong>June</strong> 29. He is<br />

now suspended from duty pending<br />

the outcome of this criminal.<br />

“This matter will be thoroughly<br />

investigated by the Criminal<br />

Investigations Division <strong>and</strong>, in<br />

parallel, the Professional Integrity<br />

Unit,” police said.<br />

Laurence Harris — lead lawyer<br />

on the government’s Civil Recovery<br />

Team — all the original<br />

documents on the sale. Blixseth’s<br />

company even offered to<br />

pay the underpaid stamp duty<br />

plus interest without going to<br />

court, Flynn said, but Harris refused<br />

because the government<br />

was seeking another $7 million<br />

in damages.<br />

“We didn’t do anything wrong,”<br />

Flynn said, describing Blixseth’s<br />

company as “an innocent foreign<br />

purchaser.” Flynn vowed that<br />

Blixseth would fight “to the highest<br />

court in London” paying any<br />

damages for the transactions between<br />

The police Marine Branch intercepted<br />

a Haitian sloop <strong>June</strong><br />

17 with 98 illegal immigrants<br />

aboard.<br />

The sloop was intercepted at<br />

3:45 p.m. approximately seven<br />

miles south of French Cay.<br />

The sloop <strong>and</strong> all aboard were<br />

escorted to South Dock on Providenciales<br />

where 54 males <strong>and</strong> 44<br />

females were turned over to immigration<br />

authorities.<br />

On <strong>June</strong> 18 around 5:20 p.m.,<br />

police responded to the report of<br />

a male body floating in the waters<br />

near South Dock. The body<br />

was recovered <strong>and</strong> taken to the<br />

morgue for examination.<br />

Police are investigating to determine<br />

if the person may have<br />

been associated with the sloop<br />

that was brought in.<br />

The investigation is continuing<br />

<strong>and</strong> further attempts are being<br />

made to identify the deceased.<br />

Man bitten by shark while<br />

spearfishing near French Cay<br />

A Haitian resident from<br />

Providenciales suffered serious<br />

wounds after being bitten by a<br />

shark while spearfishing in the<br />

waters around French Cay.<br />

A shark took a large bite out<br />

of 35-year-old Cefor Lewis’ right<br />

mid calf while he <strong>and</strong> brother Joeslyn-Pierre<br />

Lewis were fishing<br />

with spears between Providenciales<br />

<strong>and</strong> French Cay on <strong>June</strong> 19,<br />

according to hospital officials.<br />

Lewis suffered considerable<br />

blood loss during the boat journey<br />

back to South Dock, where<br />

he was met by an ambulance<br />

<strong>fp</strong><br />

The judge said the issue of<br />

damages will be argued in subsequent<br />

court proceedings.<br />

“We are determined to crack<br />

down hard on cases like this,”<br />

said Attorney General Huw<br />

Shepheard. “Stamp duty which<br />

is evaded is a serious loss to the<br />

government’s budget, <strong>and</strong> we<br />

will take steps to recover it where<br />

we can.”<br />

“I am also mindful of the<br />

judge’s comments about the involvement<br />

of TCI attorneys in<br />

this scheme of tax evasion. We<br />

will be considering the judge’s<br />

words carefully as we reflect on<br />

what further steps to take,” he<br />

said.<br />

Department at Cheshire Hall<br />

Medical Centre.<br />

After resuscitating him with<br />

two units of blood, doctors performed<br />

surgery immediately to<br />

save his leg. A second surgery<br />

was performed <strong>June</strong> <strong>21</strong>. Lewis is<br />

expected to make a full recovery.<br />

Tourists injured in scooter<br />

accident on Leeward Hwy.<br />

Several tourists riding scooters<br />

were injured <strong>June</strong> 17 in an accident<br />

near Scotiabank on Leeward<br />

Highway, police said.<br />

One rider was cut off by a vehicle<br />

turning onto Cherokee Road,<br />

so the rider laid the scooter down<br />

in an attempt to avoid the accident,<br />

police said. This led to a<br />

further collision involving the<br />

other two scooters.<br />

One injured rider was taken to<br />

the Cheshire Hall Medical Centre<br />

for medical treatment of nonlife<br />

threatening injuries.<br />

Police arrest suspect in<br />

burglary in Five Cays<br />

Police have arrested a male<br />

suspect in an aggravated burglary<br />

that occurred at approximately<br />

3 a.m. <strong>June</strong> 20 in Five<br />

Cays. Officers of the Criminal<br />

Investigation Division are continuing<br />

members in the House of Assembly,<br />

in part because Bellingham<br />

said he was “adamant” that<br />

the country not adopt a proportional<br />

voting system. U.K. voters<br />

recently decided overwhelmingly<br />

to keep first past the post voting<br />

for Parliamentary elections.<br />

Advisory Council member<br />

Doreen Quelch-Missick told<br />

Bellingham in her opening<br />

statement that most council<br />

members were in favor of proportional<br />

voting as proposed,<br />

saying the current method “has<br />

lent itself to political p<strong>and</strong>ering;<br />

it has been nothing, but divisive<br />

<strong>and</strong> is vulnerable to manipulation.”<br />

But she said she was persuaded<br />

that the proposed system was<br />

too complicated <strong>and</strong> could delay<br />

returning the country to elected<br />

government.<br />

The House of Assembly is currently<br />

made up of 15 members<br />

elected from single-member<br />

districts, plus four appointed<br />

members — one by the governor,<br />

two by the premier <strong>and</strong> one<br />

by the leader of the opposition.<br />

Constitution advisor Kate Sullivan<br />

said 15 was enough, <strong>and</strong> that<br />

the appointed members should<br />

be eliminated because they only<br />

served to increase the majority’s<br />

membership.<br />

Bellingham agreed with politicians<br />

that the number of ministers<br />

should remain the same at<br />

19, except that only 10 of them<br />

will be elected from singlemember<br />

districts, with five others<br />

elected at large countrywide.<br />

Four members would still be<br />

appointed, but the governor<br />

would appoint two at his discretion<br />

<strong>and</strong> two after consultation<br />

with the premier <strong>and</strong> the leader<br />

of the opposition. No one who<br />

has unsuccessfully stood for<br />

election could be appointed,<br />

<strong>and</strong> they should be “persons<br />

representing shades of opinion<br />

which would not otherwise be<br />

represented in the House.”<br />

Bellingham also approved a<br />

term limit for premier of two<br />

consecutive four-year terms,<br />

unless at least one term has expired<br />

since the office was last<br />

held.<br />

Belonger issues<br />

Sullivan also recommended<br />

allowing the governor to appoint<br />

someone other than a<br />

Belonger as deputy governor,<br />

who would be head of the public<br />

service. But Bellingham agreed<br />

with overwhelming objections<br />

against allowing a non-Belonger<br />

to be deputy governor.<br />

Consultative Forum Chairwoman<br />

Lillian Misick was<br />

among those attending the<br />

meetings who called for a move<br />

away from the term Belonger,<br />

suggesting it be changed to citizen.<br />

Bellingham agreed that it<br />

be changed, but to <strong>Turks</strong> <strong>and</strong><br />

<strong>Caicos</strong> Isl<strong>and</strong>er throughout the<br />

Constitution.<br />

Sullivan also had recommended<br />

adding the definition<br />

of <strong>and</strong> conditions for being a<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>er to<br />

the Constitution. Bellingham<br />

agreed to remove the definition<br />

but retained the minimum conditions.<br />

Those conditions require<br />

that an applicant be a British<br />

overseas territories citizen or a<br />

British citizen who has held a<br />

permanent residence certificate<br />

for a period of at least five years,<br />

or who has been a legal resident<br />

for a period of at least 10 years.<br />

Applicants also cannot be serving<br />

a sentence in any country or<br />

been declared bankrupt in any<br />

country if the bankruptcy has<br />

not been discharged.<br />

Public Service Commission<br />

Sullivan had recommended<br />

that the governor be given authority<br />

to reduce the size of the<br />

five-member Public Service<br />

Commission (PSC) to three<br />

members <strong>and</strong> to appoint them<br />

at his discretion after consulting<br />

with the premier <strong>and</strong> the<br />

leader of the opposition. The<br />

2006 Constitution forces the<br />

governor to accept one appointment<br />

each from the premier<br />

<strong>and</strong> the leader of the opposition.<br />

Bellingham decided that<br />

PSC membership stay at five,<br />

with the governor making all<br />

five appointments, including<br />

the chairman. However, the<br />

governor would be required to<br />

consult with the premier on selecting<br />

one member, the opposition<br />

leader for one member<br />

<strong>and</strong> Civil Service Association<br />

for one member. And he would<br />

have to consult with all three<br />

on the choice of a fifth member.<br />

Changes would also give the<br />

governor final say in making<br />

appointments to public offices<br />

<strong>and</strong> in disciplining those officials<br />

without having to follow<br />

recommendations of the PSC.<br />

The 2006 Constitution forces<br />

him to listen to the PSC unless<br />

instructed by the Secretary of<br />

State or Her Majesty.<br />

Local councils<br />

One request that was unanimous<br />

across the smaller isl<strong>and</strong>s<br />

during public consultations<br />

was the need for local councils<br />

to deal with local issues. The<br />

Constitution will soon require<br />

that an ordinance be passed to<br />

“provide for the establishment<br />

<strong>and</strong> functions of local councils<br />

to contribute to effective local<br />

government in the isl<strong>and</strong>s.”<br />

Freedom of Information<br />

The TCI has never had a<br />

Freedom of Information Act<br />

(FOIA), but the 2002 Constitutional<br />

commission recommended<br />

one, <strong>and</strong> both political<br />

parties renewed that call in September<br />

in their All-Party Commission<br />

report on the Constitution<br />

<strong>and</strong> election reform. It was<br />

called for again during public<br />

consultations.<br />

Bellingham agreed that the<br />

Constitution will be amended<br />

to require an ordinance to<br />

“provide for a right of access to<br />

information held by public authorities,<br />

for the conditions for<br />

the exercise of that right, <strong>and</strong><br />

for restrictions <strong>and</strong> exceptions<br />

to that right in the interests of<br />

international relations, the security<br />

of the Isl<strong>and</strong>s <strong>and</strong> the<br />

United Kingdom, public safety,<br />

public order, public morality or<br />

the rights <strong>and</strong> interest of individuals.”<br />

Bellingham’s Constitution decisions<br />

On the electoral system, I recognise<br />

that many people share<br />

our concerns about the transactional<br />

politics which have existed<br />

in TCI for many years. But<br />

I also underst<strong>and</strong> the political<br />

parties preference for the first<br />

past the post voting system. I<br />

am willing to drop our proposal<br />

for a mixed member proportional<br />

system, <strong>and</strong> remain with<br />

the present system where all<br />

elected members of the House<br />

of Assembly are elected by the<br />

first past the post system.<br />

House membership<br />

I underst<strong>and</strong> a number of options<br />

for the membership of the<br />

House have been discussed. I<br />

consider that 10 constituency<br />

members, 5 “at large” or “territory<br />

wide” members <strong>and</strong> 4 appointed<br />

members would be the<br />

best arrangement. I also want<br />

to see the Electoral Boundary<br />

Commission as drafted by my<br />

officials.<br />

Term limits<br />

On term limits, I would like to<br />

include a provision along the<br />

lines of that in the Cayman Constitution<br />

so that the Governor<br />

shall not appoint as Premier a<br />

person who has held office as<br />

Premier during two consecutive<br />

Parliamentary terms, unless<br />

at least one Parliamentary term<br />

has expired since he/she held<br />

Isl<strong>and</strong>s. They deserve a great future.”<br />

Bellingham said there was a<br />

sense of suspicion that the meetings<br />

arranged by the Foreign <strong>and</strong><br />

Commonwealth Office (FCO)<br />

were a sham <strong>and</strong> that nothing<br />

would be accomplished, but he<br />

believes the outcome should dispel<br />

that thought.<br />

Both party leaders believe they<br />

got some good results along with<br />

disappointments.<br />

“I thought the meetings went<br />

as well as could have been expected<br />

in the circumstances,”<br />

said Clayton Green, leader of<br />

the Progressive National Party.<br />

“I think we did not come back<br />

empty h<strong>and</strong>ed. Having said that,<br />

I thought on some key issues the<br />

British administration could<br />

have given more than they gave<br />

<strong>and</strong> in other cases they did not<br />

have to go where they went.”<br />

“One thing I was really annoyed<br />

by was the fact that without<br />

it being in Kate Sullivan’s<br />

recommendations on the second<br />

day of the discussion we heard<br />

the minister wished to see term<br />

limits for the premier. That came<br />

out of left field, <strong>and</strong> to this day<br />

the U.K. administration, members<br />

of the FCO have not been<br />

able to present any argument as<br />

to why that should be the case.”<br />

People’s Democratic Movement<br />

Leader Doug Parnell said<br />

his team had a few disappointments<br />

but for the most part he<br />

was pleased with the outcome.<br />

“Well, I’ll never be satisfied<br />

until we can achieve the type of<br />

self determination for our people<br />

that would provide every man<br />

<strong>and</strong> woman who call themselves<br />

office.<br />

Governor’s powers<br />

On the Governor’s powers, I<br />

firmly believe reserved powers<br />

should be increased in order<br />

to ensure the Constitution is<br />

sufficiently robust, to guard<br />

against a return to the situation<br />

that led to the Commission of<br />

Inquiry. Any decision to use<br />

such reserve powers would not<br />

be taken lightly. However, I am<br />

willing to accept the amendments<br />

agreed with my officials<br />

to require the Governor to<br />

consult the Secretary of State<br />

before exercising many of these<br />

powers, thus providing a check<br />

on the Governor in the exercise<br />

of his functions.<br />

Governor accountable<br />

As a number of concerns<br />

have been raised about this<br />

throughout the consultation<br />

process, I would like to reiterate<br />

that the Governor is not<br />

above the law. With extremely<br />

limited <strong>and</strong> specific exceptions,<br />

the Governor can be held to<br />

account for his or her actions in<br />

the courts like any other public<br />

official, which reflects the position<br />

in other OTs.<br />

Belongership<br />

On Belongership, I accept the<br />

request to remove the provisions<br />

that we had taken from<br />

a <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>er full<br />

<strong>and</strong> complete satisfaction of<br />

what’s in our own Constitution;<br />

however, I must say that given the<br />

point where we started from in<br />

the draft, <strong>and</strong> certainly coming<br />

out of the recent history where<br />

the constitution was suspended<br />

<strong>and</strong> the legislature disb<strong>and</strong>ed, I<br />

must say I think we have made<br />

some great strides in these direct<br />

talks with U.K. ministers.”<br />

Parnell didn’t support the premier’s<br />

term limit, but he said it<br />

was not a “deal breaker.” However,<br />

he was not pleased that the<br />

absolute right to a jury trial was<br />

stricken from the Constitution.<br />

“I must say I was disappointed<br />

that I did not get the type of<br />

support that I was expecting to<br />

get from other delegates on that<br />

provision, so I’m very, very disappointed<br />

in that, that’s a very<br />

sad thing for me to report,” Parnell<br />

said.<br />

Consultative Forum Chairwoman<br />

Lillian Misick has been<br />

at odds with the party leaders,<br />

criticizing them for refusing to<br />

take part in consultations <strong>and</strong><br />

for their support of protests <strong>and</strong><br />

marches. But she was pleased<br />

<strong>fp</strong><br />

the immigration ordinance<br />

on Belongership by right. I am<br />

pleased that we have agreed<br />

on the inclusion in the Constitution<br />

of the minimum conditions<br />

for the grant of Belongership.<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>er<br />

I welcome the agreement<br />

that the term Belonger should<br />

be replaced with <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong><br />

Isl<strong>and</strong>er.<br />

Deputy governor<br />

On the Deputy Governor,<br />

I agree that the Constitution<br />

should confirm that the Deputy<br />

Governor should be a <strong>Turks</strong> <strong>and</strong><br />

<strong>Caicos</strong> Isl<strong>and</strong>er.<br />

Trial by jury<br />

On the issue of trial by jury, I<br />

am not prepared to change the<br />

draft Constitution. I would like<br />

to reiterate that trial by jury is<br />

not being abolished. The relevant<br />

ordinance merely provides<br />

flexibility where it appears to<br />

the presiding judge that trial by<br />

jury would not meet the interests<br />

of justice. There is a similar<br />

provision in UK law.<br />

Preamble<br />

I can accept the new preamble<br />

which clearly affirms TCI’s<br />

religious beliefs.<br />

The people of the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s as a God-fearing<br />

people with convictions based on sound Christian culture, values<br />

<strong>and</strong> principles, tolerant of other religions;<br />

Affirm their intention to:<br />

▶▶maintain the highest st<strong>and</strong>ards of integrity in their daily living;<br />

▶▶commit to the democratic values of a just <strong>and</strong> humane society<br />

pursuing dignity, prosperity, equality, love, justice, peace <strong>and</strong><br />

freedom for all;<br />

▶▶ensure a vibrant diversified economy, work to provide full employment<br />

opportunities, <strong>and</strong> protect their posterity.<br />

Now, therefore, the following provisions shall have effect as<br />

the Constitution of the <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s.<br />

with the outcome of the meetings.<br />

“I am confident that, despite<br />

the protests of a vocal minority,<br />

the vast (silent) majority of our<br />

people will proudly embrace our<br />

new Constitution when it comes<br />

into force in due course,” Misick<br />

said.<br />

“I hope this experience will<br />

help these party leaders see the<br />

wisdom now of working with the<br />

forum to meet the other milestones<br />

that Mr. Bellingham <strong>and</strong><br />

Alan Duncan, minister of state<br />

for International Development,<br />

set out for return to home rule.<br />

Most notable in this respect are<br />

the efforts underway to return<br />

our budget to surplus <strong>and</strong> reform<br />

our civil service.”<br />

Advisory County member<br />

Doreen Quelch-Missick said<br />

she too was happy with the outcome.<br />

“I feel confident that going<br />

forward, we will have the right<br />

Constitution for this time in our<br />

history. The team at the FCO<br />

<strong>and</strong> Minister Bellingham were<br />

quite receptive to our positions,<br />

<strong>and</strong> I would like to express my<br />

sincere thanks <strong>and</strong> appreciation<br />

to the FCO team.”

Two heavyweights in the financial<br />

industry visited the<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s last<br />

week, giving local investors insight<br />

into the current investment<br />

market.<br />

PIMCO Vice President Kimble<br />

Skov, whose firm manages<br />

$1.3 trillion in assets worldwide,<br />

gave TCI investors a bearish<br />

view of bonds. Arrow Capital<br />

CEO Jim McGovern explained<br />

why “hedge fund” are not dirty<br />

words. Arrow is one of the most<br />

experienced alternative investment<br />

fund companies in Canada<br />

with CAD $1.2 billion in assets<br />

under management.<br />

Scotia Private Client Group<br />

Investment Advisor Kevin<br />

O’Sullivan invited the two experts<br />

to an Investment Summit<br />

he designed to offer clients “more<br />

information” <strong>and</strong> confidence in<br />

investing in the currently volatile<br />

markets.<br />

O’Sullivan says he wanted<br />

to share global market insight<br />

with SPCG’s TCI resident investors.<br />

The goal was well achieved,<br />

thanks to clever presentations<br />

by McGovern <strong>and</strong> Skov that put<br />

often complex financial concepts<br />

into easily underst<strong>and</strong>able real<br />

world examples.<br />

After a rough past two years<br />

in financial markets, Skov <strong>and</strong><br />

McGovern preached safe investment<br />

practices that offer longterm<br />

gains by means of bonds.<br />

Skov said PIMCO’s outlook,<br />

based on in-depth industry<br />

analysis <strong>and</strong> insight from consultants<br />

such as Alan Greenspan<br />

<strong>and</strong> Gordon Brown, is mixed<br />

over the next nine months. “We<br />

are long-term investors,” he said,<br />

explaining the benefits of safe<br />

yield bonds.<br />

McGovern said his firm is<br />

focused on income generating<br />

vehicles over the next five years.<br />

This includes “diversifying like<br />

crazy,” which he said alternative<br />

investment funds can be good<br />

for.<br />

The one-day summit was held<br />

at the Regent Palms, closing with<br />

a roundtable discussion of which<br />

emerging markets are worth<br />

keeping an eye on, where the yen<br />

is going against the dollar <strong>and</strong><br />

what industries they see having a<br />

positive growth potential.<br />

O’Sullivan says the feedback<br />

received from clients was<br />

very positive, <strong>and</strong> the firm was<br />

pleased to bring the experts to<br />

the TCI.<br />

Earlier this month the Royal Fleet Auxiliary (RFA) Wave Ruler made a Regional<br />

Engagement Visit to Gr<strong>and</strong> Turk.<br />

Royal ship visits capital<br />

Gr<strong>and</strong> Turk was given the royal treatment<br />

this week when a U.K. naval ship<br />

visited the country’s capital.<br />

From <strong>June</strong> 16-20, Royal Fleet Auxiliary<br />

(RFA) Wave Ruler made a Regional Engagement<br />

Visit to Gr<strong>and</strong> Turk. This was<br />

the third time the ship has visited the<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s, the first being<br />

in July 2008 to Providenciales.<br />

During its four-day visit, Wave Ruler<br />

conducted Humanitarian Aid <strong>and</strong> Disaster<br />

Relief visits in order to enhance<br />

awareness of facilities available on Gr<strong>and</strong><br />

Turk, <strong>and</strong> to assist Wave Ruler in preparing<br />

to provide future humanitarian aid<br />

assistance should the isl<strong>and</strong> require it.<br />

The Wave Ruler assisted Gr<strong>and</strong> Turk<br />

in September 2008 when Hurricane Ike<br />

caused major damage throughout the<br />

isl<strong>and</strong>. Teams were deployed on various<br />

tasks, including restoring power to the<br />

isl<strong>and</strong>’s reverse osmosis plant, providing<br />

temporary roofing <strong>and</strong> restoring power<br />

to the health clinic, as well as distributing<br />

bottled water <strong>and</strong> food.<br />

Wave Ruler has previously been stationed<br />

in the Far East, Persian Gulf <strong>and</strong><br />

in the South Atlantic, supporting the<br />

Falkl<strong>and</strong> Isl<strong>and</strong>s, as well as working in<br />

territorial waters around the U.K.<br />

A significant part of the Royal Navy’s<br />

presence is patrolling the North Atlantic<br />

<strong>and</strong> Caribbean. Wave Ruler’s primary<br />

role is to provide support to the U.K.<br />

Overseas Territories <strong>and</strong> strengthen the<br />

U.K. government’s commitment in the<br />

region. This role includes providing regional<br />

support in the event of natural disasters<br />

such as hurricanes.<br />

Whilst at sea working in support of local<br />

defence <strong>and</strong> police forces, from a host<br />

of Caribbean nations together with the<br />

United States Coast Guard, Wave Ruler<br />

conducts maritime patrols.<br />

FirstCaribbean adds<br />

‘CIBC’ to name in<br />

co-br<strong>and</strong>ing move<br />

As part of a new co-br<strong>and</strong>ing exercise, First-<br />

Caribbean International Bank is adding its<br />

parent company name to its title.<br />

On <strong>June</strong> 20, FCIB announced that it will be<br />

br<strong>and</strong>ed under the CIBC banner by adopting<br />

the co-br<strong>and</strong>ed name of CIBC FirstCaribbean<br />

International Bank.<br />

FirstCaribbean’s parent company, CIBC, says<br />

the goal is for FCIB to be more closely aligned<br />

to the CIBC br<strong>and</strong>, while still maintaining the<br />

FirstCaribbean name <strong>and</strong> local identity.<br />

“By joining together the strong br<strong>and</strong>ing<br />

identities of both CIBC <strong>and</strong> FirstCaribbean,<br />

CIBC FirstCaribbean represents the proud<br />

heritage <strong>and</strong> uniqueness of the Caribbean<br />

backed by the financial strength of CIBC,<br />

one of the largest <strong>and</strong> best capitalized banks<br />

in Canada,” explained Michael Mansoor, the<br />

bank’s executive chairman.<br />

The transition to the new CIBC FirstCaribbean<br />

identity is expected to be gradual over the<br />

coming months as the CIBC FirstCaribbean<br />

br<strong>and</strong> is introduced to operations across the<br />

Caribbean region. “The addition of CIBC to<br />

the FirstCaribbean br<strong>and</strong> emphasizes CIBC’s<br />

long-term commitment to the Caribbean region,<br />

our employees <strong>and</strong> our clients,” says the<br />

bank’s CEO John Orr. “Our clients <strong>and</strong> our<br />

employees across the Caribbean will continue<br />

National Museum gets big boost<br />

Plans for a <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> National<br />

Museum on Providenciales got a huge<br />

lift recently when the museum’s board<br />

secured 2.6 acres in the Village on Grace<br />

Bay <strong>and</strong> a $40,000 check.<br />

Both generous contributions help<br />

move the project forward <strong>and</strong> could result<br />

in groundbreaking before the end<br />

of the year for a second national museum.<br />

The building<br />

design that<br />

was unveiled in<br />

March 2010 has<br />

been reconfigured<br />

into two<br />

phases in order to reduce the initial cost<br />

to begin construction, said architect Jeff<br />

Lee of JAL Consultants.<br />

The first phase will be 7,258 square<br />

feet, including a 3,2<strong>23</strong>-square-foot exhibit<br />

<strong>and</strong> display area, plus a museum<br />

shop <strong>and</strong> café garden. The second phase<br />

would increase the total area to 10,058<br />

square feet.<br />

The new museum will be able to display<br />

many of the museum’s artifacts<br />

which are currently in storage, including<br />

the Esperanca <strong>and</strong> Trouvadore shipwrecks,<br />

the mystery of the Lucayan Indians,<br />

the coming of the loyalist planters<br />

<strong>and</strong> the early years of development.<br />

As a private organization without<br />

government funding, the museum depends<br />

on donations. U.S. citizens <strong>and</strong><br />

U.S.-based companies <strong>and</strong> foundations<br />

<strong>24</strong> at all Scotiabank branches in the<br />

<strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s.<br />

Caribbean Broadcast Media Partnership<br />

(CBMP), will not only open its doors as<br />

a st<strong>and</strong>-in clinic<br />

Friday, but will circulate<br />

<strong>and</strong> offer support<br />

on the disease.<br />

The clinics will<br />

be held at Scotia<br />

Centre Branch on<br />

Cherokee Road <strong>and</strong><br />

Grace Bay Centre<br />

Branch in Providenciales, as well as<br />

Dillon Hall in the Anglican Church on<br />

Pond Street in Gr<strong>and</strong> Turk.<br />

Trained personnel from the Ministry<br />

of Health <strong>and</strong> Human Services will<br />

conduct free testing clinics <strong>and</strong> provide<br />

counseling services for individuals who<br />

are tested.<br />

“The location is perfect as it boasts<br />

easy access for resort guests but is also<br />

very close to the local schools <strong>and</strong> residents<br />

in the lower bight,” Hartling said.<br />

Also last week, Fondation Agena donated<br />

$40,000 toward the museum’s<br />

country head of Scotiabank (<strong>Turks</strong> <strong>and</strong><br />

<strong>Caicos</strong>) Ltd. “Supporting the growing<br />

program is part of our ongoing commitment<br />

to raising awareness about HIV/<br />

AIDS in the communities where we<br />

work <strong>and</strong> live.”<br />

CBMP, established in 2006, connects<br />

100 top Caribbean broadcasters to coordinate<br />

a media response to the HIV p<strong>and</strong>emic.<br />

This partnership aims to share<br />

information <strong>and</strong> resources between<br />

broadcasters <strong>and</strong> exp<strong>and</strong>s HIV/AIDSrelated<br />

programming <strong>and</strong> public education<br />

activities across the Caribbean.<br />

“I congratulate Caribbean media for<br />

their committed coverage of this important<br />

HIV prevention initiative now in its<br />

fourth year,” said Dr. Allyson Leacock,<br />

executive director of CBMP on HIV/<br />

AIDS. “This unique collaboration, conceived<br />

by the CBMP with media mounting<br />

a month-long campaign; the exemplary<br />

support from the private-sector in<br />

Scotiabank offering its locations as some<br />

of the testing sites; <strong>and</strong> the delivery of the<br />

technical expertise of Voluntary Counseling<br />

<strong>and</strong> Testing by the public sector<br />

building fund, said Kenrick Walters, the<br />

relationship manager for Bordier Bank<br />

(TCI) Ltd. who represented the Liechtenstein-based<br />

non-profit organization<br />

in the donation.<br />

Fondation Agena supports deserving<br />

causes all over the world, <strong>and</strong> has over<br />

the years provided substantial support<br />

in the TCI in education, youth development,<br />

social services <strong>and</strong> cultural preservation,<br />

Walters said.<br />

The museum is a not-for-profit organization<br />

<strong>and</strong> is run as an independent<br />

company with a Board of Trustees.<br />

Regional HIV Testing Day: Free tests on <strong>June</strong> <strong>24</strong><br />

through Ministries <strong>and</strong> Departments<br />

of Health, mobilized by PANCAP, is a<br />

model of the power of partnership in the<br />

response to HIV in our region.”<br />

This HIV/Aids awareness event has<br />

been dubbed the Regional Testing Day<br />

Campaign <strong>and</strong> has grown two-fold since<br />

its inception three years ago.<br />

In 2008, the CBMP <strong>and</strong> Scotiabank, in<br />

collaboration with regional Ministries of<br />

Health, introduced the Caribbean’s first<br />

Regional HIV Testing Day in Barbados.<br />

In 2010, more than 8,400 people from<br />

16 countries across the Caribbean were<br />

tested for HIV at Scotiabank branches<br />

<strong>and</strong> other locations. This number was up<br />

from 2009, when approximately 5,000<br />

people participated.<br />

This year’s Regional Testing Day officially<br />

launched in Kingston, Jamaica, on<br />

May 27. Approximately 10,000 people<br />

from across the Caribbean are expected<br />

to be tested during this year’s campaign.<br />

According to the Joint United Nations<br />

Programme on AIDS, there are approximately<br />

<strong>24</strong>0,000 people in the Caribbean<br />

living with HIV.<br />

Youngsters help<br />

in Red Cross appeal<br />

The <strong>Turks</strong> <strong>and</strong> <strong>Caicos</strong> Isl<strong>and</strong>s Red Cross<br />

held an artistic contest for youngsters that<br />

allowed them to express their creative side<br />

<strong>and</strong> raise awareness for the local charity.<br />

The competition’s theme was dubbed<br />

“Together with Humanity: Helping Each<br />

Other” <strong>and</strong> was held at the beginning of<br />

May <strong>and</strong> open to all TCI schools. Youths<br />

showcased their thoughtful <strong>and</strong> unique adaptation<br />

of the theme in beautifully created<br />

Safe Home Tips<br />

Protect your home this hurricane season<br />

So you’ve got your hurricane supplies ready, your family knows your storm plan<br />

<strong>and</strong> you’re keeping an eye on tropical weather reports for approaching storms. What<br />

else can you do?<br />

Protect your home. A simple but important way to protect your home is to clear your<br />

property of potential flying objects. During hurricane season, keep trees branches cut<br />

as far away from your home as you can. If possible, have trees that are within damaging<br />

distance of your home removed.<br />

A good practice is to get in the habit of regularly checking the length of the branches<br />

on your trees to make sure they are not getting too long. Have a professional come in<br />

once a year to inspect for dead trees, which are far more susceptible to falling during<br />

hurricane weather, or even during simple thunderstorms, than live trees are.<br />

Finally, before your evacuate or on the day before a hurricane is scheduled to hit<br />

your area, pick up lawn items <strong>and</strong> potential debris <strong>and</strong> store them inside of your home.<br />

For lighter storms, this means removing fallen tree branches, potted plants <strong>and</strong> decorative<br />

items. For stronger storms, this may also include heavy items such as bicycles,<br />

grills, water hoses, etc.<br />

If you have a deck or a pool, make sure you move your outdoor table, chairs, umbrella,<br />

grill <strong>and</strong> whatever else may be freest<strong>and</strong>ing from your yard to a secure location,<br />

preferably indoors.<br />

The next step to take is reinforcing your home. While you are trying to decide what<br />

needs reinforcing, take into consideration any area that might allow debris or water<br />

into your home.<br />

For example, the cracks underneath doors are often forgotten. For protection<br />

against light flooding, install heavy duty door sweeps. Also, inspect your home for<br />

holes, cracks, etc., that may need repair. The slightest irregularity can make it easier<br />

for a hurricane to rip your home apart, so inspect often.<br />

Of course your windows are next on the agenda. Installing storm shutters is a great<br />

way to prevent damage from flying debris, but you can take even further precautions.<br />

Installing reinforced windows can be another addition to your hurricane-safe home.<br />

These windows are designed to withst<strong>and</strong> the trauma that can be inflicted by debris<br />

at upwards of thirty mph.<br />

You can also turn your interior décor into heavy duty protection. Purchase sturdy<br />

blinds <strong>and</strong> thick window treatments to make the barrier between your family <strong>and</strong><br />

the elements even stronger. Not only are heavier curtains <strong>and</strong> thicker blinds added<br />

protection, they are usually also much more pleasant aesthetically than their cheaper<br />

counterparts.<br />

If your home has a garage, you may be in for an unpleasant surprise during hurricane<br />

season. An airy garage is an excellent way for hurricane winds to enter your<br />

home, <strong>and</strong> most garage doors are no match for a storm’s fury. Keep your garage from<br />

becoming a dangerous wind trap by making sure that impact resistant doors have<br />

been installed.<br />

Local bakery supports North <strong>Caicos</strong> farmers by bringing their fresh produce to a market near you<br />

resh Bakery <strong>and</strong> the farmers of North <strong>Caicos</strong><br />

have joined forces to bring Providencales<br />

residents fresh <strong>and</strong> healthy home grown<br />

fruits <strong>and</strong> vegetables at the very first Farmers<br />

Market. The market, which will be located at<br />

Prestige Plaza in Grace Bay (across from Casablanca<br />

Casino), will commence at 9 a.m. until 1 p.m.<br />

this Saturday <strong>June</strong> 25.<br />

Fresh Bakery <strong>and</strong> Bistro has been buying all its produce<br />

from Green Acre Farm in North <strong>Caicos</strong> for over<br />

a year in order to keep their food as natural as possible.<br />

The local business believes that in order for their products<br />

to be the best they need to contain the very best ingredients<br />

<strong>and</strong> North <strong>Caicos</strong> farmers offer an amazing<br />

selection of fresh, organic, home-grown products. The<br />

bakery bosses decided that they wanted to open the door<br />

between the North <strong>Caicos</strong> farmers <strong>and</strong> the general public<br />

by hosting a farmers market twice per month, <strong>and</strong><br />

if the public dem<strong>and</strong>s, they will host it every Saturday.<br />

North <strong>Caicos</strong> is the lushest of all the isl<strong>and</strong>s because<br />

of its abundant rainfall, which makes it a fertile <strong>and</strong><br />

produce-bearing destination. Many farmers have set up<br />

plentiful farms that not only can sustain their families<br />

<strong>and</strong> neighbors but also can generate enough produce to<br />

feed many more consumers. The farmers require a constant<br />

purchase cycle in order to benefit monetarily from<br />

their hard work. The markets goal is to provide support,<br />

viability, growth <strong>and</strong> prosperity to the North <strong>Caicos</strong><br />

farming industry, educating customers to eat clean, organic<br />

<strong>and</strong> balanced diets <strong>and</strong> reducing environmental<br />

footprints by purchasing locally.<br />

Farmers which will be selling goods this Saturday<br />

are Many Missick from Green Acre Farm, Casey Hagge<br />

from <strong>Caicos</strong> Farm, Nicky Turner from the Goverment<br />

Farm, Courtney Missick <strong>and</strong> Delano H<strong>and</strong>field<br />

from Sakaja sauces.<br />

Health conscious shoppers can find natural <strong>and</strong><br />

organic tomatoes, cucumbers, red/green peppers, bananas,<br />

hot peppers, corn, cabbage, varieties of sweet<br />

potatoes, sugar cane, sour sop, passion fruit, plantains,<br />

eggplants <strong>and</strong> coconut. Fresh bakery <strong>and</strong> bistro will<br />

have a bread tasting among other delicious fresh baked<br />

delectables available for sale.<br />

A free kid’s craft corner will be at every market <strong>and</strong><br />

this week children are invited to bring in a light colored<br />

tee shirt to tie-dye. Customers are also invited to<br />

dip their own purchased fruits in the Fresh bakery’s<br />

chocolate fountain with any $10 purchase from the<br />

Bakery.<br />

The Environmental Health Department is reminding the public<br />

about the importance of food safety. Food safety is everyone’s business;<br />

the health of the TCI rest on the health of the people. Help us<br />

keep TCI healthy!<br />

Persons are reminded to do the following when h<strong>and</strong>ling food:<br />

▶ Wash h<strong>and</strong>s before, during <strong>and</strong> after preparing foods<br />

▶ Wash h<strong>and</strong>s after smoking, taking out the garbage, <strong>and</strong> h<strong>and</strong>ling<br />

chemicals Wash dishes properly before <strong>and</strong> after serving food<br />

▶ Cook foods thoroughly<br />

▶ Wash all fruits <strong>and</strong> vegetables with clean potable water<br />

▶ Keep hot foods hot (from 60 degrees Celsius & above <strong>and</strong> cold<br />

foods cold from 5 degrees Celsius & below)<br />

▶ H<strong>and</strong> sanitizers should only be used after h<strong>and</strong>s have been thoroughly<br />

washed <strong>and</strong> dried, they should not be used as substitute for<br />
