Today, all those involved in foreign trade<br />
who are interested in the speedy passage<br />
of their goods through railway crossing<br />
points can provide preliminary information<br />
via the website of the Federal Customs<br />
Service.<br />
As a result of this system, by the time<br />
the goods arrive at the checkpoint, the<br />
customs authorities have already received<br />
all the necessary information for making<br />
decisions, in particular about conducting<br />
inspections.<br />
From 1 October 2014, it will be compulsory<br />
for shippers to provide preliminary<br />
information on imported consignments via<br />
the official website of the carrier, namely<br />
Russian <strong>Railway</strong>s. The portal will be<br />
launched and ready to receive data in test<br />
mode in September 2014.<br />
Electronic cooperation between the<br />
customs authorities and the carrier is based<br />
on the exchange of documents in electronic<br />
form between the Main Computing<br />
Centre at Russian <strong>Railway</strong>s and the computer<br />
system at Russia’s Federal Customs<br />
Service, which also takes into account all<br />
information security requirements.<br />
Construction begins<br />
on the largest Brenner Base Tunnel<br />
construction lot<br />
Austria: 20 years after the opening of the<br />
Innsbruck railway bypass and exactly 10<br />
years after signing the italo-austrian State<br />
Treaty on the construction of the Brenner<br />
Base Tunnel (BBT), works on the Brenner<br />
Base Tunnel construction lot Tulfes - Pfons<br />
have begun. This was the official start of<br />
the works on BBTs largest construction lot<br />
with a contract volume of about EUR 380<br />

EIB to assist NRIC in tariff<br />
formation<br />
construction of 38 further tunnel kilometres<br />
of the Brenner Base Tunnel. Construction<br />
time of this construction lot will be<br />
about 55 months.<br />
The two connecting tunnels between<br />
railway bypass tunnel and the actual Base<br />
Tunnel are being built parallel to the rescue<br />
tunnel, starting from Ahrental. The tunnel<br />
tubes have an overall length of 9 kilometres<br />
and are being excavated by blasting. Future<br />
railway traffic between the Brenner Base<br />
Tunnel and the new railway line in the<br />
lower Inn valley will cross these tunnels.<br />
London: bidders selected for<br />
electric trains<br />
International: Transport for London<br />
(Tf L) has shortlisted four bidders<br />
to supply new rolling stock to operate on<br />
the London Overground network. The<br />
shortlisted bidders are Siemens Mobility<br />
Rolling Stock, Hitachi Rail Europe, Construcciones<br />
y Auxiliar de Ferrocarriles and<br />
Bombardier Transportation.<br />
The winning bidder will supply 39 new<br />
four-car, electric, metro-style trains to<br />
operate high-frequency, high-capacity suburban<br />
services in and around London. A<br />
total of 31 trains will be operated on routes<br />
recently transferred from the West Anglia<br />
franchise to Tf L, which run between Liverpool<br />
Street and Enfield Town, Cheshunt<br />
through Seven Sisters and Chingford, as<br />
well as the Romford to Upminster route.<br />
The remaining eight trains will be used in<br />
the Gospel Oak to Barking service, replacing<br />
the current two-carriage diesel trains.<br />
Bulgaria: EIB is to provide technical aid<br />
to Bulgaria’s National Company <strong>Railway</strong><br />
Infrastructure (NRIC). The EIB is to cooperate<br />
with Bulgaria’s NRIC on the formation of<br />
a tariff policy for the access and use of the<br />
railway infrastructure under the Operational<br />
Program “Transport” 2007-2013.<br />
The decision adopted by the Bulgarian government<br />
on July 23 aims to pave the way for<br />
concrete actions for the preparation of a<br />
proposal for a new tariff policy and a methodology<br />
for calculating infrastructure fees<br />
collected by the NRIC from the railway carriers<br />
in line with EU Directives and national<br />
law.<br />
The signing and the implementation of the<br />
Agreement is to guarantee equal and fair<br />
access to the railway infrastructure for all<br />
transport operators, quality services and<br />
appropriate management of the demand<br />
for access to infrastructure, streamlined<br />
management and control of resources and<br />
optimized maintenance and exploitation of<br />
the existing railway infrastructure, greater<br />
transparency of the management of the<br />
NRIC and the introduction of good business<br />
practices, greater competition on the transport<br />
market and consistency with the state<br />
goals in the sphere of transport.<br />
EC funds Dresden – Prague<br />
high-speed study<br />
International: The European Commission<br />
has agreed to cover half of the cost<br />
of a EUR 1.25 Million feasibility study<br />
into the construction of a high-speed line<br />
linking Germany and the Czech Republic.<br />
A new line could halve journey times and<br />
would create additional capacity for freight<br />
between northwest and southeast Europe.<br />
Discussions have been underway for some<br />
time between the two countries and the<br />
German state of Saxony on improving<br />
infrastructure on this European corridor.<br />
The feasibility study will look at the viability<br />
of a new line between Heidenau<br />
near Dresden and Ústi nad Labem in the<br />
Czech Republic, which is likely to require<br />
extensive tunnelling due to the challenging<br />
terrain. A study is already underway on the<br />
Ústi nad Labem – Litomĕřice section.<br />
The state of Saxony has asked Germany’s<br />
Federal Transport Ministry to include the<br />
project in its 2015 railway plan.<br />
China to launch railway<br />
development fund<br />

of a fledgling railway development fund to<br />
attract private investment into the railway<br />
sector.<br />
