STRATEGIC 3.1 REVIEW OF RISKS 3.1.1 EMERGING RISKS 3.1.1.1 Senior Sergeant and Sergeant Rotations “THAT THE MEMORANDUM FROM THE SECRETARY DATED 27 AUGUST 2009 PROVIDING AN UPDATE WITH REGARD TO PROPOSED SENIOR SERGEANT ROTATIONS IN REGION 4, DIVISION 3 AND REGION 3, DIVISION 2, BE RECEIVED”. 3.1.1.2 Rostering 3.1.1.2.1 Purported Termination of 12 Hour Roster The Secretary advised that until the Victoria Police Force comply with the requirements of the Australian Industrial Relations Commission and the Fair Work Australia rulings and decisions in relation to rostering The Police Association will continue to strongly pursue the issue. 4. MAINTENANCE 4.1 Congratulations The President, on behalf of the Executive congratulated Mr Rose, Mr Avon, Mr O’Connell and Mr Pearson on their return to the table following the recent Victoria Police Branch of the Police Federation of Australia elections. The President declared the meeting closed at 8:45am. CONFIRMATION OF MINUTES “THAT THE MINUTES OF 4 AUGUST 2009 BE CONFIRMED.” 2. ADOPTION OF ORDER OF BUSINESS “THAT THE ORDER OF BUSINESS BE ADOPTED.” 3. STRATEGIC 3.1 REVIEW OF STRATEGIC AND KEY FOCUS AREAS 3.1.1 Campaign “Save Our Streets” for a Properly Resourced Victoria Police Force The Assistant Secretary advised that we are close to the required signatures to have the largest petition ever presented to the Parliament of Victoria. The President expressed gratitude to those Executive members who have helped collect the signatures. 3.1.2 Direct Engagement and Education of Delegates/ Membership The Secretary advised that the online members’ survey has been disseminated to the membership, and that within 24 hours, 1500 responses had been received. The aim of surveying the members is to assist us to provide the best levels of service, protection, representation and support. The survey will be used to ascertain what the members believe the Association is doing well and what it could do to serve the members better. The deadline for survey returns is 18 September 2009. The meeting adjourned at 9:41am for the Executive and Senior Administration to attend the mass rally organised by the Trades Hall Council in relation to the proposed new laws relating to Occupational Health and Safety. The meeting resumed at 12:51pm. 3.2 SECRETARY’S REPORT “THAT THE SECRETARY’S REPORT BE RECEIVED.” 3.3 FINANCE REPORTS 3.3.1 Financial Management Report “THAT THE FINANCIAL MANAGEMENT REPORT BE RECEIVED.” 3.3.2 Legal Representation Cost Fund Investment Strategy 1. “THAT THE MEMORANDUM FROM THE SECRETARY RE AN UPDATE OF THE LRCF INVESTMENT STRATEGY AND ACCOMPANYING DOCUMENTATION, BE RECEIVED.” 2. “THAT THE ADMINISTRATION CONTINUE TO DEVELOP THE APPROVED LRCF INVESTMENT STRATEGY WITH FMD FINANCIAL UNTIL ALL AVAILABLE FUNDS ARE FULLY INVESTED.” 3.4 MEMBERSHIP OF THE POLICE ASSOCIATION “THAT THE 50 APPLICATIONS LISTED BE ACCEPTED FOR MEMBERSHIP OF THE POLICE ASSOCIATION.” 4.
