SECTION 3: ZONING ANALYSIS<br />

EXISTING ZONING<br />

Eight zoning districts are found within the Village of<br />

Justice (see Exhibit 3.1). <strong>The</strong>se districts include:<br />

• R-1 Residence<br />

• R-2 Residence<br />

• R-3 Residence<br />

• B-1 Business<br />

• I-1 Industrial<br />

• Community Park<br />

• District Park<br />

• Retention/Detention Area District<br />

RESIDENTIAL ZONING<br />

R-1 Residence<br />

<strong>The</strong> R-1 District primarily allows single-family<br />

dwellings with a minimum lot size of 8,125 square<br />

feet and lot width of 65 feet, except in the Roberts<br />

Park subdivision east of Roberts Road, which allows<br />

50’ x 125’ lot sizes (6,250 sq. feet). Other allowed<br />

uses within this district include churches, educational<br />

facilities, public libraries and community parks. <strong>The</strong><br />

height limits for buildings are 35 feet for single-family<br />

homes and 45 feet for public buildings.<br />

<strong>The</strong> majority of R-2 zoning is found on the west<br />

side of the Village north of Archer Avenue, with a<br />

pocket further to the northeast. <strong>The</strong>se consist of a<br />

mix of duplexes, single-family residences and small<br />

apartments.<br />

R-3 Residence<br />

<strong>The</strong> R-3 classification allows all uses described in the<br />

R-1 and R-2 Districts with the same minimum lot<br />

standards. Multi-family buildings with 3 or more<br />

units are also allowed in R-3 districts. Additionally,<br />

senior multi-family housing units shall have a<br />

minimum of 3,000 square feet of land area per unit<br />

and for non-age specific multi-family units 3,500<br />

square feet of land area per unit. Rest homes and<br />

health and medical institutions of lots greater than<br />

one acre are also permitted within R-3 Districts.<br />

Most of the Village’s property zoned as residential<br />

is classified as R-1, including large swaths north of<br />

Archer Avenue and south of 79th Street and a relatively<br />

small section west of 88th Avenue on the south. <strong>The</strong>se<br />

areas are generally buffered from the main roadways<br />

by either multifamily housing or commercial uses.<br />

R-2 Residence<br />

<strong>The</strong> R-2 District allows the same uses as those allowed<br />

in R-1 classifications, as well as duplex dwellings or<br />

two-family apartments per lot. <strong>The</strong> minimum width<br />

of a lot in this district is 65 feet with a minimum<br />

depth of 125 feet. Building heights are limited to 35<br />

feet.<br />
