The global economy is recovering some from cyclical lows, but US economic growth
in the upper Midwest has been slower than normal on public sector deficit spending,
that has slowed private sector job growth, that has depressed consumer confidence
and consumption, that continues to depress demand, and keep private job growth
very slow. US residential markets are up very slightly from a very low base and
commercial construction activity is at historically low levels. Residential activity has
improved nicely in western Canada over the last 12 months, but commercial
construction has yet to follow those upward trends. On the bright side we are
enjoying continued strong construction activity in Manitoba and Saskatchewan and it is interesting to note that
North and South Dakota are doing a little better than the US average.
We don’t have much control over the economy, so we just focus on what we can control and that is our
mission of Helping Build Your Success by being both Your Source for construction materials and Your
Resource for the know-how and problem solving that come through 56 years of dedicated service to the
industry. We stock a wide range of products including geotextiles, erosion control, concrete and masonry
chemicals, accessories and repair products, insulated concrete forms, EIFS systems, brick, Cultured Stone,
natural stone, fireplaces, highway restoration materials, waterproofing, insulation, roofing, cladding and much,
much more. We strive to introduce new products which currently include decorative concrete products, Hard-
Cem (an integral concrete hardener), Rapid Shield Coatings, and many more. We now have 12 locations
across western Canada to serve you. Our redesigned website provides new and improved access to your
specific customer information along with updates on new products, upcoming activities, and events.
Thanks to our Customer Advisory Council for their recent feedback and suggestions to better service our
customers. We will take this feedback to heart as we develop our strategies and plans for 2011. Speaking of
2011, it’s time to sign up for the World of Concrete show scheduled for January 18-21 at the Las Vegas Convention
Center. Registration is available online at worldofconcrete.com. Be sure and use the sponsor source
code, A24, to enjoy free registration for the exhibit hall.
Thank you for your past business and we look forward to serving you in the future. As always, tell us how
we’re doing – we need your feedback to do the best possible job. Call or write or e-mail me at rgarland@
BW NEWS
New Canadian Volatile Organic Compound Limits for
Architectural Coatings Regulations
New Canadian regulations impose restrictions on acceptable Volatile Organic Compound (VOC)
content of a variety of coating products. The new regulations set out obligations applicable to the
manufacturers, importers and sellers (suppliers, wholesalers, retailers) of regulated architectural
coatings. These include products such as paints, stains, varnishes, lacquers and other types of
coatings applied to traffic surfaces or to a wide variety of stationary structures in residential,
commercial, institutional and industrial settings.
What Are Volatile Organic Compounds:
•VOC emissions from the architectural coating sector result from the use of solvents in both
solvent-based and water-based coatings. The solvents in coatings are released into the atmosphere
by evaporation during the drying and curing process. They then contribute to the formation of
ground-level ozone and particulate matter, which form smog.
Covered Products:
•The regulations set mandatory VOC concentration limits and prohibit the manufacture, importation
and sale of 53 categories of architectural coatings containing VOCs in concentrations in excess of
stipulated limits. These can be viewed at www.ec.ca/ceparegistry.
Timeline:
•For most of the regulated coatings, the manufacture and import prohibition takes effect on
September 9, 2010. For a few categories, the prohibition comes into effect on September 9, 2012 or
on September 9, 2014.
•The regulations allow a two year “sell-through” period during which non-compliant product in
inventory in Canada on September 9, 2010 may continue to be sold. After that, all sales of product
not in compliance with the new regulations will be prohibited. For most coatings, this means that the
stop-selling date will be September 9, 2012.
Brock White Canada Company, as a distributor of some of these coating products, will attempt to
maintain a list as to what products are affected by these new regulations so you can be aware of these,
and plan your purchases accordingly. The information that we provide is based on what the
manufacturers have supplied to us.
Please review the application instructions for all coatings moving forward as they may have changed in
the reformulation of some products to meet the new requirements.
Please contact Brock White for more information on any questions or concerns.
For more information on the Volatile Organic Compound (VOC) Concentration Limits for Architectural
Coatings Regulations, SOR/2009-264.
These can be viewed at http://canadagazette.gc.ca or see the Environment Canada website at http://
FEATURED PROJECT
Anthony Henday Drive
Edmonton, AB
PRODUCTS USED:
DOW HI-Load Rigid Insulation
1” HI-60 2” HI-40
GENERAL CONTRACTOR: PCL/KCM, Edmonton
ARCHITECT: CH2M Hill, Edmonton
ENGINEER: AECOM Engineering, Edmonton
SUB/SPECIALTY CONTRACTOR:
Standard General (paving), St. Albert
The project consisted of upgrading and
expanding the existing ring road highway around
Edmonton to a six lane divided freeway with 7
new bridge structures to ease traffic congestion
at peak travel hours and to eliminate the need
for the existing traffic signals. The project’s main
problem has not been material availability or the
lack of trades personnel but rather Mother
Nature.Edmonton has been impacted by a very
wet building season thus far which has created
stress to the construction timeline as well as
adding mounted pressure to the sub-contractors
to have their scope of the project completed.
879 Keewatin St. Winnipeg, MB R2X 2S7
www.BrockWhite.com
The purpose of using Dow
Styrofoam in the project was to
prevent frost penetration and
subsequent ice lensing due to the
sub grade’s extremely deep make
up of wet silty clay. The cost of
using the insulation placed over
the existing sub grade is substantial
but the costs to remove the
entire sub grade over the entire
roadway, truck it away and replace
with aggregate would have been
exponentially higher. The result is
a roadbed that will not freeze nor
experience the subsequent
heaving and deterioration
providing a significant savings to
the government on construction.
