Changes in the Foreign-Born Population Indicate New Growth Trends<br />
The <strong>for</strong>eign born population, or those who immigrate to the United States,<br />
tripled between 1970 (9.6 million) and 2000 (31.1 million; US Census). Most<br />
are immigrants from Mexico and Asia and they go to places that are “hot” job<br />
markets, where construction and service jobs are increasing. Many new and<br />
unskilled immigrants obtain low-wage jobs; there<strong>for</strong>e these populations tend<br />
to locate in high poverty (40% or more) neighborhoods. 13<br />
