<strong>Village</strong> recognizes Gilbert and Nissen<br />

The <strong>Foxfire</strong> <strong>Village</strong> Council<br />

named Mike Gilbert and Ray<br />

Nissen recipients of the Steiner-<br />

Stempel Community Service<br />

Award <strong>for</strong> 2006 during the regular<br />

<strong>Village</strong> Council meeting on<br />

Tuesday, April 11.<br />

Gilbert, who served <strong>for</strong> fifteen<br />

years as chairman of the village’s<br />

Planning and Zoning<br />

Board, died recently. His wife<br />

Carolyn accepted the award on<br />

his behalf.<br />

Nissen was the first administrator<br />

of the village’s water<br />

system. He served as president<br />

of the Moore County Homebuilders<br />

Association and was<br />

the handyman <strong>for</strong> numerous village<br />

families <strong>for</strong> many years.<br />

“The only mistake we made,<br />

if we made one,” Nissen said,<br />

referring to the early days of<br />

the village water system, “was not<br />

putting in sewer.”<br />

The community service award<br />

is named <strong>for</strong> Joe Steiner and<br />

Phil Stempel who contributed<br />

to the village in a variety of official<br />

and unofficial capacities<br />

over the years.<br />

Annexation. Work is underway<br />

to annex another 350 acres to the<br />

<strong>Village</strong> of <strong>Foxfire</strong>, as a result of<br />

a petition by thirteen property<br />

owners that live west of the village<br />

along Richmond Road.<br />

During its regular Tuesday,<br />

April 11 meeting, the <strong>Foxfire</strong><br />

<strong>Village</strong> Council accepted the<br />

<strong>Foxfire</strong> Council<br />

petition and <strong>Village</strong> Clerk Janice<br />

Thomas’ certification of its sufficiency.<br />

The next step in the<br />

process is a public hearing on the<br />

proposed annexation, scheduled<br />

<strong>for</strong> Tuesday, May 9 at 7:00<br />

pm in the <strong>Village</strong> Hall.<br />

The thirteen properties are<br />

sprinkled along Richmond Road<br />

and an unpaved road to the<br />

right of Richmond as you leave<br />

the village. The largest of the<br />

parcels is 135 acres. Several<br />

are single home lots of less than<br />

20 acres.<br />

Zoning. New zoning administrator<br />

Frank Holloway reported<br />

that there are currently 30 homes<br />

under construction in the village.<br />

Over the last month, ten set<br />

of <strong>plan</strong>s have been approved,<br />

Holloway said, including seven<br />

homes, two pools, and one barn.<br />

Planning and Zoning Board<br />

Chairman Nick Xanders presented<br />

four recommendations<br />

from the board to the council:<br />

• The creation in the Zoning<br />

Ordinance of a new Parks<br />

and Recreation District.<br />

• An addition to ordinances that<br />

would impose penalties on<br />

contractors who leave construction<br />

work unfinished.<br />

• A process <strong>for</strong> allowing neighboring<br />

property owners to<br />

review and comment on <strong>plan</strong>s<br />

<strong>for</strong> proposed construction in the<br />

village.<br />

• A checklist <strong>for</strong> the zoning<br />

administrator to use when<br />

evaluating <strong>plan</strong>s <strong>for</strong> new construction.<br />

Councilman Gene Petrie —<br />

who previously served as the<br />

<strong>Village</strong>’s Zoning Administrator,<br />

raised several technical concerns<br />

about the first two recommendations.<br />

On the motion of<br />

Councilman Carl Munro, all were<br />

tabled <strong>for</strong> discussion at a later<br />

meeting<br />

Finance. Finance Director<br />

Wally Peckitt reported that the village<br />

is in good financial shape<br />

<strong>for</strong> the present budget year, with<br />

a current cash balance of over<br />

$356,000.<br />

“However, I believe the challenges<br />

of the coming year will<br />

require a sharp pencil,” Peckitt<br />

said. He reminded council members<br />

that an initial work session<br />

on the Fiscal Year 2006-2007<br />
