Community Issues & Opportunities Communal Areas When creating a community vision for the Local Area, the highest priority in terms of community was an increase in communal areas. For people who want to get out of their homes in their free time to relax and socialise, options are currently somewhat limited within the Local Area, and residents need to travel further to mix with others. This does little for building relationships and friendships within the local community. Perhaps because of homes and reserves being the major land uses of the area, there is a perceived need for venues such as cafes and restaurants to socialise in the evening as well as the day, and all year round. Carine Regional Open Space is a clear favourite for recreation and some socialising, but being outdoors and largely recreationally focused (whether to play sport or relax and enjoy the natural environment), it is not currently always a place for meeting in all weather, nor at night. When asked to identify the main thing that needed to be improved in the area, “evening and entertainment activities” was the most common response from community members, and when asked what was missing in the area, “cafes or restaurants” was the most popular choice. Youth in particular described the need for more places to meet up with friends. Proposed development at the former TAFE site in Carine provides the opportunity to provide places to meet and socialise, as could a greater range of facilities at Carine Regional Open Space. Improved Sense of Community As a low-density residential area with few communal areas and most people passing through in cars, it is unsurprising that local community members might feel the lack of a sense of community. A sense of community is comprised of two types of social capital – the glue that holds communities together, which is the result of the interactions between people over time. One type of social capital is bonding social capital, which is the bond created between people who identify with others they perceive as similar to themselves. There are many opportunities for this within Carine-Hamersley, which is not a highly diverse population. The other type is bridging capital, which is between different types of people (of different ages, backgrounds, and so on), and this is particularly important as it helps to promote less conflict and a more vibrant, open-minded community. Many Carine-Hamersley residents clearly understand the ingredients for building social capital, mentioning communal areas and meeting places as priorities, a desire for more community activities, and the possibility of greater diversity in the area. The City can assist the community in developing itself through providing places and activities to meet both ‘similar’ and ‘different’ types of people without needing to go outside of the community so much of the time to do this. A Heart for the Local Area at Carine Regional Open Space Carine Regional Open Space is the emerging heart of the Local Area. 45% of survey respondents identified Carine Regional Open Space as the heart or community focal point of the area. 10% believed that although there was not currently a heart, one could be developed. The most commonly mentioned locations for this heart were Carine Regional Open Space and Hamersley Recreation Centre. Suggestions for Carine Regional Open Space include a café (for example something like the café at Jacob’s Park in Wembley, which overlooks the park) and a community hub (community centre), both of which would contribute to strengthening the place as the heart of the Local Area.
