Scope<br />
This Management Practice applies to –<br />
All employed <strong>City</strong> <strong>of</strong> <strong>Stirling</strong> staff<br />
Volunteers to the Centres<br />
Any Visitors to the Centres (either employed by <strong>City</strong> <strong>of</strong> <strong>Stirling</strong> or not)<br />
Parents/guardians <strong>of</strong> children attending the Centre<br />
(1) Key Information:<br />
<strong>Procedure</strong><br />
For the purposes <strong>of</strong> providing a safe environment and care for children and adults who are<br />
injured.or a serious incident has occurred (see definition <strong>of</strong> serious incident 2.3)<br />
It is important that both OSHC staff and families primary concern at all times is the wellbeing <strong>of</strong><br />
the children.<br />
Responsibilities <strong>of</strong> Parents:<br />
On enrolment, parents must discuss any health issues a child has.<br />
They will inform the <strong>City</strong> <strong>of</strong> <strong>Stirling</strong> OSHC centre when any updates to the enrolment record<br />
occur.<br />
Responsibilities <strong>of</strong> Staff<br />
Effective supervision should prevent or reduce the severity <strong>of</strong> injury to children or occurance <strong>of</strong> a<br />
serious incident, while still being balanced to allow children to play and interact with each other<br />
free <strong>of</strong> adult involvement. (See Supervision <strong>Procedure</strong>)<br />
OSHC staff must have appropriate Senior First Aid training and the Centre must adhere to the<br />
contact staff requirements. A staff member with an approved and current first aid qualification<br />
must be present at the service where children are in attendance at all times. Refer to The<br />
Education and Care Services National Regulations 2012 Part 4.4 Division 6 Regulation 136
(2) Managing Injured Children at the Centre:<br />
(2.1) If a Child is Injured at the Centre:<br />
Staff at the Centre, although able to provide first aid and comfort, are not trained health care<br />
pr<strong>of</strong>essionals and therefore are not qualified or able to provide ongoing personal health care to<br />
an injured child.<br />
If a staff member identifies a child at the centre as being injured, alert the first aid <strong>of</strong>ficer and the<br />
centre’s supervisor. The first aid <strong>of</strong>ficer should -<br />
o Check the child and provide First Aid according to the injury – use the DRSABCD<br />
principles. (Danger, Response, Send for help, Airway, Breathing, Compression and<br />
Defibrillation) Please Note Centres do not currently have a defibrillator.<br />
o The First Aid Officer will assess the child’s injury to determine if an ambulance is required.<br />

If necessary and possible transport child to the family doctor or nearest doctor surgery.<br />
Notify parents <strong>of</strong> the injury/illness and explain actions taken;<br />
- Who has been contacted<br />
- Where the child is<br />
- How the child is<br />
- That the child needs to be collected<br />
- That the child needs to be taken to the doctor or collected from the doctor.<br />
Keep the child comfortable and in view <strong>of</strong> staff at all times until parents can arrange pickup<br />
Reassure the child.<br />
The first aid <strong>of</strong>ficer will continue to assess the child until the ambulance, parents arrive or<br />
the child’s injury has lessened. However the First Aid Officer will check in with the child’s<br />
injury throughout the day to ensure the injury has not worsened.<br />

Inform the coordinator <strong>of</strong> incident and send copy <strong>of</strong> accident/injury report as soon as<br />
possible.<br />
Have parent sign report.<br />
Send copy <strong>of</strong> accident/injury report to the <strong>City</strong> <strong>of</strong> <strong>Stirling</strong>’s Insurance Officer.<br />
(2.2) If a Child is transported by ambulance:<br />
If an unaccompanied child is transported by ambulance a staff member must travel with them in<br />
the ambulance or travel immediately to the hospital in an alternative vehicle (e.g. car) to stay with<br />
the child until a guardian or family member arrives.<br />
(2.3) Notifying Parents<br />
Parents are to be contacted as soon as initial first aid has been given.<br />
If parents cannot be contacted the child’s emergency contact will be called<br />
Staff are to ensure parents <strong>of</strong> a child who has suffered an <strong>Accident</strong>/Illness/<strong>Incident</strong> while in the<br />
care <strong>of</strong> OSHC staff are notified immediately or within the same day as <strong>Accident</strong>/Illness/<strong>Incident</strong>.<br />
86 Notification to parents <strong>of</strong> incident, injury, trauma and illness<br />
The approved provider <strong>of</strong> an education and care service must ensure that a parent <strong>of</strong> a child<br />
being educated and cared for by the service is notified as soon as practicable, but not later than<br />
24 hours after the occurrence, if the child is involved in any incident, injury, trauma or illness<br />
while the child is being educated and cared for by the education and care service.<br />
Education and Care Services National Regulations 2012 Part 4.2 Division 1 Regulation 86<br />
If the parents cannot come immediately, the child is to be kept in a quiet place away from other<br />
children in view <strong>of</strong> staff at all times.<br />
The First Aid Officer will continue to monitor child regularly until parents or emergency contact<br />
arrive
The OSHC supervisor (as directed by <strong>City</strong> <strong>of</strong> <strong>Stirling</strong>’s Children’s Services Coordinator 9205<br />
8567) is required to notify The Regulatory Authority should there be any serious incident<br />
occurring at the centre.<br />
Meaning <strong>of</strong> serious incident<br />
For the purposes <strong>of</strong> section 174(5) <strong>of</strong> the Law, the following are prescribed as serious<br />
incidents—<br />
(a) the death <strong>of</strong> a child—<br />
(i) while being educated and cared for by an education and care service; or<br />
(ii) following an incident while being educated and cared for by an education and<br />
care service;<br />
(b) any incident involving injury or trauma to, or illness <strong>of</strong>, a child while being educated<br />
and cared for by an education and care service for which—<br />
(i) the attention <strong>of</strong> a registered medical practitioner was sought, or ought<br />
reasonably to have been sought; or<br />
(ii) the child attended, or ought reasonably to have attended, a hospital;<br />
(c) any incident where the attendance <strong>of</strong> emergency services at the education and care<br />
service premises was sought, or ought reasonably to have been sought;<br />
(d) any circumstance where a child being educated and cared for by an education and<br />
care service—<br />
(i) appears to be missing or cannot be accounted for; or<br />
(ii) appears to have been taken or removed from the education and care service<br />
premises in a manner that contravenes these Regulations; or<br />
(iii) is mistakenly locked in or locked out <strong>of</strong> the education and care service<br />
premises or any part <strong>of</strong> the premises.<br />

Documenting the <strong>Accident</strong>/Illness/<strong>Incident</strong>:<br />
Accurately documented information assists services in providing the best information for families<br />
and also assists medical practitioners to assess the severity <strong>of</strong> the injury and to make a diagnosis<br />
To ensure accuracy and consistency only one or two staff members are to be in charge <strong>of</strong><br />
documenting the child’s progress<br />
To record information about a child’s injury OSHC centre’s must keep a <strong>Accident</strong>/Illness register<br />
that includes:<br />
o Date <strong>of</strong> Report<br />
o Date <strong>of</strong> <strong>Accident</strong>/Illness/<strong>Incident</strong><br />
o Time <strong>of</strong> <strong>Accident</strong>/Illness/<strong>Incident</strong><br />
o The child’s name and age<br />
o Parents name address and phone number<br />
o Place <strong>of</strong> <strong>Accident</strong>/Illness/<strong>Incident</strong><br />
o Nature <strong>of</strong> <strong>Accident</strong>/Illness/<strong>Incident</strong>. Type <strong>of</strong> injury /illness and symptoms<br />
o Symptoms observed and circumstances leading up to illness/injury<br />
o The action taken by OSHC staff – including any medication or first aid given (see<br />
Administration <strong>of</strong> Medication Management Practice and <strong>Procedure</strong>)<br />
o Details <strong>of</strong> any person who has witnessed the accident/incident/illness<br />
o The name <strong>of</strong> the person the service has notified or attempted to notify and the time and<br />
dates <strong>of</strong> all contact with these persons.<br />
o An area for parents to sign and date to acknowledge the <strong>Accident</strong>/Illness/<strong>Incident</strong> and the<br />
action taken.<br />
