Kentucky Transportation Cabinet has conducted research on filtering technology<br />
for wash water. MoDOT needs to explore these filtering technologies by<br />
establishing pilot programs that are extensively monitored with random jobsite<br />
samples to ensure that they actually do what they claim concerning wash water<br />
collection, filtering, and disposal. Disposal <strong>of</strong> the wash water is controlled by<br />
regulations established by the Environmental Protection Agency (EPA) and the<br />
Missouri Department <strong>of</strong> Natural Resources (DNR). MoDOT should explore the<br />
formation <strong>of</strong> a joint task force with the EPA and DNR to explore and evaluate the<br />
options available concerning new ideas and technology for wash water collection,<br />
processing, and re-use / disposal.<br />
Contractor Certification – Quality <strong>of</strong> preparation and application <strong>of</strong> the surface<br />
coating system is critical to the life <strong>of</strong> the coating system. A method to ensure<br />
quality surface preparation and coating application would be to require, by<br />
specification, that coating contractors be certified by recognized Contractor<br />
Certification <strong>Programs</strong> by independent societies such as SSPC: The Society for<br />
Protective <strong>Coatings</strong>. <strong>Current</strong> MoDOT specifications do not define levels <strong>of</strong><br />
quality during application <strong>of</strong> the coating, nor do they require contractor<br />
certification. Requiring contractors to be certified will increase the level <strong>of</strong><br />
performance due to the need for the contractor to maintain its certification.<br />
In addition, the team recommends requiring certification for painting contractors,<br />
individual blast cleaning personnel, coating application personnel, and<br />
inspectors. SSPC has created programs detailed below that will fulfill all <strong>of</strong><br />
MoDOT’s needs.<br />
Painting Contractor Certification <strong>Programs</strong> (PCCP)<br />
The SSPC Painting Contractor Certification <strong>Programs</strong> are based on consensus<br />
standards developed by a diverse committee <strong>of</strong> industry pr<strong>of</strong>essionals. It is a<br />
nationally recognized independent contractor evaluation program, as well as a<br />
pre-qualification tool developed by SSPC for facility owners and others who hire<br />
industrial painting contractors.<br />
Each program reviews the industrial painting contractor's primary ability to<br />
provide quality work in accordance with applicable safety, health, and<br />
environmental compliance standards. The program is divided into the following<br />
categories:<br />
Qualification Procedure No. 1: “Field Application to Complex Industrial and<br />
Marine Structures” (QP 1) evaluates contractors who perform surface preparation<br />
and industrial coating application on steel structures in the field.<br />
Qualification Procedure No. 2: “Field Removal <strong>of</strong> Hazardous <strong>Coatings</strong>” (QP 2) is<br />
a supplement to QP 1 that evaluates the contractor's ability to perform industrial<br />
