contract on all overcoating and recoating projects in the contract maintenance<br />

program. For the high pressure water cleaning to be effective, it is<br />

recommended that the current maximum pressure <strong>of</strong> 1,500 psi be increased to a<br />

maximum pressure <strong>of</strong> 10,000 psi.<br />

Training for MoDOT Personnel – Additionally, in the overcoating process, the<br />

engineer is designated as the person who will ensure that the contractor is<br />

removing enough material (loose paint, corrosion, etc.) to enable the new coating<br />

to perform properly. Training for MoDOT personnel by one <strong>of</strong> the recommended<br />

training programs (described in Appendix D) will provide MoDOT engineers with<br />

the knowledge to ensure quality coating application.<br />

Pre-Bid and <strong>An</strong>nual Standards Meetings – The team recommends that it<br />

would be beneficial to MoDOT and the contractor to hold pre-bid meetings on all<br />

coating projects in order to review the requirements and expectations for the<br />

project, and to discuss all facets <strong>of</strong> the project and any unusual concerns the<br />

contractor may have about the project.<br />

While the team was reviewing the current processes in the contract maintenance<br />

coating program, one common theme that arose was that the contractors may<br />

not be aware <strong>of</strong> the expectations that MoDOT has for the painting program. As a<br />

result, the team explored the possibility <strong>of</strong> creating an annual standards meeting.<br />

This meeting would be held early in the calendar year (January, February, or<br />

March) prior to the start-up <strong>of</strong> coatings operations to review the expectations for<br />

field coating applications. At the meeting, field samples (or mock-ups) <strong>of</strong><br />

properly prepared surfaces and applied coatings would be preserved and made<br />

available to both contractor and MoDOT inspectors for their mutual review. As a<br />

result, there would be uniform enforcement <strong>of</strong> the coating inspection process by<br />

MoDOT. All contractors statewide would know what is expected <strong>of</strong> them by<br />

MoDOT on any project on which they are working.<br />

It is also recommended that there be mandatory Pre-Bid meetings which require<br />

attendance by all contractors and field coating contractors performing work on<br />

the project. If the contractor does not sign-in in person, their firm will be barred<br />

from bidding (either as a prime or subcontractor) on the contract. It is believed<br />

that by requiring their attendance at both an annual standards meeting and prebid<br />

meetings, MoDOT is ensuring that the contractors are familiar with and<br />

committed to working with MoDOT to provide the best product possible to the<br />

people <strong>of</strong> the State <strong>of</strong> Missouri.<br />

On-Site Reference Samples – A concept that was developed by the team while<br />

reviewing the current coating processes was to have the contractor prepare onsite<br />

reference samples. The Task Force recommends adding to the<br />

specifications the requirement that the coating contractor produce and preserve a<br />

surface preparation and coating application sample area on a section <strong>of</strong> the steel<br />

on the bridge at the jobsite. Based on the application, MoDOT and the contractor<br />
