Corporate Objective 3: Building stronger communities<br />

• We continue to contribute to both urban renewal and rural regeneration through<br />

physical and community regeneration in <strong>North</strong> <strong>Down</strong>. Our work supports<br />

neighbourhood renewal and the SPOD programme to tackle social<br />

disadvantage;<br />

• We continue to ensure housing, including affordable housing, is integral to the<br />

regeneration of <strong>North</strong> <strong>Down</strong>, as envisaged in the Bangor Town Centre<br />

Masterplan and the framework for Holywood town’s masterplan;<br />

• We continue to support the development of brownfield sites for social housing,<br />

including government surplus land and transfer sites. At 31 st March 2013, three<br />

brownfield sites in <strong>North</strong> <strong>Down</strong> were being developed to deliver 90 units of social<br />

housing. In 2013/14, four brownfield sites are programmed to deliver a further 50<br />

units in the borough;<br />

• To address social housing need in rural <strong>North</strong> <strong>Down</strong>, one scheme was on site at<br />

31 st March 2013 to deliver six units of social housing in Groomsport. In 2013/14 we<br />

will carry out a hotspot study of Groomsport to identify further potential sites for<br />

social housing;<br />

• During 2012/13 we continued to support the Rural Development Programme<br />

through our match funding exercise. Match funding will continue into 2013/14.<br />

Corporate Objective 4: Delivering quality services<br />

• We have reviewed our <strong>Housing</strong> Selection Scheme to account for welfare reform;<br />

• During 2012/13, DSD commissioned a fundamental review of the allocations<br />

policy for social housing;<br />

• We will continue to administer housing benefit prior to its phased transfer to<br />

universal credit between 2014 and 2017.<br />

Corporate Objective 1: Delivering better homes<br />

• In 2012/13 in <strong>North</strong> <strong>Down</strong>, we completed 92<br />

heating installations in <strong>Housing</strong> <strong>Executive</strong><br />

properties; replaced kitchens in115 dwellings;<br />

installed fire doors in six properties and frost stats in<br />

94 dwellings. Three schemes commenced to<br />

install double glazing in 555 properties and one<br />

health and safety scheme commenced to install<br />

fire doors in 476 dwellings;<br />

In 2012/13 we installed<br />

heating in 92 <strong>Housing</strong><br />

<strong>Executive</strong> properties in <strong>North</strong><br />

<strong>Down</strong> and plan to<br />

commence 131 heating<br />

installations and 104 oil<br />

boiler replacements during<br />

2013/14.<br />

• During 2013/14 in <strong>North</strong> <strong>Down</strong>, we plan to commence two schemes to install<br />

double glazing in 369 <strong>Housing</strong> <strong>Executive</strong> properties; install heating in 131<br />

dwellings and replace oil boilers in 104 properties. Demolition works are also<br />

scheduled for West Green, Holywood and Kilcooley estate, Bangor to facilitate<br />

urban regeneration;<br />

• Continue to fund an energy awareness programme.<br />
