Section 3 North Down local housing strategy During 2012/13 we spent £7.458 million in North Down, excluding investment in new build and grounds maintenance. For this year’s plan, and in line with the Minister’s Assembly statement on the Fundamental Review of NIHE, the reporting of performance and future programmes has been split by regional housing and landlord services. Regional housing services Corporate Objective 1: Delivering better homes • In North Down, six schemes were on site at 31 st March 2013 to deliver 141 units of social housing, including one unit of supported housing. A further ten new build schemes to provide 289 units of social housing, including 37 units of supported housing, are programmed to commence in the borough during 2013/14; • In 2012/13, a number of renovation and repair grants were completed in North Down (See Appendix 2); • During 2012/13 the Warm Homes Scheme facilitated insulation of 193 homes, 14 heating installations and both heating and insulation in a further 31 homes in North Down. A further 22 properties of solid wall construction received internal dry lining insulation; • We are managing and delivering a new boiler replacement scheme; • We will work with DSD to deliver a pilot initiative to bring a number of long term empty homes back into use for social renting. Census 2011 records 1,921 vacant dwellings in North Down, though does not distinguish second/holiday homes within this figure. Corporate Objective 2: Supporting independent living • During 2012/13 in North Down, we provided £4.167 million to fund 48 sheltered and supported housing schemes for a range of client groups, and four floating support services. The budget for 2013/14 is £4.315 million; • During 2012/13, we completed 25 disabled facilities grants in North Down, spending £0.386 million on private sector adaptations; • We continue to assess the need for generic wheelchair units in new build schemes and aim to facilitate bespoke properties, where possible, for those clients with complex needs; • During 2012/13, 782 homeless applications were received and 384 applicants were assessed as having Full Duty status. The new Housing Related Support Strategy (Supporting People) for the period 2013-15 sets out proposals to address the needs of three thematic client groups, including the homeless; • We continue to review the need for Traveller accommodation. A comprehensive five year needs assessment for Travellers will be undertaken in 2013/14 to inform a new Traveller Accommodation Programme. 6
Corporate Objective 3: Building stronger communities • We continue to contribute to both urban renewal and rural regeneration through physical and community regeneration in North Down. Our work supports neighbourhood renewal and the SPOD programme to tackle social disadvantage; • We continue to ensure housing, including affordable housing, is integral to the regeneration of North Down, as envisaged in the Bangor Town Centre Masterplan and the framework for Holywood town’s masterplan; • We continue to support the development of brownfield sites for social housing, including government surplus land and transfer sites. At 31 st March 2013, three brownfield sites in North Down were being developed to deliver 90 units of social housing. In 2013/14, four brownfield sites are programmed to deliver a further 50 units in the borough; • To address social housing need in rural North Down, one scheme was on site at 31 st March 2013 to deliver six units of social housing in Groomsport. In 2013/14 we will carry out a hotspot study of Groomsport to identify further potential sites for social housing; • During 2012/13 we continued to support the Rural Development Programme through our match funding exercise. Match funding will continue into 2013/14. Corporate Objective 4: Delivering quality services • We have reviewed our Housing Selection Scheme to account for welfare reform; • During 2012/13, DSD commissioned a fundamental review of the allocations policy for social housing; • We will continue to administer housing benefit prior to its phased transfer to universal credit between 2014 and 2017. Landlord Services Corporate Objective 1: Delivering better homes • In 2012/13 in North Down, we completed 92 heating installations in Housing Executive properties; replaced kitchens in115 dwellings; installed fire doors in six properties and frost stats in 94 dwellings. Three schemes commenced to install double glazing in 555 properties and one health and safety scheme commenced to install fire doors in 476 dwellings; In 2012/13 we installed heating in 92 Housing Executive properties in North Down and plan to commence 131 heating installations and 104 oil boiler replacements during 2013/14. • During 2013/14 in North Down, we plan to commence two schemes to install double glazing in 369 Housing Executive properties; install heating in 131 dwellings and replace oil boilers in 104 properties. Demolition works are also scheduled for West Green, Holywood and Kilcooley estate, Bangor to facilitate urban regeneration; • Continue to fund an energy awareness programme. 7
