• The Warm Homes scheme facilitated insulation of 437 homes, heating installations in 10 dwellings and both heating and insulation in 12 dwellings. In addition, 77 properties of solid wall construction received internal dry lining insulation; • We are managing and delivering a new Boiler Replacement Scheme. Corporate Objective 2: Supporting independent living • We invested £1.499 million in 19 supported housing schemes and six floating support services for a range of client groups. Our budget for 2013/14 is £1.610 million; • There were 86 disabled facilities grants completed in the private sector with a related spend of £787K. The budget for 2013/14 is £684K; • During 2012/13, 361 homeless applications were received and 153 applicants were assessed as having ‘Full Duty Status’. The new Housing Related Support Strategy (Supporting People) for the period 2013-15 sets out proposals to address the needs of three key client groups including homeless people; • A comprehensive Travellers five year needs assessment will be undertaken in 2013/14. This will inform a new Traveller Accommodation Programme. Corporate Objective 3: Building stronger communities • To help address rural housing need in Fermanagh, two social housing schemes were completed during 2012/13 and two were on site at 31st March 2013. These will provide 29 new dwellings; • During 2012/13 we continued to support the Rural Development Programme through our match funding exercise. Match funding will continue into 2013/14; • We continue to deliver our programme of latent demand tests. Corporate Objective 4: Delivering quality services • We are reviewing our Housing Selection Scheme to account for Welfare Reform; • During 2012/13, DSD commissioned a fundamental review of the Allocations Policy for social housing; • We will continue to administer Housing Benefit prior to the phased transfer to Universal Credit between 2014 and 2017. 6
