Include the needs of other sectors in the assessment. This is especially important where multi-function options such as dams are considered,<br />

given their broad systemic impacts and the scale of the investment.<br />

Account for changes in development needs over time. This is especially important when considering assets with long lifetimes. This would, for<br />

example, encourage the identification of options that provide flexibility.<br />

Stakeholder participation<br />

Defining needs and objectives with input from stakeholders is an important first step in meaningfully involving stakeholders and establishing<br />

development partnerships among governments, communities, and the private sector. Discussing development needs and objectives also provides<br />

space for a constructive dialogue on options early in the planning process and lays the foundation for some of the difficult decisions on priorities to be<br />

made later on.<br />

Session 2.3: Setting criteria and performance measures<br />

Intended outcome<br />

A clear set of criteria and performance measures to be attained by the range of proposed plans or options. A well defined set of criteria and<br />

performance measures focuses the subsequent steps in the process of comprehensive options assessment<br />

Purpose of session<br />

The purpose of this session is to introduce concept of criteria and performance standards in meeting identified needs.<br />

Learning objectives<br />

As a result of this session, trainees will understand the importance of setting the criteria and performance that options to be identified have to<br />

meet to qualify for consideration in the process of COA.<br />
