<strong>M<strong>in</strong>imum</strong> <strong>Qualification</strong> <strong>for</strong> <strong>the</strong> <strong>post</strong> <strong>of</strong> <strong>Pr<strong>in</strong>cipal</strong><br />
<strong>in</strong> Arts, Commerce and Science Colleges<br />
The UNIVERSITY GRANTS COMMISSION, New Delhi-110002, Notification<br />
dated 30 th June, 2010 envisages m<strong>in</strong>imum qualifications <strong>for</strong> <strong>the</strong> <strong>post</strong> <strong>of</strong> <strong>Pr<strong>in</strong>cipal</strong> <strong>in</strong> arts,<br />
commerce and science colleges as under:-<br />
1. The m<strong>in</strong>imum qualifications required <strong>for</strong> <strong>the</strong> <strong>post</strong> <strong>of</strong> <strong>Pr<strong>in</strong>cipal</strong>s, will be those as<br />
prescribed by <strong>the</strong> UGC Regulations.<br />
i) A Master’s Degree with at least 55% marks (or an equivalent grade <strong>in</strong> a po<strong>in</strong>t scale;<br />
wherever grad<strong>in</strong>g system is followed) by a recognized <strong>University</strong>.<br />
ii) A Ph.D. Degree <strong>in</strong> concerned/allied/relevant discipl<strong>in</strong>e(s) <strong>in</strong> <strong>the</strong> <strong>in</strong>stitution concerned<br />
with evidence <strong>of</strong> published work and research guidance.<br />
iii) Associate Pr<strong>of</strong>essor/Pr<strong>of</strong>essor with a total experience <strong>of</strong> fifteen years <strong>of</strong><br />
teach<strong>in</strong>g/research/adm<strong>in</strong>istration <strong>in</strong> Universities, Colleges and o<strong>the</strong>r <strong>in</strong>stitutions <strong>of</strong> higher<br />
education.<br />
iv. A m<strong>in</strong>imum score as stipulated <strong>in</strong> <strong>the</strong> Academic Per<strong>for</strong>mance Indicator (API) based<br />
Per<strong>for</strong>mance Based Appraisal System (PBAS), as set out <strong>in</strong> <strong>the</strong> UGC Regulation <strong>in</strong><br />
Appendix III <strong>for</strong> direct recruitment <strong>of</strong> Pr<strong>of</strong>essor <strong>in</strong> Colleges.<br />
2. The recruitment <strong>of</strong> <strong>the</strong> pr<strong>in</strong>cipal <strong>in</strong> <strong>the</strong> Colleges shall be on <strong>the</strong> basis <strong>of</strong> merit through all<br />
India advertisement and selections by <strong>the</strong> duly constituted Selection Committee as per <strong>the</strong><br />
provision made under <strong>the</strong> UGC Regulations.<br />
3. The candidates apply<strong>in</strong>g <strong>for</strong> <strong>the</strong> <strong>post</strong> <strong>of</strong> <strong>Pr<strong>in</strong>cipal</strong> are required to submit <strong>the</strong>ir APIs and<br />
PBAS as set out <strong>in</strong> <strong>the</strong> UGC Regulation <strong>in</strong> Appendix III <strong>for</strong> direct recruitment <strong>of</strong> Pr<strong>of</strong>essors<br />
<strong>in</strong> College <strong>in</strong> <strong>the</strong> given pro<strong>for</strong>ma.<br />
4. The overall selection procedure shall <strong>in</strong>corporate transparent, objective and credible<br />
methodology <strong>of</strong> analysis <strong>of</strong> <strong>the</strong> merits and credentials <strong>of</strong> <strong>the</strong> applicants based on weightage<br />
given to <strong>the</strong> per<strong>for</strong>mance <strong>of</strong> <strong>the</strong> candidate <strong>in</strong> different relevant dimensions and his/her<br />
per<strong>for</strong>mance on a scor<strong>in</strong>g system pro<strong>for</strong>ma, based on <strong>the</strong> Academic Per<strong>for</strong>mance Indicators<br />
(API) as provided <strong>in</strong> <strong>the</strong> UGC Regulations <strong>in</strong> Tables I to IX <strong>of</strong> Appendix III.<br />
5. The college management shall adopt <strong>the</strong> UGC Regulations <strong>for</strong> selection committee and<br />
selection procedures. The Academic Per<strong>for</strong>mance Indicators (API) based Per<strong>for</strong>mance<br />
Based Appraisal System (PBAS) shall be scrut<strong>in</strong>ized at <strong>the</strong> <strong>in</strong>stitutional level by <strong>the</strong><br />
Selection Committee prior to <strong>the</strong> <strong>in</strong>terviews.<br />
6. In all <strong>the</strong> Selection Committee <strong>of</strong> academic staff provided here<strong>in</strong>, an academician<br />
represent<strong>in</strong>g Scheduled Caste/Scheduled Tribe/OBC/M<strong>in</strong>ority/Women/Differently-abled<br />
categories, if any <strong>of</strong> candidates represent<strong>in</strong>g <strong>the</strong>se categories is <strong>the</strong> applicant and if any <strong>of</strong><br />
<strong>the</strong> members <strong>of</strong> <strong>the</strong> selection committee do not belong to that category, shall be nom<strong>in</strong>ated<br />
by <strong>the</strong> Vice-Chancellor or Act<strong>in</strong>g Vice-Chancellor <strong>of</strong> <strong>the</strong> <strong>University</strong>, and <strong>in</strong> case <strong>of</strong> a<br />
college Vice-Chancellor or Act<strong>in</strong>g Vice-Chancellor <strong>of</strong> <strong>the</strong> <strong>University</strong> to which <strong>the</strong> college is<br />
affiliated to. The academician, so nom<strong>in</strong>ated <strong>for</strong> this purpose, shall be one level above <strong>the</strong>
cadre level <strong>of</strong> <strong>the</strong> applicant, and such nom<strong>in</strong>ee shall ensure that <strong>the</strong> norms <strong>of</strong> <strong>the</strong> Central<br />
Government or concerned State Government, <strong>in</strong> relation to <strong>the</strong> categories mentioned above,<br />
are strictly followed dur<strong>in</strong>g <strong>the</strong> selection process.<br />
7. The Academic Per<strong>for</strong>mance Indicators (API) scor<strong>in</strong>g system <strong>in</strong> <strong>the</strong> process <strong>of</strong> selection <strong>of</strong><br />
<strong>Pr<strong>in</strong>cipal</strong> shall be similar to that <strong>of</strong> directly recruited College Pr<strong>of</strong>essor. In addition, <strong>the</strong><br />
selection committee shall assess <strong>the</strong> follow<strong>in</strong>g dimensions with <strong>the</strong> weightage given below:<br />
a. Assessment <strong>of</strong> aptitude <strong>for</strong> teach<strong>in</strong>g, research and adm<strong>in</strong>istration (20%)<br />
b. Ability to communicate clearly and effectively (10%)<br />
c. Ability to plan <strong>in</strong>stitutional programmes, analyze and discuss curriculum development<br />
and delivery, research support and college development/adm<strong>in</strong>istration (20%)<br />
d. Ability to deliver lecture programmes to be assessed by requir<strong>in</strong>g <strong>the</strong> candidate to<br />
participate <strong>in</strong> a group discussion or exposure to a class room situation by a lecture (10%)<br />
and<br />
e. Analysis <strong>of</strong> <strong>the</strong> merits and credentials <strong>of</strong> <strong>the</strong> candidates on <strong>the</strong> basis <strong>of</strong> <strong>the</strong> Per<strong>for</strong>mance<br />
Based Appraisal System (PBAS) pro<strong>for</strong>ma developed by <strong>the</strong> <strong>University</strong> based on <strong>the</strong>se<br />
Regulations (deducted to 40% <strong>of</strong> <strong>the</strong> Total API score.)<br />
8. Tables I and III <strong>of</strong> Appendix III are applicable to <strong>the</strong> selection <strong>of</strong> <strong>Pr<strong>in</strong>cipal</strong>s <strong>in</strong> colleges.<br />
At <strong>the</strong> time <strong>of</strong> recruitment, a service agreement should be executed between <strong>the</strong><br />
Management and <strong>the</strong> <strong>Pr<strong>in</strong>cipal</strong> concerned and a copy <strong>of</strong> <strong>the</strong> same should be deposited with<br />
<strong>the</strong> Chairman/Secretary. Such service agreement shall be duly stamped as per <strong>the</strong> rates<br />
applicable. The pro<strong>for</strong>ma <strong>of</strong> agreement is given <strong>in</strong> Appendix II.<br />
9. The self appraisal or l<strong>in</strong>ked Per<strong>for</strong>mance Based Appraisal System (PBAS) methodology<br />
shall <strong>for</strong>m part <strong>of</strong> <strong>the</strong> service agreement/Record.<br />
10. Selection Committee <strong>for</strong> <strong>the</strong> <strong>post</strong> <strong>of</strong> College <strong>Pr<strong>in</strong>cipal</strong>.<br />
(a) The Selection Committee <strong>for</strong> <strong>the</strong> <strong>post</strong> <strong>of</strong> College <strong>Pr<strong>in</strong>cipal</strong> shall have <strong>the</strong> follow<strong>in</strong>g<br />
composition;<br />
1. Chairperson <strong>of</strong> <strong>the</strong> Govern<strong>in</strong>g Body as Chairperson<br />
2. Two members <strong>of</strong> <strong>the</strong> Govern<strong>in</strong>g Body <strong>of</strong> <strong>the</strong> college to be nom<strong>in</strong>ated by <strong>the</strong> Chairperson<br />
<strong>of</strong> whom one shall be an expert <strong>in</strong> academic adm<strong>in</strong>istration.<br />
3. One nom<strong>in</strong>ee <strong>of</strong> <strong>the</strong> Vice-Chancellor who shall be Higher Education expert. In case <strong>of</strong><br />
Colleges notified/declared as m<strong>in</strong>ority educational <strong>in</strong>stitutions, one nom<strong>in</strong>ee <strong>of</strong> <strong>the</strong><br />
Chairperson <strong>of</strong> <strong>the</strong> College from out <strong>of</strong> panel <strong>of</strong> five names, preferably from m<strong>in</strong>ority<br />
communities, recommended by <strong>the</strong> Vice-Chancellor <strong>of</strong> <strong>the</strong> affiliat<strong>in</strong>g university <strong>of</strong> whom<br />
one should be a subject expert.<br />
4. Three experts consist<strong>in</strong>g <strong>of</strong> <strong>the</strong> <strong>Pr<strong>in</strong>cipal</strong> <strong>of</strong> a college, a Pr<strong>of</strong>essor and an accomplished<br />
educationist not below <strong>the</strong> rank <strong>of</strong> a Pr<strong>of</strong>essor (to be nom<strong>in</strong>ated by <strong>the</strong> Govern<strong>in</strong>g Body <strong>of</strong><br />
<strong>the</strong> college) out <strong>of</strong> a panel <strong>of</strong> six experts approved by <strong>the</strong> relevant statutory body <strong>of</strong> <strong>the</strong><br />
university concerned.<br />
5. An academician represent<strong>in</strong>g SC/ST/OBC/M<strong>in</strong>ority/Women/Differently-abled categories,<br />
if any <strong>of</strong> candidates represent<strong>in</strong>g <strong>the</strong>se categories is <strong>the</strong> applicant, to be nom<strong>in</strong>ated by <strong>the</strong><br />
Vice-Chancellor, if any <strong>of</strong> <strong>the</strong> above members <strong>of</strong> <strong>the</strong> selection committee do not belong to<br />
that category.
(b) At least five members, <strong>in</strong>clud<strong>in</strong>g two experts, should constitute <strong>the</strong> quorum.<br />
(c) All <strong>the</strong> selection procedures <strong>of</strong> <strong>the</strong> selection committee shall be completed on <strong>the</strong> day <strong>of</strong><br />
<strong>the</strong> selection committee meet<strong>in</strong>g itself, where<strong>in</strong>, m<strong>in</strong>utes are recorded along with <strong>the</strong> scor<strong>in</strong>g<br />
pro<strong>for</strong>ma and recommendation made on <strong>the</strong> basis <strong>of</strong> merit with <strong>the</strong> list <strong>of</strong> selected and<br />
waitlisted candidates/Panel <strong>of</strong> names <strong>in</strong> order <strong>of</strong> merit, duly signed by all members <strong>of</strong><br />
selection committee.<br />
(d) The term <strong>of</strong> appo<strong>in</strong>tment <strong>of</strong> <strong>the</strong> college pr<strong>in</strong>cipal shall be FIVE years with eligibility <strong>for</strong><br />
reappo<strong>in</strong>tment <strong>for</strong> one more term only after a similar selection committee process.<br />
11. The API/PBAS scores recorded <strong>in</strong> <strong>the</strong> enclosed pro<strong>for</strong>ma <strong>for</strong> category I, II and III scores<br />
should be enclosed to <strong>the</strong> application <strong>for</strong> <strong>the</strong> <strong>post</strong> <strong>of</strong> <strong>Pr<strong>in</strong>cipal</strong>. This is mandatory on <strong>the</strong> part<br />
<strong>of</strong> each applicants.

CATEGORY I: TEACHING, LEARNING AND EVALUATION RELATED<br />
ACTIVITIES<br />
Brief explanation:<br />
Based on <strong>the</strong> teacher’s self-assessment, API scores are proposed <strong>for</strong> (a) teach<strong>in</strong>g related<br />
activities; (b) doma<strong>in</strong> knowledge; (c) participation <strong>in</strong> exam<strong>in</strong>ation and evaluation; (d)<br />
contribution to <strong>in</strong>novative teach<strong>in</strong>g, new courses, etc. The m<strong>in</strong>imum API score required by<br />
teachers from this category is 75. The self-assessment score should be based on objectively<br />
verifiable criteria wherever possible and will be f<strong>in</strong>alized by <strong>the</strong> screen<strong>in</strong>g/selection<br />
committee. Universities will be required to detail <strong>the</strong> activities and <strong>in</strong> case <strong>in</strong>stitutional<br />
specificities require, adjust <strong>the</strong> weightage, without chang<strong>in</strong>g <strong>the</strong> m<strong>in</strong>imum total API scores<br />
required under this category.<br />

CATEGORY II: CO-CURRICULAR, EXTENSION AND PROFESSIONAL<br />
DEVELOPMENT RELATED ACTIVITIES<br />
Brief explanation:<br />
Based on <strong>the</strong> teacher’s self-assessment, category II API scores are proposed <strong>for</strong> cocurricular<br />
and extension activities, and pr<strong>of</strong>essional development related contributions. The<br />
m<strong>in</strong>imum API score required by teachers <strong>for</strong> eligibility <strong>for</strong> promotion is 15. A list <strong>of</strong> items<br />
and proposed scores is given below. It will be noticed that all teachers can earn scores from<br />
a number <strong>of</strong> items, whereas some activities will be carried out only be one or a few teachers.<br />
The list <strong>of</strong> activities is broad enough <strong>for</strong> <strong>the</strong> m<strong>in</strong>imum API score required (15) <strong>in</strong> this<br />
category to accrue to all teachers. As be<strong>for</strong>e, <strong>the</strong> self-assessment score should be based on<br />
objectively verifiable criteria and will be f<strong>in</strong>alized by <strong>the</strong> screen<strong>in</strong>g/selection committee.<br />
The model table below gives groups <strong>of</strong> activities and API scores. Universities may detail <strong>the</strong><br />
activities or, <strong>in</strong> case <strong>in</strong>stitutional specificities require, adjust <strong>the</strong> weightage, without<br />
chang<strong>in</strong>g <strong>the</strong> m<strong>in</strong>imum total API scores required under this category.<br />

Brief explanation:<br />
Based on <strong>the</strong> teacher’s self-assessment API scores are proposed <strong>for</strong> research and academic<br />
contributions. The m<strong>in</strong>imum API score required by teachers from this category is different<br />
<strong>for</strong> different levels <strong>of</strong> promotion and between university and colleges. The self-assessment<br />

<strong>the</strong> relevant category <strong>of</strong> publication by <strong>the</strong> concerned teacher, <strong>the</strong> first/<strong>Pr<strong>in</strong>cipal</strong> author and <strong>the</strong><br />
correspond<strong>in</strong>g author/supervisor/mentor <strong>of</strong> <strong>the</strong> teacher would share equally 60% <strong>of</strong> <strong>the</strong> total po<strong>in</strong>ts and<br />
<strong>the</strong> rema<strong>in</strong><strong>in</strong>g 40% would be shared equally by all o<strong>the</strong>r authors.
