The <strong>Bristol</strong> <strong>Bay</strong> Area Health Corporation (BBAHC) provides health care for the <strong>Bristol</strong> <strong>Bay</strong><br />

Region. Its <strong>Community</strong> Health Aides provide continuing primary health care and emergency<br />

medical services in the villages. Health Aides provide preventive and health surveillance services<br />

to include prenatal care, well child exams, and school age fluoride treatments. Patients who<br />

require further treatment are referred to the health corporation’s Kanakanak Hospital. Kanakanak<br />

Hospital is a 16 bed facility that serves patients of all ages in the area of medical care, pediatrics,<br />

obstetrics, well baby, out-patients, skilled and observational beds, swing beds, home health,<br />

community health, infant learning, maternal-child health, emergency room, WIC, mental health,<br />

and drug and alcohol services. Ancillary support services include: audiology, dental, diabetes,<br />

laboratory, medevac, optometry, radiology, social services, and specialty clinics. Patients<br />

requiring care not provided at Kanakanak are referred to other regional medical facilities including<br />

Alaska <strong>Native</strong> Medical Center for those that are of <strong>Native</strong> descent.<br />

ALCOHOL AND DRUG ABUSE PROGRAM<br />

Office hours are Monday – Friday, 8:00 a.m. – 5:00 p.m.<br />

Emergency services/crisis intervention is available 24 hours per day, 7 days per week.<br />

After hours calls are dispatched to Counselors through the <strong>Dillingham</strong> Police Department<br />

or Counselors can be reached through Kanakanak Hospital.<br />

The BBAHC Alcoholism and Drug Abuse Program offers a wide variety of services.<br />

Provides community education and resource materials, including video/audio tapes.<br />

Services are also provided at Jake’s Place, a 12-bed residential facility available for those<br />

clients who are assessed as needing more structured, intensive treatment. Located next<br />

to Kanakanak Hospital. Walk-ins are welcome.<br />

Program services include:<br />

o Assessment and Evaluation: Assessments and Evaluations are done at<br />

the request of the client or a referring agency.<br />

o Outpatient Counseling: One on one counseling sessions, usually one<br />

hour long for 8-12 weeks, followed by 3-6 months of Aftercare.<br />

o Aftercare Program: Aftercare is a group meeting. Sessions are 2 hours<br />

long, once a week.<br />

o Transitional Care: For people on their way to treatment, returning from<br />

treatment, or village residents enrolled in the Outpatient Program.<br />

o Residential Care: This new program provides supervised living for clients<br />

waiting to go to and returning from inpatient treatment outside the region.<br />

o Follow-up: Contacts are designed to assist clients with ongoing sobriety<br />

issues.<br />

Sharing brokenness as well as heroism is an essential part of maintaining<br />

Behavioral Health Center staff brings a variety of skills, education and techniques to the<br />

center and offer psychotherapy, counseling, case management and life skills training.<br />

Village based workers provide on-site services with support from office staff.<br />

The Behavioral Health Center offers a variety of services to all villages in the <strong>Bristol</strong> <strong>Bay</strong><br />

area, including:<br />

Emergency Services – Outreach, crisis intervention, and referrals are available 24 hours<br />

a day, 7 days a week to all of the <strong>Bristol</strong> <strong>Bay</strong> area. After-hours and weekend emergency<br />

calls are dispatched to counselors by <strong>Dillingham</strong> Police at (907) 842-5354.<br />

Outpatient Services – Individual, couple, family, group counseling and psychotherapy is<br />

available for adults, children and adolescents throughout <strong>Bristol</strong> <strong>Bay</strong>. Consultation and<br />

evaluation services are available to schools, hospitals, court systems, and social service<br />

agencies.<br />

Psychiatric Services – Psychiatric assessments and evaluations are available by<br />

appointment only. Call the Counseling Center office for scheduling of intake and<br />

appointments.<br />

Child and Adolescent Services – Offers crisis intervention, individual, family and group<br />

therapy to children and adolescents with various emotional and behavioral difficulties.<br />

Consultation services and presentations on specific mental health services to children<br />

and adolescents are also available.<br />

<strong>Community</strong> Support Services – Specialized outpatient and residential services provided<br />

to adults with chronic mental illness.<br />

Village Outreach & Counseling Services - Outreach counseling, referral and case<br />

management services are available in the village through Family Service Workers and<br />

during itinerant village travel by clinical staff in the regional office. Call for current travel<br />

schedules.<br />

Suicide Prevention/Education – Available throughout <strong>Bristol</strong> <strong>Bay</strong> to communities, schools,<br />

or groups by request.<br />

Critical Incident Stress Debriefing – Debriefing services for first responders to a traumatic<br />

incident.<br />

“Our House” – A short-term crisis/respite center for individuals suffering with chronic or<br />

persistent mental illness. Clients receive comprehensive assistance.<br />

Fees: On a sliding scale based on income, no person will be denied services due to lack<br />

of funds.<br />

A Child Advocacy Center (CAC) is a child –focused, facility-based program where<br />

representatives from many fields meet to discuss and make decisions about the investigation,<br />

treatment, and prosecution of child abuse cases. They also work together to prevent further<br />

victimization of children, providing outreach presentations and activities.<br />

This multidisciplinary team approach brings together all the professionals and agencies needed<br />

to offer complete services: law enforcement, child protective services, prosecution, mental health<br />

and the medical community. CACs are community –based programs designed to meet the unique<br />

needs of its community.<br />

CACs have many benefits: more immediate follow-up to child abuse reports; more efficient<br />

medical and mental health services or referrals; reduction in number of child victim interviews;<br />

increased successful prosecution; and consistent support for child victims and supportive adults.<br />

This wrap-around approach, with follow-up services provided by the CAC, ensures that<br />

children receive child-focused services in a child –friendly environment-one in which the<br />

child comes first!<br />

Located in <strong>Dillingham</strong>, “Nitaput” Child Advocacy Center (CAC) provides services to<br />

every village in the <strong>Bristol</strong> <strong>Bay</strong> region. “Nitaput” offers education, information, and<br />

family support. Families from outside of <strong>Dillingham</strong> are brought in for the interview<br />

and medical needs. Families are never billed for services.<br />

All information that is gathered at “Nitaput” is confidential and only shared with the<br />

multidisciplinary team upon the consent of the parent or guardian.<br />

Core Components of a Children’s Advocacy Center<br />

• A separate, child-friendly facility for interviewing and providing services to child victims and their<br />

non-offending family members. At “Nitaput” Child Advocacy Center the interview, medical<br />

exam, family support, and counseling are all done under the same roof. All the rooms are child<br />

and family friendly.<br />

• Five core disciplines: law enforcement, child protective services, prosecution, mental health and<br />

medical. “Nitaput” also provides a child/family advocate-case manager to help the family<br />

through the process and to provide follow-up services.<br />

• Coordinated multidisciplinary investigation team. This team works together at “Nitaput” to<br />

provide the best care and services for the <strong>Bristol</strong> <strong>Bay</strong> region. The entire team is available for<br />

the family to answer questions and to make sure all the information needed is collected. The<br />

interview is video taped so that the child only has to go though the stress of the interview one<br />

time.<br />

• Regular interdisciplinary case reviews. The “Nitaput” team meets monthly to keep updated on<br />

cases.<br />

• Intensive case follow-up. The “Nitaput” case manager contacts each family on a regular basis,<br />

providing information, referrals, coordination, and other services the family may need.<br />

• Specially-trained professionals. Each team member is specially trained to effectively and<br />

sensitively gather the information needed and to provide the most effective services to the<br />

family.<br />

The BBAHC Diabetes Prevention / Lifestyle Change program is recognized by the American<br />

Diabetes Association. The program provides diabetes self-management education, follow-up care<br />

and primary prevention education. A full-time dietitian and certified diabetes educator are on staff.<br />

The ANMC Diabetes program visits annually. Program services include: Free blood sugar testing;<br />

Diabetes and nutrition counseling for all ages with or without diabetes, high blood pressure,<br />

overweight, or heart disease; Annual Art contest and "<strong>Bristol</strong> <strong>Bay</strong> Walk"; <strong>Community</strong> visits to<br />

schools and adult classes on diabetes and nutrition; October apple program; two day Diabetes Self-<br />

Management Diabetes Classes; and newly developed Diabetes booklet written in English and<br />

Yupik...soon to be on DVD.<br />

The Health Education Program consists of three components: 1. The WIC program (see p. 11)<br />

provides foods and nutrition education to children under 5 as well as pregnant, breastfeeding, and<br />

post-partum women. Additionally, the WIC program supports breastfeeding by a pump loan<br />

program. 2. The currently developing Comprehensive Nicotine Dependence Treatment<br />

program. A <strong>Resource</strong> Library is also available with a variety of videos, posters, pamphlets and<br />

books. In addition, a blender, skillets, and a number of bread machines are available to schools<br />

and childcare programs to be loaned for nutrition education purposes.<br />

About BBHA:<br />

BBHA’s mission is to eliminate substandard housing conditions by developing local<br />

capacities to provide safe, decent and affordable housing opportunities for the <strong>Native</strong><br />

population of <strong>Bristol</strong> <strong>Bay</strong>.<br />

• Provides low rental subsidies for 72 homes and apartments, and 25 elderly<br />

apartments.<br />

• 241 current Mutual Help homebuyers are in the process of purchasing their homes<br />

over a fifteen-year period.<br />

• 191 additional homebuyers have achieved homeownership.<br />

• Provided mortgage assistance to 10 homeowners in the past two years.<br />

• Provides affordable housing for over 400 households in the region.<br />

The housing needs of the healthy and reasonably active seventy- to ninetyyear-olds<br />

include not only economical shelter, but also safety and<br />

located at the intersection of Kanakanak Road and Aleknagik Lake Road. Hours of<br />

operation are Monday – Friday, 8:00 a.m. – 12:00 p.m. and 1:00 p.m. – 4:30 p.m.<br />

Verification of income is needed to determine eligibility. Services may be accessed<br />

once a month.<br />

Helping tribal members get title to their land and help in managing their property is the<br />

foundation of the Realty Program’s work. Realty staff can help with trespass cases,<br />

gravel sales, partitions, easements and subdivisions. Landowners are urged to take<br />

advantage of another important Realty service, help in the writing of wills, to avoid<br />

inheritance disputes among heirs and family members.<br />

Village Public Safety Officers provide law enforcement of misdemeanor crimes in rural<br />

villages, and can serve legal orders, such as restraining orders. The VPSO’s primary<br />

responsibility is to ensure safety, for example, coordinating search and rescue or<br />

responding to immediate danger situations. Village Public Safety Officers can provide<br />

community presentations about safety, for example, water safety.<br />

There is a fantasy abroad. Simply stated, it goes like this: “If we can resolve<br />

our conflicts, then someday we will be able to live together in community.”<br />

be: “If we can live together in community, then someday we will be able to<br />

and assistance. The ICWA Program provides a Tribal liaison with the state in Child in<br />

Need of Aid/Child Protective cases. Limited emergency transportation and<br />

handicapped access van available. Limited air transportation for village clients.<br />

Safe And Fear Free Environments<br />

Crisis Line: 842-2316 or 1-800-478-2316<br />

Emergency Services: Provide immediate safety services including emergency transportation,<br />

shelter, food and 24 hour crisis intervention assistance accessed through the Crisis Line.<br />

Provides Advocacy services including accompaniment and assistance with courts, law<br />

enforcement, medical services and other providers for victims of domestic violence or sexual<br />

assault. Provides shelter, food, clothing and other residential support services. Children are<br />

welcome, but must be accompanied by a non-offending parent or guardian. Unaccompanied<br />

teens may be admitted with consent of their parent or legal guardian. SAFE will also provide<br />

second-hand clothing in emergency situations (e.g. fire) and to outlying villages.<br />

Counseling: Provides short-term crisis intervention counseling for victims of domestic violence<br />

and sexual assault and operates a 24 hour toll-free crisis line for all of <strong>Bristol</strong> <strong>Bay</strong>. Referral and<br />

support in accessing other, longer term services for participants who request it. Self-help groups<br />

for women meet every Thursday evening (topics rotate), with childcare provided for those<br />

attending. Group for teens 12-19 meets every Tuesday evening.<br />

SART (Sexual Assault Response Team): SAFE participates in a coordinated response to adult<br />

and child victims of sexual assault. SART can be accessed through SAFE crisis line,<br />

BBAHC/SANE (Sexual Assault Nurse Examiner), and/or through village, local or state law<br />

enforcement. Services and assistance is available regardless of whether victim(s) want to make<br />

a police report. Victims of sexual assault should contact SAFE directly for assistance in<br />

accessing confidential support services.<br />

SISTR (Safety In Sobriety Through Recovery): Provides safe shelter for women who are<br />

battered and chemically dependent while they access treatment through Jake’s Place. Women<br />

with children can live in the shelter for extended periods while participating in IOP/OP<br />

(Intensive Out Patient), aftercare and/or other sobriety support activities.<br />

Transportation: Provides emergency airfare to the nearest safe shelter to victims of domestic<br />

violence / sexual assault and their families when remaining in the village is unsafe.<br />

Transportation is provided only one-way. SAFE also provides local ground transportation to<br />

program participants in limited circumstances.<br />

Families, churches, businesses, and governments become sick by refusing to<br />

face painful realities. If they allow themselves to become conscious of their<br />

painful issues, however, then they can work on healing and grow into painful<br />

but joyful maturity.<br />

Activities: Sponsors alcohol-free activities for women and children on Friday evenings at the<br />

SAFE office. Children’s programs are offered periodically and include structured play, art, and<br />

education and support groups. Groups meet at the SAFE office and are open to the public. For<br />

more information or to find out when a program is next offered, call the SAFE office.<br />

Legal Services: Provides legal information, referral and advocacy to victims of domestic<br />

violence and sexual assault. Services include assistance to adult and child victims in obtaining<br />

Domestic Violence Restraining Orders, court accompaniment, and advocacy with various<br />

agencies involved in legal proceedings. Many services can be provided telephonically. SAFE<br />

also operates a daily court watch and tribal notification program linking tribes, villages and<br />

regional groups with updated<br />

Assault, including Personal Safety for children K-12. Sessions on family violence issues are<br />

provided weekly, monthly, and quarterly. SAFE’s Village Services will make every effort to<br />

meet any village request for a presentation within travel fund constraints. Will also provide<br />

reference materials on request. Certified staff provide professional trainings on domestic<br />

violence, sexual assault, child abuse & neglect, sexual harassment and related subjects for law<br />

enforcement, educators, tribal and village leaders, members of the faith community, businesses,<br />

and other human service providers.<br />

Crimes Compensation: Victims of domestic violence/sexual assault and other crimes may pick<br />

up crime compensation forms at the SAFE office. Staff can provide assistance in completing<br />

these forms and accessing VCC.<br />

Public Health Nurses form the "public health safety net" throughout Alaska. Public health nurse time is<br />

spent in a combination of individual, family, community, and agency activities. Client services are mostly to<br />

rural and low income and/or under insured individuals and families. More than 50% of our services are<br />

provided to children under 5 years of age and to pregnant women and adolescents. Alaska's Public Health<br />

Nursing serves as a conduit of information between multiple state and local agencies and the public in their<br />

communities on a wide range of public health concerns.<br />

System dedicated to: helping people without lawyers understand family law procedures;<br />

assistance for low-income families. Families with children under 19 or pregnant<br />

women in their third trimester may qualify when at least one parent is working<br />

less than 100 hours a month, too ill to work, absent or deceased.<br />

FOOD STAMPS – Food coupons for low-income households for the purchase of<br />

food.<br />

GENERAL RELIEF – Emergency assistance for low income individuals who are<br />

homeless, facing eviction, or have received a utility cut-off notice. This program<br />

may also help pay first month’s rent for a new place to live. Assistance is given<br />

on a month-to-month basis - - applicants must reapply each month.<br />

“Hanging in there” results in a positive outcome. Confrontation turns to love<br />

and respect; chaos gives way to deeper levels of community.<br />

Transportation Assistance<br />

Many agencies proved air and/or ground transportation to their clients under certain<br />

circumstances. If you are receiving or seeking services from an agency, and need help<br />

with transportation, ASK!!! The following is a partial listing of local agencies that may<br />

provide limited transportation.<br />

SAFE – Provides emergency air fair to victims of domestic violence/sexual<br />

assault and their families when remaining in the village is unsafe. Transportation is<br />

provided only one-way, and the only to the Shelter. SAFE also proves local<br />

transportation to clients in limited circumstances. 842-2320<br />

BBAHC Behavioral Health Center – Provides emergency air transportation to<br />

clients in a mental health crisis, as determined by the program. Also provides local<br />

transportation to clients in limited circumstances. 842-1230<br />

BBAHC Social Services – Arranges some transportation expenses for Medicaid<br />

recipients, and may be able to authorize expenses for low-income patients who must<br />

travel to receive necessary medical services. 842-9338.<br />

Village Councils and Other <strong>Resource</strong>s<br />

Some Village Councils have established Tribal Courts. Several Village Councils in the <strong>Bristol</strong> <strong>Bay</strong><br />

region provide some child welfare services. All have the authority to do so. Some Village Councils<br />

can provide food, clothing, and other assistance for village residents. Village Councils can authorize<br />

adoptions of Tribal members. Some Village Councils have or are establishing Village Safe Homes<br />

for victims of domestic violence and sexual assault including children. Check with your local Village<br />

Council to find out what services they offer.<br />
