Handling and Storage of <strong>Hazardous</strong> Goods on<br />

NZ King Salmon Seafarms<br />

This document gives an outline on the transport, storage and handling of hazardous goods on NZ<br />

King Salmon seafarms. Additional information can be found in the following documents which guide<br />

operations on NZ King Salmon's existing farms and are attached to this report.<br />

The NZ King Salmon Oil Spill Plan has been submitted and is awaiting approval by the<br />

Marlborough District Council Harbour Master.<br />

Types of hazardous goods:<br />

Below is a list of the items stored onsite at NZ King Salmon's farms. Approximate quantities for larger<br />

volume items have been included. Other items such as aerosols, oils, and cleaners are kept in small<br />

quantities of approx 8L or less.<br />

Diesel (1500 – 5000L)<br />

Petrol (40 – 500L)<br />

LPG (95L)<br />

Various aerosols (paints, lubricants etc)<br />

Various oils – engine and hydraulic<br />

Disinfectants, cleaning chemicals, formalin<br />

Compliance and training:<br />

NZ King Salmon complies with <strong>Hazardous</strong> <strong>Substances</strong> and New Organisms Act 1996 (HSNO)<br />

regulations.<br />

Diesel is stored in quantities below HSNO trigger levels however, as it is stored in tanks connected to<br />

machinery ‘Stationary Container Certificates’ are required under HSNO.<br />

Petrol is stored in quantities that exceed HSNO trigger levels at some sites. These sites are required<br />

under HSNO to have ‘Location Test Certificates’.<br />

NZ King Salmon does not hold other hazardous goods above HSNO trigger levels on its existing<br />

seafarm sites.


NZ King Salmon undertakes annual auditing by an HSNO Test Certifier to ensure compliance with the<br />

regulations and ensures it follows best practice in the storage of hazardous goods.<br />

NZKS has trained Approved Handlers as required by HSNO for each site. Seafarm employees<br />

undertake a variety of training including oil spill, fire, confined spaces and first aid to deal with any<br />

potential issues. All training is recorded on a HRSS database with monthly reports on training status<br />

sent to farm management. Copies of Material Safety Data Sheets (MSDS) are kept on all sites<br />

available to staff in the event of an accident.<br />

Transport and transfer:<br />

<strong>Hazardous</strong> goods are transported to sites by NZ King Salmon vessels and Barge Contractors.<br />

Contractors' barges are the primary mode of transport for bulk goods (diesel, petrol and LPG). Other<br />

hazardous goods would normally be transported on a NZ King Salmon vessel.<br />

NZ King Salmon's policy for transport of hazardous substances by NZ King Salmon vessels is outlined<br />

in the Vessel Operation Policy (section 13.1.6). This details the goods and quantities to be carried.<br />

Contractors are responsible for management of any hazardous goods on their vessels. NZ King<br />

Salmon however undertakes auditing of contractors to ensure hazards are managed in the NZ King<br />

Salmon workplace. This process is outlined in the NZ King Salmon Contractor Safety Handbook.<br />

Diesel and petrol are transported in a variety of containers:<br />

Bulk tanks on the contractor barge (diesel)<br />

250L Drums (petrol and diesel)<br />

25L plastic containers (petrol and diesel)<br />

Transfer from bulk tanks by Barge Contractors to NZ King Salmon Barge tanks is by pump. This<br />

process is visually monitored and is specifically covered in the Oil Spill Policy due to the volumes<br />

transferred. The inlet pipes on NZ King Salmon barge tanks are bunded to capture small spills that<br />

may occur during transfer.<br />

250L drums delivered to the sites are either stored in Dangerous Goods Sheds or the fuel transferred<br />

into storage tanks inside barge hulls. Transfer from 250L drums is done by hand pump. Drums are<br />

decanted into 25L containers for use in small plant at the sites.<br />

25L containers delivered to the site are stored in Dangerous Goods Sheds or Cabinets. 25L<br />

containers are used to refill small plant at the sites.<br />

LPG is transported to the sites in 45kg cylinders and is primarily used for domestic purposes. These<br />

cylinders are connected to the gas line on the barge.<br />

Storage and containment:<br />

NZ King Salmon storage of petrol and diesel is compliant with HSNO regulations and are stored in<br />

tanks below barge decks or in Dangerous Goods Cabinets and Sheds.<br />

The tanks below barge decks are subject to HSNO Stationary Tank Certification. The barge hulls<br />

provide bunding to contain any potential leak or spill from these tanks.


Dangerous Goods Sheds and Cabinets in which petrol is stored all must meet HSNO standards in<br />

order to gain a ‘Location Test Certificate’. This takes into account location, construction, venting and<br />

bunding etc. NZ King Salmon applies this standard to all sites even when volumes are below HSNO<br />

trigger levels and they do not require certification.<br />

LPG is stored on the barges in an outside vented area and away from ignition sources. The cylinders<br />

are secured to prevent them moving. This setup is similar to a standard domestic installation.<br />

Other hazardous goods (oils etc) are stored in Dangerous Goods Cabinets and Sheds.<br />

The Seafarm Hazard Register contains hazards and control associated with the storage and transfer<br />

of hazardous goods.<br />

In the event of a spill NZ King Salmon farms have Oil Spill Kits onsite. These kits have a capacity of<br />

approx 150L.<br />
