Technical Meeting 2003 Welcome Dear EURING 2003 participants, Since many years now EURING (The European Union for Bird Ringing) is active in promoting the development of bird ringing as a tool for science and wildlife conservation. Among the most important results EURING has obtained, the so called ‘technical meetings’ rank surely high. Following the idea put forward by the past President Pertti Saurola, it is now since 1986 that EURING could attract top scientists to discuss and develop statistical tools for the analysis of mark-recapture data. These meetings are fairly unique venues, where biostatisticians and ornithologists interact and exchange their experiences to set up priorities for the next steps to be undertaken for the best use of data derived from ringing and marking of our birds. The truly international profile gained by the EURING technical meetings is also confirmed by what has now become a tradition of holding them alternatively in Europe and the U.S. These meetings have also invariably produced volumes of proceedings of the highest scientific level and contents, which is a further reason of their success. And beyond the proceedings, new software has been produced also thanks to the analytical opportunities offered by unique data sets originating from ringing. Presently much of this software is free, allowing scientists from all over the world to benefit from these analytical tools produced by famous biostatisticians who deserve all our appreciation for their positive availability to support research on marked individuals. Increasingly during the years the need for a detailed knowledge of the demographic processes affecting bird populations has become an important component of conservation policies. The study of marked birds contributes to applied aspects of the management, harvesting and conservation of their populations, which belong to the international community and represent the subject of international directives. The contribution that also the EURING technical meetings have offered to the uderstanding of the mechinisms governing bird populations have influenced the design of some of the most important ringing projects coordinated by EURING and devoted to bird monitoring across Europe, like our Constant Effort Site project. This meeting is kindly hosted by the good friends of Vogelwarte Radolfzell, an Istitute which has offered so much to the understanding of the adaptive roots of bird migration and to longterm monitoring of migratory birds.
