BLACK BEAR AWARENESS 101
Keep Food Unavailable to Avoid Keeping Bears in Area
SOCIAL CIRCLE, Ga. - Black bears spark a
wide array of human emotions. Curiosity and
awe come to mind for some; caution and fear
emerge for others. When observed in human
development areas, panic sometimes proves
the most common reaction. During spring
and summer, the likelihood of bear sightings
increases, and the Georgia Department of
Natural Resources’ Wildlife Resources Division
encourages residents to educate themselves in
order to avoid panic and to peacefully co-exist
with these magnificent animals.
As the human population continues to
grow and expand, and as we settle into areas
shared by a variety of wildlife species, including
the black bear, it is only natural that we increasingly
observe these animals in urban settings.
“A black bear sighting is something that
few people ever forget—especially when it is in
your backyard. Human populations have grown
and expanded into areas traditionally inhabited
by bears and when conflicts arise, it is unfortunately
the bear that is perceived as a threat
or nuisance,” says Wildlife Resources Division
Assistant Game Management Chief John W.
Bowers. “We encourage all Georgia citizens,
especially those in known bear areas, to educate
themselves about bears and bear behavior, be
responsible and help prevent conflicts from
occurring,” says Bowers.
Black bears are most commonly found
in three areas of the state—the north Georgia
mountains, the Ocmuglee River drainage
system in central Georgia and the Okefenokee
Swamp in the southeast. However, black bears
can and do range over larger areas in search
of food, especially in the spring, when natural
food sources are scarce. Young male bears are
also known to roam larger areas in an effort to
establish their own territory.
Because black bears are omnivorous, their
diet consists of whatever food is readily available
at any given time of year. Thus, black bears are
reasonably attracted to the scents of human
food, pet food, bird seed, beehives and even
compost piles, especially in springtime, when
natural food source availability is low. When
bears can easily obtain such non-natural food
sources, they begin to associate humans with
food and as a result, lose their innate fear of
humans. Wildlife Resources Division biologists
encourage residents to heed the following tips
in an effort to minimize bear attractants and
lessen the likelihood of nuisance bears:
• NEVER, under any circumstances, feed a
bear. Such activity is unlawful.
• Keep items, such as grills, pet food, or
bird feeders off-limits to bears. Clean and
store grills when not in use, keep pet food
indoors and take bird feeders down if bears
are in the area.
• Make sure trashcans are bear-proof or
kept indoors.
• When camping or picnicking, keep
your site clean. Never leave food or
coolers unattended.
• Never keep food in or near your tent. Store
food in properly sealed containers and
whenever possible, store these containers
in a vehicle. If camping in backcountry
areas, hang packs or food bags at least ten
feet off the ground and at least four feet
from the trunk of a tree.
“The division receives numerous calls each
year regarding bear sightings and requests for
bear relocation,” says Bowers. “Relocation is
seldom a solution. For example, relocated bears
often attempt to return to the same territory,
other bears may move into the vacated area and
adult male bears often kill other bears, especially
young males, when relocated into new territory.
Therefore, relocation should only be considered
in extreme cases.”
Residents initially should alert Wildlife
Resources Division officials of the bear’s
presence, and take the actions previously
described to resolve nuisance bear problems.
Most often, if residents remove the attractant,
the bear will move on and not return. However,
if the bear persists for several days, residents
should contact the nearest Wildlife Resources
Division Game Management office.
Though the American black bear (Ursus
americanus) is now considered the most
common bear in North America and the
only bear found in Georgia, at one point the
species was nearly eradicated from the state
due to poaching and habitat loss. Yet, because
of sound wildlife management practices,
Georgia’s current black bear population is
approximately 5,100.
The Ancient Sport of Falconry
is Alive in Georgia
By: Mary Kiley
On a clear, chilly winter morning with a few
patches of snow peeking from the shadows of
the woods Mitchell Dickey lets his Red-tailed
hawk take wing in search of prey. In a
partnership with roots in antiquity the two
hunters work in tandem, the human seeking
to flush the quarry and the hawk to swoop
down for the kill. Today the two are looking
for squirrels although the hawk will go after
anything that moves and is small enough to
capture. As Mitchell walks through the woods
he keeps an eye on the hawk, which flies from
tree to tree following him; he also searches the
surrounding trees for movement, signifying
potential prey. But there’s not much moving,
as the squirrels that inhabit these woods sense
the presence of danger.
A small flicker of a tail ahead catches
Mitchell’s eye, but not before the hawk spies
the squirrel among the branches. What follows
is, as Mitchell describes it, a chess game with
the squirrel seeking to stay out of sight and
range of the hawk’s talons and the hawk just
as intent on capturing the squirrel. The two
animals maneuver, the squirrel staying on the
backside of the tree trunk and the hawk flitting
from limb to limb in an effort to get above the
squirrel with a clear path to attack. Suddenly,
with no warning and a rush of wings, the bird
dives and swoops in for the kill. The attack is
over as quickly as it began but the squirrel is
lucky this time, it jumps to another tree and
scampers down and out of sight.
Even historians cannot say how far back
in time raptors, or birds of prey, were used for
hunting. Suffice it to say records of falconry
go back thousands of years and the practice
pre-dates written records. Some historians
believe falconry originated in Mongolia
between 6,000 and 8,000 years ago. Regardless
of its origins, falconry was originally used as a
way of hunting for sustenance and the birds
were kept as part of the family, a valuable asset
for survival. With the advent of weapons such
as spears, and later bows and arrows and then
firearms for hunting, falconry has evolved into
a sport rather than a means of survival.
Today it is estimated that there are
approximately 3,000 thousand falconers in
the U.S., 100 in Georgia. Mitchell Dickey is
a Master Falconer who comes from a family
of hunters and falconers. He grew up as an
outdoorsman who was influenced greatly by
his grandfather, an avid hunter. His uncle, Steve
Hein, is Director of the Center for Wildlife
Education at Georgia Southern University and
is himself a Master Falconer. He mentored his
nephew in Mitchell’s quest to become a Master
Class Falconer.
The sport is highly regulated, on the
Federal level by the U.S. Fish and Wildlife
Service and in Georgia by the Georgia
Department of Natural Resources (DNR).
Two falconry clubs in the state, the Georgia
Falconry Association and the Georgia Game
Hawkers Club, of which Mitchell is a member,
promote the sport.
There are several steps to becoming a
licensed falconer. First an applicant must pass
a written test administered by the Georgia
DNR. The test covers raptor biology, general
knowledge of raptors and several aspects of
the care and keeping of birds. The second step
involves acquiring the necessary equipment,
After the hunt Mitchell uses a lure to attract the Red-tailed hawk back to him in return for food.
AgGeorgia.6.winter 2011

including leashes, anklets, bells, perches, and
hoods. The applicant must also build the
mews, or cages for the birds. A representative
from the DNR does a physical inspection of
the equipment and facility before a license is
issued. Once the applicant has a DNR permit
he is allowed to trap a bird. Each falconer must
trap his own fledgling bird from the wild.
At the Apprentice level a falconer is
allowed to trap and train only a Red-Tailed
Hawk, American Kestrel or a red-shouldered
hawk, although the red-shouldered hawk
is rarely used due to their ineffectiveness as
a falconry bird. The Apprentice falconer is
mentored for two years by a more experienced
falconer, who must be classified as a General
or Master Falconer and who is committed to
training the apprentice. A General Falconer
has a minimum of two years experience and
is allowed to possess two birds of any species
except a Golden Eagle. The Master Class
requires at least five years of experience at
the General Class level. A Master Falconer is
allowed to possess three birds of any species
although possession of a Golden Eagle requires
additional permitting. Mitchell has sponsored
falconers in the past and would be willing to
sponsor an individual who is serious about
taking on the sport.
“Falconry is a lifestyle. You have to have
a commitment to care for, train and work with
the birds every day. They have to be flown
regularly to maintain muscle mass during
the hunting season,” Mitchell explains. As
an AgGeorgia loan officer in the Washington
branch, Mitchell occasionally has the opportunity
to spend a portion of his lunch hour
flying his birds on a piece of property near the
Mitchell also hunts with this Harris hawk,
which was born in captivity. Birds bred in
captivity cannot be returned to the wild; if you
look closely you can see the band around his leg
that denotes a captive-bred bird.
Mitchell shows his Harris hawk wearing its hood. The hood keeps the bird calm, much like blinders on
a horse.
office. He tries to fly the birds each day to keep
them trained and in hunting shape. “I’ve been
doing this for about twelve years and I’m still
learning. Every day that you go out with the
birds you learn something new.”
Mitchell currently has two birds, a
juvenile Red-tailed hawk that he trapped this
past September and a Harris hawk that he
inherited from his Uncle Steve. Red-Tailed
Hawks are native to most of North America.
Their summer breeding area includes much of
Canada and they are found year round in the
U.S. and Mexico. The Harris Hawk is found in
the southwestern U.S. down through Central
America as far as Argentina and Chile.
Hawks typically eat rats, squirrels and
rabbits. Birds in the wild, as well as those used
for falconry are successful in a hunt approximately
twenty percent of the time. Captive
birds are guaranteed a meal even if the prey
gets away. Mitchell takes the prey killed by
his birds and freezes it for later use; the birds
are rewarded in the field with a bit of meat
from previous kills.
Interest in falconry is growing and
Mitchell actively promotes the sport. “I love to
go to schools to teach kids about the outdoors
and nature,” he says. Mitchell has taken his
birds for demonstrations at several schools
and churches and has spoken at various events,
including wild game dinners to teach people
about the sport.
The raptors are trained to return to the lure,
which is a feathered leather bag connected to a
strap. Mitchell swings the lure through the air
to call the bird back to him.
Squirrel season in Georgia runs from
August to March and Mitchell can be found
most days in the woods with his birds during
this time answering the call of the wild. For
Mitchell part of the allure of falconry is “Being
able to have a partnership with a wild animal,
something that you would never experience
otherwise. It’s gratifying to spend time in the
outdoors watching the hawk grow and learn
to hunt. Falconry allows us to catch a glimpse
of what is going on in the wild every day. It’s
the chase, the pursuit and the interaction of
the prey and predator and the knowledge that
you’re carrying on a tradition with a history
that goes back thousands of years.” z
Mitchell and Mary would like to extend thanks to John Higgins and Rhonda Young of the British
American Sporting Club in Crawfordville for allowing us to hunt and take photos for this story. The
Pecans–a Georgia Natural
Native to the Americas, the pecan tree came to the attention of landowners
as a potential commercial crop during the late 1800s when several individuals
near Savannah began marketing pecans on a small scale. Today, most
commercial orchards in Georgia are located in the south-central areas of
the state but the trees are found in most counties, in orchards or yards.
Harvest time begins in October and runs through the end of the year when
farms throughout the state harvest, sort, clean, size, and pack pecans for
sale and shipment. Some nuts are sold whole while others are cracked and
shelled or further processed into delectable foods. Regardless of the end
product, Georgia pecans are enjoyed by people around the world.
In 1919, Georgia produced a little over three million pounds of
pecans with a farm value of $1.2 million. By 2005, state pecan growers
were producing over 80 million pounds of the nuts annually. Georgia is
the largest producer of pecans in the U.S. with over 140,000 acres planted.
In 2009, Georgia pecan production resulted in a farm gate value in excess
of $170 million.
Pecans are a member of the hickory family and one of the largest
fruit-bearing trees. The pecan tree thrives in the soil of Georgia; a wellmanaged
orchard will produce about 1,000 pounds of nuts per acre. Over
500 varieties of pecans exist; one of the first developed was the Desirable.
It was developed from a controlled cross in the early 20th century and is
considered the best pecan for roasting and salting.
The Stewart variety is the dominant pecan in the U.S. It is resistant
A Better Breakfast
Courtesy of Family Features
You’ve probably heard the saying, “breakfast is the most important meal
of the day.” Or perhaps you’ve said it yourself. The reality is—while
a lot of people say that eating breakfast is important, not very many
are actually doing it.
In fact, 93 percent of Americans agree that breakfast is the most
important meal of the day, but less than half (44 percent) are eating
it every day, according to the 2009 International Food Information
Council Foundation’s Food & Health Survey.
If the morning rush in your house means grabbing a toaster pastry,
a fast food meal, or—even worse—skipping breakfast, take heart. It’s
easier than you think to refuel the body, energize the mind and have
some family time around the breakfast table. Here are a few tips to get
your family back on track:
• Make a Plan. Get everyone involved in planning breakfasts for the
week. The more they participate, the more likely they are to eat
it. Keep the plan posted where everyone can see it.
• Keep a breakfast-friendly kitchen. Make sure you always have
a ready supply of milk, yogurt, whole grain breads and cereals,
fruits, and plenty of proteins such as eggs and sausage. Store them
where everyone can find them easily in the morning.
• Get prepped. Set out dishes and non-perishables on the table
the night before. Some heartier breakfasts, such as the Weekend
Brunch Casserole, can be prepped the night before, then heated
up in just 15 minutes in the morning.
When Should You Take
Social Security?
One of the first lessons of financial planning is that you shouldn’t base your
retirement future on the prospects for the Social Security system, or for that
matter, your work-related pension.
Independent planning is always necessary, and a team approach is a good
idea, blending the skills of qualified financial planners, tax professionals and
estate attorneys.
But if you’ve spent a lifetime paying into the system—or if you’ve merely
started your working life—it’s wise to check out Social Security projections
so you can get a reality check on the size of that benefit.
The Social Security issue is particularly timely as the nation continues
to pull out of its economic slump. Many people have watched their retirement
portfolios shrink since 2008 after a decade that didn’t match the investment
growth levels of the 80s and 90s. And in Washington, there continues to be
discussion of raising the nation’s official retirement age to 70.
A good starting point is the Financial Planning Association’s new Social
Security Predictor (www.fpanet.org/SocialSecurityPredictor/ScenarioSelection.
aspx), a web tool that allows you to compute your benefits based on your age
and current projections for the future funding of the system.
Once you’ve gotten an idea of the amount you’ll be getting from Uncle
Sam, the next important question is how long can you wait to start drawing
on the system. You need to explore this for three reasons:
1. You’ll have time to assess your career preferences—not everyone
wants to retire at their first opportunity, particularly if they like
their jobs.
2. The longer you wait to take Social Security, the greater your monthly
benefit will be. For example, if you were born between 1943 and 1954,
you can start tapping benefits at age 62, but you’ll get only 75 percent of
your benefits based on the current projected retirement age of 66. And the
reduction is permanent, so it won’t increase when you reach full retirement
age. In addition, there are severe restrictions placed on how much you can
earn if you continue to work (more on that below).
3. Simply looking at these facts will allow you to focus on whether your
mixture of personal savings and investments, your work-related pension
funds and the government’s money will be enough to live on.
Here are some critical things you
should know before making your
decision when to get benefits:
Start with advice: There is no standard, one-size-fits all answer to this question.
A trained financial planner will be able to look at your overall situation with
regard to the retirement you want to have and the goals you hope to meet and
determine where the money should come from to support you and at what time.
It’s also critical to meet with your tax advisor (Social Security payments CAN
be taxable) and your estate planner or attorney.
Most of the decisions you’re considering will have tax ramifications and
you want to make sure you can manage the taxes and not damage the estate
you want to pass on to your spouse or children after your death.
Watch your earnings: If you start collecting benefits before your official
retirement age—which may be a moving target in the future—you’ll face restrictions
on how much you can earn from a full- or part-time job if you continue
working. For example, those turning 66 in 2010 but with a few months until their
birthday will have earnings limited to $37,680. So for every $3 over the earnings
limit, $1 is withheld from Social Security benefits until the exact month of their
66th birthday. Even more restrictive is that those who started drawing Social
Security in 2010 at the age of 62 have an earnings limit of $14,160, and for every
$2 earned over that limit, $1 will be withheld from their benefits.
When is it OK to take Social Security benefits early? Obviously, if you
can’t make ends meet, you need to consider the option. It’s possible that it
might make sense to draw benefits if you can allow tax-deferred investments
to grow until the point you absolutely need to start drawing on them. Also,
if you are in poor health and don’t expect to live until retirement age, Social
Security benefits may help cover medical costs or other expenses. Or, if you
are the lower-earning spouse, it might be advantageous to take benefits before
your higher-earning spouse. z
and advocacy organization connecting those who provide, support and benefit from professional
Outlook 2011:
Managing Through Cycles
By: Dr. David M. Kohl
The other day while
I was conducting a
p r o d u c e r s e m i n a r ,
I met a couple who
had encouraged their
grandson to attend my
seminar, which resulted
in him missing classes at
a land-grant university where he is studying
agricultural business. In my previous life as
a professor at Virginia Tech, I was never too
keen on students missing classes. Frequently,
I would challenge them and give them a
special assignment to complete. In a brief
conversation with this student, I challenged
him to summarize my economic assessment
in 25 words or less. Did this young man
exceed my expectations? Yes. In summary,
he indicated that the U.S. economy is like
being on a balance beam, where one misstep
could result in unfortunate circumstances.
In general, the East and West Coasts,
along with the southern parts of the United
States, still feel like they are in a recession.
Contrast this to the upper Midwest, where
the comment would be, “What recession?” A
global assessment would measure up likewise.
The emerging BRIC nations, i.e. Brazil, Russia,
India, and China, have economic growth of
nine percent on average, with tremendous
demand for food, fiber, and fuel, which the
Midwest and row crop agricultural industries
produce. The European nations, particularly
the PIIGS, i.e., Portugal, Italy, Ireland, Greece
and Spain, are struggling with debt. In 2011,
it will be interesting to see if Germany and
France will have an appetite to continue
to assist these nations with their debt and
spending issues.
The Federal Reserve provided potential
stimulus to the economy through QE2, a
second round of quantitative easing. This was
designed to devalue the dollar to encourage
exports to grow the economy. Unfortunately,
the Euro sector debt challenges trumped
the Federal Reserve’s actions, which in turn
strengthened the dollar. Another strategy
of QE2 was to draw cash reserves off the
sidelines to invest in equities and other assets
to create the wealth effect, i.e., to encourage
people to spend because asset values
have increased.
The five game changers for agricultural
markets are continued growth in Asia and
particularly China, ethanol, low interest rates,
a weak dollar, and the weather. These aforementioned
elements are very bullish for row
crop, grains, and export driven agriculture,
and bearish for the livestock and poultry
industries. Unfortunately, these bullish times
on the crop side are creating local and regional
land value bubbles, very reminiscent of what
happened in many regions of the southern
and southwestern part of the U.S. several
years ago.
The one constant in business will
be managing volatility in revenue, input
costs, and interest rates. This will require
a balanced risk management plan analogous
to football strategy, including offense, defense
and special teams. That is, develop plans to
protect your revenues and take action when
profitable (offense), have a diversified plan
for purchasing inputs (defense), and protect
yourself from possible interest rate increases
(special teams), which is special to those
borrowing money.
Finally, the volatility of 2011 and beyond
will create many opportunities, but more
chances to fail as well. One strategy for those
going down the balance beam of business is
to stay away from the undisciplined pursuit
of more, and HUT, i.e. hear, understand, and
take action. z
