This is a logical sequence of trying to find solutions to<br />

often defined in terms of aspirations and opportunities.<br />

This is essentially only a semantic difference and does not<br />

need any modification in approach to Solution<br />

The basic strategy in solution formulation is to match the<br />

current problem with solutions that have effectively<br />

addressed similar problems in the past. Thus, it is a process<br />

of searching out available knowledge reservoirs. Often<br />

these are available as best practices or study<br />

documentation. When such knowledge is not available, it is<br />

necessary to carry out operations research and test solutions<br />

on a smaller scale prior to large-scale application.<br />

After these processes, it is necessary to put together a<br />

project proposal that clearly outlines the project’s course of<br />

action and resources needed. A key strategy for project<br />

formulation includes basing all project activities on proven<br />

approaches and ensuring stakeholder consensus on the<br />

identified problem and proposed solution.<br />

This is an activity-intensive stage of the project and calls for<br />

sound strategies that guide the operations.<br />

Probably the most important strategy during this period is<br />

to ensure that planning and re-planning take place. Often,<br />

planning is not a very popular activity and re-planning is<br />

even less popular! But project experiences have consistently<br />

shown that the better the planning, the more effective the<br />
