Examination of HIV (and non-HIV) response<br />

project documentation shows that<br />

implementation is often highlighted, and<br />

Governance/Management issues paid scant<br />

attention. Yet without governance and<br />

management, implementation cannot be<br />

successful.<br />

History has a way of repeating itself; to be<br />

forewarned is to be forearmed. The situation<br />

described above is not an uncommon<br />

occurrence. Such situations often arise when<br />

the governance and management functions are<br />

neglected and the focus is on implementation<br />

only.<br />

A vital project strategy would be to ensure that<br />

leadership is effective and management systems<br />

are fair.<br />

The next stage in project cycle is Evaluation.<br />
