listed below as noted:)
657.1 Conditions and specifications specific to this class:
657.1.1 This set of rules provides engine rules that can be
used in either road racing or sprint.
657.1.2 guidelines offered in these pages are subject to the
term "spirit and intent" and apply to the technical aspects of
this "stock" shifter kart class. it is expected that all participants
will adhere to the spirit and intent of these rules. These
are guidelines for fair and equitable competition. They are
not the basis to "read between the lines" in order to circumvent
the intent.
657.3 Cylinder and top end: 1997-1999 cylinders are legal. no
modification or machining of the cylinder is allowed such as
porting, adding or deleting ports, decking of top or bottom of
cylinder, or re-nikasil. cylinder mounting flanges may be spot
faced in the area where the nut meets the flange only. some
factory grinding is performed prior to the nikasil process on
many cylinders. The Technical director reserves the right to
disapprove any cylinder supplied by honda and not modified.
some oeM cylinders may not be acceptable for iKF competition.
cylinder length is 3.311 - 3.316.
base gasket to be stock oeM 1999.
657.3.1 exceptions: stock power valves may be removed and
after market plugs used, with no filing, welding, or modifying
of the cylinder. The power valve actuator rod hole may
be plugged. oeM power valve covers may be replaced with
aftermarket plates.
Discussion by Board:
2 Cycle Sprint
Hilger states that LAKC withdrew their bid for the 2 Cycle
Sprint Grand National.
Verlengiere states he is unhappy with the accepting of bids
past the deadline. The other tracks complied and they are taking
a late bid; it is blatantly unfair to the people who honored
the deadline and went by the rules. Hilger states they have
done this in the past. States they will need to weigh this in
their decision. Hilger clarifies that Northern Nevada Kart
Club and Huron Kart Club were late to submit their bids.
Verlengiere states their bids should not have been accepted.
Discussion of date the Huron bid received in the IKF Office.
Hilger states the Board can reject a bid and not allow it.
Araki asks for clarification on items on the Questionnaire
from CalSpeed. Items questioned were numbers 4, 9, 24, 27,
48, 58, 84. Most questions are on charges. Feels there should be
some kind of criteria for what the charges can be for a Grand
National event, charges are getting out of control. Hilger asks
for an acceptable price range for pit spots. Discussed by Board.
Letter to be sent for clarification on items above.
10 KARTER NEWS - march 2010

Verlengiere states the Grand National date is too early in
the year. Needs to be late August or early September. Interferes
with regional programs. Hilger states Line #4 needs to
be changed on future Questionnaires.
Motley states there were a lot of complaints about hidden
charges at the last Grand National at this location. Feels all
charges should be transparent. Scribner feels prices are in line
as they should be. Board agrees.
Hilger states there was a Board vote to accept the late bid
from Northern Nevada Kart Club.
Verlengiere states he will not pursue Rob Niles business if
they go along with this program. Someone else will need to
pursue his business.
Araki asks why the bid was late from NNKC. Diederich
did not know why it was late. Scribner suggests the Board
accept the NNKC bid as there is no alternate track for the
event. Hilger states that tracks that put on a very good Grand
National should have the option for the event after the next
years event. Discussion by Board of acceptance of the late
bid. Schorn says the vote is in April. Hilger says to invite both
promoters to make presentations in April.
Chris Villarreal joins the Meeting.
Araki asks for clarification on item numbers 9, 24, 48, 53,
54, 58, 82 and 85 on the Questionnaire from Northern Nevada
Kart Club. Diederich to speak with Brian. Letter to be sent for
clarification on items above.
Scribner states all fees need to be upfront. Villarreal states
the promoters should be told what they can charge. States that
Araki is doing a good job; knows what competitors want.
No bids received for the 4 Cycle Sprint Grand National.
Hilger states a Questionnaire was submitted for a 2 Cycle
Speedway/Speedway Midget/4 Cycle Speedway combined
event. The bid was also submitted late. Hilger suggests they
keep the 2 Cycle event around the Newton area.
Hilger states there are two Questionnaires for the 4 Cycle
Speedway from South Dakota Kart Club and Huron Kart
Club. Araki asks questions regarding items 39 and 40. Hilger
answers the fees are not out of line.
Hilger states the Huron Questionnaire was late. Huron
states it was sent prior to deadline. Hilger accepts the Questionnaire,
Verlengiere does not accept. Araki has same questions.
Hilger questions item 36 – they don’t want pump
around. Discussion on pump around.
Hilger states there is one Questionnaire for Road Race.
Araki questions items 48, 58, 59, 82.
No bids received for the Speedway Pavement Grand
National.
No bids received for the 2 Cycle Speedway/Speedway
Midget Grand National. Verlengiere suggests they cancel the
program. Hilger states there was a successful event last year.
Motley asks why they can’t get bids for it. Hoegerl says there
are two hosting track that bid on it. Tracks to be contacted if
they want to bid on the event. Schorn to call Delaware Speedway.
Diederich asks if the 4 Cycle Sprint Grand National is a
worthwhile project. Verlengiere asks if there are potential
growth areas. Schorn says absolutely. Villarreal says it is not
a growing market. Schorn believes the 4 Cycle group is 40%
of their business in Portland. Villarreal asks why they have
Grand National events on this side of the country and there
is no 4 Cycle participation, especially from Region 6. Villarreal
says they do not travel. Schorn says there are no classes
that they run are down here. Villarreal says that is a problem
they allow to happen.
Schorn states the Portland Kart Club could host the 4 Cycle
Sprint Grand National. Diederich suggests a joint effort with
two tracks. Discussion by Board.
Hoegerl requests a Questionnaire be sent to Delaware
Speedway. Hilger agrees.
Hilger suggests that each Committee look at the Questionnaire
and suggest the changes to the Board. Minimum/
Maximum fees.
Horstman
Ron Linville from Horstman addresses the Board regarding
the introduction of an engine package and asks the Board
for clarification on their position of the HPV homologation
program. Gary Gebhart states they paid the homologation
fee in August for three engines in the Rulebook.
Explains the HPV/KPV matter regarding the homologation
procedure. Asks if there is a contingency program in
the IKF. Verlengiere greatest concern is the people that have
embraced the HPV program are not allowed to be disenfranchised.
Linville agrees. Wants to introduce package. Can
add as a local option on the regional program per Villarreal.
Explains introduction of the HPV motor. Always been a pure
class. Lengthy discussion of past, present and future of the
HPV program. IKF is a spectator/participant in this issue; we
are the end victim. Discuss plans for 2011. Gebhart requests
that they continue to follow the clutch rule and the pipe rule
for 2010. Discuss homologation procedures. Gebhart thanks
the Board for their time.
Hilger recognized Ron Perry in the audience. Mr. Perry states
he is listening and learning.
Directors Items:
Motley discusses the TaG engine approval period. Hoegerl
asks when they are going to open the new approval
period. Motley states they are going to have a meeting back
east to examine the motors. Parallel with WKA time frame.
Motley clarifies to Hoegerl that all TaG engines in the Rulebook
now will need to renew. Assume some minor changes.
Scribner states he believes they were going to take a stance
of no new engines in the next period – just renewals; will ask
Terry Nash. Motley says they would want to discourage new
engines submissions.
David May joins the Meeting. Involved in Region 7
Sprint.
Verlengiere feels the IKF Board of Director election schedule should
be changed. It now starts in June and ends in October. States
it is in the middle of the summer when everyone is racing
and we have a hard time getting people to participate in the
process. He suggests the process start in September and end
in early December.
Motion by Scribner to change Section 101.4 Election of IKF
Board of Directors to read:
101.4 Election of IKF Board of Directors
101.4.1 Ballots for election to the Board of Directors shall
meeting. Results of the election will be placed on the
Website and in Karter News as soon as possible.
101.4.9 Newly elected Directors will take their office
at the January IKF Board Meeting.
Second by Holmboe.
In Favor: Unanimous
Passed
Verlengiere states that Regions 6, 7, and 11 have so many tracks
that want to participate in the regional series. Cannot be done.
Recommends putting a rotation system in the Rulebook.
Need to accommodate our customers. Need criteria for tracks
that get events and those that sit out. Verlengiere states he
will come up with a proposal for the April Board Meeting.
Discuss re-alignment of regions.
Motion by Verlengiere to mandate the date of the 2 Cycle
Sprint Grand National to the last two weeks of August or the
first two weeks of September, effective with the 2011 Grand
National.
Verlengiere states it is too early in the year now. Discussion
Second by Diederich.
In Favor: Araki, Diederich, Hoegerl, Holmboe, Motley,
Scribner, Verlengiere
Opposed: Schorn
Passed
Verlengiere thanks Mr. May for attending the meeting. Mr. May
states gives reasons why he came to the meeting. To try to help
with input and suggestions, come up with ideas to make it
more affordable, Region 7 issues. Verlengiere feels there is a
disconnect between what the Board does and the people in
the field. Likes people to attend the meetings to shore up the
disconnect. Discusses Region 7 matters. Mr. May states he did
not attend the meeting at Buttonwillow. Verlengiere states
there were constructive ideas from that meeting. Mr. May
states they need to get more of the membership involved on
the regional level. Get more input. Verlengiere states there
is a second series. Discusses tire rule. Was told to just do it
and they will make it work. Mr. May says they need to focus
on the mass, not the few dissenters. Says it is a cost issue.
Motley explains the tire issue, worked pretty well, personnel
intensive. Mr. May states they want it to be fair, even and
competitive. Feels a rule like this is benefitting everybody.
Discusses appropriate penalty- needs to be stiff to discourage
cheating; pull them out of two races. Araki says people
are for it. Mr. May says racing is addictive. Scribner discusses
bar-coding of tires. Mr. Perry states that most competitors
want this deal; want control, can manage it, make it happen
i.e. pilot program. Mr. May says not to let the one or two guys
who think they can beat the system, blow it for all. Discussion
of the tire rule again. Mr. Perry discusses the Rookie Sportsman
and Junior 1; says to flop them around; move in the right
direction. Verlengiere asks to let them figure it out.
Scribner states the Board decided to Table his first agenda
item until the April Board Meeting. Verlengiere states they
are going to look at all the regional boundaries for Regions 6,
7 and 11. Scribner states they should make 4 regions out of 3
regions because of the number of tracks and regional series.
Rotational system. Verlengiere asks to give them time to do
the right thing. Can do at a monthly meeting. Scribner states
they need to be proactive to solve the dilemma.
Motion by Scribner to reduce the suspension of Bryan Eady to a
non-racing probation for the remainder of his suspension. On
probation for the 2010 season.
Discussion: Mr. Eady was advised and directed how he
could undo his suspension; he has taken no action to correct
the situation. Feels he should follow through on the terms of
his suspension and make the apology. Will not consider until
he has made the apology. How he could apologize.
He has not lived up to his responsibility. Had multiple
opportunities to apologize. Explanation of actions for suspension.
Discussion by Board.
Failed
Mr. Perry feels there should be a better process to let IKF
clubs know who is on suspension and probation. A suspension
and probation list will be added to the IKF website. Feels
they will think twice about their actions.
Motion by Holmboe to accept the Section 657 as listed below.
657.1 Conditions and Specifications specific to this class:
657.1.1 This set of rules provides engine rules that can be
used in either Road Racing or Sprint.
657.1.2 Guidelines offered in these pages are subject to the
term “Spirit and Intent” and apply to the technical aspects of
this “Stock” shifter kart class. It is expected that all participants
will adhere to the spirit and intent of these rules. These
are guidelines for fair and equitable competition. They are
not the basis to “read between the lines” in order to circumvent
the intent.
657.3 Cylinder and Top End: 1997-1999 cylinders are legal.
No modification or machining of the cylinder is allowed such
as porting, adding or deleting ports, decking of top or bottom
of cylinder, or re-Nikasil. Cylinder mounting flanges
may be spot faced in the area where the nut meets the flange
only. Some factory grinding is performed prior to the Nikasil
process on many cylinders. The Technical Director reserves
the right to disapprove any cylinder supplied by Honda and
not modified. Some OEM cylinders may not be acceptable
for IKF competition.
Cylinder length is 3.311 – 3.316.
Base gasket to be stock OEM 1999.
657.3.1 Exceptions: Stock power valves may be removed
and after market plugs used, with no filing, welding, or modifying
of the cylinder. The power valve actuator rod hole may
be plugged. OEM power valve covers may be replaced with
aftermarket plates.
657.3.2 Cylinder Head: Head must remain OEM with no
modifications or machining of any kind. Head must fit factory
profile using the Shockwave “Stock CR125” profile gauge.
Removal of mounting boss and modifications to the water
outlets, for the purpose of hose connection, are allowed.
Head gasket must be stock OEM.
Squish or deck height measurement through the spark
plug hole will be a minimum of .050 thousandths, using .060
solder. This is not intended to be a minimum or maximum
dimension. This dimension is a “quick” check to determine
if any non-conforming modifications are present.
657.3.4 Piston, ring, wristpin and upper rod bearing must
be stock OEM. No modifications of any kind. Lapping the
bottom of the ring is permitted.
657.5 Intake System:
657.5.3 Manifold and reeds: Intake manifold must be
stock 1999 OEM CR125 (Honda Part Number 16221-KZ4-
A10 – most are marked KZM4) with no modifications. The
reed cage must be 1999 CR125 (Honda Part Number 14100-
KZ4-J11) After market replacement reeds will be allowed,
including mono reeds or stiffeners. This only allows reeds
that may be installed without modification to the 1999 reed
Region 7 Issues
Mr. May states that the short term between the racing seasons,
including Christmas did not sit well with a lot of the
people in Region 7. Length of series is an issue, i.e. number
of races. Did not get the time between the seasons to recuperate
financially. Disconnect between the customers. Goal is to
bring back clubs/tracks and get more input. Suggests a committee
of racers. Tire rule helps them out tremendously.
Verlengiere discusses the series races at end of 2009 and
beginning of 2010. Diederich states it is too many races, too
close together and tracks are too far apart. Araki states you
must take that into consideration with a rotational system.
Verlengiere states they have 2 five race series, trying to
accommodate all the tracks. Feels they may not be able to
save the first series but people are going to run the second
series. They had meetings to try to rebuild clubs. Maybe did
loose tracks of the racers.
Mr. May says people said they were going to focus on the
first series. Some have joined together to consolidate/reduce
costs. Really is the issue. Diederich says that 2-3 year ago they
asked for volunteers from each class to be the driver rep, then
come to annual meeting with report on the class. One two
attended the annual meeting. Felt it bridged the communication
gap. Diederich says that they do not have a direct path
to voice their concerns right now. Mr. May feels that Art has
done a good job of breaking the ice; people not afraid of him.
Mr. May says that everybody’s intent is to make it better and
all working for the same goal. Verlengiere says that everybody
has to win – the drivers, tracks, to be healthy.
Mr. May states there was a huge challenge for persons to
attend this Board Meeting. Disappointed more people are
not there. Motley states the Board is also disappointed. Verlengiere
states the Board wants to have the best interest of the
racers in mind, accommodate them. Wants to avoid all the
nonsense on the peripheral that causes all the drama.
Mr. May states that, in years past, from a drivers standpoint
in representation, their best interest was not the goal.
Feels it is more of a concern today than in the past. Verlengiere
feels it is best to hire people to do their job. Needs
to encourage people. Did not know what the people wanted
until Araki got involved. Phone calls were good too. The
consensus was to fix the tire issue. Always been an issue.
Araki says to try to focus on the weekend warrior racer;
not the high baller guy. Villarreal says they want more in
the class to race against. Mr. May and Mr. Perry talk and
have different perspectives. Scribner says this conversation
is good; disconnect is in other racing organizations also;
not an uncommon theme in racing. Mr. May says one of
the problems is IKF is trying to put together transparent,
14 KARTER NEWS - march 2010

fair, competitive set of rules, providing insurance and what
was ok two years ago is not ok today. Verlengiere says they
have not responded quickly enough. Mr. May says they
are trying to address the masses. Regrets he did not attend
the Buttonwillow meeting. Araki says the meeting seemed
to be an informational success; got to a desperation point;
need to do something; realized there was a big issue here
and voiced legitimate concerns. Araki now regrets that he
did not attend the meeting. Mr. Perry gives details of the
issues discussed at the meeting. No arguing. Problem mentioned
was Region 7 and 11 going head to head on the same
weekends. Also club races and regional races on top of each
other. Araki states this has been fixed in Region 7. Mr. Perry
says there is a multitude of issues that can be fixed. Meeting
and race schedules for 2011 need to be earlier. Are looking
back but need to go forward. Verlengiere says they will do
anything they can to help Phoenix. Then on to the second
series. Possible two day events. Reduce costs. Unhappy
with the banquets; too many champions. Verlengiere says it
will get fixed. Schorn says everyone knows issues, goal is to
make it work. Schorn compliments Mr. May and Mr. Perry
for carpooling. Verlengiere states they will make sure that
Phoenix at least breaks even. Discuss Buffalo Bill event. Too
late for 2009 banquet. Need to have high quality banquet.
Verlengiere discusses the banquet.
Hilger agrees when you run a series, most people do not step
up to the plate. Mr. Perry says Tim Holden said there are
too many leaving, not enough coming in. Mr. Perry takes
karts to car shows, arrive & drives, how to get them hooked.
Others don’t do that. Hilger says new customers see how
much it costs and they are not interested. Mr. Perry discusses
Streets of Lancaster event – should have been a kart booth
there. Need to get the kids. Says they need to build a weekly/
monthly base. Board thanks Mr. May and Mr. Perry for their
input.
Motley asks and Verlengiere explains vouchers to be given
Mr. May says members do not vote because they do not
know the people running for the Board. Most of the members
have no idea who the people are. Questions income from
karting. Hilger says we have not had enough candidates to
run for the Board.
Mr. Perry asks Hilger about running mini cups in Speedway.
Asks if IKF insures them, reply is yes. They are run as a
local option. Verlengiere states the IKF insures motorcycles.
Need rule set for any class. Hilger says to send the rules to
the IKF office. Michael Davis Insurance is the new IKF insurance
company.
2010 2 Cycle Speedway/Speedway Midget Grand National
Hoegerl asks about the letter from Region 5 Speedway –
Diederich to call Todd/Jeff regarding classes, insurance for a
two pass/two punch weekend. He will forward the information
to IKF Office to forward to the Board. Hoegerl wants to
be involved.
Schorn clarifies it is a Certified Birth Certificate required
by January 1, 2011 for all minors.
Diederich states that he enjoyed the Meeting, learned more
from the guys in the audience.
Motley says the Board is good and works together good.
Hilger discusses the Holiday Classic; promote the Sprint
race next year. Is an IKF insured event.
Hilger says Speedway Pavement Grand National will
probably have a Firestone only rule. Board will vote.
Hilger says 4 Cycle Speedway Grand National – do not
The Premier Northwest Regional Series,
the NW Gold Cup, is the oldest karting
series in the Northwest.
The NW Gold Cup Series dates back to the early 1960's
when the regional karters decided they were tired of racing
amongst their local club members and decided to put on a
regional series to race against other clubs at different tracks.
Back then, all the regional clubs raced for a single trophy
known as the Gold Cup and it was awarded each year to the
club with the most seasonal points. Over the last 50 years,
all the top racers from Washington, Oregon, Idaho, and Brit-
ish Columbia have come together to race each other. Many
of the finest kart racers in North America have come from
this northwest race series. This is evident from the numerous
National titles the Pacific Northwest drivers have won
over the years.
The NW Gold Cup Sprint Series has added many great
regional drivers onto the list of Who's Who of Kart Racing
and long revered as the one of the best run series in the North
America. The tradition of greatness continues today with
current drivers like Odenthal, Rolison, Holmboe, Hodapp,
Valiente, Wimsett, Arscott, Nekeel, Glover, Daniels and Choquer
to name a few.
The IKF Region 6, NW Gold Cup Sprint Series events are
all IKF sanctioned and insured events run by a professional
Race Director and Race Official team enforcing a consistent
set of IKF sanctioned rules developed and approved by the
northwest regional clubs. All race events have a professional
race announcer for the spectators and racing families. This
regional sprint race series is very professional with nine race
events at eight different race facilities. No two race courses
are the same and the different tracks have eliminated the
home track advantages that can happen with other series.
For the competitors, that means quality racing and quality
officiating at many different tracks.
The 2010 IKF Region 6, NW Gold Cup Series will once
again be the home to one of the largest and most competitive
Regional Series in the United States and Western Canada. Plan
a northwest family vacation this summer and race with some
of the best kart racers in the United States and Canada.
For more information, log onto www.nwgoldcup.com
for a complete listing of NW Gold Cup racing classes, event
dates, event pre-registration and local motel information. You
ROCK ISLAND, ILLINOIS – The Rock
Island Grand Prix, the world’s largest karting
street race, is proud to announce that
communications giant AT&T will return as
a Presenting Sponsor of the race for the 16th
year!
They will also be joined by several new
sponsors in 2010.
While AT&T has shared the top billing at
Rock Island from time to time, no other company
has been such a high profile supporter
for every year of the race’s existence. The
long-term support from AT&T has allowed
the race to thrive in some years and survive
in others, according to RIGP president Roger
Ruthhart.
The Rock Island Grand Prix also has
signed a new corporate partnership deal with
The RIGP is also proud to announce a
new partnership with Kids Racing for Kids
(KRFK). The foundation was started by Tim
Self to benefit children who, unlike his son
Austin, were unable to enjoy the thrills of
racing. The foundation will sponsor the TAG
Junior class at this year’s Rock Island Grand
Prix.
AT&T is the largest telecommunications
company in the United States and one of the
largest in the world.
O’Reilly Auto Parts is the dominant auto
parts retailer in all of its markets. From a single
store in 1957 it has grown to over 3,415
locations in 38 states with more than 44,000
team members.
Kids Racing For Kids (KRFK) is a charitable
foundation developed around helping
children shelters across the nation
GOING TO THE 2010
I.K.F. GRAND NATIONALS?
You will be required to participate in three (3) IKF
Regional races, since the previous year’s Grand National,
in order to be eligible to participate in the current year’s
Grand National. Not three classes at one race.
EXCEPTION: Road Race. There is no three punch requirement
for the 2010 Road Race Grand National. You will be
required to show your current I.K.F. Membership Card/
Qualified Road Race License or I.K.F. Shifter Kart
License.
For the Sprint, Speedway, Speedway Pavement, and
Shifter Grand Nationals, you may combine your three (3)
participation credits (punches) from any of the aforementioned
divisions as long as you have three (3).
If there is not a sufficient number of I.K.F. Regional
races scheduled within 200 miles of your residence to
allow you to meet the three (3) punch requirement, you
may apply for a waiver.
The waiver and waiver fee must be received at the I.K.F.
Office no later than 30 days prior to the start of the event.
The applicant must be a paid IKF member in good standing
no later than May 1st of the year in which the Grand
National waiver is applied for. A waiver fee of $200.00
must accompany the waiver application. Only one waiver
fee is required regardless of the number of Grand
National waivers requested in that calendar year. List all
Grand National events for which you are requesting a
waiver. If the waiver request is denied, the waiver fee will
be refunded.
The I.K.F. Office will provide each Grand National host
club/promoter with a list of members eligible to compete
at each Grand National as well as a waiver list. If an entrant
is not on either list the entrant is not eligible to participate
in that Grand National event.
