• No unmanaged use – OHV use restricted to designated routes and<br />
use areas (as determined by Regional Teams and Long Term<br />
Access <strong>Plan</strong>s for the area, ILM, FLUZ, etc. (refer to Appendix 8<br />
for U.S. Forest Service OHV plan). OHV plans will be developed<br />
in consultation with OHV users and stakeholders. There are<br />
sequential steps of restrictions depending on compliance and<br />
reduction of risk<br />
• Closure or relocation of existing trails/use that impair high quality<br />
habitat<br />
• Consider seasonal trail closures in high quality bear habitat<br />
• Consider restrictions on transporting and using guns on OHVs<br />
where other lesser measures have not proven sufficiently effective<br />
• Locate outside GPA if possible, otherwise locate in low quality<br />
habitat<br />
• Approval of new facilities dependent on planned mitigation;<br />
consider deferral during recovery phase<br />
• Avoid blocking movement corridors<br />
• Mandatory measures to prevent conflict with bears for new and<br />
existing facilities and camps (e.g., electric fencing, food storage<br />
order, “bearsmart” programs, no-gun policies, etc.)<br />
• OHV encouraged to use trails and existing<br />
use areas – no development of unauthorized<br />
cross-country trails<br />
• May be closure or relocation of existing<br />
trails/use that impairs high quality habitat<br />
• May be seasonal or short-term trail closures<br />
in high quality bear habitat or where there is<br />
current bear activity<br />
• May be restrictions on transporting and using<br />
guns on OHVs<br />
• Locate in low quality habitat if possible<br />
• Approval of new facilities dependent on<br />
planned mitigation<br />
• Avoid blocking movement corridors<br />
• Mandatory measures to prevent bear conflicts<br />
