Track Record Victoria’s Train, Tram and Bus Services 5.3 Vandalism of ATS equipment The progressive hardening of the ATS equipment from December 2001 to June 2002, coupled with increased surveillance and policing, delivered significant improvements in the weekly incident rate for vandalism (Figure 11). A relatively constant level of ticket equipment vandalism has occurred over the past two years (at around 1,400 incidents per quarter). Figure 11. Track Record Victoria’s Train, Tram and Bus Services SECTION 6. METROPOLITAN TRANSPORT PLAN In November last year the Victorian Government launched a 10-year plan for transport in Melbourne, titled Linking Melbourne: Metropolitan Transport Plan. This plan contains directions and initiatives to improve Melbourne transport – including public transport – in the next four to five years. The plan has four key themes: • Managing congestion, • Metropolitan growth, • Transport safety, • Support for economic growth. It is a comprehensive and integrated transport plan for Melbourne that will provide a framework to guide the Government’s budget priorities for transport in coming years. It is also a plan that will change the way Melburnians think about the way they move around their city. One of the key initiatives of the Government’s plan to manage congestion is to improve the reliability and flow of roadbased public transport. Greater priority for on-road public transport is a major element of the Metropolitan Transport Plan Through the plan, the Government will implement initiatives to provide greater priority to trams by implementing the Tram Priority Program. This is targeted to deliver sustained reductions in tram travel times. The Government also plans to expand the successful TravelSmart program over the next ten years to reduce congestion on the road system. The TravelSmart program works on the premise that many Melburnians would consider using more sustainable transport if they have enough relevant information about the options available to them. In 2005, the TravelSmart program will be rolled out to about 50,000 households in Maribyrnong and Moonee Valley city council areas, encouraging residents to leave the car at home. 17
