Introduction<br />

Since the second WG meeting in October, we have been developing Key Innovation (KI) profiles, based on<br />

the selection by WG members and their input. These will provide input for the <strong>Smart</strong> City Roadmap, which<br />

brings them together paying particular attention to the opportunities for integration. In addition, the KI<br />

profiles help cities identify innovative solutions that they can apply, describing the innovation, its potential<br />

benefits, the conditions and organizational arrangements necessary to deploy it, and the financing options<br />

available.<br />

Integration between KIs and with topics of other WGs is a central theme in the <strong>Smart</strong> <strong>Cities</strong> <strong>Platform</strong><br />

activities, and will be the focus of the third WG meeting on 21 February.<br />

Process up to the third WG Meeting<br />

Before the third meeting we will continue finalising the KI documents, incorporating the inputs from the<br />

Finance WG, and coordinating with the Roadmap group. In preparation for the third WG meeting, the WG<br />

members will receive the KI draft documents of all WGs to review, and identify essential links between the<br />

different KIs that provide a basis for integration.<br />

Purpose of third Working Group (WG) Meeting<br />

The aim of the meeting is drawing together the different KIs by addressing the connections between them,<br />

both within WGs and between WGs.<br />

Interactive workshop – exchanging solutions<br />

The WG meeting will take the form of an interactive Workshop, in which the WG members can contribute<br />

their expertise on cross-cutting issues in initial integration categories, thereby providing input into the <strong>Smart</strong><br />

City Roadmap. Participants will be expected to engage constructively in dialogue with each other and the<br />

facilitators.<br />

In the interactive workshop, members of the three technical WGs can exchange ideas for solutions to solve<br />

challenges on the interface of their topic areas (see figure above). Finance WG members will oversee and<br />

intervene on issues of financial viability and planning. Integration categories can help focus the discussion<br />

on different types of solutions:<br />

Infrastructure: including all matters related to construction (bricks and mortars) and management<br />

of infrastructure.<br />

Materials: covering new construction materials (e.g. for roads, buildings, energy and other<br />

networks), new materials (e.g. used in industrial production and applications), engines or any other<br />

hardware (e.g. tyres) that can be used in the context of the smart city.<br />

ICT: including collection, processing and use of data and their provision to users and consumers.<br />

Application of these ICT based services fall under the category of ‘usage’. Equipment falls under<br />

‘materials’.<br />

Usage: addressing services (and possibly goods) for interaction with citizens, i.e. everything where<br />

citizens, users and consumers are ‘entitled’ or ‘empowered’ to make ‘smart’ choices based on<br />

improved (more complete, faster, easier to apply etc.) information.<br />

How will the Workshop Work?<br />

The meeting will start with a plenary session that gives the members of all WGs an update of the<br />

developments since the last WG meeting, and particularly an overview of the KIs that have been developed,<br />

and the results of the Roadmap Group meeting on 30 January. This will help all participants understand the<br />

main cross-cutting issues that will be addressed during the subsequent break-out sessions.<br />

Following the plenary, three break-out groups will meet to each discuss the cross-cutting issues on the<br />

interface of two WGs. Members from each WG group will be asked to identify the solutions that they can<br />

offer to the other WG, and the challenges that the other WG can help to solve. With this, they can exchange<br />

solutions, that way addressing the issues that span the two topic areas. The innovative solutions from the<br />

KIs provides a basis, but other solutions can also be discussed.<br />

The Finance group will have a separate session at the end to discuss the experiences, the way forward<br />

sand the working process until Budapest in June.<br />

The aim of the break our groups are twofold<br />

to improve the KIs by providing innovative solutions for the interface between topic areas and<br />

technical solutions;<br />

to produce recommendations for the Rolling <strong>Agenda</strong>, elaborating<br />

o Challenges that can be solved through better integration;<br />

o Potential ways cities can address the challenges identified;<br />

o Best-practice example from different cities in Europe.<br />

Following the meeting, these outputs will help finalise the individual KIs, ensuring that the linkages between<br />

them are consistently addressed. Additionally, the outputs will serve as input for the rolling 10-year Rolling<br />

<strong>Agenda</strong>.<br />

Each break-out group will bring together the relevant experts from all relevant WGs, so that they contain the<br />

expertise required for addressing the cross-cutting issue. WG members will be asked to indicate which<br />

break-out group they want to join, considering their core expertise.<br />
