The project-specific procedure produces an estimate of baseline emissions <strong>for</strong> a project<br />
activity’s primary effect through the identification of a baseline scenario linked to the<br />
specific circumstances surrounding the project activity. The baseline scenario is identified<br />
through a structured analysis of the project activity and the baseline candidates identified in<br />
Chapter 7. This procedure has two components. The first component involves identifying the<br />
baseline scenario. The second component involves estimating the <strong>GHG</strong> emissions associated with<br />
the baseline scenario.<br />
