Build-to Line,<br />
Side Street:<br />

Building setback distance applying<br />
to corner lots that varies by zone<br />
designation and that is measured from<br />
the property line abutting a street at<br />
which point a building must be placed.<br />
The Director shall have the authority to<br />
determine the applicability of a Street<br />
Build-to Line and/or Side Street Buildto<br />
Line.<br />
The form of a building, based on its<br />
massing, private frontage and height.<br />
Building Disposition: The placement of a building on its lot.<br />
Civic Building:<br />
Civic Space:<br />
A building owned or leased by a public<br />
agency or non-profit organization for<br />
the primary purpose of providing a<br />
service to the general public dedicated<br />
to arts, culture, education, recreation,<br />
government, transit and municipal/<br />
public parking.<br />
An outdoor area dedicated for public<br />
use. Civic Spaces are defined by a<br />
combination of physical elements that<br />
define the relationship between their<br />
intended use, size, landscaping and/or<br />
enfronting buildings.<br />
Building Function:<br />
Building Height:<br />
The uses accommodated by a building<br />
and its lot. Building functions (i.e.,<br />
uses) are categorized by Table III-1.<br />
Land Use and Permit Requirements<br />
in Article II (page III-8) and are either<br />
permitted by right or via use permit.<br />
The vertical extent of a building<br />
measured in stories, not including a<br />
raised basement or a habitable attic.<br />
Height limits do not apply to masts,<br />
belfries, clock towers, chimney flues,<br />
water tanks, elevator bulkheads and<br />
similar structures. Building Height shall<br />
be measured from the average grade<br />
of the enfronting thoroughfare, except<br />
in the Hillside Overlay (see Section<br />
2.50.030).<br />
Building Type: A structure category commonly<br />
determined by function, disposition<br />
on the lot, and configuration, including<br />
frontage and height but specifically<br />
defined by Article III.<br />
Carriage House:<br />
A separate, attached or detached,<br />
complete housekeeping unit with<br />
kitchen, sleeping and full bathroom<br />
facilities, located in the same lot as a<br />
Primary Building but subordinate in<br />
size.<br />
Commercial: The term collectively defining<br />
workplace, office and retail functions.<br />
Common Destination: An area of focused community activity<br />
defining the approximate center of a<br />
Pedestrian Shed. It may include without<br />
limitation one or more of the following:<br />
a Civic Space, a Civic Building, a<br />
Commercial center, or transit stop. A<br />
Common Destination may act as the<br />
social center of a Neighborhood.<br />
Community Meeting: Consisting of group gatherings<br />
conducted indoors. Typical uses<br />
include synagogues, mosques,<br />
temples, churches, community<br />
centers, bingo halls, private clubs,<br />
fraternal, philanthropic and charitable<br />
organizations, and lodges. Additional<br />
typical uses include those providing live<br />
or recorded events or performances, or<br />
other activities intended for spectators<br />
that are conducted within an enclosed<br />
building such as motion picture<br />
theatres, music performance halls,<br />
and sports arenas.<br />
Context:<br />
Surroundings, including a combination<br />
of architectural, natural and civic<br />
elements that define specific<br />
neighborhood or block character.<br />
Civic:<br />
A use operated by a public agency or<br />
non-profit organization for the primary<br />
purpose of providing a service to<br />
the general public. Such uses are<br />
dedicated to, by way of example<br />
but without limitation, arts, culture,<br />
education, recreation, government,<br />
transit and municipal/public parking.<br />
