Job Title: Senior Specialist (Information and Communication Technology (ICT))
The Job: A three (3) year contract position.
Job Summary:
The Senior Specialist, ICT is responsible for managing the operations of an ICT sub-unit under
the Strategy and Research Division. The incumbent acts in a leadership role to coordinate the
development of strategic, long-term ICT policies for the Public Service and relative to the
national ICT agenda; monitors technological advancements in the global ICT and
telecommunications sector, and assesses their impact on national ICT development.
Reporting Relationships
Reports to: Director, Strategy and Research Division
Duties and Responsibilities
Sets infrastructure and technology directions and standards, and drives programmes and
projects aimed at ensuring that the Government of the Republic of Trinidad and Tobago
(GoRTT) has a world-class ICT infrastructure, in support of the goals and objectives of the
national ICT agenda.
Manages all aspects of the development of an integrated ICT policy framework and
associated polices to support the long-term strategic direction of the public service and the
national ICT agenda.
Provides specific policy advice to the Ministry and the wider public service on key ICT areas
including:
- ICT law;
- ICT security and privacy;
- electronic transactions and electronic authentication;
- interconnection and interoperability;
- free and open source software;
- cloud computing;
- telecommunications competition policy.
Plans and organizes the work of technical officers engaged in policy development and
evaluation.
Advises other Government Ministries and Agencies on ICT policy development including
the suitability of current policy and legislation, and on appropriate measures for addressing
any policy gaps.

Regularly briefs the Permanent Secretary and the Director, Strategy and Research Division
on progress, achievements, risks and recommended mitigating actions.
Represents the Ministry on Committees, Task Forces and other such bodies, locally,
regionally and internationally in order to articulate the Government’s vision and strategy for
development of the ICT sector in Trinidad and Tobago.
Monitors the implementation of policy to ensure that they are executed as planned and that
the required outcomes are achieved.
Liaises with the External Relations Unit with regard to global ICT trends and policy
development.
Performs related work as required.
Knowledge
Considerable knowledge and experience in policy development and management in the
following areas:
- e-Government
- e-Commerce
- ICT infrastructure and security
- Telecommunications
Considerable knowledge of the imperatives of technological convergence
Working knowledge of public service issues, practices and procedures.
Skills and Abilities
Ability to lead, guide and motivate professional staff in ensuring on-time achievement of
projects and other areas of service delivery.
Ability to work closely with Officers in other Divisions of the Ministry, and to liaise with
Officers in other Government Ministries and Agencies to assist with their activities and in the
development of strategies and policies to promote the national ICT agenda.
Demonstrated initiative and independent judgment in accordance with established policies,
procedures, industry standards and strategic objectives.
Reviews and analyses reports, notes, memorandum, briefs and proposals submitted by senior
officers and recommends courses of action consistent with the policy and programme
objectives of the National ICT Plan.
Excellent communications skills, oral and written.

Minimum Experience and Training
Advanced degree in a technical field (including Computer and Electrical Engineering, ICT, Law,
Telecommunications, Computer Science); or a related field.
At least ten (10) years of practical experience in a management capacity in the ICT field,
directly involved in policy development in the areas of e-government, telecommunications,
ICT infrastructure development and security
A Bachelor’s Degree in the aforementioned fields together with relevant work experience may be
considered.
Formal training in Policy Development and Management, and Strategic Planning will be an
asset.
