3.4 CTDEEP Selected Remedy<br />

In 2005, CTDEEP reclassified the southern portion of <strong>Rochford</strong> <strong>Field</strong> from “GAA” to “GB”; the<br />

northern portion of the site remains a “GAA” water resource.<br />

In 2007, CTDEEP published a “Remedy Selection <strong>Plan</strong>” for the <strong>Newhall</strong> Neighborhood, including<br />

<strong>Rochford</strong> <strong>Field</strong>. As part of the 2007 “Remedy Selection”, CTDEEP approved Alternative 4 (outlined<br />

in Section 3.2, above), which requires installation of an engineered control as the remedial strategy for<br />

<strong>Rochford</strong> <strong>Field</strong>. CTDEEP stated that remedy provides the best protection for area residents while<br />

alleviating the environmental impacts from the historic fill. This alternative is protective of human<br />

health, safety, welfare and environmental concerns and minimizes potential exposure pathways<br />

associated with disturbance of the fill materials. Furthermore, this alternative allows for a continuation<br />

of the existing recreational uses (i.e., ballfields and play areas) that are significant to maintaining the<br />

character and quality of the neighborhood. Such a remedy clearly is consistent with the existing and<br />

future use while not unnecessarily increasing the costs to the Town’s taxpayers and exposure risks to<br />

the neighboring residential property owners.<br />

In order to implement the CTDEEP selected remedy, the following work will be required:<br />

Demolition of the existing ball field facility including the removal or in-place abandonment of<br />

existing utilities.<br />

Installation or perimeter retaining wall and grading ground surface for proper drainage.<br />

Cleaning of existing stormwater sewage system between the site and the point of discharge.<br />

Installation of the impermeable barrier, drainage pipes and backfill materials.<br />

Replacement of utilities (such as sprinkler system, electrical and water), topsoil, trees, and sod.<br />

Replacement of ball field equipment and perimeter fence.<br />

Application of an ELUR.<br />
