NOTICE INVITING TENDER
Sealed tenders are hereby invited in two parts (Technical and Price Bid) from experienced, reliable,
financially sound, valid licentiate & eligible Contractors/Firms for taking up the following works.

Cost of Tender Paper (Non refundable) & EMD shall be deposited at Cash Section, Katras Area from
09/08/2013 (Friday) to 16/08/2013 (Friday) during office working hours. Tender documents will be
available from the Office of the Area Manager (E&M),Katras Area & Nodal Officer(E&M), Katras
Area, on production of Money receipt from 09/08/2013(Friday) to 16/08/2013 (Friday)
Tender will be received upto 3.00 PM on 19/08/2013(Monday) in the Office of the Area Manager
(E&M) ,Katras Area and upto 3.00 P.M. on 19/08/2013 (Monday) at Camp Office, C2/50, Sector VII,
Koyla Nagar, Dhanbad. Tender will be opened on 20/08/2013(Tuesday) at 4.00 PM at Office of the
Nodal Officer(E&M),Camp Office, C2/50, Sector VII, Koyla Nagar, Dhanbad. No tender will be
issued or submitted by postal means.
Tender should be submitted in three sealed envelopes marking “EMD”, “Technical Bid” and “Price
Bid” within one sealed envelope superscribing NIT No. with date of opening.

ELIGIBILITY CRITERIA:
ANNEXURE „A‟
i) Average Annual financial turnover during the last 3 years, ending 31 st March
of the previous financial year, should be at last 30% of the estimated cost.
ii) The intending tenderer must have in its name as a prime contractor experience
of having successfully completed similar work during last 07(Seven) years
ending last day of month previous to the one in which bid application are
invited (i.e eligibility period) should be either of the following:
Three(03) similar completed works each consisting not less than the amount
Equal to 40% of the estimated cost.
OR
Two(02) similar completed works each consisting not less than the amount
Equal to 50% of the estimated cost.
OR
One(01) similar completed work consisting not less than the amount equal to
80% of the estimated cost.
Similar work means: Supply, Installation/Commissioning of hardware &
Software associated with Weighbridges.
Liquidated Damages:
The successful bidder shall ensure that any Mechanical/Electrical/Electronic/Any
component Breakdown/malfunctioning of the CCTV system including associated
software shall be immediately attended within a reasonable time not exceeding 12
hours.
For this purpose sufficient inventory of spares/equipment etc. shall be maintained by
the bidder at its own cost.
The method of calculation of LD
LD will be charged if the CCTV system breakdown is not attended and rectified
within 12 hours from receipt of information. The information will be in the form of
telephonic call, SMS, e-mail,FAX, Letter etc. The rate of LD will be 0.5% of the total
order value for each day and will be charged as follows:
0-12 Hours: No.LD
12 Hours & above:{0.5% of total supply order value(24)} x No. of total breakdown

. LD will be subject to maximum 10% of the total awarded value. In case the
Successful bidder exceeds the LD limit of 10% of total awarded value, the
Company reserves the right to forfeit the security deposit & cancel the order.
. LD will be charged for breakdown of each and all components of CCTV
System & associated software.

Detail scope of work: Supply, Installation & Commissioning of Closed Circuit Television
(CCTV) system with its customized application software at all Road Weighbridges of BCCL
so that images of empty & loaded vehicle with its Registration number can be printed in the
weighment challan/slips besides usual video footage. Out of the four cameras which are to be
installed, three cameras are to be installed outside along the longitudinal centre line of the
weigh platform at a safe height & at an angle so as to take snapshot of the vehicle placed
correctly at the weigh platform & weighed I order to record the image of the vehicle with
registration number plate & payload clearly at all times & in all weather conditions. The three
cameras shall record photo image of the vehicle being weighed from front, rear & top
respectively. The same has to be incorporated in weigh slips by software integration besides
surveillance by videography. The fourth camera will be installed for surveillance by
videography, essentially in weighment recording room i.e. where digitizer & computers have
been installed so as to record continuously the weighment recording activity clearly at all
times & in all weather conditions. The VDU of the computer shall be used for viewing video
footage on demand. The video recording shall be time scaled to indicate date & time of the
activity under surveillance & synchronize with weighment activity. At least one month video
data storage should be in the device fully secured., provision should be made to copy the
video data in a complete secured format to any external devices like CD ,DVD,pen drive, etc
so as to store & record the data for any further use by the company. Providing non editable
video data with continuity in content & in its best visual quality will be the responsibility of
the successful bidder. The complete installation of the system & its associated service will be
under warranty for a period of one year from date of successful commissioning & no
maintenance charges will be borne by the company. Any maintenance work done by the
successful bidder during installation & warranty service at the weighbridge should be in the
presence of company officials & details of which should be jointly recorded in the log book
kept at the weighbridge for the purpose. BCCL reserves the right to change software
requirement/modification if required by the company in future.
Responsibility of BCCL with regard to scope of work.
1) Handing over weighbridge site to carry out the installation work.
2) Poles & its installation required for CCTV Cameras outside shall
be arranged by the company.
3)Power supply & earthing for installation of the system if required shall be arranged
by the company.

01.(a)Earnest money should be deposited in form of Cash or Bank draft in favour of „Bharat
Coking Coal Limited‟, payable at Dhanbad. Proper money receipt or Bank Draft should
be submitted within one separate sealed envelope superscribing „E.M.D‟, without this,
tender will be rejected.
(b)The firm registered under NSIC will be exempted from (i) payment of Tender paper
Cost (ii) Payment of EMD & Security deposit, provided necessary documents issued
by NSIC be submitted, covering Similar nature of works as per NIT.
02. The validity of tender will be 120 days from the date of opening of price bid or
revised price bid, if any.
03. The work will not be subject to any arbitration.
04. Conditional tender will not be considered.
05. Tenderer has to abide by the Central Labour Regulation Act,1970 and allied
Labour laws amended up to date.
06. PAN No./VAT Registration No./Service Tax Registration No. etc. as applicable
are to be submitted in part-I (Technical bid) along with the tenders
07 . Guarantee :- The Contractor/Firm has to stand guarantee for a minimum period
of 12 months for trouble free service of the jobs carried out by him
from the date of Commissioning of all the items as covered under
the work order.
08. Security Deposit: 5% of the total awarded value of the job shall be deposited as
security amount in form of Cash or Demand Draft favoring,
„Bharat Coking Coal Limited‟ payable at Dhanbad after
issue of work order and will be released after satisfactory
completion of the Guarantee period
( EMD of 1% will be adjusted & 4% balance amount to be deposited).
09. Inspecting Authority Area Manager (E&M),Katras Area or his authorised
representative.
10. Paying Authority:- Area Finance Manager, Katras Area.
11. Management of BCCL reserves right to reject any or all of the tender without
assigning any reason what so ever and to split up and distribute the work among
the tenderers.

12. The tenderers have to submit the copy of Sales Tax clearance certificate duly attested
by a Gazetted Officer of the Govt. (Central or State ) & TIN No.
The complete Bid documents will be available on the website of the company, www.
BCCL.gov.in for the purpose of downloading and tender submitted on such downloaded
bid documents shall be considered valid for participating in the tender process.
13. The company shall not be responsible for any delay/difficulties/in-accessibility of the
downloading facility for any reasons whatsoever. The downloading facility shall be
available during the period of sale of tender paper.
14. The bidders, who will download the tender documents from the website of the Company
will be required to pay the cost of tender paper(Application fee) by Bank Draft (Prepared
not before or after the sale period of tender document as mentioned in NIT) as per
NIT at the time of submission of tenders.
15. The bidders will be required to submit an undertaking that they will accept the tender
documents as available in the website and their tender shall be rejected, if any tampering
in the tender documents is found to be done at the time of opening of tender.
16. The Bank Draft towards the cost of tender documents (Application fee) and the undertaking
of the tenderer as at Sl.No.(15) shall be submitted in a separate envelope marked
„Cost of Tender Documents‟ and the undertaking and not with part/I/EMD.
17. In case of any discrepancy between the tender documents downloaded from the
Website and the master copy available in the office, the later shall prevail and will be
binding on the tenderers. No claim on this account will be entertained.
18. All documents being submitted with the Technical Bid should carry affidavit of
Notary Public.
