NOTICE INVITING TENDER<br />
Sealed tenders are hereby invited in two parts (Technical and Price Bid) from experienced, reliable,<br />
financially sound, valid licentiate & eligible Contractors/Firms for taking up the following works.<br />

available from the Office of the Area Manager (E&M),Katras Area & Nodal Officer(E&M), Katras<br />
Area, on production of Money receipt from 09/08/2013(Friday) to 16/08/2013 (Friday)<br />
Tender will be received upto 3.00 PM on 19/08/2013(Monday) in the Office of the Area Manager<br />
(E&M) ,Katras Area and upto 3.00 P.M. on 19/08/2013 (Monday) at Camp Office, C2/50, Sector VII,<br />
Koyla Nagar, Dhanbad. Tender will be opened on 20/08/2013(Tuesday) at 4.00 PM at Office of the<br />
Nodal Officer(E&M),Camp Office, C2/50, Sector VII, Koyla Nagar, Dhanbad. No tender will be<br />
issued or submitted by postal means.<br />
Tender should be submitted in three sealed envelopes marking “EMD”, “Technical Bid” and “Price<br />
Bid” within one sealed envelope superscribing NIT No. with date of opening.<br />

ELIGIBILITY CRITERIA:<br />
ANNEXURE „A‟<br />
i) Average Annual financial turnover during the last 3 years, ending 31 st March<br />
of the previous financial year, should be at last 30% of the estimated cost.<br />
ii) The intending tenderer must have in its name as a prime contractor experience<br />
of having successfully completed similar work during last 07(Seven) years<br />
ending last day of month previous to the one in which bid application are<br />
invited (i.e eligibility period) should be either of the following:<br />
Three(03) similar completed works each consisting not less than the amount<br />
Equal to 40% of the estimated cost.<br />
OR<br />
Two(02) similar completed works each consisting not less than the amount<br />
Equal to 50% of the estimated cost.<br />
OR<br />
One(01) similar completed work consisting not less than the amount equal to<br />
80% of the estimated cost.<br />
Similar work means: Supply, Installation/Commissioning of hardware &<br />
Software associated with Weighbridges.<br />
Liquidated Damages:<br />
The successful bidder shall ensure that any Mechanical/Electrical/Electronic/Any<br />
component Breakdown/malfunctioning of the CCTV system including associated<br />
software shall be immediately attended within a reasonable time not exceeding 12<br />
hours.<br />
For this purpose sufficient inventory of spares/equipment etc. shall be maintained by<br />
the bidder at its own cost.<br />
The method of calculation of LD<br />
LD will be charged if the CCTV system breakdown is not attended and rectified<br />
within 12 hours from receipt of information. The information will be in the form of<br />
telephonic call, SMS, e-mail,FAX, Letter etc. The rate of LD will be 0.5% of the total<br />
order value for each day and will be charged as follows:<br />
0-12 Hours: No.LD<br />
12 Hours & above:{0.5% of total supply order value(24)} x No. of total breakdown<br />
Hours<br />
. LD will be subject to maximum 10% of the total awarded value. In case the<br />
Successful bidder exceeds the LD limit of 10% of total awarded value, the<br />
Company reserves the right to forfeit the security deposit & cancel the order.<br />
. LD will be charged for breakdown of each and all components of CCTV<br />
System & associated software.<br />

Detail scope of work: Supply, Installation & Commissioning of Closed Circuit Television<br />
(CCTV) system with its customized application software at all Road Weighbridges of BCCL<br />
so that images of empty & loaded vehicle with its Registration number can be printed in the<br />
weighment challan/slips besides usual video footage. Out of the four cameras which are to be<br />
installed, three cameras are to be installed outside along the longitudinal centre line of the<br />
weigh platform at a safe height & at an angle so as to take snapshot of the vehicle placed<br />
correctly at the weigh platform & weighed I order to record the image of the vehicle with<br />
registration number plate & payload clearly at all times & in all weather conditions. The three<br />
cameras shall record photo image of the vehicle being weighed from front, rear & top<br />
respectively. The same has to be incorporated in weigh slips by software integration besides<br />
surveillance by videography. The fourth camera will be installed for surveillance by<br />
videography, essentially in weighment recording room i.e. where digitizer & computers have<br />
been installed so as to record continuously the weighment recording activity clearly at all<br />
times & in all weather conditions. The VDU of the computer shall be used for viewing video<br />
footage on demand. The video recording shall be time scaled to indicate date & time of the<br />
activity under surveillance & synchronize with weighment activity. At least one month video<br />
data storage should be in the device fully secured., provision should be made to copy the<br />
video data in a complete secured format to any external devices like CD ,DVD,pen drive, etc<br />
so as to store & record the data for any further use by the company. Providing non editable<br />
video data with continuity in content & in its best visual quality will be the responsibility of<br />
the successful bidder. The complete installation of the system & its associated service will be<br />
under warranty for a period of one year from date of successful commissioning & no<br />
maintenance charges will be borne by the company. Any maintenance work done by the<br />
successful bidder during installation & warranty service at the weighbridge should be in the<br />
presence of company officials & details of which should be jointly recorded in the log book<br />
kept at the weighbridge for the purpose. BCCL reserves the right to change software<br />
requirement/modification if required by the company in future.<br />
Responsibility of BCCL with regard to scope of work.<br />
1) Handing over weighbridge site to carry out the installation work.<br />
2) Poles & its installation required for CCTV Cameras outside shall<br />
be arranged by the company.<br />
3)Power supply & earthing for installation of the system if required shall be arranged<br />
by the company.<br />

01.(a)Earnest money should be deposited in form of Cash or Bank draft in favour of „Bharat<br />
Coking Coal Limited‟, payable at Dhanbad. Proper money receipt or Bank Draft should<br />
be submitted within one separate sealed envelope superscribing „E.M.D‟, without this,<br />
tender will be rejected.<br />
(b)The firm registered under NSIC will be exempted from (i) payment of Tender paper<br />
Cost (ii) Payment of EMD & Security deposit, provided necessary documents issued<br />
by NSIC be submitted, covering Similar nature of works as per NIT.<br />
02. The validity of tender will be 120 days from the date of opening of price bid or<br />
revised price bid, if any.<br />
03. The work will not be subject to any arbitration.<br />
04. Conditional tender will not be considered.<br />
05. Tenderer has to abide by the Central Labour Regulation Act,1970 and allied<br />
Labour laws amended up to date.<br />
06. PAN No./VAT Registration No./Service Tax Registration No. etc. as applicable<br />
are to be submitted in part-I (Technical bid) along with the tenders<br />
07 . Guarantee :- The Contractor/Firm has to stand guarantee for a minimum period<br />
of 12 months for trouble free service of the jobs carried out by him<br />
from the date of Commissioning of all the items as covered under<br />
the work order.<br />
08. Security Deposit: 5% of the total awarded value of the job shall be deposited as<br />
security amount in form of Cash or Demand Draft favoring,<br />
„Bharat Coking Coal Limited‟ payable at Dhanbad after<br />
issue of work order and will be released after satisfactory<br />
completion of the Guarantee period<br />
( EMD of 1% will be adjusted & 4% balance amount to be deposited).<br />
09. Inspecting Authority Area Manager (E&M),Katras Area or his authorised<br />
representative.<br />
10. Paying Authority:- Area Finance Manager, Katras Area.<br />
11. Management of BCCL reserves right to reject any or all of the tender without<br />
assigning any reason what so ever and to split up and distribute the work among<br />
the tenderers.<br />

12. The tenderers have to submit the copy of Sales Tax clearance certificate duly attested<br />
by a Gazetted Officer of the Govt. (Central or State ) & TIN No.<br />
The complete Bid documents will be available on the website of the company, www.<br />
BCCL.gov.in for the purpose of downloading and tender submitted on such downloaded<br />
bid documents shall be considered valid for participating in the tender process.<br />
13. The company shall not be responsible for any delay/difficulties/in-accessibility of the<br />
downloading facility for any reasons whatsoever. The downloading facility shall be<br />
available during the period of sale of tender paper.<br />
14. The bidders, who will download the tender documents from the website of the Company<br />
will be required to pay the cost of tender paper(Application fee) by Bank Draft (Prepared<br />
not before or after the sale period of tender document as mentioned in NIT) as per<br />
NIT at the time of submission of tenders.<br />
15. The bidders will be required to submit an undertaking that they will accept the tender<br />
documents as available in the website and their tender shall be rejected, if any tampering<br />
in the tender documents is found to be done at the time of opening of tender.<br />
16. The Bank Draft towards the cost of tender documents (Application fee) and the undertaking<br />
of the tenderer as at Sl.No.(15) shall be submitted in a separate envelope marked<br />
„Cost of Tender Documents‟ and the undertaking and not with part/I/EMD.<br />
17. In case of any discrepancy between the tender documents downloaded from the<br />
Website and the master copy available in the office, the later shall prevail and will be<br />
binding on the tenderers. No claim on this account will be entertained.<br />
18. All documents being submitted with the Technical Bid should carry affidavit of<br />
Notary Public.<br />
