Wildfire risk is defined as greater than ten percent of the total community area. Table 21 contains the UTC priority communities and Table 22 contain the WUI priority communities. In addition to the basic criteria used to select the communities, the tables also display which municipalities are currently considered managing within the Urban and Community Forestry Program analysis (professional forestry staff, urban forestry ordinance, advisory committee, and forest management plan). Figure 35. Urban Priority Areas by Composite Score. Only six communities of the 23 high priority urban areas have the greatest risk of wildfire. These communities, from north to south, are the City of New Castle, Delaware City, Leipsic, Little Creek, Bowers Beach, and Slaughter Beach. These communities range from populated urban areas such as the City of New Castle to rural towns like Bowers Beach. These targeted communities have priority for funding to develop and implement Community Wildfire Protection Plans (CWPP). Currently, only one Delaware community (the City of Lewes) has a CWPP. The demands placed upon the urban forest are the primary factor in the process to determine the urban forestry priority areas. The communities that comprise the UTC Priority Areas have a high population density, low tree canopy percentage, or a combination of both. These communities range from large metropolitan areas such as the Wilmington/Newark corridor to small towns such as Kenton and Hartly.
