the means by which all parts of the Third Sector can <strong>en</strong>gage in and<br />

contribute to the work of the Welsh Governm<strong>en</strong>t;<br />

informing the Welsh Governm<strong>en</strong>t of developm<strong>en</strong>ts and concerns<br />

id<strong>en</strong>tified by the Third Sector through its work;<br />

participation in working groups to develop new policies and<br />

strategies;<br />

consultation arrangem<strong>en</strong>ts on policy or new strategic programmes;<br />

agreeing the parameters for co-operation in implem<strong>en</strong>ting such<br />

programmes, and;<br />

dealing with administrative arrangem<strong>en</strong>ts for funding programmes.<br />

Third Sector Partnership Council<br />

3.7. In pursuit of its int<strong>en</strong>tion to work collaboratively and effectively with the<br />

Third Sector, the Welsh Governm<strong>en</strong>t will maintain a Third Sector<br />

Partnership Council as its primary mechanism for <strong>en</strong>gagem<strong>en</strong>t with the<br />

Third Sector.<br />

3.8. Wales Council for Voluntary Action will facilitate the election of the<br />

Third Sector repres<strong>en</strong>tatives and <strong>en</strong>sure that, as far as possible, they<br />

reflect a cross section of Third Sector interests and activities. Welsh<br />

Governm<strong>en</strong>t may invite repres<strong>en</strong>tative from other <strong>sector</strong>s to att<strong>en</strong>d<br />

meetings. Officials of the Welsh Governm<strong>en</strong>t and officers of Wales<br />

Council for Voluntary Action will support the Third Sector Partnership<br />

Council. The Council will be chaired by the Welsh Minister<br />

responsible for the Third Sector Scheme.<br />

3.9. The Third Sector Partnership Council will:<br />

consider issues that relate to the strategic objectives and functions<br />

of the Welsh Governm<strong>en</strong>t and which <strong>en</strong>gage the interests of the<br />

Third Sector, and make recomm<strong>en</strong>dations to the Welsh<br />

Governm<strong>en</strong>t<br />

agree, monitor and review the Framework for Engagem<strong>en</strong>t<br />

advise on the implem<strong>en</strong>tation, monitoring and review of the Third<br />

Sector Scheme including establishing indicators by which the<br />

Scheme shall be evaluated;<br />

facilitate consultation with relevant Third Sector organisations and<br />

Public Sector bodies on the Scheme’s implem<strong>en</strong>tation, operation<br />

and review;<br />

assist in arrangem<strong>en</strong>ts for reviewing the Scheme from time to time.<br />

3.10. The composition and working arrangem<strong>en</strong>ts for the TSPC will be jointly<br />

agreed by the Welsh Governm<strong>en</strong>t and the Third Sector.<br />

Ministerial meetings<br />

3.11. The Welsh Ministers <strong>en</strong>gage with the Third Sector very frequ<strong>en</strong>tly<br />

through a variety of means. Examples include: meetings about specific<br />

issues; visits to organisations and communities; att<strong>en</strong>dance at ev<strong>en</strong>ts<br />
