Where the int<strong>en</strong>tion is to secure a direct service for Governm<strong>en</strong>t either in<br />

the supply of goods and services (e.g. office supplied) or in direct<br />

furtherance of its functions or policy objectives (e.g. recruiting consultants)<br />

th<strong>en</strong> a procured approach is likely. The recruitm<strong>en</strong>t of research<br />

consultants, for example, can have a wider secondary interest or b<strong>en</strong>efit,<br />

but the question of whether the research outcomes are primarily of direct<br />

b<strong>en</strong>efit to Governm<strong>en</strong>t remains relevant.<br />

Q Is Governm<strong>en</strong>t proposing to provide all the funding to meet requirem<strong>en</strong>ts<br />

for which funding is being paid?<br />

Rapid Response Team<br />

The Rapid Response Team is comprised of repres<strong>en</strong>tatives from relevant<br />

disciplines within Governm<strong>en</strong>t and can be quickly conv<strong>en</strong>ed where a situation<br />

is particularly complex and a decision whether to grant fund or to procure<br />

cannot be reached. Its aim is to recomm<strong>en</strong>d the most appropriate way<br />

forward to achieve best value for money.<br />

Grant Managem<strong>en</strong>t and the role of the Grants C<strong>en</strong>tre of Excell<strong>en</strong>ce<br />

Grants are very important in Wales. The Welsh Governm<strong>en</strong>t use grants as a<br />

mechanism to deliver policy objectives; they <strong>en</strong>able the public <strong>sector</strong> and the<br />

Third Sector to provide services which directly impact on the lives of people in<br />

Wales.<br />

To improve the way Welsh Governm<strong>en</strong>t grants are managed, a Grants<br />

C<strong>en</strong>tre of Excell<strong>en</strong>ce has be<strong>en</strong> established to provide expert advice, support<br />

and guidance for anyone working with grants across the organisation. The<br />

Grants C<strong>en</strong>tre of Excell<strong>en</strong>ce is a key source of advice, training and corporate<br />

guidance in the managem<strong>en</strong>t of grant funding in the Welsh Governm<strong>en</strong>t,<br />

aimed at increasing compliance, consist<strong>en</strong>cy and quality in Grants<br />

Managem<strong>en</strong>t in Wales. Together, C<strong>en</strong>tre of Excell<strong>en</strong>ce staff have a depth and<br />

breadth of grant funding experi<strong>en</strong>ce gained from working on grant<br />

programmes in the <strong>third</strong>, public and private <strong>sector</strong>s<br />
