Virginia Student Councils Association 84th Annual State Convention

VSCA Rules of Procedure
The following Rules of Procedure were proposed by the VSCA Resolutions
Committee and adopted by the VSCA Advisory Committee.
1. Debate on each resolution is limited to 15 minutes.
2. When wishing to speak, each person must:
~ Sign up to speak--a sign up sheet will be available from 11:40 a.m.-3:30 p.m. in the
Board Room (VSCA Office).
All students wishing to speak must sign the Speaker’s List during this time.
~ Be recognized by the Chair.
~ State his/her name and school.
~ Stand and speak from a microphone.
3. No student may speak more than two (2) minutes on a motion.
4. No more than two (2) students from the same school may speak on the same motion and the
second student wishing to speak on a motion must go to the end of the line before speaking.
5. All questions and comments must be directed to the Chair.
6. The Chair will alternate microphones.
7. There will be no yielding of time.
8. Only voting delegates will vote and voting cards will be utilized. Voting delegates should sit
along the center aisle seats.
9. A majority vote is needed to pass both amendments and resolutions.
10. In the event that an amendment is proposed and properly seconded, all speakers waiting to
speak should step to the side of the aisle. Delegates wishing to speak to the amendment shall
line up to speak, and will be recognized by the Chair, who will alternate microphones. After
the amendment is resolved, debate will resume based on the order of the Resolution’s Speakers
Sheets.
