Operational Safety<br />

The Operational Safety Committee was formed in<br />

<strong>2005</strong> as a result of the reorganisation of the BAMA<br />

committee structure. Within our remit we have all<br />

manufacturing and distribution safety issues and the<br />

difficult area of Transport of Dangerous Goods. Therefore<br />

most members have a manufacturing or distribution<br />

background and come from the previous Technical<br />

Committee and working groups on Warehouse Safety<br />

and DSEAR that performed so successfully in the past<br />

to protect our industry and our employees. As a<br />

Committee we hope to maintain the enviable BAMA<br />

reputation for providing authoritative and thorough<br />

advice to our members and the respect that we have<br />

earned from authorities like the HSE and Department<br />

for Transport (DfT). We are now aligned to the FEA<br />

committee structure and our mission is clear, to<br />

support our members on Operational Safety matters.<br />

During <strong>2005</strong>, regulations to implement ADR/RID<br />

<strong>2005</strong> were put in place in the UK. This cleared away<br />

UK specific legislation and brought us into line with<br />

much of the rest of the world. BAMA is working with the<br />

DfT to develop a code of practice for how companies<br />

may apply for authorisation to implement an alternative<br />

to the hot water bath test before this facility becomes<br />

fully available by law in 2007. The Committee is<br />

watching developments carefully regarding proposed<br />

restrictions to the Limited Quantity concept. With the<br />

constant and much valued support of Martin Castle<br />

of Pira International and through FEA, BAMA is in a<br />

strong position to positively influence the outcome of<br />

these discussions.<br />

The 3rd edition of the BAMA Guide to the Safe<br />

Warehousing of <strong>Aerosol</strong>s was published in May; many<br />

thanks to the working group who brought this together.<br />

of the Pollution Prevention and Control Regulations<br />

(PPC) on the aerosol industry. After careful negotiation<br />

with Environment Agency inspectors, BAMA was<br />

able to steer a path through the legislation that<br />

largely excluded the core of the industry from the<br />

regime. A guide was speedily published for members<br />

towards the end of the year; many thanks to the<br />

Working Group for this success. It is with regret that<br />

we say goodbye to Ian Davies who has left the<br />

aerosol industry to pursue his career elsewhere.<br />

Work to develop a test method for accidental<br />

actuation through applying a top load continued. In<br />

Europe, the FEA expressed an interest in adopting<br />

this work with a view to creating a standard for<br />

the industry.<br />

The Committee also started looking at suitable<br />

ways to measure the effectiveness and performance<br />

of safety management systems. This was as a direct<br />

result of the comments from the <strong>Association</strong> of <strong>British</strong><br />

Insurers who said that the BAMA Standard is a useful<br />

document but needed to be validated through<br />

measurement. One area that has potential and is<br />

being studied is the web-based health and safety<br />

performance indicator tools recently published by HSE.<br />

The Committee has also been active in the development<br />

of a project to study the effectiveness of High Expansion<br />

Foam to extinguish aerosol fires in warehouses. A Project<br />

has been initiated through FEA and a consortium of<br />

industry members is being created to manage this<br />

activity. BAMA, through its Operational Safety<br />

Committee, is helping with the development of the<br />

project and the creating of the consortium.<br />

During the year, a Working Group was formed under<br />

the chairmanship of Ian Davies to look at the impact
