<strong>India</strong> grants greater market access for Sri Lankan products -<br />

Apparel and Processed meat sector to benefit<br />

During the visit <strong>of</strong> Hon. Anand Sharma, Minister <strong>of</strong> Commerce, Industry<br />

& Textiles, Government <strong>of</strong> <strong>India</strong> to Sri Lanka from 3-5 August, 2012 the<br />

Government <strong>of</strong> Sri Lanka had made a request that, in respect <strong>of</strong> the export <strong>of</strong><br />

Sri Lankan garments to <strong>India</strong> under the <strong>India</strong>-Sri Lanka Free Trade<br />

Agreement, the condition <strong>of</strong> sourcing <strong>of</strong> fabric from <strong>India</strong> for 5 million pieces be<br />

removed so that the total quota for duty free apparel exports from Sri Lanka<br />

to <strong>India</strong> becomes 8 million pieces, without any condition on fabric sourcing.<br />

As committed by Hon. Anand Sharma, the Government <strong>of</strong> <strong>India</strong> has<br />

approved the Sri Lankan request for removal <strong>of</strong> the fabric sourcing condition,<br />

thereby bringing to 8 million pieces the number <strong>of</strong> garments that can be<br />

exported from Sri Lanka to <strong>India</strong> duty-free, under the terms <strong>of</strong> the bilateral Free<br />

Trade Agreement. The relevant notification in this regard was formally handed<br />

over to the Director General, Department <strong>of</strong> Commerce, Government <strong>of</strong> Sri<br />

Lanka, on 26 March 2013.<br />

Further, the Government <strong>of</strong> <strong>India</strong> also notified SAFTA duty concessions<br />

on 6 September 2012. Under this revised SAFTA duty regime notified by <strong>India</strong><br />

for non-LDC countries, Sri Lankan textiles exports would attract a duty <strong>of</strong> 5%,<br />

as against the earlier 11%. This is another step that will facilitate greater Sri<br />

Lankan exports <strong>of</strong> readymade garments to the <strong>India</strong>n market.<br />

On 27 February 2013, the <strong>High</strong> <strong>Commission</strong> <strong>of</strong> <strong>India</strong> had informed the<br />

Ministry <strong>of</strong> Commerce and Industry, Government <strong>of</strong> Sri Lanka, regarding the<br />

decision <strong>of</strong> the Government <strong>of</strong> <strong>India</strong> to extend the validity period <strong>of</strong> Sanitary<br />

Import Permits (SIPs) for export <strong>of</strong> meat products to <strong>India</strong>. The extension was<br />

accorded in response to a request made by the Sri Lankan Industry and the<br />

Department <strong>of</strong> Commerce <strong>of</strong> Sri Lanka. As per the new notification by the<br />

Department <strong>of</strong> Animal Husbandry, Dairying and Fisheries, Government <strong>of</strong><br />

<strong>India</strong>, the permits will now be issued for imports <strong>of</strong> processed livestock<br />

products into <strong>India</strong> for a period <strong>of</strong> one year. The validity period earlier was six<br />

months.<br />

It may be recalled that during the 8th <strong>India</strong>-Sri Lanka Joint <strong>Commission</strong> meeting held on 22 January<br />

2013 at New Delhi, both countries had agreed to cooperate closely to forge closer economic and trade<br />

linkages and take steps to double the bilateral trade to reach US $ 10 billion in next three years. The two<br />

sides also agreed to consider working towards increasing Sri Lanka´s export capacity. By providing greater<br />

market access to Sri Lankan readymade garments and implementing trade facilitation measures such as<br />

extending the validity <strong>of</strong> sanitary import permits, the Government <strong>of</strong> <strong>India</strong>´s commitment to facilitating Sri<br />

Lankan exports and enhancing bilateral trade is clear.<br />

Sri Lanka´s export to <strong>India</strong> has increased substantially since the coming into force <strong>of</strong> the <strong>India</strong>-<br />

Sri Lanka FTA, reaching USD 720.89 million in the year 2011-12, according to statistics compiled by the<br />

Department <strong>of</strong> Commerce, Government <strong>of</strong> <strong>India</strong>. For the period April-December 2012, Sri Lanka´s export to<br />

<strong>India</strong> were USD 528.76 million.<br />

<strong>India</strong>n steel firm eyes tie-up with Sri Lankan firm for manufacturing<br />

Rashtriya Ispat Nigam Ltd. (RINL), the corporate entity <strong>of</strong> Vizag Steel, is<br />

looking for a Sri Lankan company to enter into a tie-up for manufacturing steel<br />

products in Sri Lanka, a senior <strong>of</strong>ficial <strong>of</strong> the state-owned steel maker has said.<br />

RINL Director (Commercial) T.K. Chand said the company has already<br />

called for expression <strong>of</strong> interest from Sri Lankan steel rod and bar manufacturers<br />

for the tie-up and the process <strong>of</strong> selection <strong>of</strong> the partner may come to a final stage<br />

in near future.<br />

“We have already floated EOI (Expression <strong>of</strong> Interest) in this regard and received <strong>of</strong>fers from<br />

companies who have manufacturing facility in that country. By next month, we expect that the process may<br />

reach final stages,” Chand told PTI. According to him, the steel maker, on its part, will supply billets for<br />

conversion into CTD/TMT rebars and structurals on wet-leasing basis in Sri Lanka.<br />

“We will not make any investments into the plant. We are looking for a party with minimum three<br />

years experience in conversion <strong>of</strong> billets into CTD/TMT rebars and structurals and having valid licence for<br />

production. The entire capacity <strong>of</strong> SPU/RM shall be dedicated to RINL,” Chand added. Another senior <strong>of</strong>ficial<br />

said the RINL is looking at a plant with 1.5 lakh ton per annum capacity in the South Asian Country.<br />

The <strong>of</strong>ficial said they would look at a new manufacturing either in Hambantota or Trincomalee areas<br />

<strong>of</strong> the island nation so that they can use the harbour network for export purposes to countries which include<br />

the Maldives and the Myanmar.<br />

“Medicare 2013 – National Healthcare Exhibition”<br />

Sri Lanka's largest medical exhibition, National Healthcare<br />

Exhibitions 2013 was held from 15-17 March 2013 at the BMICH<br />

organized by the Department <strong>of</strong> Health, Western Province.<br />

The Sri Lankan Government aimed to foster a healthier<br />

nation that contributes to its economic, social, mental and spiritual<br />

well being, and also plans to achieve this objective by working in<br />

close coordination and partnership with the private sectors locally<br />

and internationally to ensure the delivery <strong>of</strong> comprehensive and<br />

sustainable healthcare services <strong>of</strong> high quality.<br />

A large contingent <strong>of</strong> twenty-seven hospital and medical equipment manufacturing companies from<br />

<strong>India</strong> participated in the “Medicare 2013 – National Healthcare Exhibition”.<br />

The event provided a unique opportunity to the Sri Lankan medical fraternity, doctors and firms<br />

dealing in hospital equipment and instruments to visit the <strong>India</strong>n companies participating in the exhibition and<br />

take benefit <strong>of</strong> their presence in <strong>Colombo</strong> by having one-to-one discussion and making new business<br />

contacts. Several <strong>of</strong> the <strong>India</strong>n exhibitors displayed samples <strong>of</strong> a variety <strong>of</strong> medical equipment and<br />

instruments manufactured in <strong>India</strong>.<br />

The <strong>India</strong>n healthcare sector is expected to reach US$<br />

100 billion by 2015 from the current US$ 65 billion, growing 20<br />

per cent year-on-year (y-o-y). The industry aims to touch US$<br />

280 billion by 2020, backing on increasing demand for<br />

specialized and quality healthcare facilities. The hospital<br />

services market, which represents one <strong>of</strong> the most important<br />

segments <strong>of</strong> the <strong>India</strong>n healthcare industry, is expected to be<br />

worth US$ 81.2 billion by 2015.<br />

Further, the healthcare segment <strong>of</strong>fers an attractive<br />

growth opportunity for the information technology (IT) and<br />

business processing outsourcing (BPO) industry. The market for<br />

outsourced services to healthcare payers is expected to increase<br />

from US$ 9 billion in 2011 to US$ 15 billion in 2016.<br />

Presence <strong>of</strong> world-class hospitals and skilled medical pr<strong>of</strong>essionals has strengthened <strong>India</strong>’s position<br />

as a preferred destination for medical tourism. Medical tourism market is expected to expand from US$ 1.9<br />

billion in 2011 to reach US$ 3.9 billion in 2014, at a CAGR <strong>of</strong> 27 per cent.<br />

<strong>India</strong>-Sri Lanka Science & Technology Cooperation<br />

A joint <strong>India</strong>-Sri Lanka workshop titled “Update on clinical, diagnostic,<br />

chemotherapeutic & entomological aspects <strong>of</strong> leishmaniasis” was inaugurated<br />

at the Sri Lanka Institute <strong>of</strong> Development Administration (SLIDA), <strong>Colombo</strong>,<br />

on 25 March 2013. The inauguration ceremony was attended by Mrs. Dhara<br />

Wijayatilake, Secretary, Ministry <strong>of</strong> Technology, Research & Atomic Energy,<br />

Mr. P. Kumaran, Deputy <strong>High</strong> <strong>Commission</strong>er and scientists, scholars,<br />

academics from <strong>India</strong> & Sri Lanka. The three-day workshop was organized<br />

from 25-27 March 2013 as part <strong>of</strong> the agreed “Programme <strong>of</strong> Cooperation for<br />

<strong>India</strong>-Sri Lanka Science & Technology Cooperation”. The workshop gave an<br />

opportunity to the delegates <strong>of</strong> both countries to assess each other´s<br />

capabilities and deliberate on future possibilities <strong>of</strong> working together in the field <strong>of</strong> leishmanaisis, a disease<br />

which is prevalent both in <strong>India</strong> and Sri Lanka.<br />

This was second such workshop organized by the two countries under the “Programme <strong>of</strong><br />

Cooperation for Science & Technology for 2012-2014”. The first workshop on “Transdermal Drug Delivery<br />

Systems” was organized by the <strong>India</strong>n side in February 2013 at Vijayawada (<strong>India</strong>). <strong>India</strong>-Sri Lanka<br />

cooperation in the field <strong>of</strong> Science & Technology is an important component <strong>of</strong> our bilateral relations. The two<br />

sides have been cooperating in this field for several decades in a variety <strong>of</strong> fields. There has been a regular<br />

exchange <strong>of</strong> scientists, training, exploratory visits etc. Apart from cooperation in a bilateral framework, <strong>India</strong><br />

and Sri Lanka are also cooperating in various activities under the umbrella <strong>of</strong> SAARC, BIMSTEC and the<br />

NAM S&T Centre.<br />

S & T Cooperation between <strong>India</strong> and Sri Lanka received a boost following the visit <strong>of</strong> Dr. T.<br />

Ramaswamy, Secretary, Department <strong>of</strong> Science & Technology, to <strong>Colombo</strong> in March 2010. The first meeting<br />

<strong>of</strong> the Joint Committee on Science & Technology met in September 2011 at New Delhi and identified specific<br />

areas <strong>of</strong> cooperation, including food science & technology, nuclear technology applications, oceanography<br />

and earth sciences, bi-technology & pharmaceuticals, material sciences, medical research including<br />

traditional medicinal systems, spatial data infrastructure and space sciences. The two sides have thereafter<br />

shortlisted nine R & D projects and have agreed to conduct two workshops.<br />

Being the second largest producer <strong>of</strong> scientists and engineers in the world, <strong>India</strong> is today<br />

well-positioned to make substantial contributions to the research and development (R&D) industry in the<br />

world. The <strong>India</strong>n pharmaceutical industry is a success story today, with over 500,000 people employed in<br />

this sector, in about 12,000 firms. Patent applications in <strong>India</strong> have witnessed a remarkable increase over the<br />

past five years. <strong>India</strong> already powers R&D programmes <strong>of</strong> over 100 Fortune-500 companies and hosts R&D<br />

facilities <strong>of</strong> over 750 MNCs. Given the rising prominence <strong>of</strong> <strong>India</strong> as a R&D hub, experts are confident that<br />

this trend <strong>of</strong> over 20% annual growth will continue in the coming years.<br />

Also, the cutting edge research by Sri Lankan researchers in recent years is attracting interest in <strong>India</strong>.<br />

Last year, the Sri Lanka Institute <strong>of</strong> Nanotechnology (SLINTEC) Pvt. Ltd. entered into a strategic<br />

collaboration with Nagarjuna Fertilizers and Chemicals Limited (NFCL) <strong>of</strong> Hyderabad, <strong>India</strong>, to develop the<br />

next generation <strong>of</strong> Nanotechnology-based plant nutrition solutions. These are next generation green products<br />

aimed at increasing productivity & income for farmers and creating a sustainable business for all the<br />

stakeholders engaged in agri-business. As part <strong>of</strong> this strategic partnership, Nagarjuna is purchasing the 1st<br />

generation <strong>of</strong> nano plant nutrition products, taking it from the pro<strong>of</strong>-<strong>of</strong>-concept to pro<strong>of</strong>-<strong>of</strong>-value for<br />

commercialization stage, and entering into a long-term strategic technology development program with<br />

SLINTEC for the 2ndand 3rd generation nano plant nutrition products.<br />

The Government <strong>of</strong> <strong>India</strong> is committed to broadening scientific cooperation between the two countries,<br />

as one <strong>of</strong> the key pillars for bilateral cooperation for mutual benefit. The last meeting <strong>of</strong> the Joint Committee<br />

on Science & Technology was held in <strong>Colombo</strong> on 19 and 20 April, 2013. This provided an opportunity to<br />

review ongoing cooperation and also look at specific areas to broaden cooperation.<br />

Laying <strong>of</strong> Foundation Stone <strong>of</strong> the Mahatma Gandhi International Centre at Matale<br />

H.E. Mr. Ashok K. Kantha, <strong>High</strong> <strong>Commission</strong>er <strong>of</strong> <strong>India</strong> laid the Foundation Stone for construction <strong>of</strong><br />

the Mahatma Gandhi International Centre at Matale, Central Province on April 22, 2013. The ceremony was<br />

held in the presence <strong>of</strong> Hon. ArumuganThondaman, Minister <strong>of</strong> Livestock and Rural Community<br />

Development; Hon. MuthuSivalingam, Deputy Minister <strong>of</strong> Economic Development; Hon. A.H.MAzwar and<br />

Hon. P. Rajadurai, Members <strong>of</strong> Parliament, Hon. Anushia Sivarajah, Minister <strong>of</strong> Tamil Education, Sports and<br />

Youth Affairs <strong>of</strong> the Central Provincial Council, Mr Hilmy Mohammed, Mayor <strong>of</strong> Matale, Mr. A. Natarajan,<br />

Assistant <strong>High</strong> <strong>Commission</strong>er in Kandy and members <strong>of</strong> the Mahatma Gandhi Sabha, Matale.<br />

In his remarks, <strong>High</strong> <strong>Commission</strong>er Kantha highlighted that the construction <strong>of</strong> the Mahatma Gandhi<br />

International Centre was fully funded by the Government <strong>of</strong> <strong>India</strong> at a cost <strong>of</strong> SLR 88.60 million and that the<br />

Centre, with an auditorium, library, and a conference hall would cater to the wider needs <strong>of</strong> the society. He<br />

appreciated the Matale Municipal Council for providing 80 perches <strong>of</strong> land to the Mahatma Gandhi Sabha for<br />

construction <strong>of</strong> the Centre and announced that the project would be completed within a period <strong>of</strong> one year.<br />

He emphasized that the spirituality flowing from all religions and communities would flourish at the Centre,<br />

which was one <strong>of</strong> the missions <strong>of</strong> Mahatma Gandhi.<br />

The <strong>High</strong> <strong>Commission</strong>er recalled that Mahatma Gandhi, during his three week-long visit to Sri Lanka<br />

in 1927, made a whirlwind visit to various cities including <strong>Colombo</strong>, Kandy, Matale, NuwaraEliya, Badulla,<br />

Bandarawela, Hatton, <strong>Colombo</strong>, Galle, Jaffna, Point Pedro etc., to collect donations for his Khadi project. He<br />

added that Mahatma Gandhi made at least 35 speeches to Sri Lankan audiences and also visited many<br />

schools, namely, Trinity and Dharmaraja Colleges in Kandy, Zahira and Ananda Colleges in <strong>Colombo</strong> and<br />

laid the foundation stone for a female education centre in Matale, now known as the Pakkiyam National<br />

College.<br />

In their remarks, Hon. MuthuSivalingam, the Deputy Minister for Economic Development, Hon.<br />

Azwar, the Member <strong>of</strong> Parliament as well as the Mayor <strong>of</strong> Matale, thanked the Government <strong>of</strong> <strong>India</strong> for<br />

supporting this project and for <strong>India</strong>’s assistance for a number <strong>of</strong> other developmental projects including the<br />

flagship <strong>India</strong>n Housing Project, Northern and Southern Railway Rehabilitation project, 150 Bed Base<br />

Hospital at Dickoya, Hatton, setting up <strong>of</strong> three Vocational Training Centres at Hatton, NuwaraEliya and<br />

Helboda, gifting <strong>of</strong> buses and 350 CEWET scholarships to assist students from the plantation areas, besides<br />

440 other scholarships that enabled students to pursue their higher education in Sri Lanka and in <strong>India</strong>. They<br />

also spoke about Mahatma Gandhi’steachings related to truth and non-violence and his visit to Sri Lanka in<br />

1927, which fostered the friendship between <strong>India</strong> and Sri Lanka.<br />

The <strong>High</strong> <strong>Commission</strong>er and Mrs. Sharmila Kantha also visited the Pakkiyam National College and<br />

paid homage to Gandhiji by garlanding his statue at the College.<br />

Spotlight Continues: <strong>India</strong>n Railways<br />

Introduction<br />

Hon. Railways Minister, in one <strong>of</strong> his recent speeches, praised the <strong>India</strong>n Railways for entering the<br />

billionaire's club, reckoned by the estimated quantum <strong>of</strong> originating freight traffic over its network in 2012-13.<br />

Market Size<br />

The <strong>India</strong>n Railways generated total approximate earnings on originating basis <strong>of</strong> Rs 124,814.87 crore<br />

(US$ 23.09 billion) during 1st April 2012 to 31st March 2013 as against Rs 104,334.61 crore (US$ 19.29<br />

billion) during the corresponding period last year, registering an increase <strong>of</strong> 19.63 per cent. While the total<br />

goods earnings increased by 23.24 per cent, total passenger revenue earnings shot up by 11.35 per cent.<br />

The revenue earnings from other coaching amounted to Rs 3,137.92 crore (US$ 580.11 million) during 1st<br />

April 2012 to 31st March 2013. The total approximate numbers <strong>of</strong> passengers booked during 1st April<br />

2012 – 31st March 2013 were 8501.30 million compared to 8306.17 million during the same period last year,<br />

showing an increase <strong>of</strong> 2.35 per cent<br />

Moreover, <strong>India</strong>n Railways carried 1,009.73 million tonnes (MT) <strong>of</strong> revenue earning freight traffic during<br />

2012-13, 39.95 MT higher than that <strong>of</strong> 969.78 MT carried during the corresponding period last year, marking<br />

an increase <strong>of</strong> 4 per cent. The Railways have kept the loading target at 1,047 MT for the fiscal 2013-14<br />

The cumulative foreign direct investment (FDI) inflow into the railways related components sector stood at<br />

US$ 260.09 million from April 2000 to January 2013, according to statistics released by the Department <strong>of</strong><br />

Industrial Policy and Promotion (DIPP)<br />

Recent Developments<br />

Allcargo Global has decided to invest in setting up a rail terminal in Hyderabad as part <strong>of</strong> the company's<br />

expansion plans in <strong>India</strong>. The company, that has already purchased land for setting up the terminal, is<br />

marking its debut in the rail business. It currently operates Container freight stations, Inland container depots<br />

and coastal shipping as part <strong>of</strong> its integrated logistics business<br />

L&T Metro Rail (Hyderabad), an arm <strong>of</strong> infrastructure firm L&T has granted a Rs 220 crore (US$ 40.67<br />

million)-project to Korean technology firm Samsung SDS Company, for setting up automatic fare collection<br />

(AFC) system for the upcoming Hyderabad metro rail project. The scope <strong>of</strong> the order majorly includes setting<br />

up <strong>of</strong> smart card based ticketing system, automatic gates, cash and card based payment system, ticket<br />

vending machines, and near field communication technology that enables usage <strong>of</strong> mobile phones as fare<br />

media. Samsung has already proved its mettle in implementing similar AFC projects across several countries<br />

including three in <strong>India</strong> - Delhi metro, Bangalore metro and Jaipur metro<br />

<strong>India</strong> witnessed the roll-out <strong>of</strong> its first mono rail which was test run in Mumbai recently. The first phase <strong>of</strong><br />

the project spans for 8.80 km and is anticipated to be opened to public in August 2013. The second phase, a<br />

10.74-km long stretch, is expected to be completed by August 2014. The total project cost at fixed rate is<br />

Spotlight Continues: <strong>India</strong>n Railways<br />

Government Initiatives<br />

The Ministry <strong>of</strong> Railways, Government <strong>of</strong> <strong>India</strong> and the Société Nationale des Chemins de Fer<br />

Français (SNCF), the French National Railways, have signed a memorandum <strong>of</strong> understanding (MoU) for<br />

technical cooperation in the field <strong>of</strong> Railways. Four areas <strong>of</strong> mutual collaboration that have been incorporated<br />

in the MoU are-<br />

<strong>High</strong> speed and semi-high speed rail;<br />

Station renovation and operations;<br />

Modernisation <strong>of</strong> current operations and infrastructure;<br />

Sub-urban trains<br />

Under the <strong>High</strong> Speed Cooperation Programme, the two countries have decided to jointly carry out<br />

an 'operations and development' feasibility project on the Mumbai-Ahmedabad <strong>High</strong>-Speed Rail. SNCF will<br />

be funding the project with a support from the French Ministry <strong>of</strong> Finance.<br />

The bi-lateral agreement is valid for a period <strong>of</strong> five years and is extendable by one year with mutual<br />

consent. Meanwhile, Hon. Railway Minister presented the Railway Budget 2013-14 in the Parliament, laying<br />

intense thrust on safety, consolidation, improving passenger amenities and fiscal discipline. Major highlights<br />

<strong>of</strong> the Budget are-<br />

The Ministry has proposed highest ever plan outlay <strong>of</strong> Rs. 63,363 crore (US$ 11.71 billion) for 2013-14<br />

The budget encapsulates number <strong>of</strong> measures to improve passenger amenities and to make railway<br />

services people-sensitive and more efficient. These would include introduction <strong>of</strong> several IT-enabled<br />

services for reservations and new trains; internet ticketing; e-ticketing through mobile phones, SMS alerts<br />

to passengers providing updates on reservation status<br />

Hon. Railway Minister took pride in announcing that the <strong>India</strong>n Railways is set to achieve the milestone <strong>of</strong><br />

entering the select club <strong>of</strong> railways with over one billion ton freight loading. At present, only the Chinese,<br />

Russian and the US Railways have this distinction<br />

Furthermore, the Budget gave details about the new railway projects to be taken up during 2013-14<br />

wherein 67 new express trains and 26 new passengers’ services would be introduced. There would be<br />

extension <strong>of</strong> 57 trains besides increase in frequency <strong>of</strong> 24 trains<br />

Road Ahead<br />

Apart from its main business, <strong>India</strong>n Railways is set to clock huge revenues from non-core activities<br />

to maximise the utility's efficiency and effectiveness. The Railways Minister anticipates that the department<br />

would rake-in revenues <strong>of</strong> over Rs 6,000 crore (US$ 1.11 billion) in 2013-14 from activities such as<br />

commercial exploitation <strong>of</strong> its land reserves, letting out advertising space and more aggressive scrap sales.<br />

In addition to that, <strong>India</strong>n Railways is expected to clock a healthy 5.5 per cent growth in freight traffic<br />

in 2013-14 as against a 4 per cent growth for 2012-13, according to a report from the Centre for Monitoring<br />

<strong>India</strong>n Economy (CMIE). This growth is expected to come on the back <strong>of</strong> a healthy growth in the freight traffic<br />

<strong>of</strong> commodities like coal, cement, iron ore for steel plants and fertilizers.<br />

Bilateral Trade<br />

Bilateral trade turnover amounted to about US$ 868.87 million during the period January-March 2013.<br />

During this period Sri Lanka's exports to <strong>India</strong> were about US$ 136.63 million; and imports from <strong>India</strong> were<br />

about US$ 732.24 million. During the month <strong>of</strong> March 2013, Bilateral trade turnover amounted to US$ 310.61<br />

million. Sri Lanka's exports to <strong>India</strong> were US$ 40.91 million; and imports from <strong>India</strong> were about US$ 269.70<br />

million. <strong>India</strong>’s share in Sri Lanka’s global imports & exports was 18.15% and 5.18% respectively.<br />

Tourist Arrivals from <strong>India</strong> to Sri Lanka<br />

The total number <strong>of</strong> tourist arrivals from <strong>India</strong> to Sri Lanka between January-April 2013 was 52,892 i.e.<br />

approximately 14.35% <strong>of</strong> the total tourist arrival into Sri Lanka. During the month <strong>of</strong> April 2013, 14,333 <strong>India</strong>n<br />

tourists visited Sri Lanka as against 15,432 in the corresponding period <strong>of</strong> the previous year indicating a<br />

decrease <strong>of</strong> 7.1%.<br />

Introduction<br />

<strong>India</strong>'s economic confidence grew by 8 points to 68 per cent in the month <strong>of</strong> January 2013 as<br />

compared to December 2012, making it the second most economically confident country in the world,<br />

according to a survey titled 'Ipsos Economic Pulse <strong>of</strong> the World'.<br />

<strong>India</strong>'s services sector has emerged as a prominent sector in terms <strong>of</strong> its contribution to national and<br />

state incomes, a comparison <strong>of</strong> the services performance done across the top 15 countries over the 11 year<br />

period from 2001 to 2011. <strong>India</strong> stood first in terms <strong>of</strong> increase in share <strong>of</strong> services in the gross domestic<br />

product (GDP) with 8.1 per cent, among top 15 countries during 2001-2011.<br />

The Economic Scenario<br />

<strong>India</strong> is expected to record 6.1 per cent gross domestic product (GDP) growth in the current fiscal.<br />

The growth is expected to increase further to 6.7 per cent in 2014-15, according to the World Bank's latest<br />

<strong>India</strong> Development Update, a bi-annual report on the <strong>India</strong>n economy. While, the Prime Minister's Economic<br />

Advisory Panel expects the economic growth rate to increase to 6.4 per cent in 2013-14 from 5 per cent<br />

during 2012-13, on back <strong>of</strong> improvement in performance <strong>of</strong> agriculture and manufacturing sectors.<br />

<strong>India</strong>n manufacturing and services sectors expanded more than China in February 2013, according<br />

to a survey by HSBC. The HSBC composite index for <strong>India</strong> for manufacturing and services stood at 54.8 in<br />

February 2013, whereas it was 51.4 for China.<br />

<strong>India</strong>n companies have invested US$ 1.65 billion abroad in February 2013, according to data released by<br />

Reserve Bank <strong>of</strong> <strong>India</strong> (RBI)<br />

Non-resident <strong>India</strong>ns (NRIs) placed deposits aggregating to US$ 14.18 billion in the financial year ended<br />

March 2013, registering an increase <strong>of</strong> 19 per cent over the previous year. Non-resident (external) rupee<br />

account or NRE deposits with the banking system jumped 85 per cent (rising by US$ 15.81 billion in FY13<br />

compared to US$ 8.53 billion in FY12), according to Reserve Bank <strong>of</strong> <strong>India</strong> data<br />

The cumulative amount <strong>of</strong> foreign direct investment (FDI) equity inflows into <strong>India</strong> were worth US$<br />

191,757 million between April 2000 to February 2013, while FDI equity inflow during April 2012 to<br />

February 2013 was recorded as US$ 20,899 million, according to the latest data published by Department<br />

<strong>of</strong> Industrial Policy and Promotion (DIPP)<br />

Foreign institutional investors (FIIs) made a net investment (including equity and debt) worth Rs 168,367<br />

crore (US$ 30.72 billion) in 2012-13, according to data published by Securities and Exchange Board <strong>of</strong><br />

<strong>India</strong> (SEBI). Moreover, US$ 310.47 million in the equity and US$ 41.32 million in the debt market were<br />

invested by FIIs, as on May 16, 2013, as per the SEBI data<br />

Foreign exchange earnings (FEE) from tourism in <strong>India</strong> registered a growth <strong>of</strong> 19 per cent to touch Rs<br />

Mobile Association <strong>of</strong> <strong>India</strong> (IAMAI). The <strong>India</strong>n MVAS market is predicted to grow at a compounded<br />

annual growth rate (CAGR) <strong>of</strong> 25 per cent between 2012 and 2015<br />

The export <strong>of</strong> handloom products from <strong>India</strong> is expected to grow by 30-35 per cent this fiscal, according<br />

to Ms Panabaka Lakshmi, Minister <strong>of</strong> State for Textiles, Petroleum and Natural Gas, Government<br />

<strong>of</strong> <strong>India</strong>. The <strong>India</strong>n handloom exports touched US$ 156 million last fiscal<br />

Public sector units (PSUs) spent US$ 8.5 billion in FY12 on IT, according to a report by Zinnov.<br />

Road Ahead<br />

The <strong>India</strong>n economy is estimated to grow at a higher rate <strong>of</strong> 6.7 per cent in 2013-14 due to revival in<br />

consumption, according to a report by CRISIL. “<strong>India</strong> is growing very rapidly in our portfolio,” said Mr Fred<br />

Hochberg, Chief, US Exim Bank, while highlighting <strong>India</strong>'s strong long-term growth prospects. In addition, the<br />

luxury market in <strong>India</strong> is expected to reach US$ 14.73 billion by 2015 from an estimated US$ 8.21 billion this<br />

year, with about 30 per cent <strong>of</strong> the customers coming from smaller cities.<br />
