Vendor Email
Dear Vendor:
We are sending you this email as a preliminary communication to notify you that Lowe’s Canada is
scheduling Product Line Reviews at the Lowe’s Canada office in Toronto for assorting stores in 2007.
The meeting date and details will be provided to you by your Lowe’s Canada Merchandiser under separate
communication over the next few months. Once that meeting is scheduled, it is important, for everyone
involved, to understand that this review may bring about a change in vendors and store presentation, therefore
this meeting should include decision makers from your company.
In order to prepare for the meeting, and to allow the Lowe’s Canada Merchandising team to conduct a
preliminary analysis of product offerings and programs, we are asking that all potential vendors supply us with
PROPOSED CANADA ITEMS and INFORMATION. This information is similar to that which is provided to the
US Merchandising team for Item setup with additional data points specific to Canada. These proposed items
will be provided to us in the attached access database in which your current US program has been preloaded.
We understand that the current US items may not be appropriate for Canada and request that as you go
through the database you identify an offsetting item for Canada. A user guide (attached) has been created to
facilitate use of the database.
DATABASE TIPS:
- You will need Microsoft Access to complete the information
- As you enter information into the fields, the information is automatically stored (no need for
constant saving)
- READ the instructions at the top of the page
- HELP is available as text on the BOTTOM of the screen
- A GLOSSARY is incorporated into the user guide
- Complete all information
The database, which will be submitted prior to the line review process, will allow the Canada Merchandising
team to identify gaps in product offerings as well as new offerings you have which are specific to Canada. As
Canada is a new market for Lowe’s, there are many aspects of the assortment which need to be considered in
order to develop our business processes from supply chain, to regulatory compliance, to store layout and even
to loss prevention. Due to those requirements, we are asking you, our vendors to provide the information
accurately and within a two week time frame from when you receive this email. If you are not able to complete
the database in the allotted timeframe, please contact your Canada Merchandiser.
We know that our US Vendors are transitioning to PCM and that information being asked for in the database
looks similar. However, this information request requires Canada specific data which is not currently
accessible in any other format.
We know that you undoubtedly have many questions regarding the actual line review and what will be required
of you so we have provided a Vendor Information Packet which gives a brief description of our strategic
objectives for the line review, comprehensive information on Lowe’s Companies Canada Logistics
requirements, HazMat and Classification requirements as well as Source Tagging requirements. Please
review these carefully as they will help you understand how to position your company for compliance in these
areas.
Any questions should be directed to CanadaVendorData@Lowes.com or 416-730-7450.
3
Product Line Review Information
As previously stated, a Lowe’s Canada merchandising team member will contact you with the exact date and
time of your scheduled line review.
For the actual line review meeting at the Lowe’s Companies Canada office in Toronto, you should bring hard
copy versions of the presentation document accompanied by a CD version.
With this review, we have the following strategic objectives in mind and trust that your presentation will address
them:
Assortment dominance that creates market expansion opportunities for Lowe’s Canada
A simplified shopping experience for the consumer
Clear articulation of features and benefits moving up the price continuum
Opportunities for incremental special order, commercial, and installed businesses
You will have about one hour for your entire presentation. Please note that there may not be time during the
Line Review meeting to go through every page of the presentation document in detail, but the quality of
information you provide will be extremely useful in making final product and vendor decisions.
We realize that this is a large undertaking in a short period of time. To make your visit a beneficial one, come
organized, prepared, and realize the importance of this review. We encourage you to present your ‘best deal’
to distinguish Lowe’s in the Canada market with particular emphasis on product presentation, differentiation
and innovation.
Packaging
All packaging must meet the requirements of the Canadian government. Some basic guidelines have been
incorporated into Lowe’s Visual Standard Guidelines under Partner information located at
www.LowesLink.com.
The Competition Bureau (http://www.competitionbureau.gc.ca ) also publishes a Guide to the Consumer
Packaging and Labelling Act and Regulations. The guide along with other pertinent information can be found
at http://www.competitionbureau.gc.ca/internet/index.cfm?itemID=1248&lg=e.
Logistics Requirements
Lowe’s Canada Supply Chain Introduction
Let me introduce myself as the new VP of Supply Chain of Lowe’s Canada. We are looking forward to
establishing great relationships with you and your organization in the near future.
In order to support your upcoming conversations with the Canadian merchandising team, I wanted to reach out
to you to create a high level understanding of how Lowe’s Supply Chain will be structured in Canada at start
up, and to introduce the logistics requirements so that they can be considered during your product line review
and pricing conversations.
Even if you currently sell product in our US stores and are thus familiar with how to operate with Lowe’s, many
new procedures will exist in Canada due to the unique supply chain we are building. This document contains
the key logistics requirements that will ensure a smooth flow of product and a successful start up in Canada. A
full Canadian Vendor Partnership Guide and a Canada Routing Guide will be developed over the next few
months and will be shared with you. In the meantime, please read through this document in order to be
familiar with the key requirements, and to ensure they are considered as you work with the Lowe’s Canada
merchants to assort the Canadian stores and finalize pricing agreements.
We are currently building our Canadian supply chain team and will forward their contact information and the
unique roles each will play in support of Canada to our vendor partners. In the meantime, please contact Mike
MacInnis at 416-730-7347, with any clarification questions.
Yours truly,
Lori Digulla
VP Supply Chain
Canadian Supply Chain Overview
Regional Distribution Center
Lowe’s Canada will be building a regional distribution center in the GTA area to support our store launch
and expansion.
The GTA Distribution center will be capable of supporting stock, cross dock, and vendor-prepared cross
dock programs as well as other programs unique to the Canadian market place.
In order to minimize infrastructure investment at start-up stocked SKUs will be limited to import SKUs and
“Gold Bar” programs (strategic products with a never out service threshold). This program is likely to grow
in the future as volume grows and greater leverage is possible.
Flat Bed Distribution Center
Lowe’s will have a distribution point in the GTA area for our lumber & other building supply product.
SKUs selected to be held in this distribution point will be vendor managed inventory with ownership
transferring to Lowe’s at time of shipment to the store.
Transportation
Similar to the way transportation operates in the U.S., Lowe’s transportation department will manage all
collect freight movements and will create a routing guide that dictates the approved LTL and TL carriers for
all prepaid loads.
Supply Chain Organization
All vendors will be assigned a designated logistics representative with whom all logistics discussions
should occur. Logistics and Merchandising in Canada will continue to operate in product group teams and
will always work together to ensure the best decisions are made to benefit our end consumer.
Upon item selection during the product line review process, a Canadian logistics representative will be
assigned. This individual will assist in you with on-boarding and continued success as a Lowe’s partner in
the future.
Vendor Partner Requirements - Overview
Purchase Orders & Purchase Order Fulfillment
The following section outlines the vendor requirements as they relate to receiving and fulfilling purchase orders
submitted by Lowe’s. These requirements are grounded in the Supply Chain’s philosophy of maximizing
efficiency and accuracy in our service to the stores.
Order Size & Frequency
The size and frequency of all Lowe’s orders will be dictated by rate of sale unless specifically stated and
agreed upon by Lowe’s Merchandising and Logistics representatives. This does not apply to initial orders
or to orders placed to ship direct to new/retrofit stores.
Lowe’s prefers to transmit all purchase orders to our vendors using Electronic Data Interchange (EDI). See
EDI section for more details.
Substitutions
Substitutions of products and/or changes to model numbers are not allowed without express authorization
from a Lowe’s Merchandising and Logistics representative.
6
Vendors are not authorized to add any item(s) to a purchase order without the prior approval of a Lowe’s
Logistics representative
o Any non-stock items that are shipped, but not ordered, will be returned to the vendor freight collect.
o Any stock items that are shipped, but not ordered, may be accepted at no charge and the cost of
goods will be deducted from the invoice.
Vendor Capacity
Vendors are expected to maintain the required on-hand inventory levels to insure that all Lowe’s store and
distribution center orders ship complete and on time in accordance with the designated ship date and
arrival date. See Vendor Performance section regarding service level expectations.
Lowe’s requires a 30 day notification to a Lowe’s Logistics representative of any delays in manufacturing or
shipping due to plant closing for holidays, physical inventories, union negotiations, or other circumstances
that may impact product availability.
Back Orders
Lowe’s does not accept Backorders of any kind. Any backorders will be returned at vendor expense.
On time Order Fulfillment
Lowe’s designates a required ship date and arrival date on every COLLECT and PREPAID stock purchase
order.
Lowe’s requires all vendors to tender purchase orders according to the scheduled ship date instructions.
In order for each shipment to meet our carriers’ scheduled cut-off times, pick-up must be completed prior to
5 PM on the scheduled ship date.
If a Lowe’s Core Carrier arrives to the shipper’s location on the coordinated ship date and the purchase
order is not ready, the vendor will be responsible for any additional transportation charges or fees.
Multiple Purchase Orders to Single Lowe’s Location
Slip-sheets must not be used to unitize any LTL orders to any location for any reason. Any resulting
charges due to the use of slip-sheets will be the sole responsibility of the vendor.
Lowe’s requires all multiple purchase orders to a single Lowe’s location be combined into a single shipment
under the same bill of lading.
The combined weight and cube must be used as the basis to determine the proper shipping method.
Please use the outlined requirements in this routing guide to determine whether to ship via small Package,
LTL or truckload.
Vendor Order Minimums
Lowe’s does not accept Vendor Order Minimums on Collect freight shipments.
At start-up and ongoing, Vendor Order Minimums on prepaid freight must equal 2 WOS (weeks of supply)
or less:
o 2 DC WOS if it is DC destined order
o 2 Store WOS if it is a store destined order
Lowe’s will work with vendors to minimize prepaid minimums in order to maximize inventory turns and
service levels.
Vendors will be required to reduce or eliminate excessive prepaid minimums prior to contract finalization.
Ship Units and Weeks of Supply
Lowe’s requires that item packaging quantities remain consistent from order to order.
Vendor ship units must match sales rates to insure acceptable inventory turnover, ROI, etc.
o Outbound ship units to stores (master cartons if via DC or pallets if store direct) must be greater or
equal to 4 weeks of supply for a single store.
7
o Inbound ship units to DC (order multiple) must be greater than or equal to 2 weeks of supply for the
DC.
o For start up, store weeks of supply will be determined based on the per store annual forecasts
agreed to with merchants & supply chain. DC weeks of supply will be calculated based on the total
stocking stores.
Lowe’s must be given the ability to order product in master carton, tier, or pallet quantities. This
determination will be solely at Lowe’s discretion.
Vendors will be required to change excessive ship unit quantities for Lowe’s start up or in the future as
annual volumes change.
Proactive planning of appropriate ship unit sizes is expected for seasonal exit strategies so that guidelines
can still be adhered to.
Lowe’s will not accept additional costs for “Out of Season” ship unit revisions.
Lead Times
Lowe’s requires our vendors to communicate to a Lowe’s Logistics representative the shortest possible
lead time that the vendor can consistently adhere to (initial target to be provided in item set up sheet).
o Freight collect vendors. Lowe’s defines lead time as the number of calendar days between order
receipt date and the designated ship date.
o Freight prepaid vendors. Lowe’s defines lead time as the number of calendar days between order
receipt date and the designated arrival date.
In order to minimize the inventory required in our supply chain pipeline and maximize the service level to
the stores, the following requirements must be adhered to by our vendor partners:
US/Can Vendor Source Points
o Maximum allowable lead-time is 7 calendar days
o Minimum safety stock requirement is 60 days of finished goods
Overseas Vendor Source Points
o Maximum lead-time is 35 to 45 calendar days for on-going replenishment orders
o On initial orders vendors will be allowed a maximum of 60 days lead-time
Vendor Performance
Vendor manufacturing & distribution capacity must meet Lowe’s needs.
o As an important partner in Canada’s market entry, Lowe’s expects that priority allocation given to
Lowe’s stores
o A 98% fill rate minimum is expected by all vendors
o A 95% on-time delivery minimum is expected by all vendors
o New store orders must be accurate 100% of the time
o Vendor performance will be tracked and communicated to the vendor on a regular basis by the
Logistics team in order to identify opportunities to improve.
o Unaddressed poor performance will result in fines and loss of business
o Vendor performance will be strictly enforced by the Canadian merchandising & logistics teams. Our
first priority will always be to assist the vendor in addressing the service issue. However, failure to
eliminate issues will result in loss of business as negative impact to customer can not be risked.
Vendors must proactively notify Lowe’s if capacity is insufficient to meet forecasted or growing demand as
well as when SKUs are planned for discontinuation.
Electronic Date Interchange (EDI)
Vendors are required to have EDI capability. Exceptions will be at the sole discretion of Lowe’s and will be
made only where minimal negative impact on the supply chain will result.
Vendors approved to operate without EDI capabilities are required to use Lowe’s EDI webform.
Lowe’s will transmit purchase orders via EDI several times each day. Vendors are required to check for
purchase orders at least once a day in order to ensure lead times are adhered to.
8
Canada will also be moving to an Advance Shipping Notice (ASN) environment and all EDI vendors will be
required to submit ASNs for both DC and Store orders. Specific information in terms of timing will be
communicated to vendors shortly.
Transportation
The following section outlines the types of modes Lowe’s will use in order to move product from your ship point
to either our DC or our Stores. A single approach will be used with each vendor and will be determined based
on cost and efficiency. Listed below are the most common modes available to Lowe’s and the vendor
requirements for each.
Oceanic Freight
Document and communicate any problems to the Lowe’s LGS (Lowe’s Global Sourcing) team in a timely
manner.
Properly unitize, label, and package all shipments in accordance with Lowe’s packaging requirements.
See vendor requirements document on www.loweslink.com
It is the responsibility of all vendors to fill out and populate all Lowe’s tracking mechanisms before and
when product ships (Celarix, UPS, GXS, etc...).
LTL
In order to reduce carrier congestion and improve inbound flow into Lowe’s facilities, Lowe’s will only
receive LTL freight from Core LTL carriers regardless of freight terms (prepaid or collect).
Lowe’s requires that LTL shipments on Non Core carriers be routed through a core carrier’s local facility for
consolidation and delivery.
This is required for all store, new store or DC shipment.
Vendor is responsible for contacting Lowe’s routing guide carriers at least 24 hours prior to scheduled
shipment.
Properly unitize, label, and package all LTL shipments (“Bomb-proof”).
Collect TL
TL shipments will be routed by Lowe’s traffic department.
TL carrier dispatcher schedules pickup appointments 24 - 48 hours prior to the scheduled ship date.
Vendor is responsible for contacting Lowe’s traffic if a core carrier has not scheduled an appointment by
noon the day before the scheduled ship date.
Prepaid TL
Carriers are required to have delivery appointments at our receiving docks for all shipments, including
special orders. These appointments must be scheduled at least 48 hours in advance of scheduled delivery
date for Lowe’s distribution centers and 24 hours in advance for Lowe’s stores.
Appointment schedules are managed at each location (store or DC).
Unscheduled deliveries may result in an extended waiting period.
Small parcel
Small Parcel (UPS, Fed Ex, Purolator) applies all orders that weigh less than 150 pounds and the total
freight bill is less than $55.
Third party billing will be available to qualified vendors.
There is an automated system for small parcel shipments.
The system eliminates the need for “prepaid and add”.
9
Expedited Shipments
Vendors may not use expedited services on Lowe’s paid shipments without authorization from both the
Lowe’s logistics specialist and Lowe’s Transportation.
Lowe’s will choose the proper carrier and level of service for the shipment.
Accessorial Charges
Lowe’s is not responsible for accessorial charges of any kind.
Lowe’s has established a Core carrier program whereby all delivery problems are resolved through joint
process development.
Our delivery processes are designed to handle palletized, store integrity shipments. All purchase orders
are verified and shipments are delivered to pre established standing daily appointments. Lowe’s rates
reflect these processes.
Any charges such as notification, storage, reconsignment, inside delivery, sorting/segregation, time-definite
delivery and so on are the sole responsibility of the vendor.
Live Nursery Shipments
All collect Live-Nursery shipments designated to any Lowe’s location must be routed through the correct
Lowe’s Preferred Live-Nursery Carrier.
Lowe’s Canada Routing guide will be made available in early 2007.
Flooring and Major Appliance Shipments
Vendors in these product categories may have exception routing that supersedes normal routing as
outlined in this requirements document.
Each vendor location will receive the exception routing from Lowe’s upon assortment approval.
Free Time for Carrier Loading
Suppliers are allotted approximately 2 hours of free time for loading.
When a supplier delays a carrier beyond the free time, detention charges will be assessed.
Lowe's will process a claim against the Supplier for the detention charges, plus a handling fee.
Other Transportation Programs
In order to further optimize LTL orders, Lowe’s runs both a Pooled program as well as a LTL combination
program. Candidates for these programs will be identified by the Lowe’s Transportation department based
on the vendor activity in any given region. Requirements for these programs will not be substantial and will
be communicated to by the selected vendors at that time.
10
Product Packaging & Preparation
The following section summarizes the packaging, labeling & handling requirements for all Lowe’s product.
These requirements are in place to ensure that DCs and Stores can efficiently and accurately receive and
process the product ensuring good in stock positions at the stores.
Bar Coding
All products are required to have a unique, scannable bar code according to the Uniform Code Council’s
specifications for product identification at the sales register.
Lowe’s accepts only UPC Version A, UPC Version E, EAN 8, and EAN 13 bar code symbologies at point of
sale.
All standard shipping containers (master cartons, bundles, pallets, inner packs, etc.) containing fixed
multiples of the same item must have an Interleaved 2 of 5 (UPC Shipping Container Code) placed on the
packaging according to the Uniform Code Council’s specifications.
Lowe’s uses this bar code symbology at the point of receipt, as well as for taking inventory in our stores
and distribution centers.
All cartons must be packed on the pallet with the bar code (I 2 of 5 or UPC) facing outward. Lowe’s
receiving personnel must be able to scan the bar code without breaking down the cartons on the pallet.
All bar codes must have human readable characters that include a number system character and a check
digit.
All bar code information must be provided to your Lowe’s Merchandising representative upon agreement to
purchase product.
A 60 day advance notice of all bar code number changes and additions is required.
Any problems with the quality, integrity, or application of a bar code must be reported immediately to a
Merchandising representative.
Any changes to an existing products bar code (UPC AND UPC shipping container code) or it’s quantity
must be communicated to a Merchandising representative prior to change.
For start-up in Canada, UPC-128 labels will be required on all vendor prepared cross dock pallets as well
as any vendor pick pack cases.
A 100% scan rate is required on all labels.
Mislabeled product at the distribution centers will result in labor charges.
Packing Slips & BOLs
A packing slip is required for each shipment. If there are multiple Purchase Orders in a shipment, each PO
must have a separate packing slip.
The packing slip must be clearly located in a plastic “packing slip enclosed” pouch on the exterior of the
first carton of each PO and visible to the loader.
For truckload shipments, the cartons containing packing slips must be easily accessible prior to unloading.
Please place them at the rear of the trailer facing the unloader.
The packing slip must identify the Lowe’s item number(s) in ascending numerical sequence, the Lowe’s
Purchase Order number, store number, model number, quantity and the shipper’s name.
The Packing Slip must be machine printed and legible to the user.
The bill of lading must clearly identify shipment contents and show all purchase orders included in the
shipment. You must clearly identify our company name, the Lowe’s location number (IE: “LOWE’S HOME
IMPROVEMENT 457”) and address in the consignee information on the bill of lading.
Lowe’s requires that all vendors use the VICS Bill of Lading. Lowe’s core carriers have adopted the VICS
format. Lowe's and Lowe's Core Carrier contacts can assist shippers with questions. The VICS Bill of
Lading standard and documentation may be found on LowesLink or on .
11
Palletization
All collect and prepaid shipments must be shrink-wrapped on Lowe’s specification 4 way entry pallets
unless the size of the cartons or nature of the freight prohibits palletization. See below table for details.
Pallets requiring an alternative style or dimension due to product size limitations or for product protection,
must be reviewed and approved by the Promotional display Specialist or Merchandising Organization at
Lowe’s Companies, Inc.
If the weight of the pallet load exceeds the capabilities of the above specification, it is the responsibility of
the vendor to determine if additional runners or deck-boards are required to safely support the palletized
load.
Lowe’s DOES NOT participate in any national pallet programs.
4 – Way Pricing
The following section outlines the 4-way costing approach Lowe’s takes to product selection & channel
modeling. Please ensure that when you quote your 4-way costing that all the logistics requirements associated
with your product are considered as cost adjustments after the fact will not be tolerated.
All vendors are required to provide 4 costs for each SKU in their program. These costs are required regardless
of your status as a current Lowe’s vendor or the pricing approach that has been used with Lowe’s US in the
past.
The accuracy of these costs in the item set-up sheet (the first time they are provided) is essential as they not
only contribute to the merchant’s assortment decision, but also to the logistics flow decisions appropriate for
Canada (which will by and large be significantly different than the US). These decisions will impact the size of
the facility opened in Canada as well as the consolidation points we contract with and the freight rates we
secure.
“FOB Origin, Freight Collect DC”
Title and ownership passes to Lowe’s at time of receipt at the vendor DC.
True price of product net of any freight costs.
Pricing should reflect large, efficient order quantities and thus exclude those administrative (EDI, packing
lists, bill of lading, etc.), labor, and warehousing / packaging costs associated with ordering for numerous
individual stores.
For product crossing the US / Can border, duty and brokerage costs should not be included in this price.
For pricing purposes, the assumption should be made that Lowe's will be the importer / exporter of record
and will on its own behalf, or using a third party, prepare all customs clearance documentation.
Vendor arranges pick up by Lowe’s preferred LTL carrier or receives scheduled appointment by Lowe’s TL
contract carrier. Product must be ready for pick up on “ship day”.
“FOB Origin, Freight Collect Store”
Title and ownership passes to Lowe’s at time of receipt at the vendor DC.
True price of product net of any freight costs. Orders will be smaller in quantity, with each purchase order
containing product required for an individual store.
Each order will need to have a separate packing list & BOL and will be shrink wrapped onto individual store
pallets (unless it is shipped by small parcel)
For product crossing the US / Can border, duty and brokerage costs should not be included in this price.
For pricing purposes, the assumption should be made that Lowe's will be the importer / exporter of record
and will on its own behalf, or using a third party, prepare all customs clearance documentation.
Vendor arranges pick up by Lowe’s preferred LTL carrier or receives scheduled appointment by Lowe’s TL
contract carrier. Product must be ready for pick up on “ship day”.
“FOB Destination, Freight Prepaid DC”
Title and ownership of product belongs to vendor until receipt at Lowe’s Canada DC.
Price of product should include all freight costs required to ensure timely arrival at the designated Lowe’s
DC.
Pricing should reflect large, efficient order quantities and thus exclude those administrative (EDI, packing
lists, bill of lading, etc.), labor, and warehousing / packaging costs associated with ordering for numerous
individual stores as well as the freight savings due to the economies of scale associated with these larger
volumes.
For product crossing the US/Can border, vendor will be importer & exporter of record and must assume the
cost associated with all duty, brokerage and admin responsibilities.
Vendor arranges delivery direct to the Lowe’s DC.
14
“FOB Destination, Freight Prepaid Store”
Title and ownership of product belongs to vendor until receipt at the appropriate Lowe’s Canada Stores (1) .
Price of product should include all freight costs required to ensure timely arrival at the designated Lowe’s
DC.
Orders will be smaller in quantity, with each purchase order containing product required for an individual
store. Each order will need to have a separate packing list & BOL and will be shrink wrapped onto
individual store pallets.
For product crossing the US/Can border, vendor will be importer & exporter of record and must assume the
cost associated with all duty, brokerage and admin responsibilities.
Vendor arranges delivery direct to the Lowe’s DC. Purchase orders are usually in small quantities that
move by less than truckload (LTL) or UPS.
(1)
Title and ownership timing excludes any vendor product on a VMI relationship.
Material Safety Data Sheets Requirements
Background
Beginning in mid 2007 Lowe’s will be expanding into Canada. As a result, this will necessitate strict
compliance with a variety of Canadian regulations. Among these are regulations related to the transportation
and management of hazardous materials.
MSDS Compliance Requirements
In order to comply with these regulations in particular, Lowe’s will be requiring new information from vendors
who wish to market products in Canada. Specifically, we are requiring Material Safety Data Sheets (MSDSs)
in the French language (as well as English) and containing the information required by the Canadian
Workplace Hazardous Materials Information System (WHMIS). NOTE: IF YOU DO NOT PROVIDE THIS
INFORMATION YOUR PRODUCT(S) CANNOT AND WILL NOT BE OFFERED BY LOWE’S IN CANADA.
MSDS Codes
We need each item to have an MSDS code associated with it. Each item should have only one code.
N Item does not have an MSDS and is not regulated by Department of Transportation (CFR49), Transport
Canada (TRANSPORTATION OF DANGEROUS GOODS ACT (CANADA), Ontario Ministry of Transportation
(DANGEROUS GOODS ACT), Transportation Act (ONTARIO) and applicable Provincial equivalents.
1 ITEM HAS MSDS AND IS NOT REGULATED BY DEPARTMENT OF TRANSPORTATION (CFR49),
TRANSPORT CANADA (TRANSPORTATION of DANGEROUS GOODS ACT (CANADA), ONTARIO
MINISTRY OF TRANSPORTATION (DANGEROUS GOODS ACT), TRANSPORTATION ACT (ONTARIO)
and APPLICABLE PROVINCIAL EQUIVALENTS.
2 Item has MSDS and is shipped as LTD. QTY. or CONSUMER COMMODITY. No shipping paper is required
if material is not an marine pollutant. No reportable quantity restrictions.
3 Item has MSDS and is shipped with LTD. OR REPORTABLE QTY. Restrictions requires special shipping
papers to transport, etc.
4 Item has MSDS and is shipped according to the shipping requirements of Department of Transportation
(CFR49) AND applicable Canadian Federal and Provincial equivalents. Requires special shipping papers to
transport, etc.
15
As you should be aware, the WHMIS requirements for MSDSs vary somewhat from those of OSHA in the
United States. For example, WHMIS requires the percent of concentrations of hazardous ingredients to be
listed (optional in the U.S.) as well as the LD50 value.
Also of concern is the Canadian requirement that MSDSs be updated every three years or when there is a
change in formulation. Since it will be impossible for Lowe’s to know when you have reviewed your MSDSs or
changed formulations you will be required to maintain a system to manage this so that Lowe’s will ALWAYS
have the most recent version of every MSDS. Revised and updated MSDSs should immediately be sent to
Lowe’s MSDS custodian at:
Infotrac
Lowe’s MSDS Library
200 North Palmetto
Leesburg, FL USA 34748
Be sure to write the 12 digit UPC on the MSDS for easy product reference. Infotrac will ensure that Lowe’s
MSDS management system is updated accordingly.
Once the Merchandising team has conducted the line review and selected your products, please begin
forwarding the most current French and English MSDSs for Canada to Infotrac. This will ensure compliance
and timely openings for the planned Canadian locations.
I hereby certify that the regulatory information listed below is accurate, I understand the penalties for violations
of Hazardous Materials Regulations and submit this information to Lowe’s in order that they may be in
compliance with CFR 49 (Federal Transportation Regulation -- Department of Transportation), the
Transportation of Dangerous Goods Act (Canada), the Dangerous Goods Transportation Act (Ontario), and
applicable provincial equivalents, and CFR 29 (OSHA Haz-Com), the Canada Labour Code, the Occupational
Health and Safety Act (Ontario), and applicable provincial equivalents.
IN ADDITION:
I hereby acknowledge and agree to send the most current, bilingual (French & English) MSDS's for all items
Lowe's is purchasing (if applicable) to: Infotrac, Lowe's MSDS, 200 N. Palmetto, Leesburg, FL 34748, USA. I
also agree to write the item's 12 digit UPC bar code on the MSDS. I also agree to update this MSDS every 3
years and to send said copies to Infotrac. I certify that these MSDS's are compliant with USA OSHA and
Canadian WHMIS standards and understand the penalties if they are not.
IMPORTANT: Lowe's has a policy that strictly prohibits the purchase of certain items from vendors. Included
are products containing more than 25% ammonium nitrate, pesticides that require an applicator's license and
pesticides that are classified as restricted use chemicals. If you are in the process of selling to Lowe's any
products that may fit the above descriptions you must notify Lowe's Merchandising Department immediately.
In addition, if there are federal, provincial, state or local laws, regulations or requirements pertaining to any
materials or products sold or to be sold to Lowe's, that may impact Lowe's as a retailer, you must notify Lowe's
Merchandising Department immediately. This includes, but is not limited to, sale of products to minors,
labeling requirements, signage requirements and requirements pertaining to height of product display.
Failure to abide by these requirements shall constitute a material breach of the Lowe's Master Standard
Buying Agreement between you and Lowe's.
Lowe’s Source Tag Program
Lowe’s Source Tag Commitment Statement
Lowe’s has implemented source tagging as part of our corporate strategy to increase sales and decrease
shrinkage. The company has made a significant investment and commitment to source tagging and therefore
appreciate the cooperation of our vendors in this venture as we both experience the benefits source tagging
offers.
What is Source Tagging?
Source Tagging is the process by which disposable anti-theft labels are incorporated into the merchandise to
be protected during manufacturing or packaging process.
Lowe’s has chosen to use TEPG/Sensormatic’s Ultra-Max Anti-Shoplifting Technology because it offers:
The highest detection rate in the industry.
Coverage of wide exits and entrances.
Automatic, reliable deactivation of hidden labels without slowing throughput.
A virtually false-free alarm system
Potential packaging reduction or elimination since Ultra-Strip labels fit easily into small items.
Washable labels for sewn-in application with home fashion products.
Labels are able to be deactivated & reactivated.
Lowe’s requires all suppliers with high-theft/high-shrink product to source tag specific SKU’s based
upon their specific Product Group tagging criteria. If you are contacted to begin source tagging your
product, you should follow these easy “Next Step Instructions” to get your program up and running. If
you have any questions or issues regarding Lowe’s Source Tagging Policy you should contact Lowe’s
EAS Coordinator at 704-758-6012.
Next Step Instructions
1. Complete ADT/Sensormatic's Product Submission Form & forward it, along with your SKUs that need
to be tested, to one of Sensormatic’s Certification Labs. You do not need to try to pre-place the security
tag on or in the product. The lab will determine the optimal place for the tag during the testing process.
The certification process is the same for import & domestic items. You may choose the HK or US lab
location that works best for you unless the item is to be Phase III tested.
The certification process is FREE and generally takes less than two weeks to complete. Your product
should be shipped to Sensormatic packaged exactly as it will arrive to our stores. If you have several
SKUs packaged exactly the same, you need only send one product representative for each packaging
style. However, provide all of the UPC codes for the items you would like certified.
2. All certifications are sent to the Lowe’s EAS Source Tag Manager for approval, please wait for
Lowe’s approval regarding each certification before you proceed with tagging the item. Should you
have any packaging you feel is questionable please contact the EAS Program Coordinator to have
a sample sent in for review. All packaging must be approved prior to implementing your merchandise
program. NOTE: All clam shells must be heat or RF sealed on all sides and must include the approved
phase tag before your first shipment.
3. Lowe’s requires all product to be Phase II or Phase III tagged. PII tagging means the tag is concealed
inside of the packaging of your product. PIII tagging means the tag is actually placed inside the product
itself. The tag is always universally positioned within 3” of the barcode for all retailers regardless of the
17
phase. (Sensormatic’s Lab has been instructed to adhere to our standard requirement of testing all Lowe’s
product for Phase III first.) If an item exceeds 24”/25lbs please contact the EAS Source Tag Coordinator to
inquire about alternative tagging for these items so they remain within the Source Tagging Guidelines.
4. Contact Lisa Greer Lowe’s Representative at Sensormatic, regarding pricing of tags, placing
orders, credit, shipment, equipment, etc. Lisa can be reached at 336-838-7781 or
lgreer@tycoint.com. Lowe’s ONLY accepts Sensormatic’s DR anti-theft tags.
Upon receipt of certification from Sensormatic and approval of those certifications & packaging from Lowe’s
EAS Program Manager/Coordinator, you are ready to begin tagging & shipping your product.
Complete and return Lowe’s Source Tag Commitment form via fax to: 1.704.757.6098. You will need to
list all of the SKUs that will be source tagged, by Lowe’s item number, and the approved phase on the form.
(Please do not list the SKUs by your model number.) Enter the implementation date in the first paragraph. This
is the date your source tagged product will begin shipping to our stores. (This date must be approved by
Lowe’s EAS Program Manage/ Coordinator.)
Source Tagging Requirements & Guidelines
It generally takes a new supplier approximately 60-90 days to have source tagged product arriving in
our stores. Should you have current warehouse stock, Lowe’s will allow you to work through that inventory
and begin your program with the shipment following depletion of such. Should you determine that your current
inventory level is greater then two months, you must contact Lowe’s EAS Coordinator at 704-758-6012 to
determine the arrival date.
Lowe’s ONLY accepts tagged product that uses TEPG/Sensormatic’s Dual Resonator (DR) anti-theft
tag. There are several different anti-theft tags on the market. Lowe’s systems will only activate and perform
accurately with the use of TEPG/Sensormatic’s DR tag. You may NOT use Check Point, or any other RF,
(radio frequency) tag on your product to be shipped to Lowe’s.
Lowe’s conducts weekly internal audits on committed source tagged SKU’s. Approximately six months
after your implementation date, we will manually
check all of your committed SKU’s to make sure they are tagged. This allows us to monitor vendor compliance
and ensure our suppliers are receiving LIVE tags from their distributors.
Lowe’s has a minimal 85% source tag compliance requirement. You will be notified of the results of your
audit and given the opportunity to correct the problem should it be necessary. Your items will be rechecked 45
days later. Should the problem not be corrected at the second audit, you will be found non-compliant. The
specific recourse for non-compliance will be determined at the time by Lowe’s Merchandising and Loss
Prevention Management. Non-compliance is handled on a case-by-case basis.
Lowe’s will assist all suppliers with any “hard to tag” item and allow them significant time to find,
develop & initiate use of the solution. Lowe’s will supply you with a list of VAR’s, (Value Added Resellers),
who assist companies with developing unique, individual tagging solutions for abnormal, or hard –to-tag items.
For instance: drop in tags (phones, fertilizer, soft goods), sewn in tags (soft goods), weighted/winged tags
(liquid concentrates/Round UP, chemicals & cleaners), are just a few of the tagging solutions that have been
developed for unique SKU’s at Lowe’s and other retailers. For any item, there is a solution, and we will assist
you in finding the right one for your product.
Lowe’s DOES NOT absorb or “share” in the cost of the anti-theft tag. Lowe’s has invested millions of
dollars in the installation of TEPG/Sensormatic’s EAS equipment throughout our stores, and for this reason,
require our suppliers to “share” the cost of the program, by providing the tags.
